1 Ex–UCLA Student Tied to 2nd Fatality Before Campus Shooting (1.19/2) The man suspected of shooting and killing a UCLA professor Wednesday before turning the gun on himself is also the suspect in another homicide that police believe occurred before the campus shooting, Los Angeles Police Department Chief Charlie Beck said today. Police identified the gunman as former UCLA student Mainak Sarkar. Beck said that Sarkar, who earned a Ph. D. from the school in 2013, was "heavily armed. " Investigators found two semiautomatic guns on him at the scene of the crime. Both were legally purchased. Sarkar had a note on him requesting that whoever found the note check on his cat; it then listed his Minnesota address. Beck said today that police believe Sarkar drove to Los Angeles in "the last couple of days" before the shooting. When police searched his home, they found a list with the names of three people: two UCLA professors and a Minnesota woman. One of the professors, William Klug, was the shooting victim on Wednesday; the other was off campus and was unharmed. The woman, who has not been publicly identified, was found dead of a gunshot wound at her residence in a town near St. Paul, where Sarkar lived. Brooklyn Park police in Minnesota said today that they were notified by the LAPD and asked to go check on someone in relation to the UCLA shooting. "Upon arrival, officers located one adult female deceased from an apparent gunshot wound. Early indications are the shooting occurred prior to the UCLA event," the Brooklyn Park police said in a statement. The LAPD said it believes Klug was one of Sarkar's teachers. Beck also told reporters today that he was aware of a social media post that Sarkar allegedly wrote to bash Klug. But Beck said that the posts he has reviewed "contained no death threats. There [was] some harsh language" but "certainly nothing that would be considered homicidal. " As for the second professor on the list, he was aware that "Sarkar had issues with him," Beck said, but didn't believe it would reach "the level of homicide. " "I don't think either of them expected to see him," Beck said of the two professors. UCLA confirmed that Sarkar was a graduate student there from the fall of 2007 until the summer of 2013, when he received a Ph. D. in mechanical engineering from the school. Klug joined the UCLA faculty in 2003 and headed an eponymous research group that studied theoretical and computational biomechanics. The school said he is survived by his wife and their two children. Sushil Kumar "Problem is that the sports code is nowhere prescribing that trial is mandatory. It has given flexibility and autonomy to the organisation to decide (mode of selection). "I do not find the statutory mandate which you are trying to read into it," Justice Manmohan said to the counsel for two time Olympic medallist Sushil Kumar, who has moved the court seeking directions to WFI to hold selection trials to decide who will represent the country in the 74 Kg freestyle category of the sport at the Rio Olympics. The Centre, when asked about its role in the selection process, told the court it has no role to play and that WFI was an autonomous body. Meanwhile, WFI told the court that it has already sent on May 3 the name of Narsingh Pancham Yadav to United World Wrestling, which oversees the sport at the Olympics. This move was questioned by Sushil's counsel, senior advocate Amit Sibal, who said "why the rush to send the name on May 3 when deadline was July 18? " He also said that by doing so Sushil's plea has been rendered infructuous. The court, however, said that since it has heard lengthy arguments it will deliver a judgement and reserved its verdict on the athlete's plea. While doing so, the court also observed that wrestlers were a small well knit community/group who were "perfectly aware" of the past and consistent practice regarding selections. Sibal disagreed with this view of the court and said that while WFI held trials for Commonwealth Games every year, none were conducted in 2014 and added that there was inconsistency, year after year, in the policy followed for selections.

"It's hugely important from an ICC point of view. It's massive around the world and the fans have come to expect it as well. But according to sources in the ICC, they feel that a wrong twist is being given to the groupings which has been done in a fair manner. "David Richardson has explained and clarified in the same interview that the groups were formed on the basis of the eight teams' rankings as on 30 September 2015. It is just a coincidence, like it is that Australia, England and New Zealand are in Group A, that India and Pakistan are in Group B," an ICC spokesman told PTI yesterday. The logic for ICC is that the first eight teams within the stipulated timeframe of September 30, 2015 qualified for the event and it has been ensured that both groups are equally strong keeping in mind the balance of the sides. The Kazakh saw an early break snuffed out but did not let that worry her and broke again for 6-5 before serving out the set to love. It was the first set Williams has lost on clay this year and the first time Putintseva has won a set against her. The top seed looked to have put the danger behind her when she won four of the opening five games in the second set but back came Putintseva. Williams could not get her feet moving in the heavy clay, although the culprit appeared more her head than the conditions. Having seen her calendar Grand Slam hopes ended by Roberta Vinci at the US Open last year, Williams then allowed the occasion to get the better of her in the Australian Open final against Angelique Kerber in January. When Putintseva twice forced break point at 4-4, Williams was staring at her worst slam loss since she was beaten by Virginie Razzano in the first round here four years ago. 23 Japanese missing boy Yamato Tanooka found alive in Hokkaido A boy missing in remote woods in Japan since Saturday after being left alone by his parents as punishment has been found alive and well. Seven-year-old Yamato Tanooka was found in military barracks near Shikabe in northern Hokkaido, just a few kilometres from where he was left. His parents initially said he had got lost, but eventually admitted briefly abandoning him for being naughty. His father has apologised to his son and rescuers, saying,"we went too far". How did Yamato survive? The lost boy and Japan’s parenting debate "My excessive act forced my son to have a painful time," Takayuki Tanooka said in an emotional news briefing outside Hakodate hospital, where the boy was taken for checks. "I deeply apologise to people at his school, people in the rescue operation, and everybody for causing them trouble," he said. "I have poured all my love into my son, but from now on, I would want to do more, together with him. I would like to protect him while he grows up. Thank you very much. " Search teams including the Self-Defence Forces (SDF) have been combing the remote area, home to brown bears, for a week. They had found no trace of Yamato and hopes were fading. But shortly before 08:00 on Friday morning (23:00 GMT on Thursday) he was found inside a building at the SDF base about 4km (2.5 miles) from where he was left. "One of our soldiers was preparing for drills this morning and opened the door of a building on the base, and there he was," an SDF member told NHK. "When he asked 'are you Yamato?' the boy said, 'Yes'. Then he said he was hungry, so the soldier gave him some water, bread and rice balls. " NHK said he had told rescuers he "walked through the mountains" until he found the shelter. He was taken to hospital by a medical helicopter. A doctor later said he was in very good condition, despite only having had water during his six-day ordeal. Yamato's parents initially said he got lost while foraging for vegetables. But they later admitted they had driven off, briefly leaving him alone on a mountain road as a punishment for throwing stones earlier. When they returned to collect him shortly afterwards, he had disappeared, they said. He was wearing only daytime clothing at the time. Police have said the parents could face charges for negligence. The case has gripped Japan, sparking discussions about acceptable levels of discipline for children.

