In collaboration with the Public Art Committee, our proposal for a unique and site specific public art project will be an outstanding example of 21st century public EXPERIENCE art that functions for its occupants, inspires its visitors, and resonates with a global audience. With our commitment to innovation and sustainability, the art project will As an artist, we have the experience and analytical capability to design innovative feature an unparalleled design vision constructed with the most leading edge art work and spatial design solutions. We have worked on site specific based art technologies and fabrication methods. and design projects in the past and installed our public art projects in institutions such as the Metropolitan Transit Authority Police Training Facility in Washington D.C., CONCEPT the University of Oregon, the Salt Lake Community College, the Georgia Institute of Technology in Atlanta, Clemson University, the Cedar Rapids U.S. Convention Centre, Our Public Art proposal is named ‘Phoenix’. the University of Colorado in Denver and Fort Lewis College in Durango.

We are very interested in place making through art and to propose a functional art If considered, we would work towards an iconic, sustainable, safe, and piece which compliments the roundabout through its dynamic form and playfully inspiring art project which creates a sense of place and identity. To achieve this engages its context through color and visual form play. We wanted to create an goal, we gain inspiration from concepts informed by cultural, technological and informal monolith that represents the upcoming and vital community. Our project will be digitally fabricated out of lightweight aluminium. The custom cut sheets of material are giving the opportunity for every component to be distinct and individual, yet being integrated into a larger assemblage. With its fluid forms and landscape of colours, the art piece welcomes its visitors, guests, and the local community.

Description: The commissioned project for the Math Department at the University of Oregon reflects ideas of mathematical subdivision and tessellation within complex figures. The artwork is situated in the main atrium of the historic Fenton Hall building and visually connects all levels of the staircase. Its sculptural presence and material properties offer a variety of effects through definition of light, reflection, and shadows.

Artwork Title: Distortion Location: U.S. Cellular Convention Centre | Cedar Rapids | IA Year Completed: 2013 Media: Aluminium Dimensions: 23’l X 38’w X 5’h Budget: $100,000

Description: The art work is a hanging wall piece and the main visual focus within the atrium of the U.S. Cellular Convention Centre in Cedar Rapids. The project was commissioned by the City of Cedar Rapids and installed in April 2013. Imagined as a colourful feather-alike structure the art piece resembles cultural, natural and historic artefacts of Cedar Rapids and Iowa.

Artwork Title: Quill Motion Location: Salt Lake City Community College | Taylorsville | UT Year Completed: 2013 Media: Aluminium Dimensions: 18’l X 4’w X 38’h Budget: $190,000

Description: The Quill Motion project is situated inside the atrium of the Humanistic Department of the Salt Lake City Community College in Taylorsville, UT. Commissioned as the winning competition entry from an open public art call, the art work is manufactured out of hundreds of powder coated aluminium panels. It resembles the notion of education through the production of knowledge. The panels represent cultural references such as quill feathers and pages of a book.

Artwork Title: Foundation Location: Clemson | Lee Hall 3 | SC Year Completed: 2018 Media: Aluminium Dimensions: 25’l X 40”w X 20’h Budget: $60,000

Description: The installation consists of two formations, the visual and physical extension of the roof form on the wall as a 3-Dimensional reading of the building, as well as unique and custom folded golden structures which are inspired by the geometry, of the building.

Description: Our art proposal is named ‘Reflection’. It is inspired by the soft, colourful and iconic landscapes surrounding Durango and the Fort Lewis college. With hundreds of individual and unique components, the art piece appears to be in motion and constantly changing. Our choice of vibrant colours and gradient motion is a homage to the Fort Lewis College colours while providing an opportunity to celebrate multiplicity, diversity and integration.

Description: The ‘Public Figure’ bench is an urban device. The design was exhibited at the GGG Gallery during the Art/Basel show in Miami Beach, Florida. Using recycled HDPE material, the bench expresses its multifunctional use, bold iconic form and material qualities. The piece challenges typical straight public benches, while forming a continuous loop enhancing communication and interaction of its users.

Description: The design is established by 5 distinct ellipses representing the many colleges at the Institute. The ellipses are connected by smooth surfaces are visualizing the linkage between the colleges. The choice of colour reflects gold, white and black which are historic UC Denver colours. The project resembles a futuristic appearance intriguing notions of innovation and technology. It is constructed out of hundreds of unique anodized and painted aluminium shapes and is built in reference to the structure of a mono-coque airplane.

Description: The work playfully connects the Eviva building to the Denver Arts District. Plume represents the mobility and dynamic nature of the Golden Triangle community, a neighbourhood that provides the city of Denver with a center for both its cultural development and environmental appreciation.

Description: The project is located at the Fort Lauderdale International Airport and fabricated out of polyurethane coated white Medite and consists of four cloud structures. The design is assembled like a large 3-Dimensional puzzle, forming elegant, soft and dynamic volumes. The abstract cloud shapes are distributed throughout the space and connected to each other forming several opportunities for play and fun.

Artwork Title: Phantom Pavilion Location: Praerie Basin Park | Denver | CO Year Completed: 2018 Media: Aluminum Dimensions: 20’l X 20’w X 16’h Budget: $175,000

Description: The Phantom Pavilion structure is inspired by the wing of a butterfly. Conceived as a light-weight structure, the pavilion will offer both shading to visitors and a colourful addition to the park. Its bright canopy will feature multiple colours and introduce a gradient from left to right and top to bottom. We also showcase a complex pattern of openings on the surface which will produce playful shadows on the ground and move with the sun.

