The Regional Officer , Ministry of Road Transport & Highways , Raipur, Chhattisgarh State (the „ Employer ‟) invites proposals from eligible consultant empanelled for supervision by MoRT&H for engaging Authority‟s Engineer (AE) on the basis of International Competitive Bidding for the following contract package in the State of Chhattisgarh. Selection of AE shall be as per selection procedures given in the Model Agreement for Engineering Procurement and Construction. The selected AE shall be intimated to the Contractor. The proposal shall be submitted in English Language and all correspondence would be in the same language. 4. Ministry of Road Transport & Highways intends to appoint a Consultant to act as Authority’s Engineer for implementation of this EPC project. As per the Terms and Conditions of the EPC Agreement (s), the Authority‟s Engineer shall perform all the duties as per TOR given in this RFP along with any amendment thereof. The selection of Authority‟s Engineer shall follow the laid down procedures given in the Contract Agreement signed between Employer and Contractor. 5. The interested consultancy firms may download the RFP document from the official website of the Employer w.e.f. 26-04-2018 to 11-06-2018 upto 1700 hrs. The Consultant who download the RFP document from the website will be required to pay the non- refundable fee of Rs.5,000/- at the time of the submission of the Bid proposal, in the form of Demand Draft. The RFP will be invited through e-tendering portal. 6. The Applicant shall furnish as part of its Proposal, a bid security of Rs. 50,000 (fifty thousand) in the form of a Bank Guarantee (as per the format specified in Appendix N of this RFP document) (the “ Bid Security ”), valid for 45 days beyon d the validity of the bid. The Bid submitted without Bid Security will be summarily rejected. The Bid Security of the successful Bidder will be returned when the Bidder has signed the Contract Agreement with the Employer and has furnished the required Perf ormance Guarantee as specified in the document within 15 days from the receipt of the Letter of Acceptance. The Bid Security will be forfeited: (a) If a Bidder withdraws its bid during the period of bid validity. Or (b) If the Bidder fails to accept the Em ployer‟s corrections of arithmetic errors in the Bidder‟s bid (if any), or (c) If the Successful Bidder fails to sign the contract agreement with the Employer within the prescribed period, or (d) If the Successful Bidder fails to furnish the Performance Se curity with in the stipulated time. Unqualified bidders would be informed regarding their non qualification, without any explanation and thereafter Bid Security would be returned unopened after the evaluation of the financial proposal and signing the contr act agreement with the successful bidder. 7. The proposal should be sub mitted by con sultancy firms in two parts. The two parts of the proposal are Part 1: Tech nical Proposal and Part 2: Financi al Proposal. For a given EPC Project, Stage -1 of the Evaluation shall consider the evaluation of the Technical Proposal (i.e. Part 1). The firms scoring the qualifying mark s (minimum 75%) as mentioned in RFP shall only be considered for further evaluation. Under stage 2, the financial proposal of such firms as selected above shall be opened and evaluated.

    A BOUQUET OF REMINISCENCES ON SHRI N J YASASWY Intelligence and cleverness, great lineage, control of the senses, scientific pursuit fearlessness, measured speech, philanthropy and gratitude are the qualities that differentiate a great man. Shri N J Yasaswy (1950 – 2011), Founder of the ICFAI He was a man of great charm and an attraction among his classmates, juniors and seniors as well. He was venerated by equals; emulated by juniors and appreciated by teachers. To put it briefly, he was a „friend, philosopher and guide‟ to us in our lives. Born on 9th February, at Tenali in Guntur District of Andhra Pradesh, Shri N J Yasaswy was the only child of Shri Nandury Venkateswara Rao, a teacher and Smt. Seetharamamma. Shri N. J. Yasaswy, the visionary founder of the ICFAI group of educational institutions and a great human being.Yasaswy was indubitably a versatile genius and a man of many parts. That aside, he had a tremendous capacity to take risks but always launched every initiative with an amazing clarity: „ours is a private effort with a public purpose.‟ Being an erudite leader, whenever a new initiative was undertaken, he would invariably emphasize to his colleagues: “We are aiming at a future beyond our ken and control; let us, therefore, be open to learn and steer through cautiously.” Shri Yasaswy was a great teacher. Looking at his innate strengths, plus his tremendous ability to think laterally and his excellent ability to articulate, Yasaswy was one in a million and it was an absolute privilege remembering him as a Charismatic, Genius, Great Teacher, Visionary and Institution Builder.