25 Fish eat plastic like teens eat fast food, researchers say Young fish become hooked on eating plastic in the seas in the same way that teenagers prefer unhealthy fast food, Swedish researchers have said. Their study, reported in Science, found exposure to high concentrations of polystyrene makes perch larvae favour the particles over more natural foods. As a result of exposure to plastic, the young perch are smaller, slower and more susceptible to predators. The researchers called for plastic micro-beads to be banned in cosmetics. Concerns have been growing about the amount of plastic in the seas in recent years. A study that came out last year estimated that about 8 million tonnes of plastic waste enters the oceans annually. When exposed to UV radiation, chemical degradation and the movement of the waves, this plastic breaks down into tiny pieces. Those smaller than 5mm are referred to as micro-plastics. The term also covers plastic micro- beads from personal care products. Scientists have been worried that these tiny fragments can build up in the guts of marine creatures and can also leach toxic chemicals. To look at the impact of micro-plastics on the early life stages of fish, Swedish researchers exposed perch larvae to different concentrations of polystyrene in water tanks. In the absence of micro-plastics, about 96% of the eggs successfully hatched. This dropped to 81% for those exposed to large quantities. The fish that did hatch in these waters with high quantities of micro-plastics were "smaller, slower, and more stupid" than those that hatched in clean waters, lead author Dr Oona Lonnstedt, from Uppsala University, said. When exposed to predators, about half the young perch from clean waters survived for 24 hours. Those that had been raised with the strongest plastic concentrations were all consumed by pike over the same period. Most surprising for the research team was the way that plastic changed food preferences. "They all had access to zooplankton and yet they decided to just eat plastic in that treatment. It seems to be a chemical or physical cue that the plastic has, that triggers a feeding response in fish," Dr Lonnstedt told BBC News. "They are basically fooled into thinking it's a high-energy resource that they need to eat a lot of. I think of it as unhealthy fast food for teenagers, and they are just stuffing themselves. " In the study, the researchers link the decline of species such as perch and pike, observed in the Baltic Sea over the past two decades, to increased deaths at the juvenile stage. They argue that if plastics are impacting young fish across species, it could have "profound effects" on ecosystems. Other researchers said the new study was an important step forward in understanding the mechanisms of impact on marine species. "The observations we have so far are about the amount of plastic we find in the seas, and the amount we find within animals," commented Dr Erik Van Sebille from Imperial College London. "Your intuition would say it is not good for a fish to eat plastic, but scientifically you want to prove it, you want to be able to show what the impacts plastic are having, and that has been very hard to determine until now, and that's why this is such a big paper. " The US has banned the use of plastic micro-beads in cosmetic and personal care products and there is growing pressure in the UK and Europe to do the same. "It's body care products, it's not just toothpaste and scrubbers; some mascara and some lipsticks have plastic in them too," said Dr Lonnstedt. "It's a silent threat that we haven't really thought about before. We need to ban the products that have micro-beads in them. " Ministers in the UK have already said that if the EU cannot adopt a common position on the issue then Britain is prepared to ban them unilaterally. 26 Q&A: Armenian genocide dispute The mass killing of Armenians by Ottoman Turks during World War One remains a highly sensitive issue. Turkey has resisted widespread calls for it to recognise the 1915-16 killings as genocide, while historians continue to argue about the events. At the time there were numerous reports of Turkish atrocities committed against the Armenians. The tragedy is in the news again because the German parliament has approved a resolution recognising the killings as genocide. Turkey is furious about that, warning that the move could harm ties. There is general agreement that hundreds of thousands of Armenians died when the Ottoman Turks deported them en masse from eastern Anatolia to the Syrian desert and elsewhere in 1915-16. They were killed or died from starvation or disease. The total number of Armenian dead is disputed. Armenians say 1.5 million died. The Republic of Turkey estimates the total to be 300,000. According to the International Association of Genocide Scholars (IAGS) , the death toll was "more than a million". In a letter to Turkish Prime Minister Recep Tayyip Erdogan in 2005 the IAGS said "we want to underscore that it is not just Armenians who are affirming the Armenian Genocide but it is the overwhelming opinion of scholars who study genocide". Article Two of the UN Convention on Genocide of December 1948 describes genocide as carrying out acts intended "to destroy, in whole or in part, a national, ethnic, racial or religious group". The dispute about whether it was genocide centres on the question of premeditation - the degree to which the killings were orchestrated. Many historians, governments and the Armenian people believe that they were; but a number of scholars question this. Raphael Lemkin, the Polish-Jewish lawyer who coined the term "genocide" in 1943, referred to the atrocities against Armenians as well as the Nazi massacres of Jews when describing his investigations. Turkish officials accept that atrocities were committed but argue that there was no systematic attempt to destroy the Christian Armenian people. Turkey says many innocent Muslim Turks also died in the turmoil of war. The - an officers' movement that had seized power in 1908 - launched a series of measures against Armenians as the was crumbling through military defeats in the war. The Young Turks - calling themselves the Committee of Unity and Progress (CUP) - had entered the war on Germany's side in 1914. Turkish propaganda at the time presented the Armenians as saboteurs and a pro-Russian "fifth column". Armenians mark the date 24 April 1915 as the start of what they regard as the genocide. That was when the Ottoman government arrested about 50 Armenian intellectuals and community leaders. They were later executed. Armenians in the Ottoman army were disarmed and killed. Armenian property was confiscated. Several senior Ottoman officials were put on trial in Turkey in 1919-20 in connection with the atrocities. A local governor, Mehmed Kemal, was found guilty and hanged for the mass killing of Armenians in the central Anatolian district of Yozgat. The Young Turks' top - the "Three Pashas" - had already fled abroad. They were sentenced to death in absentia. Historians have questioned the judicial procedures at these trials, the quality of the evidence presented and the degree to which the Turkish authorities may have wished to appease the victorious Allies. Argentina, Belgium, Canada, France, Italy, Russia and Uruguay are among more than 20 countries which have formally recognised genocide against the Armenians. The European Parliament and the UN Sub-Commission on Prevention of Discrimination and Protection of Minorities have also done so. The UK, US and Israel are among those that use different terminology to describe the events. Turkey reacted angrily after Pope Francis called it "the first genocide of the 20th Century" in the run-up to the centenary commemorations. Turkey recalled its Vatican ambassador and accused the Pope of having "discriminated about people's suffering". The Pope "overlooked atrocities that Turks and Muslims suffered in World War One and only highlighted the Christian suffering, especially that of the Armenian people", the Turkish foreign ministry said. In 2006, Turkey condemned a French parliamentary vote which would make it a crime to deny that Armenians had suffered genocide. The bill did not become law - but Turkey suspended military ties. In December 2011 some MPs in France's ruling centre-right party, the UMP, revived the bill, despite Turkish government outrage. It was approved by the upper house, the Senate, on 23 January 2012 but was later struck down by France's highest judicial body, the Constitutional Council. In March 2010, Turkey withdrew its ambassador to Washington after a US congressional committee narrowly approved a resolution branding the killings as "genocide". The House Foreign Affairs Committee endorsed it, despite the objections of the White House. Barack Obama's administration has called for the resolution not to be "acted upon" by the full Congress. The killings are regarded as the seminal event of modern Armenian history, binding the diaspora together. Armenians are one of the world's most dispersed peoples. In Turkey, public debate on the issue has been stifled. Article 301 of the penal code, on "insulting Turkishness", has been used to prosecute prominent writers who highlight the mass killings of Armenians. Among them were Nobel laureate Orhan Pamuk and Hrant Dink, who was later shot dead in January 2007. A teenage ultra-nationalist, Ogun Samast, was jailed for nearly 23 years in July 2011 for murdering Dink, a Turkish- Armenian who edited a bilingual newspaper. The European Union has said Turkish acceptance of the Armenian genocide is not a condition for Turkey's entry into the bloc. After decades of hostility there has been a slight thaw. Turkey and Armenia signed a deal in October 2009 to establish diplomatic relations and open their border. But the deal is yet to be ratified by either parliament, and some in Ankara accuse Armenia of trying to alter the terms of the deal. A complicating factor is mutual suspicion over the frozen Nagorno- Karabakh conflict. Turkey