The list of all the Judges in the State of Uttarakhand has been included in this Directory. This is first time that a Directory of this nature is being published, which is intended for the benefit of all who are involved. I congratulate the Registry for putting in their efforts into bringing out this book. I do hope and expect that the same will be helpful for one and all. Sd/- (Ravi Malimath) Acting Chief Justice High Court of Uttarakhand, Nainital January 1st, 2021 i . Hon'ble Mr. Justice Ravi Malimath: Born on 25-05- 1962. Enrolled as an Advocate on 28-01-1987 at Bangalore. Practiced in Constitutional, Civil, Criminal, Labour, Service, Mainly at Karnataka High Court, Bangalore. Appointed as an Additional Judge of the High Court of Karnataka on 18-02- 2008 and permanent Judge on 17-02-2010. Transferred to High Court of Uttarakhand and assumed office of a Judge of High Court of Uttarakhand on 05-03-2020 vide Notification No. K-13023/01/2020-US.I, Dated 26-02-2020. Appointed as Acting Chief Justice of High Court of Uttarakhand w.e.f. 28/07/2020. ii Hon’ble Mr. Justice Sudhanshu Dhulia : was born on August 10, 1960. Did his earlier schooling from Dehradun, Allahabad and Lucknow, and graduated from Allahabad University in the year 1981. Completed his Masters in Modern History in the year 1983 and LL.B. in the year 1986. Initially practiced on the Civil and Constitutional side before the High Court of Judicature at Allahabad. Later shifted his practice to the newly created High Court of the State of Uttarakhand, at Nainital, where he was appointed as the first Chief Standing Counsel of the Government and later as Additional Advocate General, and was designated as Senior Advocate in June, 2004. Elevated as a permanent Judge of Uttarakhand High Court on November 01, 2008. iii Hon’ble Mr. Justice Lok Pal Singh: Born on 15th February, 1959 in Village Mohanpur-Mohammadpur, Tehsil Roorkee (then District Saharanpur) now District Haridwar, Uttarakhand, in a family of a farmer Late Shri Harpal Singh, mother Smt. Yashoda Devi was house-wife. Primary education from Cantonment Primary School, Roorkee Cantt. High School and Intermediate from BSM Intermediate College, Roorkee. Did Graduation and Law Degree from Meerut University, Meerut. Started practicing since 1988 at Civil Court, Roorkee in Civil and Revenue side initially. On creation of District Haridwar in iv 1989, shifted to District Court Haridwar and started practising in Civil, Revenue and Criminal matters. On creation of State of Uttarakhand immediately shifted to High Court of Uttarakhand and became founder member of the Bar Association. In the High Court, initially conducted Revenue, Civil and Criminal cases, and thereafter, conducted the matters relating to Constitution, Service, Company, Arbitration, Land Acquisition etc. Remained counsel for Pepsu Transport Corporation, Special Counsel on behalf of State of U.P. in some matters, Standing Counsel for Uttarakhand Power Corporation Ltd. as well as District Cooperative Banks of Uttarakhand and other private Banks. For a long period, empanelled in the pool of Advocates for the High Court. On 19th May, 2017 elevated as a permanent Judge of High Court of Uttarakhand and was assigned independent judicial work from the date of assuming the charge. v Hon’ble Mr. Justice Manoj Kumar Tiwari: Born on 19th September, 1965 at Pithoragarh, Uttarakhand in the family of lawyers. His father, Shri N.B. Tiwari is a designated Senior Advocate and Maternal grandfather Shri Ram Datt Chilkoti was a leading lawyer in District Pithoragarh. Studied at Kendriya Vidyalaya, Pithoragarh upto 10th standard. Did Graduation & Post Graduation from Government Post Graduate College, Pithoragarh. Passed LL.B. from Delhi University in 1990. Enrolled with Bar Council of U.P. Allahabad in 1990 and started practice at Hon’ble High Court of Judicature at Allahabad. Upon creation of Hon’ble Uttarakhand High Court in the year 2000, shifted to Nainital and practiced before vi Hon’ble Uttarakhand High Court. On 20.05.2009, he was designated as Senior Advocate. Held the office of President, High Court Bar Association, Nainital in 2008. He appeared as special counsel on behalf of the State Government in various cases. He was elevated as permanent Judge, High Court of Uttarakhand on 