The 2006 NGV market assessment

Asian region has reinforced its "Market tendency based on type of importance in the current and near vehicle" statistics). In the heavy-duty future NGV industry. The final report will contain a commentary on the results of the investigation to assist other parties and experts to decide on what is an appropriate course of action. Currently harmonization work is in progress to address the differences between ECE R110 and ISO 15500 (CNG vehicle gas system components), thus the project will not over this issue. The areas covered by the study include vehicles, refuelling stations, cylinder refuelling, and gas quality including natural gas, compressed natural gas (CNG), liquefied natural gas (LNG) and bio-methane. The international standards and regulatory bodies include the International Standardization Organization (ISO), the Committee for European Standards (CEN), the United Nations Economic Commission for Europe (UN ECE) and International Organization for Legal Metrology (OIML). The study will also identify areas where there are no international standards or regulations, and existing international standards and regulations that need revisions or amendments, in light of new industry and market requirements. It should be noted that as part of the ongoing maintenance process, ISO is currently considering the revision of several of its CNG standards; other ISO standards will fall due according to a schedule. The cost of producing hydrogen is 2-3 times more expensive than the cost of producing gasoline, and fuel cell vehicles ten times more expensive than conventional gasoline fuelled vehicles. Mass production of fuel cell vehicles and the development of commercial hydrogen refuelling stations would not happen before 2015 or 2020, he said further. This station will also serve a hydrogen vehicle fleet which will be used in the 2008 Beijing Olympic Games. Only CNG buses for Seoul city in 2010 The Seoul Metropolitan Government has revealed its plan to ban all other buses except CNG buses from Seoul roads by 2010 to reduce air pollution caused by vehicular emission. Currently, more than 36% registered city buses in Seoul are CNG buses. The government will encourage the replacement of 4,256 diesel buses with new CNG buses by 2010. About Euro 80M will be allotted to offer bus operators a subsidy of Euro 19,000 for a purchase of each CNG bus. The price difference of a CNG bus and a diesel bus is about Euro 21,900 as a unit of CNG bus costs about Euro 78,400, while for a diesel bus the price is about Euro 56,500. Malaysia to double its CNG fuelling station facilities The Parliamentary Secretary Hoo Seong Chan of the Malay Domestic Trade and Consumer Affairs Ministry has announced the government intention to add more than 50 gasoline stations with NGV fuelling facilities in 2006-2008. A CNG bus in Korea On the other hand, PTT Public Company Limited President Prasert Bunsumpun has disapproved the Energy Minister Piyasvasti Amranand’s proposal to increase natural gas price for vehicle as it could lead to a decrease of interest in using NGVs. Nevertheless, this fuel price can be increased a little when more NGV service stations are available and when those stations are more ready to serve the customers, he added. CNG is currently exempted from consumption tax. The Energy Ministry will also soon reconsider the government's 2012 bio-diesel target to gain a demand of 8.5 M litres/day as palm-oil production may not be sufficient enough to supply this target. NGVs for greater fuel economy As more and more Thai customers are requiring greater fuel economy in vehicles, Hino plans to study more economic fuel technologies such as NGV and DDF (Diesel Dual Fuel), the latter being a blend of diesel and more than 50% CNG. DDF system allows the vehicle to run on diesel once CNG in the cylinder is used up. Activities for increasing NGV population continue as Thanachart Bank is assigned to loan money for converting gasoline vehicles to NGVs to the bank’s customers. About 1B baht is allocated for the financing programme. About 4%-5% interest rate over 60 months is imposed to lenders. To stimulate local customers and get acquainted with more CNG technology options, Thailand will host the 2nd ANGVA exhibition and conference, ANGVA2007, in Bangkok city. The date of the event has been changed to November 27th-29th, 2007. 16 December 2006 CNG fuelling network in 46 cities in India

GAIL in India is planning to expand its CNG distribution network to 46 cities over the next four years. The slow pace of the provision CNG fuelling amenities outside big cities has slowed down the rapid adoption of NGVs outside these cities. Therefore, the expansion plan was established.

Currently CNG fuelling stations are available in Delhi, Mumbai, Agra, Kanpur and Lucknow. Soon, more stations will be constructed in Ahmedabad, Chandigarh, Pune, Patna, Jodhpur, Hyderabad, Bangalore, Kolkata, Gwalior, Indore, Silchar and Jaipur.