backs Azerbaijan in the dispute over Nagorno- Karabakh, a territory inside Azerbaijan held by ethnic Armenians since a war in the 1990s. 27 How I convinced the world you can be raped by your date Katie Koestner was 18 when she went on a date with a fellow college student - and was forced to have sex. In 1990 the idea that you could be raped on a date was not widely understood, but Koestner went public with her story and - as she explains here - the concept of "date rape" took root for the first time. Some readers may find her account disturbing. I grew up in Atlanta, Georgia. I had a younger sister, a full-time mom, and my dad was an FBI agent. I swam every day, played piano and loved books. I guess I had a fairly sheltered upbringing but I grew up loving life. At 18 I went off to college to study chemical engineering and Japanese. I chose the College of William & Mary in Virginia, which oozed history. I decided to live on campus in a women-only residence hall. I threw myself into campus life, joining a band and a church youth group. In the first week I met a guy. I thought he was amazing-looking, and luckily he had the talent to match. I wasn't naive but I was a romantic at heart. I thought you were lucky if you met the right prince. He asked me out for dinner. It was pretty rare to eat off campus so I was really excited to go. We went to a fancy restaurant with candles and live music. The waiters spoke French, my date ordered in French, and I couldn't believe my good fortune. I felt I'd met the best guy in the whole campus. After dinner I didn't want to go back to his room. I thought maybe his room- mate might be there, or alcohol - I didn't want to drink. But I never thought there was anything weird about having some guy come to your room, just to hang out. There was no, "OK the door to your room has opened and you've turned on the green light for everything the guy might want. " On my ceiling I had the constellations of the night sky. I said, "Let's dance under the stars. " It was romantic and silly. I was 18 years old. Then I remember he was trying to undo the buttons on the back of my dress. They were fancy and tricky and I was thinking, "Oh no he could break my dress. " I didn't think about my own safety because I was out with a great guy. I was just thinking I have to get him to stop doing that, so I pushed him away gently. He stopped and moved to the other side of room. I glanced into the mirror and saw him taking off his clothes and thought. "Oh no. " And then, "Oh wow," because he was so handsome. I basically had a feminist epiphany all in one minute. I went from, "That's too fast for a good girl," to "Do I have to be a good girl? " to "What is a good girl, and why is it not the same as a good guy? " But my final verdict was, "I need to get him to stop taking off his clothes," so I grabbed my stuffed animals and threw them at him, laughing. Suddenly he pushed me down on to the pink carpet on the floor. Then there was a different kind of panic. He must have weighed 185lbs (84kg). I'm much lighter at 105lbs (48kg). He held my arms over my head with just one of his and was trying to get my dress off. I was afraid I wouldn't be able to get out from underneath him, and still I never thought about being raped. In 1990, rape was still stranger rape. It was not about people you liked or you were dating. People said you could be raped by someone off the street, they said, "Park where it's well lit, don't walk alone. " I knew all those things. My dad gave me pepper spray when I went to college. I didn't wear it around my neck on a date, though. I think no-one ever told this guy, "No". I think he had a ginormous ego, and had always had what he wanted in life. What was even worse was that he was so adroit at getting what he wanted. He almost didn't hear me. I tried to be nice. I wasn't trying to kick him where it counted, or throw him out of my room. I just didn't want him to go so fast. I tried to get him off me unsuccessfully, trying not to hurt his feelings. I kept saying "No," and "Please get off. " And he kept saying, "Calm down, everything's going to be fine," and that was the moment when I lost my virginity against my will. To have that special moment which I was saving for my wedding night squashed into a pink carpet on a cement floor in my room was jarring to my whole self, my whole soul. The moment he left I didn't move. I felt paralysed. The next day I went to the health centre. They sent me home with a bottle of sleeping pills. I went to the dean's office and he said, "You could ruin his life and you seem emotionally distraught, so you should go home and think carefully about this. " Then the guy started sending notes and leaving voicemails saying, "Don't try to avoid me, I'll find you and speak to you, you cannot escape me, I am in love with you. " I finally broke down and told my parents. I said, "Dad, I was raped. " He said, "I'll drive down and get him," then asked where it happened. I think he envisaged a parking lot and I said, "It happened in my room. " Dad said, "How did he get in, did he bust your locks? " And I said, "No, he's another student, and I invited him to hang out with me. " My dad said matter-of-factly, "It would not have happened if you had not let him in your room, Katie," and then hung up the phone. So I was on my own. My friends and his friends arranged a meeting with my attacker to talk it through. Our friends were hoping that if we could patch things up, we could all be buddies again. I met him in his building, in the lounge. I said: "Did you hear me say 'No'? " He said: "I heard your father is angry that you're not a virgin any more. I'll call him and tell him I'm a nice guy, and you're in excellent hands. " And I said that wasn't the problem. Then he said, "You were a little stiff the first time round, and we need some more practice and then you'll enjoy yourself a lot better. " Then he said - and I remember this bit particularly - "It's always tough for the virgins. " And that last comment was the one that snapped me. At the end of that meeting, I had two choices. If I left the building and turned left, it would lead me back to my residence hall. If I turned right, it would take me to the police station. I felt my heart pounding. I was so afraid of what right versus left meant. Left was to be a good girl that everyone likes, not defy my parents, forget it all. Instead, I went right. I told myself, "You must at least try to help save the next 19 girls that go out with him, who will feel exactly how you feel now. " It was incredibly embarrassing at the campus police station. There were all sorts of questions about sex and what I was wearing. I felt like a jerk for having him over to my room and when I admitted I let him pay for dinner, I felt that was one more thing I had done wrong. They questioned him and our friends. They noted bruising and tearing and the fact I was no longer a virgin. I hadn't screamed but I had bitten a hole in my cheek. In the end the District Attorney decided that we only had a 15% chance of winning the case as back then "forcible rape" meant I would have had to fight him off. The last option open to me was to use the university disciplinary system. There was a handbook of policies that all students agreed to on enrolment. In 1990 it just said, "You're not allowed to sexually assault someone. " So they held the first ever sexual misconduct hearing at this, the second oldest college in the country. The hearing took seven hours and finished at 2am. My accused brought two legal aides with him. My attacker admitted I told him "No" more than a dozen times. He said, "Eventually she stopped saying 'No' and I knew I'd changed her mind. " The next day the dean called me to his office and told me I should feel safe. They'd found him responsible and he wasn't going to be allowed in my residence hall for the remainder of the semester. But he said, "You two make such a nice couple and he really likes you, so maybe you could get back together. " I was so furious I thought I'd write a letter to all the parents of the students at my college telling them what happened, saying, "If you care about your children, you need to protest. " I had no money for postage so I sent the letter to the local newspaper. I convinced them to use my full name, as I felt people needed to know I was real. Then the Associated Press picked it up and it caught on like wildfire. I had calls from dozens of newspapers and talk shows. I hadn't intended for this to happen but they convince you to speak to them by saying, "We have his side of the story, don't you want to defend yourself? " So being a white, upper-middle-class, Christian, straight-A student, I had the right resume at that moment in history for the discussion which went: "Can a woman be attracted to a man, he buys dinner and they go home, does she still have the right to say 'No?'" Time magazine even put me on their front cover the week that Gandhi died. Meanwhile I trained as a rape counsellor. I found there was one location on campus where lots of rapes were reported, so I set up a one-woman protest and handed out flyers saying, "Do you want to go in, when three women were raped here last weekend? " No-one wanted to hear it, though. When news spread that HBO were making a film about my experience, 2,000 students signed a petition saying I lied. It was getting more and more difficult to walk around campus. It was especially shocking coming from women. People would say, "You're devaluing my degree, people will only know our college for rape. " And I'd say, "Rape happens everywhere, it's the whole system that's flawed. " On talk shows I was always asked why I didn't try to fight him off, why I couldn't do something better. It was never, "Why did he presume that he could have sex with you? " I was accused of doing a disservice to women, making us appear weak. The presumption was men who committed rape could never be well- educated, affluent or talented at sports. While I was still in college, I started going to high schools