Proposed Work – Interlocking Cubes by Herbert Bayer. The piece, Bayer’s 69th art project in 1979 was realized as a wooden maquette/model titled “Interlocking Cubes”. Photos of original maquette and 2 small scale proof on concept works attached)

Throughout his career Bayer was fascinated by the possibilities for large scale “environmental” sculptures to be placed in or adjacent to busy, heavily trafficked sites. He understood that people would see these sculptures from a car or bus on a very busy street or highway. He specifically designed these pieces (over 70 maquettes in all) to be seen as a viewer moves rapidly by in a vehicle. As they do so the sculptures impression on the viewer will change, this will be particularly striking in a roundabout setting. His sculptures are all grounded in fundamental geometry and the engineering of geometric proportions. He envisioned that they be situated to be caught by an eye that is moving elsewhere and is briefly delighted… to meet a sculpture.

Scaled up to monumental proportions in durable fiberglass composite, and sited in the prominent roundabout located on the main US41 thoroughfare, Interlocking Cubes will provide visitors entering the city from the north with a vibrant clue of the city’s late-Modern heritage. Closely situated to The Ringling College, its presence also supports the Ringling College vision to “change the way the world thinks about art and design” in their quest to become the preeminent art and design college worldwide.

Bayer Interlocking Cubes – Fabrication Details

Fabrication to be done in Florida by: Yacht solutions (See Resume Below) Construction Details: Fabricate Main Cube 8 foot by 8 foot cube based on Bayer Interlocking Cube design - Main Cube to be 384 Square Feet - Cube to be constructed in fiberglass, with high density core between fiberglass layers, with approximately 1 inch thick wall. - Cube to be painted (proposed in Primary Red) with Awlgrip materials with the procedure of applying 3 coats of 2 part Epoxy Primer, followed by 3 coats of Awlgrip topcoat paint (color to be determined). NOTE*** If dark color, 3 coats of Awlgrip clear coat is required - The structure and base to be done in aluminum, between 6-8 inches off of the ground. - Yachts Solutions will provide template of the base/footage for foundation Estimated weight of the finished sculpture is 2,500 – 3,000 pounds. We anticipate building Fiberglass exterior with an aluminum or steel supporting inner frame. We suggest a mount with four feet, 6 inches off the cement foundation..

At 85, this legendary artist is the last surviving master teacher of the Bauhaus, a German school (1919-1933) whose name is synonymous14th Street with Roundabout interdisciplinary adventure. Page 29 of 1673 Anderson

Herbert Bayer (1900-1985) was born in Austria, where he entered into an apprenticeship under the architect and designer, Georg Smidthammer, with whom Bayer learned drawing, painting, and architectural drafting, inspired by nature and without formal knowledge of art history. In 1920, Bayer discovered the theoretical writings of the artist Vassily Kandinsky, as well as Walter Gropius' 1919 Bauhaus manifesto, in which Gropius declared the necessity for a return to crafts, in which were found true creativity and inspiration. Bayer traveled to Weimar to meet Gropius in October of 1921 and was immediately accepted into the Bauhaus. There, he was deeply influenced by the instruction of Kandinsky, Johannes Itten and Paul Klee.

In 1928 Bayer moved to Berlin together with several members of the Bauhaus staff including Gropius, Moholy-Nagy and Marcel Breuer. He found work as a freelance graphic designer, particularly with German Vogue, under its art director Agha. When the latter returned to Paris, Bayer joined the staff full time, and also worked increasingly with Dorland, the magazine\'s principle advertising agency. It was in the period from 1928 to his emigration to America in 1938 that he developed his unique vision as an artist, combining a strongly modernist aesthetic sense with a rare ability to convey meaning clearly and directly. This seamless combination of art, craft and design mark Bayer as true prophet of Bauhaus theories.

Bayer followed Gropius to America in 1938, and set his breadth of skills to work later that year in designing the landmark Bauhaus 1918-1928 exhibition at the . Bayer flourished in New York as a designer and architect, but it was his meeting with the industrialist Walter Paepcke in 1946 that allowed him to harness his concepts of \'total design\' to the postwar boom. Paepcke was developing Aspen as a cultural and intellectual destination, and found in Bayer the perfect collaborator. Bayer was designer, educator and indeed architect for Paepcke\'s Aspen Institute for Humanistic Studies (later The Aspen Institute), which promulgated the very Bauhaus project to encourage cooperation between art and industry and the role of the arts in society. From 1965 he fulfilled a similar role in advising Robert O. Anderson, chairman of the Atlantic Richfield Company.

His work is represented in the collections of the Guggenheim Museum, New York, Museum of Modern Art, New York, Whitney Museum of American Art, New York, San Francisco Museum of Modern Art, Bauhaus-Archiv, Berlin, Schubladen Museum, Bern, Switzerland, Kunsthalle, Hamburg, Germany, Museum of Modern Art, Mexico City.

Herbert Bayer began creating sculpture in the 1930's and continued until his death in 1985. His ideas evolved from drawings and maquettes (models). At the end of his life he had more than 70 maquettes in his studio. These were objects begun in his imagination with the expectation that they would eventually be realized at a monumental scale.

Artist Representative - Emil Nelson Gallery .

Emil Nelson Gallery was founded by Hugo Anderson in 2002 in Denver Colorado. Since then we have had gallery space in Denver, Santa Monica, and now in New London NH. One of the Gallery's main focuses is the Herbert Bayer Sculpture Project which promotes the realization of Herbert Bayer's visionary work. The project started in 2003 when the Gallery produced an exhibition, in Denver Co, that featured over 50 of Bayer's maquettes that remained in the private collection of the Bayer estate. In an effort to realize more of these works on a larger scale, Emil Nelson Gallery began working with Jonathan Bayer (Herbert's sole surviving son) and the Peyton Wright Gallery of Sante Fe, NM. Over the last 10 years we have used the models to exactly scale Bayer's designs into a number of large scale public sculptures in the Western United States. It is important to note that these are not simple reproductions but the result of meticulously engineered and scaled realizations of Bayer's ideas. As Emil Nelson Gallery relocated to the East Coast in 2018 , we are focusing on cities and municipalities like Sarasota for new projects. Accordingly we have started to work with a local (FL based) fabricator, Yachts Solutions (see description and examples of large scale sculpture projects below).

