Starr King K-8 School (https:// www.sanjuan.edu/starrking) is a kindergarten through eighth grade school in the San Juan Unified School District. It is located at 4848 Cottage Way in Carmichael, California. Though Starr King is within the Carmichael zip code (95608), it is within the Arden-Arcade census designated place (CDP) in unincorporated Sacramento County.

The table at right provides a variety of facts about the school.

The Starr King campus also includes Ralph Richardson Center (https:// www.sanjuan.edu/Richardson), a school for orthopedically handicapped students, nearly all of whom are bused to and from school. Three other schools are located in close proximity to Starr King: St Michaels Episcopal Day School (private), Choices Charter School (San Juan USD), and Our Lady of the Assumption (private).

For the 2018-2019 school year, the Free & Reduced Meal Program rate was 93.9% which is considered to be a disadvantaged school by the state criteria of 75% and above. Starr King is a Title I school.

For the 2018-2019 school year, 18.0% of 5th grade students were in the “Needs Improvement - Health Risk” category for Body Composition in the California Physical Fitness Report, and 19.7% in 7th grade. This is a general indication of the physical activity level of the students.

Safe Routes to School (SRTS) San Juan USD 2020-03-11 R6 Page 3 of 23 Student Distribution For the 2018-2019 school year, about 706 students were enrolled, of which 610 (86%) were within the attendance boundary and 72 (10%) were within a 20-minute walk. The majority of students live north of the school, particularly in multi-family residential housing along El Camino Ave and Marconi Ave, as indicated by the student density pattern on the map below and in the appendices. The furthest edge of the attendance boundary is about 2.5 miles street distance from the school, which exceeds distance for a typical K-8 student.

The map below (pdf version in the appendices) includes: • Attendance boundary (red outline). San Juan USD has an open enrollment policy under which students may apply for a waiver to attend any school. • Student density layer (blue highlight). Indicates relative numbers of students. The areas without any color on the map have a student density too low to show up on the map, but may have students within them. • Dots indicate student residences but do not reflect numbers because they do not show multiple students within a household or multiple residences with the same address. • ‘Walk-shed’ (orange highlight). Indicates 20-minute walk radius from the school, which is about one mile and a typical walking distance for elementary students. It does not consider safety or perception barriers such as busy streets that may be uncomfortable to cross or walk along.

Earlier student tallies were completed in October 2009, April 2014 and January 2017. A Safe Routes to School Parent Survey was completed in October 2009.

The overall active transportation mode share (walk, bike and other) was 13.6%. As is typical of most schools in San Juan USD and the region, the majority of students are driven to and from school. The carpooling rate of about 16.5% is a little above average.

Assessment A walk audit was conducted in November 2009, and a report was published January 2012, as part of the Sacramento County 5E’s Safe Routes to School program led by Sacramento County with WALKSacramento and San Juan Unified School District as partners. This assessment report, completed under an ATP1/Safe Routes to School grant (2014-2018), updates the earlier information with concerns reported since that time and a greater focus on on-campus issues.

Arrival/Dismissal and Safety Information The school Safety web page (https://www.sanjuan.edu/domain/1331) does not have any information about arrival and dismissal. The ‘Binder Reminder Information 2019-20’ document linked on the Safety page has a minor amount of arrival/dismissal information on the ‘Rules and Expectations’ chart. There is an old 2011 document ‘Arrival/Dismissal’, but this does not appear to be in current use. Both documents are in the appendices.

ADA Access There is no ADA compliant route from the school to the sidewalk on either Cottage Way, to the north, or Mission Avenue, to the west.

School Zone A map of the existing school zone is available in the appendices. It is recommended that high visibility school crosswalks (yellow) be installed on all legs of the Cottage Way & Mission Avenue intersection, and that the Starr King and St. Michaels school zones, which are immediately adjacent to each other, be merged.

Walk Score & ZenDrive Walk Score is a measure of the of a location, based on available destinations. It does not address the availability of sidewalks or safety of street crossings. Walk Score 45 = ‘Car- Dependent: Most errands require a car’. It rates well on schools and parks, and poorly on other measures. Transit Score and Bike Score are not available.

Zendrive School Safety Snapshot is a measure of the behavior of drivers around schools. Starr King is graded F, 416 out of 487 schools in Sacramento County. The grade is due to Aggressive Acceleration, Hard Braking, and Phone Use.

