5. Consider an Ordinance Approving a Development Agreement By and Between the Village of Villa Park, DuPage County, Illinois and Lone -Cardinal Ventures II, LLC (Known as Wildfire-Harley Davidson)

In 2006 the President and the Board of Trustees of the Village designated the North Avenue Redevelopment Project area, and adopted tax increment financing for the payment and financing costs of redevelopment projects. Wildfire-Harley Davidson has submitted a proposal to expand its current business of a full service motorized bike center to create a rider academy, retain or expand current jobs, and add outside revenue with an amphitheater and food service area. This expansion will cost the developer $1,500,000. In order to assist Wildfire-Harley Davidson with redevelopment costs, the developer proposes that the Village designate the area a “business district” in accordance with the Business District Development and Redevelopment Act. The designation of a Business Development District (BDD) will encompass the Wildfire- Harley Davidson location, and will be an imposition of a one percent (1%) business district sales tax on service and parts, all of which will be rebated to Wildfire-Harley Davidson for the life (i.e. 23 yrs) of the BDD. As part of the development agreement, the Village will provide a ninety percent (90%) rebate of sales taxes for annual sales in excess of $10,250,000 to Wildfire-Harley Davidson.

The Villa Park Village Hall is subject to the requirements of the Americans with Disabilities Act of 1990. An elevator is operational at the north side entrance to the Village Hall during normal work hours and also during evenings. Individuals with special needs are requested to contact the Village's Compliance Officer at (630) 834-8500 so that reasonable accommodations can be made for those persons.

6. Consider a Resolution Approving the IKE-PLP (Planning Program) Grant Study and Stormwater Management Addendum

The Village of Villa Park has been awarded a hurricane “Ike” Disaster Recovery Planning and Technical Assistance Grant. The grant amount is $95,000.00. RJN Group of Wheaton, Illinois completed the combined sewer system analysis and presented the final report. Formal approval of the report is required as a condition of the grant. The approved final report will be forwarded to the Planning and Zoning Commission for a public hearing for consideration of adoption as part of the Village’s Comprehensive Plan.

7. Well #7 - Discussion only

The Village has a contract with Layne Christiansen to pull well #7 in the amount of $40,000.00. During the removal process the pump became wedged in the well and additional acid treatment was needed to free the pump at an additional cost of $20,000.00. The pump is now free. In order to complete the removal process Layne Christiansen has submitted a cost estimate between $25,000.00 to $35,000.00. Staff requests direction from the board.

8. Consider a Resolution Approving the OSLAD Grant Application for Jefferson Pool Repairs and Other Amenities

In the spring and summer of 2013, Williams Architects completed the current conditions assessment of both Jefferson and Lufkin pools and facilities. The final assessment report with all findings and recommendations was issued to the Village on September 24, 2013 Based on the assessment findings, Williams Architects advised of three critical repairs for Jefferson pool which include installation of a pool liner, installation of a stainless steel gutter system, and replacement of the diving board. These repairs would provide significant benefit and would extend the life of the pool and pool systems appreciably, with a minimum of 10 years of additional life. The total project cost of $ 580,500.00, would include the three repairs as well expand recreational activities for residents with the addition of park amenities including a sand volleyball court, multisport rink, crushed limestone walking track, and gazebo. The Parks and Recreation Department is recommending that the Village retain 3D Design to prepare and submit an OSLAD grant application requesting funds for the total project amount. The OSLAD grant funds would cover 50% of the project, with the Village required to match the remaining 50%. The cost for the grant application preparation by 3D Design will not exceed $ 6,750.00. If approved the Village’s grant match will come from the following funds NESDRA fund 34.502.02.401/34.502.02.299, and the Parks fund 36.502.02.401

9. Consider a Resolution Approving an Intergovernmental Agreement between the Village of Villa Park and the Board of Education of School District 45, DuPage County, Illinois

Faculty for School District 45 has determined that two additional classrooms are needed to best serve students during the 2014-2015 school year. Staff recommends that the Village enter into an intergovernmental agreement with the Board of Education for School District 45 to lease two classrooms at the Iowa Community Center for the 2014-2015 school year for $13,000 per classroom. Four sections of the Early Childhood Special Education program will be housed in these classrooms. 2

10. Consider an Ordinance Authorizing the Sale by Public Auction of Personal Property and Seized Vehicles Owned by the Village of Villa Park

The Village currently has six vehicles that are no longer necessary or useful to the Village of Villa Park. It is in the best interest of the Village to sell said vehicles through auction.

The Planning & Zoning Commission and Staff recommend approval of the Conditional 4

Use for Charley’s U-Haul at 225 West Roosevelt Road to allow the renting of trucks and trailers at this location with the conditions listed in the ordinance.

f. Ordinance of the Village of Villa Park, Illinois, Amending the Regulations for Setbacks and Yard Encroachments in the Villa Park Zoning Ordinance

The Planning & Zoning Commission and Staff recommend approval of a text amendment that would reduce side yard setbacks in the R-1 and R-2 zoning districts and reduce side yard encroachments of eaves to one foot. This would allow for a 2-foot wider buildable area in these districts.

The Village of Villa Park owns the property at 824 North Yale Ave. and requests the rezoning of this property from R2 to C3 to match current adjacent zoning.