From the very beginning, we have gone the extra mile to configure a staff qualified to handle and execute a diverse variety of projects. This team consists of highly skilled and talented individuals with over 35 years of experience not only in the boat industry, but also in the development, design, engineering and fabrication of Public Sculptures.

At Yachts Solutions, we are equipped with the techniques, man power and the equipment to fabricate any project with all types of metal, composites, and wood.

Some of the artists that we\'ve work with include, Claes Oldenberg, Martin Puryear, Renzo Rivolta, Roy Lichtenstein, Philip Johnson and others.\"

“WATER PIPE” Proposal

Thank you for this opportunity to submit our work for consideration for the Sarasota Landmark Sculpture project. For us, Public Art is the unique opportunity for our work to be experienced and enjoyed by a large audience. We strongly believe where our art has the greatest potential for impact is where people can access, pass by and absorb its influence on a regular basis.

We are artists and sisters working in metal and painting to create contemporary wall and freestanding sculptures. The abstract nature of our work allows for viewers to interpret and absorb the meaning in their own personal way. The work creates a dynamic, non-directive, contemporary influence on the environment in which it is installed.

Water Pipes is an extension of our newest Pipeline Series into freestanding sculpture. Pipelines reference the industrial infrastructure that us. We are fascinated by maps of the thousands of pipelines that run through the United States like veins through the body. This is especially important in Florida, as our coastline communities deal with issues of sea level rise and hurricanes. Having the infrastructure to provide communities with access to clean drinking water as well as pumping standing salt water out will be crucial in the years to come. We have been designing similar works for some time now and are currently working on the first large scale grouping. These pieces involve thick repurposed aluminum pipe, referencing the process of water transfer. The pipe is cut at an extreme angle allowing for the interiors to be seen. Powder coated in a range of blue, turquoise and green would be used for the interior colors. A lighting element could also be incorporated if possible, from the bottom inside of each sculpture, facing upwards. This creates a glowing sensation with each pipe. These pieces would be arranged in the center of the roundabout, with the tallest in the center at 18’, then each row circling out would be shorter creating a cascading effect, both playful yet sleek.

Our work typically incorporates a percentage of recycled materials and is easy to install and maintain. We have experience working within Public and Corporate Art situations and are comfortable working with a team. We are including images that represent previous projects, commissions, exhibitions, and large scale works which would qualify us for this opportunity. Since we live in Florida and are based in Broward County and Manatee County, we would love to create work for a place close to home and are available to meet and collaborate as needed. We are happy to provide more detailed sketches and maquette if our work is chosen for the next round.

FABRICATION INFORMATION

This freestanding sculpture is made from 10 inch round aluminum pipe. The top has an extreme angle cut and they will be installed so that the angle/color is facing out, so the viewer sees the color from all angles and viewpoints. The weight of each sculpture is approximately 100-280 lbs depending on the height. The varying height of each sculpture is 12-18 feet high. They will each have holes at the bottom to allow for rain water to flow through and out. These can also be lit from the interior, creating glowing beams of color that project up into the night sky.

Each sculpture would be fabricated and powder coated with a trusted shop right here in Sarasota. Keeping this project personal to the city and having our locals help in making it happen is very important to us.

Monumental (15 foot high) Sculpture “Osceola B” stands in the gap between the time of Osceola and the now progressive City of Sarasota. The sculpture is a dynamic abstract design that loosely references a Seminole village. Red symbolizes the blood of the Seminole War and turquoise indicates the color of Florida streams and seas. The growth of Sarasota is represented by the color yellow. We are long-time residents of Florida and are very familiar with the present-day Seminole villages. Our inspiration came from our fascination with the depth of local Indian history and the status of Sarasota as a leading art community. This unique fusion sculpture captures the critical past, turbulent history of settlers and the dynamic energy of today’s Sarasota. Public-Art.com has installed large public sculptures and works with commissioning boards and councils. We are mindful of City Ordinances and work fully with local engineers in fabrication, footings, and utilities in keeping with City requirements. “Osceola A” is made of powder-coated welded steel with a height of 15 feet and depth and width of 6 feet and approximately 1,800 pounds. Importantly, our in-house fully equipped fabrication studio allows intimate control of every aspect of the art process. The sculpture was completed in February 2019 and is currently ready for installation.

Description of the Vicinity for the 14th Street and US 41 Roundabout

US 41 The US 41 corridor is a major north‐ south transportation route through the City of Sarasota with an annual average daily traffic count of ap proximately 40,000 vehicles near this location. US 41 is a Florida Department of Transportation roadwa y which is also known as the Tamiami Trail and as State Road 45 (SR 45). In 2003, the 70‐ mile corridor that runs throughout Sarasota and Manatee Counties was designated as a Florida Scenic H ighway for its intrinsic resources. 14th Street 14th Street is an east‐ west City of Sarasota owned and maintained roadway which serves as a local street. The segment east of US 41 is primarily developed with single‐ family houses, while the segment west of US 41 provides access to Whitaker Gateway Park and multiple ‐ family developments, including the Sarasota Bay Club. Sarasota Bay is approximately 1,200 feet west of the 14th Street/US 41 intersection. Land uses in this vicinity are varied and include single‐ family residential, multiple‐ family residential, commercial, and parkland. The land uses at this future roundabout location include Whitaker Gateway Park on the northwest corner; a vacant parcel that is currently being used for road c onstruction on the northeast corner; the Reserve Sarasota (a books, beverages and bed & breakfast est ablishment) on the southeast corner – the Reserve has three Dutch Colonial Revival buildings that were moved from the Charles Ringling’s estate after Ringling’s mansion was constructed in the 1920’s and are eligible for local historic designation and are potential contributors to a National Historic District; and t he Sarasota Bay Club (a luxury retirement independent living facility) and the Inn at the Sarasota Bay Cl ub (an assisted living/nursing facility) on the southwest corner.