and telling young people about what happened to me to try to save them from going through what I had. Then I just felt like I couldn't stop and I've kept going these past 25 years. You should see their tears. They hug you, they write notes, they tell their secrets and that is all worth it. Every time I make myself tell my story, there are 10, 20, 30 more stories that are told. I tell young people that they are the generation that can change the conversation. It must be, "I am never too important to ask for someone else's consent," and, "I must always expect respect from everyone I am with," so expect respect and ask for consent. In my case people called it "date rape" because I'd gone out to dinner. People stuck a descriptor in front of "rape", like there's "date rape" and "real rape". That shocked me - that somehow if you got dinner out of it, then it wasn't a bad rape. "At least you had a nice meal. " I'm not going to say which is worse, being grabbed by a stranger off the road and you're lucky if you live, or being out with someone you think you can trust, who has all the makings of your Prince Charming and having them disrespect you completely. If I had been raped on a street, then I'd have been afraid of strangers, but if you're raped by someone you know, then you're afraid of everyone. For me the attack was just wrong. I didn't rate it, define it or judge it. I just thought that was wrong. No-one should ever go through what I did. 28 Five ways to survive a three-generation household Multigenerational homes are expected to become more common over the next decade. So what's it like to have grandparents, parents and children living under the same roof? Clare Badham, 53, shares her home with partner Rob Breeze, 45, 13-year-old son Jove - and her parents, Roy and Oriel Simpson, aged 84 and 83 respectively. This set-up might not be for everyone, but it could be the model for more families in the future. Insurance company Aviva forecasts the number of households containing two or more families will rise from 1.5 million to 2.2 million by 2025. The study also anticipates 3.8 million people aged between 21 and 34 will be living with their parents - a third more than at present. Clare says their domestic arrangement means the three generations live in a "much nicer house" - a Victorian farmhouse by the coast in Sea Palling, Norfolk - than they would as separate family units. There's also the advantage of on-site child care and pooled living costs. But there are potential downsides, too - lack of privacy, squabbling over money, everyone falling out. How does Clare's household make it work? One thing is absolutely crucial to making intergenerational living work, says Clare: "Make sure you have your own space and privacy. " Clare and Rob and Clare's parents each have a separate living room, reducing the scope for squabbles over what to watch on television. Everyone shares a kitchen-dining area and eats meals together. The menfolk of the house use a bathroom on the ground floor while Clare and Oriel occupy another on the first floor. Clare and Rob sleep in the attic, where they also have an office, and her parents and Jove each have a first- floor bedroom. Many would feel inhibited by the presence of their parents or in-laws in the marital home. Clare acknowledges there are downsides. "You feel less inclined to have friends over. It's not as easy," she says. Space is at a premium, especially as Rob's sons from his first marriage, aged 19 and 20, often come to stay. The trick, she says, is to make the most of it when her parents go away for the weekend or on holiday. Clare and Rob also make a point of going out on regular date nights - made easier by the presence of two on-site grandparent babysitters. Although all four adults got on well, they had different attitudes to how the house should be run. "We were more untidy, they did more housework," says Clare. And at first Clare often found herself caught in the middle. "Everyone was moaning - my partner was moaning to me about them and they were moaning to me about him. " The solution was to agree that everyone needed to be frank and upfront about any problems they might have. "It's a very good idea to sit down every month to come together in case anyone's got anything to say, if there are any gripes," Clare says. "If you are going to say something, say it. " Clare and Rob own one third of the property on a mortgage. Roy and Oriel own the remaining two thirds outright. Because the older couple put more money in, they got the bigger lounge - Clare and Rob's is a former dining room. A big advantage of the arrangement is sharing the cost of the council tax and bills. Roy, a retired manager in the publishing industry, is in charge of finances and plans an annual household budget to which all the adults contribute. It's a relief to not have to worry about this, but there are disadvantages, says Clare. "One of the downsides is you feel you have relinquished your adulthood in a way," she adds. But the arrangement has enriched the household in other ways, too. Her parents' ability to look after Jove has also allowed Clare, a yoga teacher, to work longer hours. Stephen Burke, director of United for All Ages , says living together under one roof makes sense for three generations in many families: "But we do need more homes that give families the chance to share like this. " In other words, they have to be big enough. There's a clear division of labour in the household, says Clare. "I do the shopping. My partner does the cooking. My parents do the housework. " Oriel also looks after the garden, and she and Roy do the washing up after communal meals. Access to the washing machine is regulated, too. Clare's family usually do their laundry on Fridays, Saturdays and Sundays, while Roy and Oriel use it the rest of the week. What Clare didn't foresee was that she would become the family's de facto chauffeur now her parents are no longer able to drive. "My work now is driving people to hospital, doctors, dentists, classes. That's something we didn't quite consider. " It's crucial that everyone is on friendly terms. Clare's partner, a high school teacher, is more sanguine about living with his in-laws than others might be. "Rob is very laid back about it. I'm very lucky because not everyone would be," she says. You need to have a certain type of personality to make the arrangement work, she says. "We're not really arguing types. There's never any shouting. " Clare believes it's vital to make sure everyone is compatible before moving in. "Spend time together before you take the plunge. Maybe go on holiday. Part of that is we have the luxury to stay in education later. You can afford to stay at home later. We are also seeing the sort of multigenerational living where my father died last year so my mother moves in with me. What some people get confused about is the idea that you are going to have all these generations living together, but the gaps between the generations are getting bigger and that is outpacing longevity - in the past you had 20 years between the generations, now you have 30 years between the generations. This means it's harder to have all the generations together. Social norms have changed. Houses that once had three generations living in them now have one. We have become more affluent. We have a welfare state that takes care of people. Our housing market is not geared up for the multigenerational living we used to have. 29 University lecturers threaten marking boycott in pay dispute University lecturers are threatening a marking and work-setting boycott in the autumn term in an escalation of their dispute with employers over pay. The University College Union has also pledged to disrupt open days and graduations if it is not settled. The row, which led to a two-day walkout last week, is over a 1.1% pay offer, which the Universities and Colleges Employers Association say is "good". However, union general secretary Sally Hunt says the offer is an "insult". The employers group has argued that the offer is at, and even, beyond the "limit of affordability" for some higher education institutions. But the UCU says its members have suffered a real-terms pay cut of 14% since 2009 and complains the squeeze on staff salaries has come as university leaders enjoyed hefty increases. Ms Hunt is unhappy with the offer, especially in light of the 5% pay rise her union says that vice-chancellors have enjoyed. UCU members rejected a 1% offer in a strike ballot in early May. Ms Hunt said: "Following the decision to back escalating strike action, local branches have already come forward with strike dates timed to target open days and graduation ceremonies. "The employers need to recognise that staff will no longer accept their pay being held down while a few at the top enjoy the rewards of increased money for universities. Nobody wants to take industrial action, but clearly enough is enough. "We hope the employers will respond positively to members' decision to escalate their action and come back to us with a serious pay offer. " A spokesman for the university employers' association said the pay offer rose to 2.7% for about half of employees when progression was taken into account. He added: "Higher education institutions were pleased that their students were not affected where examinations were taking place. "Few academic staff actually voted to support this strike action and the institutions tell us that the majority of their staff understand the financial realities for their own workplaces. "Rather than ask their members to inflict damage on themselves, their students and their HE institutions, we feel it is time for UCU to conduct a consultation that enables their members to consider all the elements of the full, fair and final offer that is on the table. " He argued the weighting of the offer meant the worst paid university staff will get a rise of more than 5%. Talks on zero-hours contracts and on improving lower pay for female academics have also been offered, they added.

