    Parliamentary Briefing on Legal Framework for Refugees in Malaysia Parliament of Malaysia, Kuala Lumpur 24 October 2019 SUMMARY REPORT Background The Parliamentary Briefing on Legal Framework for Refugees in Malaysia (“the Briefing”) was jointly organized by the Asia Pacific Refugee Rights Network (APRRN) and ASEAN Parliamentarians for Human Rights (APHR), in collaboration with the office of the Speaker of the House of Representatives. The Briefing was organized to provide an overview of the situation for refugees in Malaysia, provide examples of legal framework and policies for refugees in other countries in the region, and engage members of Parliament to work towards the development of a legal framework for refugee protection in Malaysia. The one-hour briefing, held in Bangunan Parlimen, Kuala Lumpur, was attended by 88 persons, including Tan Sri Dato' Mohamad Ariff bin Md Yusof, Speaker of House of Representatives; YB Datuk Mohd Rashid Hasnon, Deputy Speaker of the Dewan Rakyat; Tan Sri Dato Sri Syed Hamid Albar, former Minister of Home Affairs, Foreign Affairs, Defence and Justice and former special envoy of the OIC to Myanmar; Kasit Promiya, Former Foreign Minister of Thailand and Board Member of APHR; 20 Members of Parliament; UNHCR; representatives from the Turkish Embassy of Malaysia and Turkish Red Crescent; refugee community representatives; and civil society organisations. The MP stated that teacher angered a group of students who walked into the exam hall late on Nov 24 told them to “return to China” to the Chinese and told the Indians to “go back to India” if they did not understand the instructions. He urged Parliament to impose stringent measures against such acts as it disrupted racial harmony. In a press conference at the Parliament lobby, Er said setting up a special committee is “pointless” as it does not have the power to move on such issues. “On Sept 23, the Education Minister (Muhyiddin Yassin) said that (school) principals are under Grade 52 and he (Muhyiddin) cannot take any actions against civil servants who are in grade 48 and above,” argued Er.

He was found guilty on both counts and sentenced, in 1999 and 2000 respectively, to a total of 15 years in prison. On 2 September 2004, the Federal Court quashed the conviction in the sodomy case and ordered Mr. Anwar Ibrahim’s release, as he had already served his sentence in the abuse of power case. The IPU had arrived at the conclusion that the motives for Mr. Anwar Ibrahim’s prosecution were not legal in nature and that the case had been built on a presumption of guilt; - Mr. Anwar Ibrahim was re-elected in August 2008 and May 2013 and became the de facto leader of the opposition Pakatan Rakyat (The People’s Alliance); - On 28 June 2008, Mohammed Saiful Bukhari Azlan, a former male aide in Mr.

    Era Baru: Mengeratkan Malaysia, Masa Depan Milik Bersama Mukadimah Saya amat berbesar hati untuk mengalu-alukan kehadiran tuan-tuan dan puan-puan ke Pulau Pinang dalam kapasiti saya sebagai Ketua Menteri Pulau Pinang dari DAP dan Pakatan Rakyat, sesuatu yang mustahil untuk satu tempoh masa yang panjang sehingga rakyat Pulau Pinang memberikan mandat kepada kita pada 8hb Mac 2008. Sebagai Setiausaha Agung, saya mengalu-alukan kehadiran para perwakilan DAP kebangsaan, para pemerhati dan ahli-ahli parti; pemimpin parti komponen Pakatan Rakyat; para diplomat dari kedutaan, konsul-jeneral dan ahli-ahli kor konsular; anggota masyarakat sivil; pihak media dan semua tetamu dan peserta yang lain ke Kongres Kebangsaan DAP kali ke 16. Kongres kali ini akan menetapkan hala tuju parti dan memilih kepimpinan baru untuk tempoh tiga tahun akan datang. Namun, yang jauh lebih penting, dalam rangka kita menantikan Pilihan Raya Umum ke-13 yang akan diadakan dalam masa seratus hari akan datang, kita berhimpun di sini hari ini untuk memikirkan tentang masa depan Malaysia. Sesungguhnya, rupabentuk Malaysia di bawah kerajaan Pakatan Rakyat dalam dekad yang akan datang serta peranan DAP dalam memungkinkan wawasan tersbut adalah dua tema yang saling berkait rapat, yang ingin saya sebutkan pagi ini. Kita berkumpul bersama-sama dengan penuh rasa bangga untuk apa yang telah dicapai oleh seramai 150,000 orang ahli DAP di seluruh Malaysia (berbanding hanya 84,000 orang pada tahun 2008), dengan rasa berterima kasih ke atas segala pengorbanan dan sumbangan daripada veteran-veteran parti; dan dengan kesungguhan untuk memuliakan mereka melalui tugas kita demi menggantikan rejim yang korup dengan Pakatan Rakyat yang mencipta ssebuah permulaan baru untuk Malaysia.

    Bakri MP gets DAP show cause letter Malaysian Insider June 11, 2013 BY CLARA CHOOI KUALA LUMPUR, June 11 – The DAP has issued a show cause letter on Bakri MP Er Teck Hwa for violating a party directive to boycott this morning’s parliamentary briefing. DAP national organising secretary Anthony Loke told The Malaysian Insider that Er, a second-term federal lawmaker, would have seven days to respond to the letter before he is referred to the party’s disciplinary committee. “He has to explain. We are giving him a chance to explain,” he said when contacted here. Er was the only MP of the DAP’s 38 federal lawmakers and Pakatan Rakyat’s (PR) collective 89 representatives who turned up for the briefing at the Parliament House this morning. The PR leadership council had decide to boycott the sitting in its last meeting to signify its protest against the ruling Barisan Nasional (BN) government for its alleged refusal to adhere to demands for electoral reform. When approached by reporters this morning, Er said he felt the briefing was important and the decision to attend it was his own. “Briefing day is important, we want to see if there are new rules and so on,” said Er, an MP well-known among Parliament circles for his halting Bahasa Malaysia and persistence in the Dewan Rakyat. Asked if Er may have not been informed of the boycott directive, Loke said this was not likely as all representatives were given ample notice. “We have an internal email group so all MPs were informed something like 10 days ago,” the Seremban MP said.