Nicole Beck's Cat’s Cradle is a site-specific sculptural installation for Sarasota made of NON-REFLECTIVE TEXTURED dichroic glass, stainless steel and stainless wire cable. The “outdoor loop” configuration of the sculpture will stand 23’ and be constructed of 2- 1/2” welded stainless tubing.

For outdoor applications, this laminated/tempered safety glass of 1/2” will be custom fabricated. Van Roenn Glass assures that this type of glass has been used safely and without incidence in numerous high-traffic installations. I used this glass for my $250,000 sculpture installation Amplifiers at the University of Illinois Urbana College of Electrical and Computer Engineering and for Spintronic commissioned by the City of Batavia, IL (see attached jpegs.) This type of glass can withstand hundreds of pounds of striking force.

Additionally, the outdoor site will be fitted with LED spotlighting to illuminate the dichroic glass during the evening hours with stunning results. Of course, the lighting is not an integral component because the glass and aluminum sculpture stands on its own as a dynamic element.

Cat’s Cradle abstracts the traditional children’s string game by interpreting its 7 main shapes in stainless tubing and stainless wire cable, highlighted with inset geometries of luminous dichroic glass through the gently spiraling form similar to a DNA helix. The installation uplifts via color, light and gently curving lines. The art is an apt metaphor for unanimity within a diverse culture and peaceful cooperation via an interactive child's game.

Various manifestations of Cat's Cradle have been found universally throughout ancient cultures across the globe using different names and cultural references. The Cat’s Cradle sculpture stands for a strong diversity of cultures because this child's game has a history in all of them represented in the dynamic form of a twisting DNA strand that unifies us all.

Nicole Beck was a faculty member of the Ringling School of Art and Design in the mid-nineties and knows Sarasota intimately. Her residence was on Sarasota Bay.

The proposed sculpture Cat’s Cradle is a zero-maintenance sculpture except perhaps an occasional gentle soap and water wash. The site will be prepared with a concrete pad that will elevate the work. The site will be wired with underground electric to supply LED spotlighting.

BUDGET: $150,000.00 as requested, all inclusive, including materials, fabrication, artists fees, insurance, transport, installation and site preparation with concrete pad. Detailed budget attached.

6. Astroterra, 2014, 8’ x 6’ x 6’, Steel, mosaic and enamel paint. Astroterra’s outer panels are glass tile mosaics of the cosmos. Interior panels depict a brightly enameled cross-section of the Earth’s cores. Flame-cut holes allow the passage of light that mark the passage of the hours like a sundial. Purchased into the permanent public art collection of the Lincoln Park Chamber of Commerce.

Satellites

Sculpture Description

This elegant and contemporary sculpture rises 18 feet tall. The rings orbit the central figure. The smaller central ring is made of bronze with a Tiffany green patina. The larger ring and the figure are made of core ten steel and the natural rust patina creates a beautiful surface. I love these natural finishes because the richen as they age, unlike paint that fades.

Satellites is made of simple shapes but its composition dramatically changes as the viewer circles the piece. From each corner of the intersection the sculpture will have a unique composition. Although the work appears quite abstract, I am telling the story of my life and the main “satellites” that orbit around me and create and influence my balance. These satellites create a beauty and complexity enriching the central figure.

Materials and Maintenance

Core ten steel and bronze are durable materials and the patina finishes only become more rich over time. The uplighting in the base will be made of programmable LEDs. The life expectancy is 5-7 years. These bulbs will have to be replaced as needed.

The Vue Beachwood- Cleveland, OH 2015. Mobius is a single, simple line that changes dramatically as it revolves in space. Building the Ridiculous was community workshop for inner city children in combination with Crosstown Arts and the Grizzlies. Dear Selection Committee,

Thank you for providing this opportunity to create a sculpture for the14th Street and US 41 Roundabout. My Idea for this project is based on Sarasota's history with the circus. I have always loved the circus. I recently was able to take my daughters to see the circus where I live. As an adult I was able to see the circus in a new light and recognize the countless hours of practice and work spent by the performers learning to do their routines. The act that amazed me most was the balancing acrobats. The strength and focus demonstrated was unreal.

For this project I wish to sculpt two such acrobats, one male and one female. My sculpture will be titled "Acrobalance" which is the word used to describe the type of art these acrobats do. Each figure will be sculpted larger than life size and will be cast in Aluminum. Both will be in a different position balancing high on Steel poles. Because they are high in the air this will provide for a line of sight needed for the safety of the drivers in the roundabout. Having the sculptures high up will also be a hinderance for pedestrians wishing to get out of their cars to take a closer look. Because they will be larger than life it will be able to be seen well from a distance and fill up the space well. The sculpture will be cast in aluminum and be positioned on sturdy steel poles. This will allow for the sculpture to meet engineering requirements because the sculptures will be of minimal weight and fastened to sturdy steel poles that will be anchored into the ground according to the engineer's specifications.

I am a figurative sculptor working in bronze and other cast materials such as aluminum. I will use models for this sculpture in order to sculpt them accurately and dynamically.

I have experience with several Public Works as evidenced in my resume; I have also been a finalist for various public art sculpture projects and have experience creating in depth proposals for various projects, which include making renderings and scale models, as well as itemized budgets. My experience in public art has allowed me to create art for specific locations including Libraries, Parks, City Halls, Fire Stations, and Police Stations.