One of three presidents to marry in office and the only president to wed on White House grounds, Grover Cleveland married Frances Folsom and together they had five children. Grover Cleveland was both the 22nd and 24th president – the only president to serve two non-consecutive terms. 33 Maine Sunday Telegram News Last week, LePage sent a letter to about 200 Natural Resources Council of Maine members saying the organization supports policies that undermine Maine’s manufacturing base and impede the growth of good-paying jobs. The letter, which followed weeks of LePage statements highly critical of the organization, concludes by saying that “your financial support of NRCM is costing rural Mainers good jobs and keeping them mired in poverty.” “NRCM is not interested in a balance,” LePage wrote in the letter. “It is an activist group that says ‘no’ to every opportunity to allow Mainers to prosper, and it is working to make rural Maine a national park virtually devoid of human activity or meaningful employment. I would request that you carefully review NRCM’s policy positions before donating to them in the future.” NRCM officials fired back Thursday, accusing the governor of attempted intimidation and “spending Maine taxpayer money on his smear campaign against NRCM.” “It appears the governor has taken the unprecedented step of directing public employees to hunt down the names and addresses of NRCM members so that he can send harassment letters to their homes,” said Lisa Pohlmann, NRCM’s executive director. “This has got to stop. The governor should not be using Maine taxpayer money for his vendetta against NRCM.” Pohlmann said the organization has submitted a public records request for documents within the governor’s office – and expenditures – related to the letter and NRCM. “I wasn’t anticipating something this personal to our members, and that, really, was the line-crosser for us,” Pohlmann said during a State House news conference. SEVERAL MONTHS OF FRICTION LePage has lashed out at NRCM repeatedly in recent months during speeches and weekly town hall-style forums, calling the group one of the state’s “biggest enemies” and displaying the name and picture of one staffer on a “WANTED” poster at forums. He often accuses NRCM of blocking economic development, promoting higher-cost renewable energy and opposing regulatory reforms. Most recently, LePage has cited NRCM’s involvement in the campaign to designate a national monument on 87,500 acres of donated forestland east of Baxter State Park – a proposal he vociferously opposes. Although LePage said Wednesday night that he had obtained an NRCM “mailing list,” a spokeswoman for the governor said Thursday that administration staff culled the names from the organization’s website. NRCM’s most recent annual report, for instance, lists the names – but not the addresses – of hundreds of long-term donors as well as individuals who have given $1,000 or more. LePage spokeswoman Adrienne Bennett said she could not provide cost or staff-time estimates for compiling the letters. But Bennett accused NRCM of using “Washington-style politics” and spending “millions of dollars trying to push the bills they want forward and trying to oppose the bills they don’t want daylight to see.” “If NRCM is threatened by the governor writing a letter to its members about what we are witnessing during the legislative session and throughout the year, it is what it is,” Bennett said. “We are trying to move Maine forward, and the reality is that NRCM opposes anything that this administration puts forward to help lower energy costs and to create more jobs.” NRCM is one of the most visible and vocal organizations in Augusta during legislative battles over environmental policy, mining, timber harvesting, pollution regulation, renewable energy and land conservation. The group’s lobbyists are well known in the State House, and NRCM has successfully drawn individual members to Augusta on such issues as solar energy, the Land for Maine’s Future Program and mining. The organization reported roughly $2 million in donations and grants in 2014 plus $300,000 in additional revenue, according to federal filings required of nonprofit organizations. GOVERNOR STEPS UP CRITICISM In 2015, NRCM had seven staffers registered as lobbyists with the Maine Commission on Governmental Ethics and Election Practices and paid out $24,390.70 in “total compensation for lobbying” during that year’s legislative session. Federal tax filings show NRCM spent $590,000 on “communications” and $365,000 on “environmental advocacy.” Although his administration has clashed with NRCM since his first months in office in 2011, LePage recently has stepped up his rhetoric and urged supporters to help “defeat” the organization by backing his economic agenda. NRCM supporters often respond that protecting Maine’s environment is critical to the state’s economy. In April, LePage labeled the environmental group one of the “biggest enemies of the state of Maine,” along with the progressive activist group the Maine People’s Alliance. “And not only are they the enemies, they intimidate,” LePage told several thousand attendees at the Maine State Republican Convention. “They will do and say anything, they lie through their teeth and they scare Republicans in election years because they gang up on people.” LePage has hinted several times that he would take action against NRCM. And during a town hall in Millinocket on Wednesday evening, he bashed the organization for opposing a controversial bill last year that sought to change state environmental regulations to allow mining under Bald Mountain in Aroostook County. “I got their mailing list, by the way, and most of the people who contribute come from around the country,” he told a friendly crowd of roughly 70 people. “They get money from all over, as far as California, Florida, Texas, they are all over the country. They are raising hundreds of thousands and millions of dollars to come to Maine to say that we cannot have mining in Aroostook County, where we have double-digit unemployment, we have a lot of people looking for work. “We will not have mining in Maine because the people of Brunswick and Falmouth and Cape Elizabeth and Portland say we can’t,” LePage said. POTENTIAL NRCM FUNDRAISING TOOL Asked about the organization’s donor base, Pohlmann said the “vast majority” of NRCM’s roughly 16,000 members are full-time Maine residents. It was clear Thursday that the organization hoped to use LePage’s letter as a rallying and fundraising tool against a governor who Pohlmann described as “the most anti-environment governor in Maine history.” The organization emailed the letter to most of its members Thursday. “I think the important thing is that our members are outraged and they are going to choose to act in all different kinds of ways,” Pohlmann said. “Some of them may choose to send us additional funding, some of them may write the governor a letter directly.” Several people who received letters from LePage expressed their anger Thursday. “The bottom line is I think he has crossed the line in terms of trying to intimidate donors to NRCM,” Jake Plante of Brunswick said during Thursday’s news conference. “It’s inappropriate from both a government standpoint and, if you read the letter, you will see that the tone is one of trying to intimidate the membership of NRCM.”

The CBC will now formally register Raja as a Director in its Annual General Meeting scheduled in December this year. A firm date will be decided for the meeting within the next couple of weeks. "I very much hope it will be possible for you to attend our AGM, not least so that you may be formally and legally registered as a Director," Block said in his letter. 35 'Rio 2016 Olympics not a terrorist target' Rio De Janeiro: The Brazilian government has not detected any threat of terrorist activity in Rio de Janeiro -- the venue for the 2016 Olympic games in August, a defence officer said. Brazil's armed forces and federal intelligence body Abin have been monitoring international terrorist groups following recent attacks in Paris and Brussels, the official said on Wednesday, Xinhua news agency reported. In April, Abin said it had identified an Islamic State (IS) terrorist who posted messages on social media alluding to the Olympic Games. Defence Minister Raul Jungmann said Brazil's intelligence agencies were working alongside counterparts in the US, Britain, France, Israel and Russia. "Our intelligence organs have a contract with several countries. There has not been any threat on our radar," Jungmann told reporters in Rio. "It's an area where you have to expect the unexpected, but until now we have had no alert or sign that a terrorist entity is focusing on Brazil," Jungmann said. He added that the absence of "ethnic, religious and border conflicts" meant Brazil was less likely to be targeted by terrorists. In addition to collaborating with several countries and regions to monitor security at the August 5-21 Games, Brazil will deploy tens of thousands of troops in Rio's streets to ensure the safety of athletes, officials, residents and an estimated 600,000 foreign visitors. In total there will be 85,000 security personnel - including armed forces, police and security agents - patrolling the city during the Games. The figure is more than double the number deployed at the London 2012 Olympics.

