Minutes of the meeting of the Planning and Infrastructure Committee held at 7.00pm on Thursday 21st May 2020 to which Councillors were summoned to attend by video conferencing via Microsoft Teams.

19/20Pl 172. OPEN FORUM The meeting started at 7.01pm. There were 7 members in attendance however only one elected to make a representation.

Mr R Aiers thanked the Council for allowing him to speak and also thanked for the Council for the Planning Discussion held remotely on 14th May 2020. Mr Aiers expressed dismay that the Planning Application had been submitted whilst the Country was experiencing a lockdown on social gatherings and restrictions of public meetings, removing the opportunity for full public engagement. Mr Aiers acknowledged that the Parish Council had made efforts to engage by way of the online discussion however expressed concern that there were several interruptions with an elected member of the Community shouting out whilst a member of public was making a representation. Mr Aiers also reiterated concerns with regards to a member of the Parish Council publishing a comment on the online planning portal indicating a personal opinion in relation to the application as well as comments which were deemed offensive and antagonizing to members of the public. It was also noted that the minutes of this meeting were yet to be published and the online planning portal date for responses had not been updated.

The Executive Clerk acknowledged the concerns raised and confirmed that action had been taken to mute the interruptions as and when they occurred. The Executive Clerk also confirmed that she was aware of the complaints regarding a member of the Parish Council and had referred the case to the Monitoring Officer at HDC, Daryl Philips. The Monitoring Officer confirmed that as the Parish Councillor was not acting on behalf of the Parish Council nor indicated the Parish Council in any of his comments, this was not a case for standards in this instance. The Executive Clerk concluded that there may however be a case for the Parish Council to review its internal policies in light of these events. The Executive Clerk also confirmed that the recording of the Planning discussion would be available to view via the Parish Council website on Friday 22nd May 2020 for a limited period of time.

Mr Aiers thanked the Council and confirmed that he had been in contact with Daryl Philips and submitted a FOI request.

19/20 Pl 177. CURRENT PLANNING & LICENSING APPLICATIONS Case: 20/00944/HOU Proposal: Demolition of existing workshop and erection of a garden cabin. Erection of replacement walls, gates and pillars to front and side (Part retrospective). Location: Hazlebank Sandy Lane Hook RG27 8DN Response Date: 27th May 2020

Comment: Councillors have no objection to the garden cabin. However, they would ask the applicant to supply further information concerning the fence and gate. No details are given about the gate, its size, placing or materials. Councillors also wish to see more information about the fencing height which at one end appears to be in excess of the 2m limit. What are the measurements of the fence it is replacing and does the wall/fencing continue round into Green Lane or does it revert to hedging. We would request an extension to this application to give time for a comment once the information has been forthcoming.

Case: 20/00957/LDC Proposal: Occupation of Bramble Cottage without complying with agricultural occupancy restriction Location: Bramble Cottage Hulfords Lane Hartley Wintney Hook RG27 8AG Response Date: 28th May 2020

Comment: Councillors believe that the balance of probability lies in favour of Mr and Mrs Wareham having lived in Bramble Cottage without conforming to the occupational condition for at least 10 years. However, Hartley Wintney Parish Council feels that any decision resting on the legal considerations is the responsibility of the LPA.

Case: 20/00901/LBC Proposal: Stripping and re-slating of existing main roof slopes and rear high-level lean-to roof, including repairs to slating and lead valley gutter to rear lower roof. Location: 63 High Street Hartley Wintney Hook RG27 8NY Response Date: 1st June 2020

No Objection: 63 High Street falls within the Hartley Wintney Conservation Area and this application will enhance the condition of the heritage asset. Councillors have no objection subject to the Conservation Officer’s comments.

Case: 20/00657/LBC Proposal: Installation of external security gate at side of building to fit across door. Location: 22 High Street Hartley Wintney Hook RG27 8NY Response Date: 11th June 2020

Objection: Councillors refer the applicant to the Design Guide, Appendix 3 of the Hartley Wintney Neighbourhood Plan, Section 2, Security, which states ‘Security grilles, where required, and where possible, should be fitted internally. These come in a variety of designs and can be an effective way to secure a shop while preserving the character and appearance of the street scene.’ Councillors would ask that the applicant should look again at this application in the light of this advice.

