Bula Vinaka! 2020 will be remembered as the year that the world took a ”time out” for a breather and rest, courtesy of Novel Coronavirus (2019-nCoV), or better known as Covid 19. The global pandemic has not only cancelled or deferred major events around the world, including the deferred Summer Olympics, it has also impacted on peoples lives in Fiji. As of 02nd September 2020, the Worldometer tracking the corona virus lists 26,136,708 cases, 865,644 deaths and 18,397,768 recovery cases. Whilst Fiji has experienced two deaths, the number of people who have lost their jobs or are on reduced hours is unprecedented and depressing to say the least. Fiji Swimming, like all other National sporting bodies in the country, have been impacted with cancellations and disruptions not only to our competitions, but also for the hosting of the Oceania Swimming Championships, FINA Technical workshops and, the 2020 Olympic Games. Whilst countries around the global are still in lock down or at high alert levels, Fiji is able to get back to some level of normalcy albeit sanctions such as curfew’s, etc. In light of the relaxing of some sanctions by Government, l am pleased like everyone else, that we are able to continue some of our 2020 calendar of events. A lot of hard work has been put into place to get our competitions going again and for that, we must be grateful for the tireless work of our MoH Medical and Security people, Fiji Swimming team, Clubs & Coaches and all our friends and supporters.