Collisions The collision map in the appendices shows the pattern of collisions or crashes involving and bicyclists within and nearby the Starr King attendance boundary. The collisions are not selected by time of day or age of victim, so do not necessarily indicate collisions involving students, however, the pattern does identify high collision corridors and intersections which would be priorities for safety improvements and traffic calming. As is typical of all areas within the school district, almost all collisions occur along arterial and collector streets, not within neighborhoods.

The collision data is from the Transportation Injury Mapping System (TIMS; https://tims.berkeley.edu/) which provides Statewide Integrated Traffic Records System data and maps. The Starr King map uses data from 2010-01 through 2016-12.

Bicycle Facilities Existing and potential bicyclist facilities, including Class 1 (separated pathway), Class 2 (bike lanes), and Class 3 (street signified with pavement markings and/or signing) and shown on the map in the

Safe Routes to School (SRTS) San Juan USD 2020-03-11 R6 Page 8 of 23 appendices. Cottage Way to the north and Mission Avenue to the west have Class 2 bike lanes, however, almost none of the other arterial and collector streets in the attendance area have bike facilities.

The county does not have comprehensive sidewalk data, so no map is available.

Transit Sacramento Regional Transit District (SacRT) offers bus service throughout much of Sacramento County, however, the unincorporated suburban areas of the county do not have dense or frequent service. The two bus routes relevant to Starr King are Route 23 El Camino and Route 25 Marconi, which could be used by students are part of their trip two and from school, however, the routes are still one-half mile or more from the campus, and the 30-minute frequency of both routes may not match school schedules.

Students may use the SacRT transit system for free under the RydeFree RT program (https:// www.sacrt.com/rydefreert/). Middle and high school students receive stickers for their student ID, and elementary students can request pass cards.

Parks & Other Destinations This map, developed from a variety of sources, shows community destinations that students might access by walking and bicycling. The availability of such destinations strongly affects the walkability and bikability of a neighborhood, and can greatly increase the physical activity level of students. Student routes for school and these other destinations frequently.

CalEnviroScreen CalEnviroScreen scores for the attendance area range 20-55%. CalEnviroScreen is an environmental health screening tool, using 20 indicators of pollution, environmental quality, and socioeconomic and public health conditions. A pdf map is available in the appendices.

Income Median household income (MHI) is another indicator of disadvantaged community status, and census tracts with levels less than 80% of the state MHI may qualify in grant applications. The Median Household Income map in the appendices indicates that most of the two of the census tracts in the attendance boundary are below 80% of California MHI, one is below 100%, and two are above 100%.

Sacramento County Bikeway Master Plan The Sacramento County Bicycle Master Plan, dated 2011, is available at http://www.sacdot.com/Pages/ BikewayMasterPlan.aspx. Existing and potential bicyclist facilities, including Class I (separated pathway), Class II (bike lanes), and Class III (street signified with pavement markings and/or signing) and shown on the map in the appendices.

Sacramento County Master Plan The Sacramento County Pedestrian Master Plan, dated April 2007, is available at http:// www.sacdot.com/Pages/PedestrianMasterPlan.aspx. The county does not have a sidewalk map nor comprehensive data. The plan does not identify any projects within the Starr King attendance boundaries, other than some sidewalk repair.

Sacramento County Transportation Improvement Programming Guide The Sacramento County Transportation Improvement Programming Guide, dated 2017, is available at http://www.sacdot.com/Documents/A%20to%20Z%20Folder/TIP/2017_Final%20PDF_May_25.pdf. The plan does not identify any projects within the Starr King attendance boundary.

1. School Zone Maps of the existing school zone for Starr King, or the existing school zones for the four nearby schools (Starr King, Choices Charter, St. Michaels (private) and Our Lady of the Assumption (private)), and of the recommended changes to the school zones, are available in the appendices. 1.1. Convert all four crosswalks at the Mission Avenue and Cottage Way intersection to high- visibility school crosswalks (yellow). [Photo 1.1] 1.2. Install school (yellow) crosswalks on the north and east legs of the Thor Way & Mission Avenue intersection. 1.3. Merge the Starr King and St Michaels Episcopal Day School school zones to reduce signing and driver confusion, and to better protect areas used by students. Extend the school zone westward to protect the Mission Avenue - Cottage Way intersection which is heavily used by students. School zone recommendations maps and existing school zone map are in the appendices.

