Dikkate de¤er bir tarihi tekamüle malik olan at yar›fllar›m›z›n geçirdi¤i muhtelif safhalar› her birinin kendine has karakteristik vas›flar› ve her birinde kaydedilen terakki ile tetkikten geçirmek yar›fl merakl›lar› için alaka çekici bir mevzu olacakt›r. Bunlar: (1) Ondokuzuncu as›r sonu ile Yirminci as›r bafl›n› ihate eden devir, (2) Birinci Cihan Harbi ve mütareke seneleri, (3) Restorasyon seneleri, (4) Yar›fl ve Islah Encümeni devri (5) Türkiye Jokey Kulübünün teessüsü ile bafllayan devir. ‹zmir Yar›fllar› Türkiyede ilk organize yar›fllar› Mr. Patterson’un ‹zmir’de baz› arkadafllar› ile kurdu¤u “Smyrna Races Club” adl›, kulüp taraf›ndan tertiplenmifl yar›fllard›r. Bu yar›fllar›n tertip ve tanziminde Bay Refik Evliyazade mühim bir rol oynam›flt›r. Races Club senede bir yar›fl yapard›. Bu maksatla, Paradisu (flimdi fiirinyer) nam›yla maruf mahalde ‹zmir yar›fl yeri kurulmufl ve halen ayg›r deposu olarak kullan›lan Buca istasyonu arkas›ndaki ah›rlar da Patterson taraf›ndan infla ettirilmifltir. Bu ah›rlar bilahere Yar›fl ve Islah Encümeni zaman›nda yar›fl atlar›na tahsis edimifltir. Bu müddet zarf›nda burada Avrupa sahalar›n›n tan›nm›fl atlar› kalm›fllard›r. Races Club’ün yar›fllar›ndan evvel Türkiye’de belli bafll› organize yar›fllar yap›lm›flt›r. Ancak, Osmanl› hanedan› himayeleri alt›nda zaman zaman yar›fllar tertip edilmifltir. Fakat, münferit ve müteferrik yar›fllar olup, iddia ve at zevkine dayanmakla beraber, e¤lence kabilinden yap›lm›fl mesire yar›fllar›d›r, yar›fl ve yetifltiricili¤imiz üzerinde bir tesir b›rakmam›flt›r. Races Club’ün yar›fllar›, yar›fl nizamnamesi ile ve yar›fl nizam ve ahkam›na uygun flekilde yap›lm›fl ilk yar›fllard›r. Bu böyle olmakla beraber, “Races Club” senede bir defa yar›fl yapard›, bunlar bir festival havas› içinde yap›lan yar›fllard›. - 3 - SAITAKSON_ICFORMA 6/6/13 6:31 PM Page 4 fiirinyer yar›fl yeri koflu günü sabahtan dolard›, pekçok kimseler çaml›kta piknik yapmaya gelirlerdi. Koflu sabahtan bafllar ve ö¤leden sonra devam ederdi. fiimdi de aza tribünü olan bina klüp azalar›na mahsustu. ‹zmir eflraf›n›n ve mühim flahsiyetlerin davet edildi¤i bu binada ö¤leyin koflulara ara verildi¤i s›rada mükellef sofralar kurulur ve mükellef ziyafetler verilirdi. ‹zmir’de at yar›fllar›, ananesine uygun flekilde, aristokratik bir spordu. Mr. Patterson s›rf zevki için bir yar›fl ah›r› kurmufl ve amatörce yar›fllar ihdas etmiflti. Fakat, bunlar çok popüler olmufltu. ‹zmir ve civar vilayetlerin ileri gelenleri bununla yak›ndan ilgili idi, halk bu spora büyük bir alaka gösteriyordu. ‹zmirde at yar›fllar› bir bayram günü gibi beklenir, büyük flenlikler içinde icra olunurdu. Buca güzel parklar›, flirin evleri ile sevimli bir yar›flç› köyü olmufltu. Bu meyanda, yak›n zamanlara kadar yar›fl atlar›n›n durdu¤u eski ah›rlar o devirde burada ata verilen ehemmiyeti göstermekteydi. Buca’n›n sakin, asude bir