As an artist, I have been active and aggressive in shaping my career and helping others to cultivate an appreciation for the Arts. I hold a BA in Art Education with a minor in English from BYU-Idaho. I have been an art teacher at Shelley High School since 2009. Friendly and approachable, I communicate naturally with both youth and adults. I make it a point to include an educational element to every public work I undertake. If chosen for this project I wish to visit art classes at the university and talk to them about the project to raise awareness and inspire future makers and patrons of art. I am also willing to incorporate demos or workshops as a visiting artist as part of this project.

I am eager to use my experience and expertise to create a proposal and ultimately execute this project and see my proposal become a reality. Thank you for taking the time to consider my application. I look forward to hearing from you.

Title: Public Safety Memorial Media: Bronze, Concrete Dimensions: Life Size Date: 2018 Location: Police Department Building - Cedar Park, Texas Description: This project is a memorial to Public Safety workers and includes 3 bronze plaques honoring 2 police officers and 1 firefighter who died in the line of duty. I designed the piece to go on a 3 foot tall pedestal with 3 benches surrounding the pedestal to be used as a gathering place for viewers who wish to sit and contemplate.

Title: Bearers of the Maltese Cross Media: Aluminum Dimensions: 8 ft. x 12 ft. x 6 in. Date: 2017 Location: Fire Station #3 - Ogden, Utah Comments: The history of firefighters is very interesting. The cross that firefighters wear on their helmets and uniforms is called the Maltese Cross. Named after the cross the knights of Saint John wore in Malta in the 1500’s. The story goes that as Malta was being attacked the opposing army was using a new revolutionary weapon of war... Fire. They filled glass bottles with naptha and drenched the army and the city with flammable fluid. When everything was sufficiently soaked they threw in their torches and burned many alive. The knights of Saint John took to saving everyone they could often sacrificing themselves in the process. These knights became the first fire fighters and the Maltese cross has come to symbolize the courage and responsibility fire fighters take upon 14ththemselves Street inRoundabout their willingness to risk their own lives to help those in need. The background of each side shows a different landscape you will see when facing that direction. Type to enter text Date: 2016 Location: City Hall - Meridian, Idaho Budget: $36,100 Comments: Growing up in Meridian, I had many opportunities to see my hometown through a child’s eyes. On many occasions, my older siblings and I would walk around town buying candy and ice cream and looking at toys. It was always a fun adventure. I hope this sculpture will encourage Meridian residents and visitors to enjoy themselves out on the town.

City of Sarasota Roundabout Sculptures Request for Proposals – 14th Street and US 41

Dear Selection Committee,

I am delighted to submit my proposal and credentials for consideration in the sculpture selection for the City of Sarasota's 14th Street and US 41 Roundabout.

I am interested in the intersection of intellect and intuition, truth and empowerment, materials, processes and the inherent geometry in the organic. I am concerned with the making of form and space – particularly their impact on and responsibility to people and places; I am deeply interested in the relationships between power and place; and the constraints and possibilities of both physical and ethereal materials. I am compelled by curiosity and empathy.

Much of my work to date has grown out of a specific obsession with chirality or handedness. Three- dimensional objects that are chiral do not have an internal plane of symmetry. Chirality is a very common characteristic in many areas of chemistry and biology, and it describes parts (left and right) of the human body, like our hands. Using very simple geometric forms – circles, rectangles – I apply this more complex operation of symmetry and create the components and compositions of my work.

The piece I am proposing, titled Three Rings | 6' Diameter | One, would be the first of a limited edition of three to be fabricated. The limited edition also includes one existing artist proof (images 1-3). This piece was created and installed for a one-year exhibition in Thomas Paine Park at Foley Square as a part of New York City's Art in the Parks program. While on view, Artnet News named my Foley Square exhibition of three sculptures number four on the list of New York's 20 "hottest public artworks"1 of summer 2016.

The work is made of CorTen weathering steel, a material specifically made for outdoor use. I use CorTen weathering steel for it's high tensile strength and ability to withstand the elements. It would not be possible to coat naturally patinaed CorTen weathering steel with anti-graffiti coating, therefore if selected, the work could be color and texture-matched to the artist proof (images 1-3) with an anti-graffiti powder coating if required.

My in-house team has 20 years of experience in industrial and art fabrication. For previous large-scale commissions in places such as East Hampton, NY, New York City, Tulane University in and in various locations across Pittsburgh, my team and I have completely overseen and executed the installation of my work, including the shipping, rigging, and securing of pieces. I pride myself on budgeting and scheduling accuracy as well as my attention to detail, ensuring a high standard of execution.

Given my extensive experience and ability to create work of this scale and my credentials as a nationally exhibiting, and internationally collected sculptor – my artwork would be a valuable addition to the City of Sarasota's already vibrant public art collection. My work is in numerous private and public collections, has been exhibited in galleries and museums and has been featured in films such as After the Wedding by Bart Freundlich that debuted this year at the 2019 Sundance Film Festival. Additionally, I have recently been named Pittsburgh's Artist if the Year for 2019. I believe that an acquisition of my work aligns with and would contribute to the City of Sarasota's identity as a hub for arts and culture.

Landmark Sculpture – 14th Street and US 41 Roundabout

Project Title and Description: ‘Ta‐Dah!’ Sculpture

In keeping with a way of life from the Roman Appian Way the North Trail of Sarasota was itself a premiere America winter travel destination. The ‘Ta‐Dah!’, sculpture expresses the happiness of those hardy tin can travelers when reaching the sun and beaches of Southwest Florida at a time when roads were not always well paved. These mid‐20th century pioneers gleefully welcomed a free glass of orange juice from the Sarasota Chamber of Commerce plus they enjoyed the handy accommodations, air conditioning and pools of the North Trail for their vacation stay.