19.05.2017. vii Hon’ble Mr. Justice Sharad Kumar Sharma : Born on 1st January, 1962 at Allahabad, Uttar Pradesh. Justice Sharma attained his primary and secondary education from ‘Boys’ High School and Intermediate College, Allahabad and thereafter did his B.Com and LL.B from Allahabad University. He also holds Diploma in Material Management from Indian Institute of Engineering & Rural Technology, Allahabad. Enrolled as an Advocate on 29.02.1992 and started practice at Allahabad High Court on Civil, Constitutional, Service and Revenue Side matters from 1992 till 2000. His father Shri H.N. Sharma and brother Shri Anirudh Sharma are the Advocates viii and practicing at Allahabad High Court. His mother Smt. Sarla Sharma is housewife. After creation of State of Uttarakhand in the year 2000, he shifted to Nainital and started appearing and conducting different types of cases before the Hon’ble High Court of Uttarakhand at Nainital. In the year 2009, he was designated as Senior Advocate. Being Senior Panel Advocate, he appeared for High Court of Nainital, O.N.G.C., Dehradun, A.R.I.E.S, Nainital, Forest Corporation of Uttarakhand, Uttarakhand Transport Corporation etc. On 19.05.2017, he was elevated to the Bench and took charge as Addl. Judge, High Court of Uttarakhand. ix Hon’ble Mr. Justice Narayan Singh Dhanik :- Born on 20.5.1960 in Village Pubhauna, District Almora (Uttarakhand). Did his Intermediate education from Sarvodaya Inter College, Jainti, Almora and thereafter graduated from Rajkiya Mahavidyalaya, Almora. After doing LL.B. from Lucknow University, joined the PCS (J) in the year 1985 and the first posting was as Munsif in Pilibhit (Uttar Pradesh). After carving out of the State of Uttarakhand on 9th November 2000, opted for Uttarakhand and thereafter remained posted as District Judge in Districts Rudraprayag, Bageshwar, Nainital, x Haridwar and Dehradun. Remained Secretary to the Lokayukta as well as Legal Advisor to His Excellency the Governor of the State of Uttarakhand. Took oath as Permanent Judge of High Court of Uttarakhand in the Forenoon of 3rd December, 2018. xi Hon’ble Mr. Justice Ramesh Chandra Khulbe :- Joined Uttar Pradesh Judicial Service in the year 1987. Has worked as the Civil Judge (Junior Division) at Bareilly, Budaun, Bijnour, Nainital and Khatima. Became the Addl. Chief Judicial Magistrate, Shahjahanpur in the year 1999, thereafter joined as Chief Judicial Magistrate at Udham Singh Nagar from 2001 to 2003. Also worked as the Additional District Judge at Haridwar, Haldwani and Roorkee. Has also worked as the Presiding Officer, Industrial Tribunal, Haldwani. Also worked as the District Judge, Uttarkashi in July, 2010. Thereafter in 2013 joined xii as Secretary Lokayukta; Chairman, State Transport Appellate Tribunal, Chairman, State Commercial Tax Tribunal and Principal Secretary, Legislative and Parliamentary Affairs. Was also the Legal Advisor to H.E., the Governor of Uttarakhand. Elevated as a Judge of the High Court on 03.12.2018. xiii Hon’ble Mr. Justice Ravindra Maithani :- Joined Uttar Pradesh Judicial Service in the batch of 1986. Was posted as a Judge in various districts of Uttar Pradesh and thereafter in Uttarakhand. Also worked as Deputy Director, Institute of Judicial Training Research, U.P. Lucknow, Member, Trade Tax Tribunal, Uttarakhand, Additional Director, Uttarakhand Judicial And Legal Academy and Administrator General, Uttarakhand. Appointed as Registrar General, High Court of Uttarakhand, Nainital on 28.03.2009. Transferred to Supreme Court of India as Registrar on 21.09.2010. xiv Appointed as Secretary General, Supreme Court of India, on 13.05.2013 and held that position till 15.11.2014. Thereafter was posted as District & Sessions Judge, Almora, Uttarakhand. Appointed as Secretary General, Supreme Court of India, on 11.12.2015 till elevation as a judge of the Uttarakhand High Court on 03.12.2018. He was a member of various policy formulation bodies in the field of administration of justice. Was a member of National Court Management System (NCMS), Convenor of the Advisory Committee of NCMS, Member of General Body, Governing Council and Academic Council of National Judicial Academy and was also a Member of the Advisory Council of the National Mission for Justice Delivery and Legal Reforms.
