INTRODUCTION 1.1 The Rashtriya Veda Vidya Pratishthan was established on 20th January, 1987, by the Ministry of Human Resource Development, Government of India, as an autonomous organisation and was registered under the Societies’ Registration Act, 1860. It was inaugurated on 10th August, 1987, by the then Minister for Human Resource Development. The main objectives of the Pratishthan are as under : (A) Preservation, conservation and development of the oral tradition of Vedic studies. (B) Study of the Vedas through Pathashalas as well as other means and institutions. (C) Creation and promotion of research facilities so as to bring out the rich wealth of knowledge contained in the Vedas and to relate it to the contemporary needs. (D) Collection of information and to arrange basic facilities to store relevant material and to disseminate and publish it in various forms using different resources. 1.2. The Objectives of the Pratishthan as given in the Memorandum of Association are appended at Annexure - I. 1.3. The office of the Pratishthan was shifted to Ujjain in May, 1993, and it was renamed as "Maharshi Sandipani Rashtriya Veda Vidya Pratishthan". 2. AUTHORITIES OF PRATISHTHAN General Body, Governing Council and Finance Committee are the Authorities of the Pratishthan. 2.1 Its Establishment - The rules, regulations, various powers and functions for carrying out the affairs of the Pratishthan are vested in its Authorities. Hon'ble Union Minister for Human Resource Development, Government of India, is the Chairman of both General Body and Governing Council. The General Body is vested with the general power for reviewing and amending the policies and programmes of the Pratishthan. The Governing Council is the principal executive body of the Pratishthan and responsible for the general superintendence, direction and control of its affairs. 3 2.2. Under the chairmanship of Vice-Chairman, the Finance Committee is responsible for all matters regarding the management of the properties and investments, preparation of estimates for annual budget and statements of accounts and expenditure of the Pratishthan. 2.3. Under its general powers, the Pratishthan has constituted a Project Committee, which comprises of members of eminent scholars of Veda and related subjects for consideration of academic projects and programmes. The composition of the existing Committee is given at Annexure II. 2.4. The Government of India reconstituted the General Body, Governing Council and Finance Committee for a term of five years on June 05, 2015. Partial amendment was issued on April 10, 2017. The composition of these bodies is given at Annexure III. 3... OFFICERS OF THE PRATISHTHAN 3.1. Under the rules of the Pratishthan, Chairman is the head of the Pratishthan. The Chairman is nominated by the Government of India for a term of 5 years. The Honible Chairman presides over the meetings of the General Body and Governing Council. Hon'ble Union Minister for Human Resource Development, Government of India, is the Chairman of the Pratishthan by virtue of the post. 3.2. There is also a provision of Vice Chairman under the rules to be nominated by the Chairman. The Vice-chairman has to perform such duties and exercise such functions and has powers as the Chairman may specify generally or in any individual case. Professor Ravindra Ambadas Muley, Sanskrit Pragat Adhyayan Kendra, Savitribai Phule University, Pune, is nominated as Vice-Chairman of the Pratishthan with effect from 18.08.2016. 3.3. Under the rules there is a provision of appointment of Secretary, by the Government of India who should be the full time salaried employee of the Pratishthan. He will be chief Academic and Executive officer as well as Head of administrative activities. The Secretary exercises general supervision and control over the affairs of the Pratishthan and implements all decisions taken by the authorities of the Pratishthan. 3.4. Professor Viroopaksha V. Jaddipal is posted as full time Secretary of the Pratishthan by the Government of India w.e.f. 07.08.2017. 4... OTHER OFFICERS AND STAFF 4.1. In pursuance of the recommendations of its Internal Work Study Unit, the MHRD vide its letter dated 14.08.1998 sanctioned one post each of Director, Programme Officer, Section Officer and Accountant as a part of interim organizanal structure of the Prathistan. The Governing Council of the Pratishthan at its meeting held on 4 21.2.2000 approved the Bye-laws for recruitment of all sanctioned posts of the Pratishthan. 4.2. The Secretary is the Principal Academic and Executive Officer. In the year under report, work relating to Academic, administrative and financial matters have been carried out under the supervision of the Secretary. 5... HEADQUARTERS 5.1. The headquarters of the Pratishthan is situated at Veda Vidya Marg, Chintaman Ganesh, Post Jawasiya, Ujjain- 456 006 (M.P.). 