N.B Cllr Diana Harvey declared her interest and was not party to the agreed response for the above planning application.

19/20 Pl 178. UPDATE ON STRATEGIC & NEIGHBOURING DEVELOPMENTS ) Hart Local Plan – the plan was now adopted and forms part of Planning Policy. It was AGREED to now remove this item from the Agenda. ii) Rural exception site – Cllr Diana Harvey updated all on the most recent meeting with HDC, HARAH and Hastoe. Hastoe provided a basic plan of the layout which was tabled at the meeting based on the maximum property number of 17 houses. This may reduce dependant on the planning process. Cllr Diana Harvey noted that there was an intent for Hastoe to have a display stand at the Village Festival planned for September, should this go ahead. Alternative arrangements would be discussed for a public consultation should public events remain closed. Cllr Diana Harvey also tabled the Local Connection Criteria of those who would be eligible to occupy these properties. Suggestions were put forward to specify the surrounding areas of , , , , Heckfield and . It was AGREED for the suggested length of residency remain at not less than 10 years. ACTION: Executive Clerk to circulate for ratification at the July or August Full Council meeting. iii) Shapley Heath Garden - nothing further to update. iv) The Grey House – it was noted that an online discussion had taken place on 14th May and that a response will be aimed for discussion and ratification by the Full Council at a meeting on 18th June 2020. v) The Lamb Hotel – nothing further to update.

19/20Pl 179. ACTION LOG No comments were made.

19/20Pl 180. FINANCE i) There was no payments listing to approve. ii) To review quotation received for internal security door to Parish Office – the Executive Clerk had not received the quotation in time for the meeting and so will defer to another meeting. ii) Receive 2020/21 Planning Budget – the budget and current spend to date was noted by ALL.

19/20Pl 181. PLANNING COMMITTEE WORKING PARTY UPDATES i) Conservation Area Review – there had been no further progress due to C19, however it was requested for the Executive Clerk to contact HDC for an update. ACTION: Executive Clerk to look to schedule an online meeting with HDC. ii) Community Bus – Cllr Farrance informed all that they have been keeping in contact with TAS and HCC. HCC had confirmed the S106 funding for a further 12 months and whilst the plan had been to try and implement some changes this year, it was acknowledged that this now would not be possible. An extended 12 month lease of the bus had also been negotiated with a £200 per month discount The Group were working hard to establish what form the return to services might take. The Bus and Drivers are currently supporting the Community by delivering twice weekly shopping from two High Street Retailers to those requiring support iii) Traffic Partnership Meeting - The executive Clerk confirmed that the action remained with her to make contact with HDC and HH to follow up queries. There was a discussion regarding the participation and future engagement of both County and District Cllrs.

ACTION: Executive Clerk to send out an outstanding action list and schedule an online meeting with representatives from HDC and HH.

19/20Pl 182. CHAIRMAN’S ANNOUNCEMENTS & PARISH COUNCILLOR MATTERS Cllr Diana Harvey expressed thanks to Cllr Dorothy Harvey and her team of volunteers for the support provided to the Community at this difficult time.

Cllr Farrance informed all that the Waggon & Horses had previously been listed as a Community Asset and had received notification that it had now expired. It was AGREED to renew. ACTION: Cllr Diana Harvey will review the application on behalf of the Parish Council.

Cllr Farrance wished to note thanks to Cllr Diana Harvey for her managing of the online public discussion on 14th May 2020 and wished to reiterate that there had been no predetermination of a decision from the Parish Council.

19/20 Pl 183. COMMUNITY ASPIRATIONS & PARISH COUNCIL PROJECTS Updates on the projects list was received and noted by all.

N.B Mr Andrew O’Kelly expressed thanks to the Parish Council and stated confidence on a balanced and considered review of The Grey House School site planning application based on the conduct of this meeting.