2. Sidewalks and Walkways 2.1. Cottage Way: Complete the sidewalk on the north side of Cottage Way from 4701 Cottage Way to 4717 Cottage Way. This segment of sidewalk is included in the Sacramento County Pedestrian Master Plan, Table 23: School District Request CIP Project. [photo 1] 2.2. Mission Avenue: Complete the sidewalk on 19 parcels on the east side of Mission Avenue between the Thor Way and Marconi Avenue. The highest priority is 4701 Cottage Way (NE corner of Mission and Cottage) to 2118 Mission Dr, where resident car parking completely blocks use of the shoulder for pedestrian and bicyclist use. Second priority is 1804 Mission. Third priority is 2332 to 2348 Mission. Sidewalks on these segments of Mission Avenue are identified as high priority in the Sacramento County Pedestrian Master Plan, Figure 1: High Priority Pedestrian Projects. [photo 2] 2.3. Walnut Avenue: Provide sidewalk infill on Walnut Avenue between Parque Vista Way and Ramona Vista Way. [photo 3]

3. Bike Facilities 3.1. Add a curb cut for the bicycle path through the park to school from Cottage Way to allow students to exit and enter the bike lane. [Photo 3.1] 3.2. Complete Class II bike lanes on Mission Avenue between El Camino Avenue and Marconi Avenue, on El Camino Avenue between Mission Avenue and Fair Oaks Blvd, and on Marconi Avenue between Mission Avenue and Walnut Avenue. These are all identified in the Sacramento County 2014 Bike Master Plan as Class II Future.

4. Intersections and Crossings 4.1. Improve the intersection of Cottage Way and Mission Avenue. Construct sidewalk on the northeast corner and waiting space at the southwest corner. Install curb extensions the width of the shoulder/parking lanes to reduce crossing distances. ADA ramps should be a two-per-corner configuration. [Photos 4.1a,b]

Reduce speed limits to 25 mph on Cottage Way (from 30 mph), and to 30 mph on Mission Avenue (from 35 mph), as these are more appropriate for the neighborhood, number of schools, and park. 5.2. Consider installing traffic calming measures on Cottage Way between Eastern Avenue and Walnut Avenue to reduce traffic speeds. [Photo 5.1] 5.3. Consider reducing speed limits on Walnut Avenue and Eastern Avenue. 5.4. Consider a reduction in the number of lanes on Walnut Avenue to reduce traffic speeds and to reduce crossing distances. [Photo 5.3]

7. Access and Infrastructure 7.1. Retain the campus access points on the south, from Maddox Park, and on the east, from San Marque Circle. Maintain the vegetation on the path between San Marque Circle and campus. [Photo 7.1a,b] 7.2. Install continuous sidewalk across the entrance/exit driveway from Cottage Way, converting the street-like driveway to a real driveway to calm traffic, with ADA curb ramps. Install a prominent stop bar before the sidewalk. [Photo 7.2 and Diagram 1] 7.3. Install continuous sidewalk across the entrance driveway from Mission Avenue, converting the street-like driveway to a real driveway to calm traffic, with ADA curb ramps. [Photo 7.3 and Diagram 1] 7.4. Increase the size of the drop-off/pick-up area by extending the median westward. [Diagram 2, and appendices] 7.5. Convert speed bumps with entrance/exit driveway to Cottage to speed tables for safety and traffic calming, extending the full width of the driveway to prevent drive-around. Determine preferred lane configuration and stripe to lanes to match. [Photo 7.5]

8. Bike, Skateboard, and Scooter Parking 8.1. Purchase and install modern bike racks (ABPB recommended), and a skateboard/scooter storage rack, to meet demand on a typical nice weather day, about 10% for bikes and 2% for skateboard/scooters. [Photos 8.1a,b,c] Update 2018-03-28: One small modern bike rack has been installed near the school entrance, but is not anchored and does not have security fencing. 8.2. Create a different bike, skateboard and scooter storage area on campus, within the school security fence or in a separate fenced storage compound, on a hard surface. It may be appropriate to have separate storage areas for elementary (K-5) and middle (6-8) students.