GAIL is confident that this expansion project and the operation of these new stations will be successful as motorists prefer CNG rather than gasoline whereas CNG price is one third of gasoline. The economic advantage of NGVs is even highlighted when fuel sales tax, especially that for diesel, was set as high as 21%-34%, resulting in strikes among diesel dealers. Fuelling daughters stations Government set favourable regulations for NGVs such as banning old vehicles of age 25 years or more from Srinagar more in the NGV industry in India. Beside the existing city’s road and other cities, and instead introducing NGVs. Mahindra & Mahindra’s Scorpio CNG version, nine cars and utility vehicles fuelled by CNG/LPG will be introduced this Many car global and local car makers are eager to invest year, including those CNG versions of Ford Ikon, GM Optra, Hyundai Santro. Bajaj Auto and TVS, two-wheelers manufacturers, are studying the prospect to launch CNG motorcycles.

India’s follows the example of developed markets around the world by adopting H2V technology within the local market.

The H2V development is still at a prototype stage in which the operating cost of this vehicle is currently about 25%-30% higher than those of traditional fuelled vehicles and CNGVs. However, many Indian auto-makers are investing in this industry. Mahindra & Mahindra has "Hy-Alpha", a hydrogen cargo three-wheeler. Bajaj Auto’s Scorpio H2V was introduced in 2005. Eicher Motors will follow with its hydrogen Light Commercial Vehicle. Under the guidance of SIAM (Society of Indian Automobile Manufacturer), five major local OEMs, Bajaj Auto, Ashok Leyland, Tata Motors, Mahindra and Eicher Motors are about to launch a prototype of hithane vehicle powered by a new fuel which consists of a combination of hydrogen and CNG within six months.

The first H2V is planned to operate by 2007 whereas fuel infrastructure will be provided to serve 1,000 vehicles operating on 100% hydrogen by 2008. Two H2 fuelling facilities will be constructed in Faridabad and New Delhi cities. Later, 135 existing CNG stations in New Delhi will be made HCNG compliant. About 100,000 H2Vs are expected to ply Indian roads by 2010. However, unlike NGVs, as the initial purchasing price of these new alternative fuel vehicles is still too high, the commercial feasibility of these vehicles are still many years away, according to an official at Baja Auto. But look where we are now. Oil prices hit record highs above US$78/barrel in the Asian market. And several important oil producer countries are having disputes, threatening world’s crude oil supply stability. Some analyst predicted that shortly, crude oil prices would reach US$80/barrel and even US$ 100/barrel if the conflicts in those countries are not resolved soon. Such abnormal high prices will hit the Bangladesh economy drastically. Currently Bangladeshi import bill is more than US$1,5B and reaching towards US$2 B if oil prices continue to increase. The government aims to cut fuel cost by switching to CNG as Public transport in Bangladesh alternative fuel in transport sector. However, the country is still facing a high conversion cost in switching its vehicles to workshops throughout the country has slowed down NGVs. About 715 vehicles have been converted into CNGVs the process, and, thus, hampering government plan to in 2003-2004, 845 vehicles in 2004-05, and over 1,900 units cut fuel cost. in 2005-2006, according to the Energy and Mineral A car fuelled by 1 litre diesel or 1Nm3 CNG was reported to Resources Division (EMRD). The government plans to convert all of public vehicles to NGVs but the high conversion cost in 80 conversion NGVs for Dhaka City The government is convinced to switch to CNG to fuel public and private vehicles in the country to ease air pollution negative impacts and dependence on imported petroleum. A study report showed transportation system contributes 34% of the total NO emission and 47% of the total sulphur in Dhaka City caused by petroleum fuels. The government set up the Rupantarita Prakritik Gas Company Limited (RPGCL) in 1986 to encourage NGV use. RPGCL constructed four CNG refuelling stations and converted 750 gasoline vehicles into NGVs in 1996. By 2001, private sectors joined the market by establishing conversion workshops. The RPGCL has fixed a target to convert all vehicles in Dhaka City into NGVs by 2010. According to the Bangladesh Road Transport Authority (BRTA ), until 2005 there were some 34,950 buses, mini-buses and trucks; and 146,447 cars, station-wagons, jeeps and taxi-cabs in Dhaka City. The country has a total of 123,353 HDVs and 195,865 LDVs. According to Air Quality Management study in 2004 on polluted vehicles titled ‘Roadside Vehicle Emission Testing Programme in Dhaka’ which includes 2,140 vehicles, about 68% of the citizens are willing to pay higher fare for cleaner non-polluting buses, while 37% supported CNG conversion and 27% were for an outright ban and aged-based retirement of the diesel vehicles. Abu Naser Khan, an environmentalist, suggested that awareness campaign on pollution level among buses and trucks owners needs to be performed as 74% of those vehicles operators think that their petroleum vehicles are non-polluting. He continued that government should issue annual fitness certificate for commercial vehicles and issuing licences for commercial vehicle drivers need to be streamlined.