6... CORPUS FUND OF PRATISHTHAN 6.1. At the time of establishment of the Pratishthan, Government of India had envisaged that Corpus Fund of Rupees Ten Crores would be placed at its disposal so that income from its investment may be utilized for financing various activities and programmes of the Pratishthan. A sum of Rupees Ten Crores was provided by the Government in instalments by the end of year 1996-97 for this purpose. 6.2. According to decision of the Finance Committee at its meeting held on 18-10-2001 the Corpus Fund was raised to Rs. 20.51 crore. 5 6.3 According to decision of the Finance Committee and Governing Concil dated 17-10-2016 a sum of Rs. 11.34 crore was added to the Corpus Fund. The present Corpus Fund in the year 2017-18 is Rs. 31.86 crore. 7. FUNDS FOR NEW PROGRAMMES : 7.1. The Standing Finance Committee of the Government of India at its meeting held on 24.11.1998 had considered the proposal of the Pratishthan for enhancement of its Corpus Fund. After detailed discussion, the Committee was satisfied about the need and justification for enhanced requirement of funds by the Pratishthan for sustaining the on-going programmes and to introduce new academic programmes which are required to fulfill the objectives of the Pratishthan. 7.2. The Standing Finance Committee (SFC) decided to provide the additional requirement of funds by annual budgetary support from the Government. It was also emphasized by SFC that the Pratishthan's activities and programmes would not be allowed to suffer due to paucity of funds and the budgetary allocations would be protected. During the year 2018-19 the Ministry of HRD had allocated Rs. 66.50 crores as grant-in-aid to the Pratishthan for on-going programmes out of which Rs. 51.06 crores was received. 7.3. Formulation of comprehensive project reports and/or plan of action for implementation of new programmes continued during the year under report. 8. MEETINGS OF AUTHORITIES OF PRATISHTHAN AND IMPORTANT DECISIONS : 8.1. During the year under report, meetings of various Authorities / Bodies of the Pratishthan were held as per details given below : General Body : 27 th February, 2019 Governing Council : Three Meetings - 24 th May, 2018, 11 th & 16 th January, 2019 and 27 th February, 2019. Finance Committee : Two Meetings - 23 rd April, 2018, and 22 nd October, 2018. Grants-in-Aid Committee : Two Meetings - 23 rd April, 2018, and 22 nd October, 2018. Project Committee : One Meeting - 23 rd April, 2018. Examination Committee : 22 nd November, 2018. 8.2. The important decisions taken by the Authorities are as follows : 6 GENERAL BODY : 25 th meeting of the general body of Maharshi Sandipani Rashtriya Veda Vidya Pratishthan was held at New Delhi on 27 th February, 2019, under the chairmanship of Shri Prakash Javadekar, Hon’ble Minister of Human Resource Development, Government of India. (1) The General Body has approved the draft Bye-Laws and Expression of Interest in respect of Bharatiya Shiksha Board. The GB has also gave in- principal approval for Rashtriya Veda Sanskrit Shiksha Board and recommended for further action as per rules. (2) The General Body approved the scheme of Vedic Awards to be given to renowned Vedic scholars/Veda pathies for lifelong dedication to the cause of Vedas. The GB has approved 11 Awards of Rs. 5.00 lakhs each and 5 Awards of Rs. 1.00 lakh each. (3) The GB has also approved the Annual Report and Annual Accounts of the Pratishthan for the year 2017-18. GOVERNING COUNCIL : (1) C&AG audit report on the accounts of the Pratishthan for the year 2017-18 was approved. (2) Minutes of the 37th meeting of the GC held on 14-12-2017 were confirmed.

For the survey study, the datacollected from 236 sample respondents were theorized based on social capital, ecotourism, asset-based community development and sustainability approach that are then supported by the empirical findings. An index was developed to describe the overall performance of the homestay by compositing five thematic indexes: relevancy, efficiency, effectiveness, impact, sustainability. The index value 92.65 from the range of minimum 48 and maximum 240 for the overall performance provides the strong quantitative evidence to answer the question “why did Amaltari receive the best award among”. The multiple regression model (R-square value 0.99) for overall performance also proves that independent variables describe the dependent variables by 99 percent. Among the independent variables relevancy and effectiveness indexes are more likely to describe dependent variable- the overall performance index. The evidence shows that Amaltari homestay has performed well due to the technical/financial supports of WWF, proper mobilization/utilization of conservation fund and homestay community fund, strong social capital, and quality leadership that has transforming the livelihoods of Tharu, Bote and Mushar indigeneous people. However, they have some concerns like waste management in bufferzone areas, reviving the cultural organizations for preserving and transmitting culture from generation to generation, minimizing the modernization and demonstrative effects due to the excessive flow of the tourists and upgrading road connectivity.
