Comments Highway Summary

The proposals include the erection of a general purpose agricultural building and a stables, with associated works (retrospective application) at Land North Of Driffield Road, Huggate.

Supporting information includes a Location Plan and a Site plan (Dwg. No. CO1/1871/01) together with the application form. Whilst the application form states that there will not be a new or altered vehicle access it was observed on site that the access has been altered to a compacted stone access from the previous field access which was just the grass verge with no constructed access. The recent construction of the buildings will result in an intensification of use the access and therefore it is agreed that a more substantial access is required than the previous field access over the grass verge which was only suitable for very occasional use. However, the recently constructed access comprising compacted stone is not considered acceptable both in terms of the construction and layout.

As stated above the existing access point is unsuitable in its current form to service the proposed agricultural buildings as its condition will deteriorate when subjected to vehicle turning movements resulting in stones, etc., being deposited on to public highway and creating a potential hazard to the users of the highway. Also, the size of the access needs to be increased as damage to the highway verge either side of the access has been observed demonstrating that vehicles are over- running the grass verge at both sides of the access when entering and leaving the site. This vehicle over-run as well as damaging the grass verge and will lead to damage to the carriageway edge and again this will be a potential hazard to road users. Amended plans are therefore required to show that the access will be increased in size to accommodate the size of vehicles using the site, i.e., agricultural vehicles pulling trailers. And that the access will constructed to an appropriate construction, i.e., a sealed tarmac surface on a construction specification agreed during the vehicle access application process through the Councils Streetscene Services Team.

The access is located within the extent 30mph speed limit for Huggate although it is very close the change in speed limit from 30mph to 60mph. Visibility for the drivers of vehicles exiting the site is considered to be appropriate for the traffic flows and the vehicle speeds that can be expected at this location.

The submitted plans indicate there appears to be sufficient space within the site curtilage for parking, loading, off-loading and manoeuvring of vehicles using and servicing the facilities and this will enable vehicles to turn with the site so they can access and egress Driffield Road in a forward direction. It is noted that a Public Right of Way at the entrance to the site which runs through the site and that Countryside Access have provided comments in this.

To conclude, if revised plans are submitted, showing an appropriate vehicle access of sufficient size and construction, then Highway Development Management would have no objection to the application subject to a condition for the access to be constructed within 3 months of the granting of planning permission.