By way of placing a large public art work in the middle of the RT 41Tamiami Trail today, the new 14th Street roundabout becomes a visible gateway to the City from the North and an introduction point to the legendary North Trail from Miami to the South. Ta‐Dah! signifies that TNT is alive and well and it has a new outreaching lease on life!

The Ta‐Dah sculpture at fifteen feet across and twenty‐one feet tall is made of thick metal plate. At two tons it is finished with a multilayer marine grade paint system to resist salt air corrosion and provide an even texture appearance along with ultra violet protection for long lasting colorfast with an anti‐graffiti shield.

The supersized finger‐like panels are bolted together on‐site when mounted to a 15 foot diameter by 2 foot thick concrete grade beam structural slab foundation infilled with reinforcement bars, metal mesh and stainless steel anchor bolts. The open shape of the lower five feet of the steel plate sculpture allows drivers an unobstructed view through the traffic island to see other vehicles traveling in and around the roundabout.

The artist color study reveals that a monochromatic look makes the Ta‐Dah! sculpture a refined art piece, while multi‐color panels transform this artwork into a fun and gay art piece. We will work with the City on a color scheme in keeping with their image of a renewed North Trail. The LED up‐lighting (6‐8 qty.) mounted to the concrete base enhances nighttime visibility of the full‐height Ta‐Dah sculpture from the US RT 41 and University Parkway intersection to the North and the US RT 41 and 10th Street roundabout to the south.

In 2014 and 2015 displayed fourteen artful wood and structural foam furniture at art shows in the Boston area. Received 3rd honor in 2014 with the wall art SCORE displayed at Tampa Amelia Stadium. In 2015 awarded second place for a 17' tall sculpture made from ten canoes for the Ann Arbor Canoe Image Art. 'Tusks' an 8' tall sculpture was exhibited at the first juried Beverly Arts District show 2015.

EDUCATION A career designer, Mr. Brown's has a Bachelor of Architecture from SUNY Buffalo '73, and Masters of Architecture from Penn State University '74. He regularly attends seminars and workshops on design, methods, materials and computer design and fabrication. PROFESSIONAL CAREER As Assistant Professor he was a founding faculty member teaching senior architecture studio at the Newark campus of Rutgers University.

Owner and designer for 15 years at his own award winning museum, tradeshow and display design/build company in Beverly MA. They created concepts and built over a hundred museum quality props and interactive scientific and technological demonstration devices for corporate America. Mr. Brown was Director of Business Development for a Boston healthcare architecture/build firm of 66 employees for 14 years.

He was on a School Advisory Committee for 13 years, plus a member of two professional healthcare societies. His personal life includes being a National President for a sailboat class association. He still races year round at one-design championship regattas.

Circularmotion

As an outdoor landmark sculpture in The City of Sarasota, my proposal aims to highlight the balance and harmony of this downtown location through a free- flowing yet symmetric sculpture placed at the center of the roundabout.

The circular slender tubes, that do not have a beginning nor end, evoke the motion created in nature when an object comes into contact with water, reproducing the circular waves that spread away from the centre. The energy that moves out from the object, is to me a natural form that expreses movement and the ability to reinvent oneself.

Taking into consideration the perspective of the viewer when surrounding the sculpture, new shapes and forms flow through, I intend to emphasise the fluidity of the future and its infinite movement, for time is endless and in constant cycle. As an artist I believe that a more fluid approach to the future allows the community to be their authentic selves, and this is what I hope to transmit to The City of Sarasota.

Bearing in mind the climate matters of the area, I have chosen corten steel tubes and stainless steel for this piece, these materials are free of maintenance. At a size of 21 feet, and a weight of 1332 kg. it is able to be appreciated from a distance, allowing the viewer to pass by the roundabout in a fluid wa . It is designed work in harmony with the landscape, permitting the wind to flow freely and avoid the “sail e fect” to endure strong winds.

Description of the Vicinity for the 14th Street and US 41 Roundabout

US 41

The US 41 corridor is a major north‐south transportation route through the City of Sarasota with an annual average daily traffic count of approximately 40,000 vehicles near this location. US 41 is a Florida Department of Transportation roadway which is also known as the Tamiami Trail and as State Road 45 (SR 45). In 2003, the 70‐mile corridor that runs throughout Sarasota and Manatee Counties was designated as a Florida Scenic Highway for its intrinsic resources.

14th Street

14th Street is an east‐west City of Sarasota owned and maintained roadway which serves as a local street. The segment east of US 41 is primarily developed with single‐family houses, while the segment west of US 41 provides access to Whitaker Gateway Park and multiple‐family developments, including the Sarasota Bay Club.

Sarasota Bay is approximately 1,200 feet west of the 14th Street/US 41 intersection.

Land uses in this vicinity are varied and include single‐family residential, multiple‐family residential, commercial, and parkland. The land uses at this future roundabout location include Whitaker Gateway Park on the northwest corner; a vacant parcel that is currently being used for road construction on the northeast corner; the Reserve Sarasota (a books, beverages and bed & breakfast establishment) on the southeast corner – the Reserve has three Dutch Colonial Revival buildings that were moved from the Charles Ringling’s estate after Ringling’s mansion was constructed in the 1920’s and are eligible for local historic designation and are potential contributors to a National Historic District; and the Sarasota Bay Club (a luxury retirement independent living facility) and the Inn at the Sarasota Bay Club (an assisted living/nursing facility) on the southwest corner.

127.1 General

A Community Aesthetic Feature (CAF) is an enhancement installed within the Department’s right of way to represent or reflect the surrounding community’s identity, culture, and values. A CAF may also enhance the sense of place through which a highway passes.

A CAF placed within FDOT right of way (R/W), or attached to an FDOT structure or facility must be approved by the Department. These features are designed, maintained, and paid for by a local governmental agency. A CAF is typically constructed by the sponsoring entity, but may be included as part of a Department project.

