RlTLES.

1 At the time appointed for the meeting of the board, it shall be the duty of the members to be in their places.

2 When the board shall have been called to order by the governor, the journal of the preceding day shall be read by the secretary of state.

3 The following standing committees shall be appointed, viz : On warrants ; on accounts ; on taxation and expenditures ; on election returns ; on state beneficiaries and pensions ; on state prison and pardons ; on reform school ; on insane hospital ; on public lands and buildings; on public instruction; on military affairs; on Indian affairs ; on library ; on pay roll.

4 All committees shall be appointed by the governor, and shall consist of three members, unless otherwise ordered.

5 In case the governor shall be absent at the time appointed for the meeting of the board, the members shall be called to order by the senior .councillor present, who shall act as chairman. 6 RULES.

6 In debate upon any question, or in the presentation of any business, the members shall address the governor, standing in their places. 7 A majority of the board shall constitute a quorum for the trans­ action of business. 8 All communications to the two branches of the legislature shall be transmitted by the secretary of state.

9 Every member who shall present a petition, shall place his name thereon, and a brief statement of its contents.

10 The yeas and nays shall be called upon the nomination of all officers of important grade. Upon the nomination of state officers, the call shall begin with the senior councillor ; upon county nomina­ tions, with the councillor representing said county, and then accord­ ing to seniority. 11 When a motion has been made and carried, a motion to reconsider shall only be in order within the seven succeeding days; if seven days shall not intervene before adjournment, then within the first three days after the next meeting of the council.

12 Persons having business with the governor, any member of the council, or the secretary of state, shall be required to make their wishes known through the messenger. RULES. 7

13 Persons shall be admitted to the council chamber only by permis­ .sion of the governor, one of the councillors, or the secretary of state ; but when the council is in actual session, no person shall be admitted except by a vote of the council.

14 No member shall absent himself without leave; nor shall leave be asked or granted unless a quorum be still left at the board ; and no member absenting himself without leave shall be entitled to pay for

the time of his absence. !I ,,'. 15 No member shall act as counsel for any party hefore a committee of the legislature.

16 No rule shall be dispensed with, except by the consent of a majority of all the members.

17 No entry on the appropriation book shall be made, except by, or under the direction of the committee on accounts. COUNCILLOR DISTRICTS.

rrhe following arrangement for Councillor Districts, for the ten years ending 1892, was adopted in convention of the members of the two branches of the Legislature of 1881-2.

DISTRICTS. The counties of York and Oxford, to constitute the first district. The county of Cumberland to constitute the second district. The connties of Androscoggin, Sagadahoc and Franklin, to constitute the third district. The counties of Kennebec and Somerset, to constitute the fourth district. The counties of Lincoln. Hancock and Knox, to constitute the fifth district. 'l'he counties of Penobscot and Waldo to constitute the sixth tlistrict. l'he counties of ,vashington, Aroostook and Piscataquis to constitute the seventh district. CONDITIONS OF ADMISSION-Candidates for admission to the Freshman Class must be not less than fifteen years of age, and must pass a satisfactory examination in Arithmetic, Geography, English Grammar, (especial attention should be given to Orthography, Punctuation and Capitals), History of the , Algebra, as far as Quadratic Equations, and five books in Geometry. Candidates for advanced standing must sustain a satisfactory examination in the preparatory branches, and in all tho studies previously pursued by the class they propose to enter. They must present a certificate of good moral character, and must pass a satisfactory examination in the branches usually taught in the common schools. Candidates are examined on the first day of each term.

STATEMENT.-The Maine Industrial School for Girls is designed as a refuge for girls between the ages of seven and fifteen years, who by force of circumstances or associa­ tions are in manifest danger of becoming outcasts of society. It is not a place of punishment, to which its inmates are sent as criminals by criminal process-but a home for the friendless, neglected, and vagrant children of the State, where, under the genial influences of kind treatment, and physical and moral training, they may be won back to ways of virtue and respectability, and fitted for positions of honorable self-support, and lives of usefulness. Tho Institution is a corporation, composed of tho original corporators and associate subscribers. By them its affairs are committed to a Board of Managers. Tho State is represented on the Board by the Governor, Secretary of State, and Superintendent of Common Schools. It has provided by statute law for the custody and education of wayward and exposed girls therein, and aids in their material support.

Applications for requisitions upon the executive authority of another State for the delivery of, and return of any offender who has fled from the justice of this State, must be in writing and must come from the County Attorneys and must be accompanied by the follow­ ing documents and proofs : 1. Two duly attested copies of the indictment found against the offender ; or, if no indictment has been found, two duly attested copies of the complaint and warrant, together with affidavits to the facts constituting the offence charged. 2. There must be in every case sworn evidence that the person charged is a fugitive from justice; that is, that he has fled from the State to avoid ai-rest. If. there has been any former requisition for the same person, growing out of the same transaction, it must be so stated, with an explanation of the reasons for asking a requisition ; and if the criminal is known to be under arrest for any other offense, this fact must appear. If the offense was not of recent occurrence, sufficient reasons 'must be given why the application has been delayed. No application will be granted unless the County Attorney shall state in writing that he believes there is sufficient evidence to convict the offender of the crime charged ; and that the requisition is not asked to aid in collecting a debt or enforcing civil remedy against a person who ha.s left the State, but solely to aid in the administration of the criminal law. Requisitions will be mailed directly to the Governor upon whom made, unless there be very special reasons for doing otherwise; but the authority of the agent appointed to receive the offender will be sent to the County Attorney for delivery, who must see that the agent makes return of it within a reasonable time to the Executive Department, with a statement of the manner in which his duty hail been discharged. The County Attorney should designate the name of the person he desires appointed as agent to receive the criminal, and instruct him to make prompt return of his doings to the Executive Department. :Mandates upon requisitions from other States will not be issued unless they are accompanied with documents, affidavits and state­ ments conforming substantially to the foregoing regulations, and the 16 PARDONS. officer will be directed to allow the offender arrested reasonable opportunity to assert any legal rights he may have in the premises. The proper expense of rendition of fugitives to this State will be be audited by the Governor and Council, and paid from the State Treasmy on receiving evidence that the agent has faithfully dis­ charged his duty. The expense incurred in this State for the return to other States of fugitives from justice, will be paid by the agents of such States.

PARDONS.

A petition for pardon should be addressed to tlie Governor and Council. The Secretary of State will issue a notice fixing the time for the hearing by the Governor and Council, and forward the same to the petitioners, in order that they may have the same published two weeks, at their own expense, in some newspaper published in the county where the convict was tried. The petitioners must also give written notice to the County Attorney for the county where the case was tried, stating the pendency of the petition and the time fixed for the hearing ; and at the hearing must furnish the Governor and Council with a certified copy of the indictment and record of conviction. Proceedings for obtaining a pardon for crimes formerly punishable with death, must he instituted before the justices of the supreme judicial courts. See chapter 114, public laws of 187G.