36 Few object after Portland parking company switches to ‘tickets’ and less ‘booting’ A Portland parking company’s decision to start issuing tickets and fines did not raise objections from city or state officials Thursday, although the practice by other companies has been challenged in other states. Some local officials have welcomed Unified Parking Partners’ new ticket policy because it replaces the company’s use of metal wheel clamps – or boots – to immobilize vehicles until their owners pay extra fees for exceeding their prepaid parking time. Since it began managing private parking lots in Portland in 2014, Unified has been criticized for its aggressive use of the boot when a vehicle stayed beyond the time paid for by the driver. The company would charge a fee of $40 to $70 before removing the boot and allowing customers to drive away. The company changed its enforcement policy Wednesday and began issuing $20 “tickets” to people who overstay their prepaid time. The company says the amount will be doubled if not paid in 10 days. While calling them tickets, the notices left on the cars do not have the legal standing of a city parking ticket or traffic ticket and are effectively bills for a private service. Unified operates 16 pay-and-display parking lots scattered around downtown Portland and manages 6,000 parking spaces citywide. Its lots are used by locals and visitors to the commercial and arts districts. Unified ran into a strong backlash from customers because of its booting practices and it drew complaints that the company was trying to pass itself off as city parking enforcement by using similar signs and wearing similar uniforms. The City Council enacted an ordinance last year requiring, among other things, that lot signs clearly indicate the lots are managed by a private company, not the city. The company’s new ticketing policy is also somewhat similar to the way the city enforces parking rules. However, while city parking tickets must be paid before residents are allowed to register their vehicles, tickets issued by a private company don’t have the same legal backing and are more like a bill. Asher Chappell, a partner and manager with Unified Parking, said the tickets do not resemble city-issued parking tickets, but he did not provide an example or an image of one as requested. He said that people who think they were unfairly ticketed will be able to file an appeal with the company online. Jessica Grondin, the city’s communication director, said people should view Unified Parking’s “tickets” as they would a bill, equating them to a fine for returning a movie or library book late. “When we enforce a ticket, we’re saying it’s a code violation. When they issue something it’s a fee for the service they run,” Grondin said in an email that included city attorneys and the city’s parking director. “While we didn’t have a role in developing their new policies, we did meet with them to discuss how their signage would have to change to ensure compliance with the signage requirements of the booting ordinance.” The issue of private companies issuing parking “tickets” has been a hot topic elsewhere in the United States, including in San Francisco and Los Angeles. California’s attorney general ruled in 2011 that private companies could not issue fines, but the practice is allowed in Portland, Oregon. The Maine Attorney General’s Office does not have any concerns about the practice here, spokesman Timothy Feeley said. “This would appear to be a private contractual/billing issue between the company and their patrons. We cannot offer legal advice to private citizens or businesses,” Feeley said. “However, we always encourage businesses to clearly state the terms of their service plainly so that consumers understand what it is they are paying for and any obligations they may have for using the service. If consumers are not being informed of the penalties for overstaying their prepaid time there could be an unfair-trade practice.” The change was warmly received by some, including the Portland Downtown District, which received a lot of complaints about the business last summer, said Executive Director Casey Gilbert. Gilbert said Unified Parking officials have been responsive to addressing concerns raised by his business group. “We have always encouraged them to consider more user-friendly practices,” Gilbert said. “I think it will provide a more pleasant parking experience for Portland residents, and also our visitors who come during the summer months.” City Councilor Edward Suslovic, who heads the council’s Public Safety Committee, said he has never had any concerns about the business, which he credited with helping to increase the amount of public parking downtown. “I see this as a decision on their part to soften their collection. Instead of finding yourself with a boot you have this notice,” Suslovic said. “I’m sure some people will complain about that. If you can’t pay the fine, don’t park in the lot.” Chappell said the change is designed to make the parking experience more consumer friendly. He said the negative publicity associated with booting a vehicle was “overshadowing the benefits” of the company, which has opened up about 3,000 parking spaces that were previously off-limits to the public. Chappell conceded that people will not be happy to get a ticket, but at least they will be able to drive away. “At least it’s not that initial shock of seeing a boot on your wheel,” he said. “It’s a lot easier to take a ticket off your windshield and drive off.” But not everything about the change is consumer-friendly. The company will eliminate a 20-minute grace period previously given to violators and may begin issuing tickets as soon as time expires, Chappell said. A sign in a lot managed by Unified Parking indicates that a new ticket may be issued every two hours the vehicle remains in violation, meaning a car owner who is two hours overdue will be “fined” $40. Fines double if not paid within 10 days, and Chappell said unpaid fines would be referred to a collection agency. Rebecca Benally, a Navajo woman who serves on the San Juan County Commission, said it is insulting for out-of-state tribes to tell local Native Americans what to do with their land and push for monument designation in a political movement she says has been co-opted by environmental groups. Benally said tribal leaders in support of the monument have been told they can live on the land, but she's been told otherwise by the head of the Bureau of Land Management. "That is how support is being achieved, through total lies," she said. But Regina Lopez-Whiteskunk, councilwoman of the Ute Mountain Tribe, issued a statement Thursday reiterating the Bears Ears Intertribal Coalition's request for a new monument and blasted both Hatch and Herbert. “It is appalling that Sen. Rob Bishop's public lands bill. The bill calls for the Bears Ears Area to be protected in a national conservation area of 1.2 million acres, a less restrictive designation than monument status that provides more flexibility in land management approaches. The provision is part of massive public lands management proposal that involves 18 million acres in eastern Utah spread among seven counties. Although Congress is set to break for summer in mid-July, both Hatch and Herbert believe Bishop, R-Utah, can get Congress to act on the bill by the end of the year. "We are making a strong case and we will work together," Hatch said. "We will have a resolution by November or December. " Herbert said he's met with both President Barack Obama and Interior Secretary Sally Jewell — the latter within the past three weeks — and has been encouraged by their attitude. "(Jewell) seems to be optimistic," he said. Herbert added that a monument designation would derail the three years of work and local input solicitation that went into Bishop's Public Lands Initiative process and upend protections laid out for other areas of the state. SALT LAKE CITY — Starting Monday, more than 920,000 primary ballots will be flooding mailboxes in 20 of Utah's 29 counties. Never before have so many Utah counties decided to hold vote-by-mail elections — making up 73 percent of the state's 1.3 million registered voter population. The trend is spreading not only along the Wasatch Front, but also to rural counties as far away as Cache County to the north to Kane County in the south. That's why county clerks from across the state gathered at the Salt Lake County Government Center on Thursday to make sure voters know what to expect for the upcoming June 28 primaries. "Your ballots will be in the mail in the next week or so, so please check your mailbox, look for your ballot," said Iron County Clerk Jon Whittaker. "If you don't receive one or you have any questions, please contact your county clerk's office. " Counties holding by-mail elections are Beaver, Cache, Davis, Duchesne, Garfield, Grand, Iron, Juab, Kane, Morgan, Rich, Salt Lake, San Juan, Sanpete, Sevier, Summit, Uintah, Wasatch, Wayne and Weber. State Elections Director Mark Thomas said this year's elections will help state officials and lawmakers decide whether vote-by-mail should extend statewide. " Weber County Clerk Ricky Hatch said the vote-by-mail trend has grown as more county clerks realize the benefits of allowing voters the convenience of voting on their own time from their own homes without having to opt in to absentee voting. The benefits? Hatch said vote-by-mail elections have higher turnout results while decreasing the costs of future elections by allowing counties to extend the life of their voting equipment. "Most importantly, vote-by-mail results in a more informed and educated voter by proactively placing the ballot in voters' hands three weeks prior to (the election)," he said. "No more being surprised at the ballot box by a race or an initiative you didn't know about. " All vote-by-mail counties are required to open at least one vote center on the day of the