The Community Aesthetic Feature Agreement (Form Number 625-010-10) must be executed by the local governmental entity and the Department prior to any construction within the Department’s R/W. This agreement provides for the removal and/or relocation of the CAF at the local governmental entity’s expense should it not be maintained by the local governmental entity, or if the Department needs the R/W for transportation purposes. A Deposit, Performance Bond, or Letter of Credit is required as part of the Community Aesthetic Feature Agreement. A waiver of the Deposit, Performance Bond or Letter of Credit is allowed for certain minor installations as indicated within the CAF agreement.

See F.S. 334.187 for Bond and Letter of Credit requirements.

Final plans for placing a CAF within the Department’s R/W must be accompanied by a resolution of the local governmental entity indicating their full financial responsibility for the feature’s design, construction and maintenance during its lifespan.

127.2 Requirements

A CAF must meet the Department’s requirements governing safety, access, and maintenance of the highway. A CAF is classified in the following categories:

(1) Public Art (Stand Alone or Affixed) (2) Local ID Markers (Stand Alone or Affixed)

While there are some criteria unique to each category, all CAFs must meet the following requirements:

(1) Except where parking is available, select a site and lay out the site plan to deter drivers from stopping within the roadway. If drivers are expected to stop or park, provide for parking in the plan. If public access is available, Department Standards and Specifications must be met, including ADA requirements. Prohibit public access to the CAF when located within limited access R/W. (2) The feature must not contain any signs as defined in the 2009 Manual on Uniform Traffic Control Devices (MUTCD), Part 1, Chapter 1A.13, traffic control features, auditory devices, reflective surfaces, flashing lights, moving parts or moving illumination. (3) The feature must not contain any advertising per the MUTCD and 23 C.F.R., 1.23 which prohibits advertising on, or commercial use of the R/W. Commercial advertising on state R/W is also prohibited by Chapter 479, Florida Statutes, including charitable, fraternal, religious, or political signs, symbols, logos, banners, web links, or any other such devices. (4) Lighting of the feature must not be directed at motorists, bicyclists or pedestrians. For lighting criteria see FDM 231. When located near an airport, the feature must not create a hazard as defined by Section 333.01(3), F.S. (5) In absence of feature lighting, messages or text included on Local ID Markers must be retroreflective. Decorative or accent lighting must not include any strobe effects, flashing lights, moving parts, or moving illumination. (6) Local ID Markers (Stand-Alone or Affixed) are not allowed on limited access facilities unless they are part of an overall aesthetic treatment plan that can include landscaping and other aesthetic components. (7) Local ID Markers intended to represent the geographic boundary of the county, municipality, sovereign nation, or unincorporated area should be located in close proximity to the actual geographic boundary of that area. Remove existing standard geographic boundary guide signs, and/or non-official signs or structures, at or near the location. (8) Do not install Local ID Markers in both the median and roadside at a given location. (9) CAF installations involving the Interstate System, which are visible from the Interstate mainline, require FHWA approval. (10) CAFs within the median of a limited access facility are prohibited. (11) One Stand-Alone feature will be allowed per mainline interchange approach (for a maximum of two installations). The local governmental entity must select one site from amongst the ramp and the mainline, along the outside of a ramp, or the area inside a loop ramp.

(12) The feature must meet applicable building codes and design criteria for similar structures or landscaping placed adjacent to the highway’s R/W, including wind loading commensurate with highway signs in the area. (13) The feature must not cause adverse impacts or create public controversy related to any of the following: (a) Property access (b) Air quality (c) Noise (d) Water quality (e) Wetlands (f) Floodplain encroachments (g) Imperiled, endangered or threatened species or their critical (h) Habitat historical resources

(14) The CAF, including amenities like landscape or fencing, must not obstruct signs or interfere with a sight distance, sight triangle, or permitted view zone (billboards). (15) The CAF final design must be signed and sealed by a responsible professional licensed in Florida, excluding art wraps.

127.2.1 Public Art (Stand-Alone)

Additional requirements for Public Art (Stand-Alone) are as follows:

(1) All roadways (a) The location must be outside the appropriate lateral offset or clear zone as defined in FDM Table 215.2.3 and Table 215.2.4, and should be as close to the right of way line as practical. (b) The structure may not display messages with text, or contain any words or alpha-numeric characters. (c) The artist’s insignia may be inscribed or etched on a small plaque affixed to the artwork, or placed on the artwork itself. The insignia must not be visible from the roadway so as to avoid distraction to drivers or bicyclists. (d) The object’s highest point must not be greater in elevation than 25 feet above the nearest point of the roadway. (2) Curbed roadways

The feature may be placed within the median of curbed roadways, where: (a) The Design Speed is less than or equal to 45 mph, and (b) R/W is restricted, and (c) A minimum 4-foot offset from the face of curb is provided.

127.2.2 Public Art (Affixed)

Additional requirements for Public Art (Affixed) are as follows:

(1) The feature may not display any messages with text, or contain any words or alpha-numeric characters. (2) The artist’s insignia may be inscribed or etched on a small plaque affixed to the artwork, or placed on the artwork itself. The insignia must not be visible from the roadway so as to avoid distraction to drivers or bicyclists. (3) For bridges, the feature must not reduce the vertical clearance over the roadway. (4) For art wraps affixed to roadside features: (a) Do not obstruct traffic control cabinet vents with the art wrap. (b) The DDE should coordinate with the District Traffic Operations Office during the review process for traffic control cabinet wraps. (c) Art wrap themes can be approved for general use by a local government entity. (d) A CAF Agreement will be required for these features. (e) Any maintaining agency, other than a local government, must coordinate approvals and maintenance through the appropriate local government entity. (f) Logos representing the local governmental entity are permitted. (g) A Deposit, Bond, or Letter of Credit is not required for art wraps on traffic control cabinets.