9. Curb Management and Parking 9.1. Create two limited time parking spaces, with green marking and signed time limit of 20 minutes, in the closest possible location to the office, in order to reduce illegal parking on the red curbs. [Sign 9.1] 9.2. Repaint the parking lot for clearly defined pick-up and drop-off procedures and crosswalk safety. Update: Improvements were made 2016-2017, but additional improvements can be made. [Diagram 2, and appendices] 9.3. Work with Sacramento Metro Fire to determine if all current red curb fire lanes are required, and convert any that are not to either blank curbs or white drop-off/pick-up curbs.

10. Drop-off/Pick-up 10.1. Provide clear instructions to drivers on the drop-off/pick-up procedures, with both text and diagrams, in the beginning of school year packet and on the Safety webpage. Have extra staff on duty the first two weeks of the school year to train drivers in proper procedures and safe driving. 10.2. All duty staff working in drop-off/pick-up areas will wear safety vests and be trained for interaction with drivers and students.

11. Education 11.1. Provide pedestrian education through PE program to all 2nd grade students. [Photo 11.1] 11.2. Provide bicyclist education to all 5th grade students. [Photo 11.2] 11.3. Provide transit education to all 7th grade students. Facilitate students obtaining transit passes. 11.4. Improve the school safety webpage by adding or referencing pedestrian, bicyclist, and motorist safety information. 11.5. Educate parents about safe walking and bicycling for students, and safe driving around walkers and bicyclists.

12. Encouragement 12.1. Establish regular “walking school bus” and/or “bike train” programs. [Photo 12.1] 12.2. Create a morning walk program to provide physical activity to students who do not walk and bicycle to school. 12.3. Celebrate Walk to School Day in the fall and Bike to School Day in the spring. [Photo 12.3] 12.4. Revise the arrival and dismissal information from the student handbook and post on the school safety web page. Remove the prohibition on skateboards and scooters, which does not provide any safety purpose. 12.5. Identify remote drop-off/pick-up locations to allow students to walk the rest of the way to and from school. Possible locations include El Camino Shopping Center at the southeast corner of Mission Avenue and El Camino Avenue. 12.6. Create walking and bicycling preferred route maps, and distribute on paper and the school safety web page. 12.7. Analyze transit service to determine if routes and frequencies can assist students in getting to and from school.

13. Evaluation 13.1. Conduct Safe Routes to School student tally at least once every three years, for trend analysis and grant applications. 13.2. Review Safe Routes to School assessment documents every three years, and update for changed conditions and new solutions.

Starr King Arrival and Dismissal Procedures

The 2011-2012 Student Handbook has the following information for arrival and dismissal, drop-off and pick-up, and students using active transportation to and from school. The parking lot diagram is oriented with west to the top. The school safety web page does not have any information about arrival and dismissal.

Bikes, Scooters and Skateboards Starr King has a NO skateboard and scooter policy. Bikes are to be walked when on school grounds as well. Helmets are required by law for students who ride a bicycle. Starr King has an area to lock bikes by the west staff room during the day. All bikes need to be locked and kept in the bike area. Bikes left unlocked or unattended are subject to theft or vandalism.

Parking Lot Traffic As many of you are aware, the flow of traffic can be a concern. There are a couple of things we can do to make it less congested. There are two entrances to the campus, one on the Mission Avenue side and one on the Cottage Avenue side. All cars exit out the Cottage Avenue side of the campus. When dropping or picking up students, please stay to the two lanes closest to the cement median that divides the bus lane and car lanes. If we keep the lane closest to the parked cars open it allows for cars to flow smoothly through the parking lot. If you need to get out of your car please park in a designated parking area. Leaving your car unattended adds to the congestion. If your student is not ready to get out of your car we would also ask you to pull into a parking spot so that you can assist your student without blocking the lanes of traffic. It becomes congested at about 7:45 a.m. each morning. To avoid this you may want to arrive a few minutes earlier. Please continue to be aware of students both in the parking lot and out on the streets.

Parking Lot Expectations 1. No cars are allowed in the bus loading zone. 2. Loading and Unloading Zone (area in front of bus loading area and 2 lanes nearest the cement island only)– cars cannot be left unattended. Please realize while waiting in this area, students will be attempting to get to cars and may be walking between other cars. 3. The arrows mean moving traffic. 4. At all times please be aware of students. They will move in and out of parked or non-moving cars. 5. Keep your speed under 5 miles per hour in the parking lot for the safety of everyone.
