Local Development Document(s) covered by this agreement / understanding: CIL Stage in the process forming part of this agreement: Draft Charging Schedule As detailed in paragraphs 178-181 of the National Planning Policy Framework, public bodies have a Duty to Co-operate on strategic planning issues that cross administrative boundaries. The Council therefore invites you to complete the table below and welcomes comments on which issues will need to be addressed. [IL0: UNCLASSIFIED] If you believe there are some cross boundary issues that need addressing, what measures do you feel are required to address these and what would you consider to be the estimated timescales? The Environment Agency recommended the inclusion of a number of projects be included in the Infrastructure Delivery Plan dated June 2013, on pages 4 & 5 of appendix A. We request that all five projects are retained within any updated strategy or infrastructure delivery plan, and we wish to make you aware of two other flood risk managment projects that will have cross boundary issues with Birmingham City Council, and there will need to be co-operation between both Authorities in their delivery. 1, Flood Alleviation Scheme, Victoria Park, Thimblemill Brook. This scheme will be funded by Sandwell’s Lead local Flood Authority (LLFA) but this may require some partnership funding either through CIL, Section 106 or other developer agreement (expected delivery timescale within 5 years). 2, Proposed Flood Alleviation Scheme Sandwell Valley This scheme will be funded through a variety of sources, including contributions from Birmingham City Council. We may request developer contributions toward the delivery and maintenance of the flood defence scheme, but we will not require any funding for delivery from Sandwell CIL funding sources (expected delivery timescale within 2 years). The Environment Agency has no objection to the proposed CIL charging schedule. We concur with the information in relation to flood risk management infrastructure highlighted within table 5.1.