I hope you will enjoy the Fiji Swimming 2019 Report that we have put together, which by far has been the greatest year todate for Fiji Swimming. Along with the sacrifices and despite the disagreements and sentiments in our deliberations, we manage to humble ourselves and come to agreement for the benefit of Fiji Swimming and its members. Since our election into office in 2015, we have been able to accomplish the following:  Passed our Fiji Swimming Code of Conduct, Ethics and Constitution in accordance to FINA requirement  Conducted our Annual General Meeting each year with Audited Accounts of our financials.  Met our mandatory levy obligations to FASANOC, FINA, and OCEANIA Swimming Association annually.  Reviewed and updated our 2016-2020 Strategic Plan  Implemented Professional Indemnity / General Liability Policy for Fiji Swimming Coaches and Executives (11th June 2018 to 31 August 2019). Premium was under $27k but was important to be in place to protect our people in leadership roles.  Received funding through the assistance from the Australian Government via Scope Global Pty Ltd for FS Volunteers to assist in setting up FS Financials plus Admin  Procedures and Systems, the formulation and publication of FS Committee TOR’s, Development of TRACC and other ‘operational’ areas of FS. Despite delays, our Fiji Swimming Policies is ready to roll out before end of April 2019.  With our Policies and TOR’s in place, worked on and implementing soon the various FS Sub-Committees with its own Terms of References and, invited members to apply for the various positions. We re- introducing the 200IM Squad as of this 2019 LC Season.  Conducted FINA Technical Officials Clinics covering Aquatics Pool and OWS competition. Courses conducted by accredited FINA Instructors and venues held in Suva & Nadi.  Conducted ASCTA SATS & ASCTA Bronze Coaching Certificate clinics with Haydn Belshaw, with another Presenters Workshop for latest ASCTA Bronze Certificate applicants to be held this April 2019 by Haydn Belshaw also.  Conducted a FINA Level 1 Coaching course in early 2019 which was well attended by FS affiliated Club coaches.  Short-term hire of a High Performance Consultant funded by Fiji Nationals Sports Commission in 2017.  Launched the Pacific Sports Partnership (PSP) Program in partnership with Swimming and Oceania Swimming (DFAT Funding) to work with MoE, MY&S and other stake holders on the Lets Swim program for schools. This is a massive undertaking to oversee the development of swim safe program in schools to reduce drowning.  Let’s Swim reached record schools and communities, impacting roughly 22,500 people between July 2017 to June 2018 after piloting the program to a few schools only. This was a record high. The expansion of programs to the Western Division was greeted with eager schools and was a success in recruiting them into the program, increasing the reach of Let’s Swim and bringing quality water safety knowledge to many families.  Live televised viewing of swimming competitions in Fiji through national TV network and, the world through Live streaming of the Oceania Swimming, JPP and the 2017 / 2018 Fiji Schools Swimming Championships. This has resulted in an increase in Schools taking up swimming classes. At the 2018 National Schools Swimming Championships, 836 students participated - 32 Primary Schools, 24 Secondary Schools, 7 Uni Students, Ages 5yrs-22yrs  Increase in registration of swimmers under Fiji Swimming in past years. Have seen the gradual build up in Swimming Clubs from seven to 10 now with some club having its club swimmers based in the East and Western part of Viti Levu.  Through the success of Oceania 2016 and the pitch made to Hon. Prime Minister, approval granted to expedite the groundbreaking ceremony and the construction of the Aquatic Centre in Lautoka.  Since 2016, we have seen the following swimmers awarded Scholarships from ONOC, FINA, IOC…this is most ever in Fiji Swimming history and was made possible based on the results of the swimmer who have benefitted from the aggressive programs put in place to fast track our swimmers exposure to high-level competition; . Moana Wind & Rhys Cheer – Accepted for August 2020  As we developed our Head Coaches to give them the much needed opportunity and exposure to take charge of teams to overseas International and Local championships, we allowed a number of Coaches to accompany teams. It has been a first to see as many as four Head Coaches accompany teams on an overseas assignment and having as many as seven coaches with the team e.g. Oceania and JPP in Fiji.  This gives our Head Coaches experience as we develop them and Fiji Swimming not relying on one or two Coaches only to take teams overseas.  Fiji Swimming is proud to have Trisa Cheer- Dunn as a recognized FINA Technical Official. Likewise, Alison Browne is a qualified OWS Technical Officials.  Participation of Trisa Cheer at the 2016 FINA SC World Championships, 2018 Oceania Swimming Championships, 2018 Youth Olympic Games, 2018 Junior Pan Pac’s. 2019 Pacific Games and 2019 FINA LC World Championships. This is in recognition to her experience as an established FINA Technical official.  The late Dennis Miller being re-elected Oceania Swimming Association President in 2016 and FINA Vice President in 2017. Dennis was also on the FINA Development Commission before his passing in 2019.  Upgrading and Refresh of our Fiji Swimming Website. With the installation of the new scoreboard, we have been able to post line our competition results on the Meet Mobile Apt.  Invited to attend the 110th Anniversary of FINA on 19th July 2018 in Lausanne, Switzerland. We were able to witness the opening of the new headquarters by the FINA president.  Towards the end of 2018, Fiji Swimming signed a partnership with Paralympics of Fiji for the talent identification of swimmers with disability to be assisted on short-term scholarships.  As we prepared for the 2019 Pacific Games in Apia, the incumbent Executives and Board since 2016 can say that we have done a lot to prepare our team for Apia. We had set our objectives for the Pacific Games and that was to finish in the Top 3 of the Aquatics Medal Tally.  We have structured our competition calendar to give as much practice as possible to our swimmers and officials so that they can be prepared well. We have committed in doing away with games levies for our swimmers and officials where possible and l am pleased to say that we did that for at least 75% of the competitions. Where we did levy, the amounts where never 35% of the total package per person.  For 2019 Pacific Games, the Levy for each swimmer and official was taken care of by Fiji Swimming. Therefore, aside from covering each athlete’s levy, Fiji Swimming had a logistics team in Apia to prepare and provide backup services to ensure our swimmers be well taken of during the games.  Straight after the Pacific Games, we have group going to Korea for the FINA World Championships and a Junior team to the FINA World Juniors in Budapest. Funding for both competition were organized well in advance. 2019…the year that was!

March April

With a new team of Executives in place, we started our first Agenda with a meeting at Lami’s Novotel Hotel in January 2016 where we invited the Presidents of Swim Clubs and the Madam PS Ms. Burchell from Min. Of Youth & Sports to sit in our Strategic Development Planning meeting and, discuss the PSP Lets Swim Program in conjunction Min. Of Health, Education and MY&S Fiji with Oceania Swimming Association and Australia’s DFAT.

