ENGINEERS REGISTRATION BOARD OF NEW ZEALAND LIST OF REGISTERED ENGINEERS AS AT 30 APRIL 1968 AND ExpIRING 31 MARCH 1969 Explanation The list is in two parts as follows: Part A-Giving those registered by examination or by "recognised certificate" under one of the following subsections of the 1924 Act: 6. (1) (a)-Registration by virtue of holding a "recognised certificate" in the form of a Diploma of Corporate Membership of an Institution recognised by the Board, and of having had not less than three years' experience in the practice of engineering. 6. (1) (c)-Registration by virtue of a pass in examinations approved by the Board (being the full corporate membership exam­ inations of a recognised Institution or equivalent exempting examinations) and also of having had not less than three years' experience in the practice of engineering. Part B-Giving those registered under one of the following subsections, now expired, of the 1924 Act or amendments: Section 6. (i) (b) of the 1924 Act, which provided for registration during the first period of operation of the 1924 Act of a per­ son who had then attained the age of 25 years and had been engaged during a period of not less than six years before the com­ mencement of the Act in the acquisition of professional knowledge, or in the practice of engineering in a manner satisfactory to the Board, and who made application for registration within 12 months after the commencement of the Act. Section 7 of the 1944 amendment, which provided for the registration of engineers who, within the 12 years prior to the passing of the amendment, had had six years' responsible engineering practice, or substantially equivalent experience, in local authority work, and who applied within six months of the passing of the amendment. Provision is made for special consideration to discharged service­ men who apply within six months of their discharge: Indicated by * in Column 3. Particulars in the lists as entered under each column are as follows: Column 1-This contains the name of each engineer who at the date of the list is the holder of an Annual Practising Certificate issued under section 3 of the 1944 Amendment Act. An engineer who has been registered is required to hold a current Annual Practising Certificate in order to retain the full rights of registratio; , The qualifications, involving university degrees and recognised certificates or approved exam­ inations, are taken from the person's application for Practising Certificate and have not been verified or checked against the person's registered particulars. Column 2-This gives the postal address, either business or residential, as on the application for Annual Practising Certificate. Column 3-This shows the date of original registration. It is also to be noted that corporate membership of one of the recognised British Engineering Institutions entitles the holder to be styled as a "Chartered Engineer", but this information is omitted from the list.     On the Frontier of Deregulation Reason Foundation Policy Study No. 177 May 1994 ON THE FRONTIER OF DEREGULATION: New Zealand Telecommunications and the Problem of Interconnecting Competing Networks by Milton Mueller EXECUTIVE SUMMARY Telecommunications is undergoing a revolution. Despite the apparent revolution in industry structure, the public policy questions raised by the new developments have changed little. The debate revolves around the same two fundamental issues that have haunted the industry since well before the AT&T divestiture. ⋅ First, to what extent can market competition replace regulation as the arbiter of telecommunications service markets? ⋅ Second, how does one define “competition” and “monopoly power” in a marketplace as complex as communications? Whether cable-telco mergers will result in a wide-open rivalry or create frightening mega-monopolies is a policy debate that will resound throughout the 1990s. The biggest problem facing regulators in the new competitive environment has been to adjudicate and coordinate interconnection relationships among competing systems. In most nations, including the United States, these issues have been, or are being, resolved via processes in which regulators have tried to enforce parity between large incumbents and their smaller rivals. One exception to this is New Zealand. There policymakers have attempted to resolve these matters via market transactions alone, relying on open entry and the threat of litiqation under an antitrust law. The assumption behind most equal-access policies is that, without regulation, inequalities between the incumbents and new entrants constitute a fatal obstacle to effective competition in telecommunications markets. However, the New Zealand experience indicates otherwise. Despite the obvious inequalities in the interconnection agreement, national and international toll competition have functioned at least as successfully as in countries with policies that promote or protect competitors.

    A BRIEF LOOK AT OF LEADING CHANGE 1987 - 1993 1994 - 1998 1999 - 2016 2016 - present 2 I TUANZ – A brief look at 30 years of leading change In the world of technology, a year can sometimes be a very long time, let alone thirty years. But that’s exactly how long our organisation has been around. Over that time we’ve seen monumental changes in the telecommunications services that we use - starting from those early days of low speed digital services, to today’s ultra fast speeds over fibre. We’ve become mobile and now we’re heavily dependent on those wirelessly connected devices in all aspects of our lives, as well as in our businesses. Over those years of tremendous change, TUANZ has been a constant. Our organisation has continued to keep us connected and educated on the new tech and the issues of the day. We’ve been a constant advocate on behalf of users and continued to represent our members views all the way through. In this history we have not tried to be comprehensive. It would have been impossible to speak to all that have been involved over the years, but we’ve tried to give you a picture of what has happened over that time through the eyes of some of the key players. It shows how our story is a key part of the development of the tele- communications sector and how we’ve been involved every step of the way. I hope you enjoy reading about the last 30 years. It’s still an exciting time to be involved and I commend the future of TUANZ to you.

    NEW ZEALAND SOCIETY OF GREAT BRITAIN - - - - - - - - - - - - - - - - - - - NATIONAL PHILATELIC SOCIETY A GUIDE TO THE LIBRARY AND A LISTING OF BOOKS AND PERIODICALS RELATING TO NEW ZEALAND AND THE PACIFIC ISLANDS Introduction : Since April 2007 the books and journals owned by the New Zealand Society of Great Britain, and which previously formed its Library, have been on permanent loan to the National Philatelic Society (NPS). Those books and journals, and later additions, are now managed as part of the NPS Library. For several years until mid 2012 the NPS Library was housed in Freeling House, which is part of Royal Mail’s Mount Pleasant complex in London WC1. This was arranged courtesy of the British Postal Museum and Archive (BPMA), which for the moment continues to operate from the same building. However, much of the Mount Pleasant complex is being redeveloped and both the BPMA and the NPS must move out. The BPMA is due to move to nearby Calthorpe House by late 2014 and has secured initial funding for this from the Heritage Lottery Fund. The NPS Library, however, was required to move out in autumn 2012, and has for the time being moved all the material held in Freeling House to storage facilities at Bill Hill Park, near Wokingham, where some older material was already kept. Since it is not practicable to open these facilities to either NPS or NZSGB members on a regular basis, the NPS is currently examining options for a more accessible location for the Library, if possible alongside a new venue for its meetings. Using the Library : NZSGB members are entitled to use the NPS Library on the same terms as NPS members and may borrow and request copies of material in the Library.