havas› ve romantik cazibesi vard›r. ‹stasyon caddesinin ucunda, yar›fl ve Islah Encümeni, zaman›nda Bay Fevzi Lütfi Karaosmano¤lu’nun atlar›n›n durdu¤u ah›rlar bir zamanlar Lord Byron’un Child Herolde isimli meflhur eserinin bir k›sm›n› yazd›¤› bahçenin içinde idi. Byron burada, sonradan kesilmifl olan, s›ra s›ra servi a¤açlar›n›n alt›na oturup eserini yazm›fl. Buca ile yar›fl yeri aras›nda küçük bir çam korusu içinde, ah›rlar› ve müfltemilat› ile flatoya benzeyen bir ev vard›r. Buras› Forbes’in köflküdür. Bunun civar›nda bir s›rtta ba¤lar›n ortas›nda metruk bir de¤irmen vard›r. Byron’un de¤irmeni olarak tan›nan bu harabe flahane manzaraya sahiptir. Kendi seyahatnamesi olan manzum hikayeyi yazarken büyük flairin Buca ve etraf›n›n müstesna güzelliklerinin tesiri alt›nda kalm›fl oldu¤u muhakkakt›r. At yar›fllar› Buca’da mükemmel bir zemin bulmufl ve ‹zmir Races Club yar›fllar› olarak bilinen bu yar›fllar yar›flç›l›k tarihimizin önemli bir safhas›n› teflkil etmifltir. Mr. Patterson bu yar›fllar için ‹ngiltere’den atlar ve jokeyler getirtmifl, modern yar›flç›l›k tekni¤i ile yap›lan bu yar›fllar bu muhitte büyük tepki yaratm›flt›r. Bu yar›fllar Türkiye’de modern yar›flç›l›¤›n tesisine amil olmufl ve yar›flç›l›¤›m›z›n müstakbel inkiflaf›nda tesirleri görülmüfltür. Hatta bu yar›flç›l›k buradan Yunanistan’a intikal etmifltir. Zira, Yunanistan’da at yar›fllar› ‹zmirden giden atç›lar taraf›ndan kurulmufltur. Buca’n›n eski sakinleri aras›nda Badi ve Vahan isminde iki atç› vard›. Yar›fl merakl›lar› yak›n zamanlara kadar Buca’da bunlar›n evlerini bilirlerdi, buray› ziyaret eden yar›flç›lara gösterirlerdi. Bunlardan Badi, k›sa zamanda devrin bafl jokeyi oldu. Badi, Birinci Cihan Harbi esnas›nda ‹stanbul’da Sipahi Oca¤›n›n tertipledi¤i yar›fllarda Enver Pafla’n›n atlar›na binerdi. Vahan Balyozo¤lu da seferberlikte asker olmufl ve ‹stanbul’da flehzade Abdülhalim Efendi’nin ah›r›na girmiflti. Bu ah›ra gelen askerler aras›nda Bekir de vard›. Koflucu Bekir, Yörükcü Bekir olarak tan›d›¤›m›z bu atç›, genç yaflta binicilik kabiliyeti ile dikkati çeken, Salihli’de do¤mufl bir Çerkez çocu¤u idi. ‹zmir yar›fllar›ndan evvela Manisa’da yar›fllara ifltirak eden Bekir biniflini çok inkiflaf ettirmifl, harikulade bir ö¤renme ve temesül kabiliyeti olan Bekir, burada Mathews ve Rose ismindeki ‹ngiliz jokeylerini örnek tutarak binicili¤ini ilerletmifl. K›sa zamanda temayüz eden Bekir fiehzade Abdülhalim Efendi’nin bafl jokeyi oldu¤u vakit Badi’nin de en kuvvetli rakibi olmufltur. Bekir Badi’den üstün bir jokeydi, fakat Badi daima daha üstün atlara binmek avantaj›na malikti, çünkü Enver Pafla’n›n ah›r›nda çok kuvvetli atlar, bir de Übeyyan vard›. Bekir evvel emirde do¤ufltan kabiliyetli bir binici idi ve sonra bu istidad›n› inkiflaf ettirerek üstün kabiliyetli bir jokey olmufltur. Her jokey binici de¤ildir, fakat olanlar muhakkak daha çok muvaffak olan ve