We mapped out our Strategic Development Plans and set our Goals to achieve for the next 4 Years. As we progressed through the years , we accomplished a number of achievements such as hosting International events namely 2016 Oceania and 2018 Junior Pan Pacs. We were able to upgrade the DAC facility in Suva with the latest Starting Blocks with Back stroke ledges, new touch pads with software systems and the OMEGA Score board. Our system allows our competitions to be available on the Meet Mobile App that allows access to events around the world.

We worked on developing our Gold, Silver and Bronze Squads and our technical officials by sending our biggest ever squads to local and international competitions such as Olympics, FINA World and FINA Junior Worlds, Commonwealth and Commonwealth Youth Games, Oceania Championships, Junior Pan Pacs, NZ & Australian Championships, Asean Indoor Games in the past 4 years achieving successes with Individual medal finishes at the CYG, Oceania and AUST & NZ Open Nationals. As part of our Team preparations to performing well, Fiji Swimming rented an Air BnB House with aircon rooms as a base camp for the team to rest, eat and relax in. A 7 seater was hired also for team transfers and errands. All team laundry and other luxury's were available for the team including massages from Team Fiji Physio’s. The team never run short of fruits, snacks and most importantly, home cooking every Lunch and Dinner time. In-between prelim and finals, team had option to relax in base camp aircon rooms which helped to relax swimmers and focus for the finals. Every evening finals was a celebration at base camp of good food, snacks and pick up laundry before team went back to Games Village….with leftovers for our fellow Team Fiji athletes and hard working Physio’s. The Fiji Sports commission Good Governance award is an award that is given to the Organisation that carries out the most honest administrative practices and dedicated to development of the Sport. Tribute to the Late Mr. Dennis Miller

Fiji Swimming

Fiji Swimming pays tribute to Mr Dennis Miller. He was instrumental in the sports arena, having been the former president of Fiji Swimming Association and helping develop the sport.

Mr Dennis Miller served in many roles for Fiji Swimming, and was the pride of our Federation, Fiji Sports, and the nation of Fiji with his Executive Position as the Vice President for Swimming's International body: Federation Internationale de Natation - FINA.

Mr Miller was 61 years old and is survived by his wife, brother, 4 children, and 2 grandchildren.

He played a critical role behind the scenes, dedicating his career to the development of Aquatics in Oceania, and worldwide within the FINA family.

He is a former national champion in the 100m butterfly, representing Fiji in many highly reputable events as a Swimmer. In addition, he served as an administrator, being Team Manager for Fiji Swim Team to the Commonwealth Games, and Chief de Mission of Team Fiji to the 1996 Olympic Games, alongside many other major swimming and multisport events.

Dennis Miller became Executive Director of the Oceania National Olympic Committee (ONOC) in 1997 and became President of the Oceania Swimming Association since 2008.

He is also a member of the FINA Technical Open Water Committee serving for over 10 years before joining the FINA bureau.

FINA has learnt with immense sadness about the loss of its Vice-President Dennis Miller, from Fiji, who lost his brave fight against illness. Mr Miller was 61 years old and is survived by his wife and four children.

As an administrator working behind the scenes, Dennis Miller dedicated his career to the development of Aquatics in Oceania, but also worldwide, within the FINA family. Within FINA, Mr Miller also became a Member of the FINA Technical Open Water Swimming Committee in 1997, serving for over 10 years, before joining the FINA Bureau, where he has been liaison for this discipline.

He was presently FINA Vice-President and member of the FINA Executive. "We are very saddened with this terrible news. Dennis was a brilliant administrator and a great promoter of the Aquatic sports. He played a very important role in the inclusion of Open Water Swimming in the Olympic programme, starting at the 2008 Games in Beijing (CHN). His valuable contribution within the Bureau and the Executive was of paramount importance for the successful development of our activities. He will be terribly missed by the FINA Family,” considered FINA President Dr Julio C. Maglione.

In this moment of grief, FINA addresses its heartfelt condolences to Mr Miller’s family and friends, as well as to the entire Aquatic community in Fiji and Oceania. To everyone who contributed and made possible our successes in 2019…
