Local Development Document(s) covered by this agreement / understanding: CIL Stage in the process forming part of this agreement: Draft Charging Schedule As detailed in paragraphs 178-181 of the National Planning Policy Framework, public bodies have a Duty to Co-operate on strategic planning issues that cross administrative boundaries. The Council therefore invites you to complete the table below and welcomes comments on which issues will need to be addressed. [IL0: UNCLASSIFIED] If you believe there are some cross boundary issues that need addressing, what measures do you feel are required to address these and what would you consider to be the estimated timescales? The Environment Agency recommended the inclusion of a number of projects be included in the Infrastructure Delivery Plan dated June 2013, on pages 4 & 5 of appendix A. We request that all five projects are retained within any updated strategy or infrastructure delivery plan, and we wish to make you aware of two other flood risk managment projects that will have cross boundary issues with Birmingham City Council, and there will need to be co-operation between both Authorities in their delivery. 1, Flood Alleviation Scheme, Victoria Park, Thimblemill Brook. This scheme will be funded by Sandwell’s Lead local Flood Authority (LLFA) but this may require some partnership funding either through CIL, Section 106 or other developer agreement (expected delivery timescale within 5 years). 2, Proposed Flood Alleviation Scheme Sandwell Valley This scheme will be funded through a variety of sources, including contributions from Birmingham City Council. We may request developer contributions toward the delivery and maintenance of the flood defence scheme, but we will not require any funding for delivery from Sandwell CIL funding sources (expected delivery timescale within 2 years). The Environment Agency has no objection to the proposed CIL charging schedule. We concur with the information in relation to flood risk management infrastructure highlighted within table 5.1. Statement of Common Ground between Wyre Forest District Council, Worcestershire County Council and Bromsgrove District Council 1) Introduction Under the National Planning Policy Framework (NPPF, 2019), strategic policy making authorities, such as local planning authorities, should produce, maintain and keep up to date a Statement of Common Ground (SofCG) to highlight agreement on cross boundary strategic issues with neighbouring local authorities and other relevant bodies. This SofCG has been produced to support the submission of the Wyre Forest District Local Plan. It sets out how Wyre Forest District Council has engaged with Bromsgrove District Council in order to fulfil its Duty to Cooperate requirements. As the highways authority, Worcestershire County Council has also been jointly included in the Duty to Cooperate discussions and the preparation of this SofCG. 2) Parties Involved This SofCG has been prepared jointly by Wyre Forest District Council (WFDC), Worcestershire County Council (WCC) and Bromsgrove District Council (BDC). WCC is the highways authority for both Wyre Forest District and Bromsgrove District. The SofCG covers those matters agreed and disagreed by the parties with regards to the proposed Wyre Forest District Local Plan (2016-2036), in order to fulfil the Duty to Cooperate requirements as outlined in paragraph 27 of the NPPF. 3) Strategic Geography This SofCG covers all of the Wyre Forest District and has been produced for the purposes of the Wyre Forest District Local Plan (2016-2036), which is due to be submitted to the Planning Inspectorate in Spring 2020. These are householders who receive specific benefits and, for child benefits, are below a certain income threshold. This eligibility criteria is set by Government. Dear Sir/Madam, Thank you for giving the SWCs the opportunity to comment on the 10 technical appendices that complement Wyre Forest District Council’s statement on Matter 11 of the Examination of the Wyre Forest Local Plan. For your information Malvern Hills District Council, together with Worcester City Council and Wychavon District Council all adopted the South Worcestershire Development Plan (SWDP) in February 2016 and the SWDP Review Regulation 19 consultation is scheduled for October 2021. Both Malvern Hills and Wychavon Districts have a common administrative boundary with Wyre Forest and as such we are grateful to be given the opportunity to make representations under the Duty to cooperate requirements. The SWC have looked at the 10 technical appendices on transport and other than being supportive of additional parking at Hartlebury Railway Station (located within Wychavon District), as outlined in Appendix 10 ‘’Blakedown and Hartlebury Proposed Parking Improvements Vehicle Access and Level Crossing Overview’’ we have no further comments to make. The SWC welcome the opportunity for further discussions with Wyre Forest District Council as the Local Plan Review progresses in order to comply with on-going requirements associated with the Duty to Cooperate.