mesleklerinde ileri giden jokeylerdir. Bekir, çocukken hayat› at üstünde geçmifl, pek çok köy yar›fllar›nda ç›plak ata binmiflti. ‹stanbul yar›fllar›nda eyersiz ata binmesine müsaade etmeleri için izin istihsal etmesini Akif (Akif Akson) Bey’den rica ederdi. - 4 - SAITAKSON_ICFORMA 6/6/13 6:31 PM Page 5 ‹zmir’de Races Club’›n yar›fllar› iki genç amatör binicinin yetiflmesine saik olmufltur. Devrin büyük atç›s› Refik Bey (Refik Evliyazade) atlar›yla koflulara ifltirak ederdi, o¤ullar› Nejat Evliyazade ve Sedat Evliyazade de genç yaflta binicili¤in zevkini tatm›fllar, Races Club yar›fllar›nda büyük kabiliyet gösteren amatör biniciler olarak tan›nm›fllard›r. Races Club’›n yar›fllar› asr›n bafl›nda en parlak devrini yaflam›fl ve Birinci Cihan Harbi ile sona ermifltir. Fakat o s›rada bunun bir devam› say›labilecek yeni bir devir bafllam›flt›r. ‹stanbul’da Sipahi Oca¤› namiyle bir sportif kulüp kurulmufl, ayn› zamanda Islah› Nesli Feres Cemiyeti nam› alt›nda bir de cemiyet teessüs etmifltir. Bu iki toplumun gayesi memlekette at sporlar›n› gelifltirmek ve at yetifltiricili¤ini teflvik etmekti. Bu hareketin önderi Enver Pafla ve arkadafllar› idi, fakat fikri veren Refik Evliyazade idi. ‹stanbul’da bir yar›fl yeri tesis edilecek ve burada at yar›fllar› yap›lacakt›... fiark’i Roma ‹mparatorlu¤u’nun Merkezi, Bizans ve Osmanl› ‹mparatorlu¤u’nun payitaht› olarak ‹stanbul as›rlar boyunca dünyaya nam salm›fl, fakat bütün zenginlikleri ve harika eserleri aras›nda bir yar›fl yerine malik de¤ildi. Eskiden burada fiar yar›fllar› yap›lm›fl, bunlar için Sultanahmet’te bir hipodrom varm›fl. Osmanl› padiflahlar› mesire yerlerinde at yar›fllar› tertip ettirmifller. Fakat bir yar›fl yeri yapmay› düflünmemifllerdir. At yar›fllar› yapmak için evvela akla gelen fley bir yar›fl yeridir. Böyle bir fikir, bir hipodrom tesisi o devirde, henüz zihinlerde tekevvün etmemifl... Büyük bir flehir! Büyük bir ülkenin baflkenti... Eflsiz bir tabiat güzelli¤ine malik bir flehir... ‹stanbul! Lamartine ‹stanbul için “‹nsanlar ve tabiat, gayretlerini birlefltirerek dünyan›n en büyük eserlerini yaratm›fl”, demekle insanlar› ebedi güzelli¤i ile sihirleyen bu müstesna beldenin arzetti¤i cazibeyi mükemmel bir lisanla ifade etmifl. ‹stanbul flehrinin etraf›nda birçok güzel mesire yerleri var. Veliefendi, Ç›rp›c›, Beykoz, Küçüksu, Göksu, Sultan Suyu, Ka¤›thane vesaire... bu mahaller eski zamanlarda parlak devirler yaflam›fl... Mütenevvi manzaralar›, asude havas›n›n dinlendirici hassas› ile bu yerler saray mensuplar› ve etraf›n› çekmifl, kibarlar›n gezinti ve gösteri mahalli olmufl..

From an epistolary exchange between property owners, Haussmann and the Minister of the Interior during Haussmann’s first years as Prefect of the Seine, the thesis draws out a political event: the playing out in a singular context of an opposition over a political practice predicated on equality.