election for those who prefer or need to vote in person. Some counties will have more than one vote center, depending on their size. While Salt Lake County will have 24 vote centers, Davis County will have 17 and Weber will have nine. Utah County Clerk Bryan Thompson has said he chose the traditional election because the county is better equipped to handle traditional voting, and more residents seem to prefer to vote in person. Out of Utah County's nearly 250,000 registered voters, only 8 percent have signed up for absentee voting. As for Tooele County, 31 percent of its nearly 26,000 registered voters have signed up for absentee voting. Clerk Marilyn Gillette said Tooele County will eventually opt into vote-by-mail elections. "But we're taking it a little at a time because we don't have high-speed scanners like Salt Lake County does," she said. Davis County Clerk/Auditor Curtis Koch acknowledged that some voters may have concerns about privacy and security, but he said there are systems in place to ensure that ballots are secure. He said ballots are sealed, signatures are compared in a government database, and any duplicate ballots (resulting from a voter casting a by-mail ballot and then voting in person) are flagged and rejected. Swensen urged voters to remember ballots must be postmarked by June 27 or they can be dropped off at designated drop boxes or at vote centers on June 28. "We encourage voters to return their ballots sooner rather than later because that will help us get those totals included in the election night returns," she said. Since Utah's two statewide races are partisan, voters will have to decide between voting in either the GOP governor's race between Gov. Gary Herbert and challenger Jonathan Johnson, or the Democratic U. S. Senate race, with two candidates competing to challenge Sen. Mike Lee, R-Utah, in November. SALT LAKE CITY — Utah is still a national leader when it comes to low unemployment rates, overall business climate and social mobility of low- income children. But there are components of worker productivity, educational attainment and gender wage gaps that Utah can learn from its neighbor to the east, according to a report published Thursday by Voices for Utah Children. Colorado's proximity to Utah, its similarly competitive business environment and growing demographic diversity allow for some comparisons between the two states' lower- and middle-income families, according to Matthew Weinstein, state priorities partnership director at Voices for Utah Children. Thursday's report looked at 21 economic, educational and equity indicators. Utah pulled ahead of Colorado in nine of them, including its business climate and the percentage of the population participating in the labor force. Utah also had the third-lowest level of income inequality in the country, well ahead of Colorado. Much of Utah's economic success is thanks to a growing tech sector and financial services, as well as a push for more engineering graduates that started near the turn of the century, according to Natalie Gochnour, associate dean of the David Eccles School of Business and director of the Kem C. Gardner Policy Institute at the University of Utah. Those are only a few of many key factors in the state's economic health, she said. "I think the thing they can learn from us is we seem to have the right recipe for a strong economy," Gochnour said. But Utah fell behind in almost all education metrics. Some of those metrics are not new ; Utah's 2013 rank for per-pupil spending in K-12 schools was 50th in the nation — where it has been for decades — compared with 40th place for Colorado. Utah is behind in other contributors to student success, such as the percentage of students who enroll in full-day kindergarten, which many educators hail as a way for disadvantaged students to get ahead. On average, 77 percent of kindergarteners in the U. S. took full-day kindergarten in 2013. In Colorado, that portion was 74 percent. In Utah, it was 13 percent, according to the report. "By the time they get to first grade, (Colorado's) kids are already much more ready to learn, and much more uniformly ready to learn than ours are," Weinstein said. Lawmakers this year opted not to fund a proposal to spend $10 million in state funding to expand full-day kindergarten offerings for at-risk students. Utah's rankings for reading and math have also changed over the past two decades. In the 1990s, Utah's average rank for fourth- and eighth-grade reading and math rankings was 14th in the nation, compared with 15th in Colorado. Ten years later, Utah placed 21st, and Colorado ranked 13th, according to the report. Those rankings were based on student scores on NAEP, a national assessment of student performance. Between 2013 and 2015, however, proficiency rates in most states dropped while those in Utah held steady. So Utah's national rank improved in all areas of the test last year. While the number of college graduates in Utah continues to increase, along with the portion of the population with a degree, Utah for the first time fell behind the national average in 2014 for the percentage of adults holding a bachelor's degree. That year, 39.4 percent of Colorado adults had at least a bachelor's degree, with 31.5 percent nationwide and 31.2 percent in Utah. It's a trend that extends well before the drop in college enrollment triggered by the change in age requirements for missionary service in The church of Jesus Christ of Latter-day Saints, and that's worrisome, according to Weinstein. "As Colorado has pulled ahead of the nation — their lead over the nation since 1990 has only increased over time — ours has been gradually dwindling," Weinstein said. "And that's really something that should be of grave concern. " State lawmakers set a goal in 2013 to have 66 percent of Utah's working- age population with a college degree or certificate by 2020. That could include awards short of a bachelor's degree, which was the minimum benchmark in the Voices for Utah Children report. Thus progress toward the 66 by 2020 goal may have better news for Utah. Early estimates show that more than 40,237 students graduated this year from Utah's eight public colleges and universities, as well as Westminster College and BYU. And a report published in April by the Lumina Foundation showed that 47.9 percent of working Utah residents in 2014 had a college degree or certificate, above the national average of 45.3 percent. But the $7,752 that Utah spends per college student isn't yielding the results for which educators and policymakers are hoping. "Even though we're spending a little bit more, we aren't completing at the rates the rest of the nation is," said Shawn Teigen, research director at the Utah Foundation. Teigen said there are "innovative" programs to help boost Utah's completion rates, such as scholarship funding to help students falling just short of graduating at the University of Utah, and tuition waivers for low- income students at Salt Lake Community College. What's especially admirable about Utah, Weinstein said, are the opportunities for low-income children to break the cycle of poverty for their family. The Salt Lake Metro Area ranked first in the nation for intergenerational mobility, compared with the Denver Metro Area, which ranked 19th, according to Thursday's report. Gochnour said there are numerous similarities between Utah and Colorado, but making decisions based on data comparisons may require further research. As an example, Colorado's high rates of preschool participation may correlate with higher college completion rates, but there are numerous other factors that play into higher education graduation. "I think it's important that we benchmark and seek to understand neighboring states, and in the case of Colorado, we do have a lot of similarities," she said. 52 Federal regulators propose curb on payday loans NEW YORK — Federal regulators proposed a significant clampdown on payday lenders and other high interest loans on Thursday, the first nationwide attempt to address an industry widely thought of as taking advantage of the poor and desperate. The proposals, if enacted intact, are likely to cause a nationwide contraction and restructuring of the $38 billion payday loan industry. Consumers desperate to borrow money quickly to cover an unexpected expense might have an avenue they once used now closed, since mainstream banks generally don’t provide these kinds of low-dollar, short-term loans. Payday lending is often thought of as an exploitive, deceptive industry that traps desperate borrowers in cycles of debt that can last for months. Roughly half of all states ban payday lending outright or have caps on how much payday lenders can charge in interest, which often carry annual rates north of 300 percent. Last month Google announced it would ban ads for payday loans, saying the industry creates “misleading or harmful products.” The loans are used widely, partly because many Americans do not have enough savings to cover an emergency , as seen in a poll released last month by The Associated Press-NORC Center for Public Affairs Research. Roughly 12 million Americans take out a payday loan each year, according to The Pew Charitable Trusts, who has done extensive research on the industry. The average borrower takes out eight loans of $375 each per year, spending $520 on interest. John Charette, 47, of Yarmouth, Maine, said the payday loan outfits can be helpful for people like him, who’s divorced and has bad credit. He used RepubliCash in Portland to get a $250 loan to update the expired registration on his car, knowing a police citation would be even more expensive. “It’s going to fill in the gap,” Charette said, noting that he’s unable to get a credit card. “It’s another avenue for credit because I simply don’t have it.” The Consumer Financial Protection Bureau’s proposed regulations seek to tackle common complaints about the payday lending