127.2.3 Local ID Marker (Stand-Alone)

Additional requirements for a Local ID Marker (Stand-Alone) are as follows:

(1) All roadways:

(a) The location must be outside the appropriate clear zone and lateral offset as defined in FDM 215.2.3 and 215.2.4 and should be as close to the R/W line as practical. (b) The structure may contain text such as the name of the municipality, county, or community area (as defined in Chapter 14-51.041, F.A.C.) with a short phrase or message. Text such as “Exiting” or “Leaving” are prohibited. (c) The object’s highest point must not be greater in elevation than 25 feet above the nearest point of the roadway. (2) Curbed roadways: The feature may be placed within the median of curbed roadways, where: (a) The Design Speed is less than or equal to 45 mph, and (b) R/W is restricted, and (c) A minimum 4-foot offset from the face of curb is provided. (3) Limited Access Facilities: (a) Provide a minimum 50-foot offset (100-foot preferred) from the edge of the traveled way, whether guardrail is present or not. The 50-foot to 100-foot lateral offset will help to minimize driver distraction, and reduce the likelihood that vertical structures will become storm debris blown across the roadway. (b) Letter height must not exceed four feet. (c) Short phrases or messages are prohibited.

127.2.4 Local ID Marker (Affixed)

Additional requirements for a Local ID Marker (Affixed) are as follows:

(1) All roadways: (a) The feature may contain text such as the name of the municipality, county or community area (as defined in Chapter 14-51.041(2)(c), F.A.C.) with a short phrase. Text such as “Exiting” or “Leaving” are prohibited. (b) For bridges, the feature must not reduce the vertical clearance over the roadway. (2) Limited Access Facilities: (a) Letter height must not exceed four feet. (b) Short phrases or messages are prohibited.

The application process is conducted in two phases, the Concept Phase and the Final Phase.

When any of the requirements in FDM 127.2 are not met, a Design Variation must be approved by the State Roadway Design Engineer.

127.3.1 Concept Phase

The Concept Phase includes District coordination with the applicant to ensure:

(1) The appropriate Community Aesthetic Feature category is selected, (2) The corresponding requirements are achievable and acceptable, and (3) The conditions of the Community Aesthetic Feature Agreement are acceptable.

The District will submit a concept drawing and documentation to the State Roadway Design Engineer. The concept submittal must include a Submittal/Approval Letter, which can be found in FDM 103, Form 122-A. The Submittal/Approval Letter is to be signed by a representative of the requesting entity and the District Design Engineer or Turnpike Design Engineer.

Upon review by the Roadway Aesthetic Community of Practice (RACoP) and the State Roadway Design Engineer, conceptual approval may be granted. If the concept and proposed Design Variations are deemed acceptable, the signed Submittal/Approval Letter indicating Central Office conceptual approval will be returned to the District. Otherwise, conceptual approval will be denied with comments. The conceptual approval is valid for one year, at which time the local governmental entity may request an extension from the District.

For applications involving the Interstate System, the District should coordinate with the FHWA District Transportation Engineer prior to submitting to the Central Office.

The package submitted to the Central Office for conceptual approval must include the following:

(1) The designation of the feature category. (2) A conceptual drawing/rendering showing the top, front, and side views of the feature with labeled dimensions, material designations including connections, proposed lighting configuration, and any alpha-numeric characters.

(3) A draft site plan and section view dimensioning the location of the feature in relation to the roadway and the R/W. (4) The design speed of all adjacent roadways. (5) A citation of the Governing Design Standards (or Governing Standard Plans), criteria, and building code to which the feature will be designed. (6) If the feature is to be affixed to a : (a) Identify the bridge owner. (b) Declare what the impact is to the bridge loading. (7) The Signature/Approval Letter signed by the applicant and the District Design Engineer or Turnpike Design Engineer.

127.3.2 Final Phase

The Final Phase includes the preparation and review of all final documents. The District will submit the Submittal/Approval Letter and final documents with a recommendation for approval to the Central Office. The Roadway Aesthetic Community of Practice (RACoP) and the State Roadway Design Engineer will review the application and provide approval to place the feature, or deny the submittal with comments.

The package submitted to the Central Office for final approval must include the following:

(1) Site Plans, including a Traffic Control Plan if temporary maintenance of traffic will be required to place or maintain the feature. (2) Structural Plans including a wind load analysis. (3) Local Governmental Entity Resolution. (4) Design Variations for any requirements in FDM 127.2 that are not met. (5) Community Aesthetic Feature Agreement signed by the local governmental entity. (6) Signature/Approval Letter signed by the applicant and the District Design Engineer or Turnpike Design Engineer.

Upon receiving Central Office final approval and, if applicable, FHWA, the District will notify the local governmental entity that placement of the feature may proceed. The final approval is valid for one year, at which time the local governmental entity may request an extension from the District.

Customized Place Name Signs are considered Local ID Markers which are addressed in FDM 127.2.3 and 127.2.4.

The placement of Place Name Signs within FDOT R/W is regulated by the Department. Requirements for Place Name Signs within FDOT R/W are located in Rule Chapter 14- 51, F.A.C., Part IV Place Name Signs.

All signs placed within the Department’s R/W must meet the requirements contained in the MUTCD, Part 2. Signs for general information, services, tourist destinations, and recreational/cultural interest areas all have specific chapters in the MUTCD, which specify color, size and lettering requirements. Destination signs are classified in the MUTCD as Guide Signs.

127.5 Blue Star Memorial Markers and Flag Poles

Blue Star Memorial Markers and Flag Poles are not considered Community Aesthetic Features and are not covered by this chapter. These markers are managed through the Local FDOT Maintenance and Traffic Operations offices.