industry. The proposal would also be the first nationwide regulation of the payday lending industry, which had largely been left to the states to regulate. The CFPB is proposing that lenders must conduct what’s known as a “full- payment test.” Because most payday loans are required to be paid in full when they come due, usually two weeks to a month after the money is borrowed, the CFPB wants lenders to prove that borrowers are able to repay that money without having to renew the loan repeatedly. There would also be restrictions on the number of times a borrower can renew the loan. The CFPB would require that lenders give additional warnings before they attempt to debit a borrower’s bank account, and also restrict the number of times they can attempt to debit the account. The aim is to lower the frequency of overdraft fees that are common with people who take out payday loans. “Too many borrowers seeking a short-term cash fix are saddled with loans they cannot afford and sink into long-term debt,” CFPB Director Richard Cordray said in a statement. Cordray compared the situation to getting into a taxi for a crosstown ride and finding oneself stuck on a “ruinously expensive” trip across the country. Payday lenders would have to give borrowers at least three days’ notice before debiting their account. Also, if the payday lender attempts to collect the money for the loan twice unsuccessfully, the lender will have to get written authorization from the borrower to attempt to debit their account again. In a study published last year, the CFPB found that payday borrowers were charged on average $185 in overdraft fees and bank penalties caused by payday lenders attempting to debit the borrower’s account. The agency’s plan is likely to face stiff opposition from lobbyists from the payday lending industry and auto-title lending industry, as well as opposition from members of Congress. “The CFPB’s proposed rule presents a staggering blow to consumers as it will cut off access to credit for millions of Americans who use small-dollar loans to manage a budget shortfall or unexpected expense,” said Dennis Shaul, CEO of the Community Financial Services Association of America, which is a trade group for the payday lending industry. 54 Starbucks, Anheuser-Busch join forces in tea business SEATTLE — Starbucks is partnering with beer brewing and distribution giant Anheuser-Busch to produce, bottle and distribute Teavana ready-to-drink teas in the U. S., the two companies said Thursday. The bottled teas are expected to hit grocery store shelves in the first half of 2017. The partnership “capitalizes on the rapidly growing opportunity for tea in the U. S.,” Howard Schultz, Starbucks CEO and chairman, said in a conference call Thursday. Starbucks acquired Teavana and its chain of 300 mall-based tea stores for $620 million in 2012. Though the company earlier this year pulled back from its plans for Teavana tea bars that serve food in addition to tea, it’s still bullish on tea. The tea category is growing by double digits in North America and is expected to become a $3 billion business over the next five years. 57 Steve Mosko on Sony Departure: ‘It’s Been Brewing for a While’ Steve Mosko didn’t wait long to to start talking about his exit from Sony Pictures Television. “It’s been brewing for a while,” Mosko said Thursday. “The great thing is I’ve been at Sony for 24 years.” Mosko appeared Thursday in a conversation with Indiewire executive editor and Variety editor at large Michael Schneider at the Paley Center for Media in Beverly Hills. As Variety first reported Wednesday, Mosko this week departed his role as chairman, Sony Pictures Television. In a reorganization laid out Thursday, U. S. programming and production co-presidents Zack Van Amburg and Jamie Erlicht will now oversee all production for the studio, reporting directly to studio chief Michael Lynton, CEO of Sony Entertainment. “I’m extremely proud of the work that was done there,” Mosko said. “It’s an amazing, amazing group of people there at Sony.” He added, “You always go through times where you’re going through something and then you decide ‘No, it’s time to do something different.” Mosko also shot down reports of tension between him and Sony Pictures CEO Michael Lynton. “Working with him we’ve had a pretty good run together,” he said. “The one thing about Michael is he gave me complete autonomy. You don’t get that very often.” Mosko came ready to joke about his departure, which surprised many in the industry. 58 OPEC fails to reach accord on pricing of crude VIENNA — OPEC countries failed Thursday to agree on measures to influence crude supplies and prices – a missed opportunity to show the resolve that for decades let them set how much consumers and industries worldwide would pay for gas, heating and related necessities. At the same time, OPEC officials argued that the cartel was alive and well, scoffing at suggestions that its authority was eroding to the point where it will soon be negligible. “Don’t take that (to mean) that OPEC is dead,” said Secretary General Abdulla al-Badri. “OPEC will be powerful, will be strong. OPEC is alive.” But the decision to make no decision appeared more an illustration of lack of unity, particularly between OPEC rivals Saudi Arabia and Iran, whose deepening struggle for Mideast supremacy has for years been mirrored at oil meetings. Iran was second only to the Saudis inside the Organization of the Petroleum Exporting Countries in terms of production before international sanctions over its nuclear program crippled sales. Now with a deal in place limiting its atomic prowess, sanctions have been lifted – and Tehran served notice even before the Vienna meeting that it intends to reach or surpass previous levels. In part, the OPEC divide reflects growing political tensions between Shiite powerhouse and the Sunni-ruled desert kingdom, regional rivals that back opposite sides in the Syria’s war and the conflict in Yemen. They broke off diplomatic relations earlier this year after Saudi Arabia executed a prominent Saudi Shiite cleric, a move that sparked protests in Iran and the storming of Saudi diplomatic posts. Still, with the Saudis used to setting OPEC’s agenda, the main issue between the two in Vienna on Thursday appeared to be oil-related. Since deciding in 2014 to squeeze out outside competition by flooding the market to drive down prices, the Saudis have pumped close to or above 10 million barrels a day – close to a third of OPEC’s total. That, plus resurgent output from Iraq and Iran, helped push down prices, with the desired effect of making shale production increasingly uneconomical. But voters aren't always informed on where each candidate stands on educational issues, despite the fact that the State School Board plays a "pivotal" role in the direction of Utah's education system, according to Royce Van Tassell, executive director of the Utah Association of Public Charter Schools. "If you look back at the races historically, as best as we can tell, the best predictor for who wins a state board race is the candidate whose name appears first. And that's probably not the ideal way to choose who to vote for," Van Tassell said. The debates for each district will be hosted by the association in partnership with the Sutherland Institute at a charter school that resides in those districts: • The debate for District 15, which represents Washington and Iron counties, will be held Tuesday at George Washington Academy in St. George. Five candidates are vying for that seat to replace board member Barbara Corry, who is not seeking re-election. • District 4, which includes portions of Davis and Weber counties, will have a debate Wednesday at North Davis Preparatory Academy in Layton. Five candidates are vying for that seat, including incumbent David Thomas, who is currently the board's first vice chairman. • District 7, representing eastern Salt Lake City and Park City, will have its debate on June 15 at Salt Lake Arts Academy. 60 Apple Struggles to Recover From Extended Services Outage Apple struggled to recover from a massive multi-hour outage late Thursday afternoon that took down the App Store, iCloud services, Apple Photos, iWork and other services. Users started reporting issues with these services around 1pm Thursday, and multiple services remained unavailable until close to 3pm, according to Apple’s services status page. Apple’s Game Center was also affected by the outage, and some users reported issues with Apple Music and Apple News as well, according to Macrumors. Most services seem to have come online again in the afternoon, but some users continue to have issues with iCloud and iWork services, according to Apple. There’s no word yet on what caused the services outage; we’ve reached out to Apple and will update this post once new information becomes available.

The National Ski Areas Association defines “skier days” as one person visiting a ski area for all or any part of a day or night for the purpose of skiing or snowboarding. This season’s total was 10.4 percent above Utah’s 5-year average, said Ski Utah executive director Nathan Rafferty, and 13 percent over last season's figure. “This was a big year for Utah’s winter sports industry, and we could not have asked for a better result,” he said. Rafferty said that while overall snow totals this season were not record- setting, snowfall was well-timed throughout the season, with early season storms contributing to the success of the season. Snowbird Ski and Summer Resort was the last of the state’s 14 ski areas to close for the season when it stopped running lifts after Memorial Day, ending a 181-day season. Resorts also invested more than $100 million contributing the draw to the mountains, he said. “People want to come and see some of the new (improvements) the ski resorts have,” he said. Rafferty said marketing by the Utah Office of Tourism was a key factor in bringing in so many visitors to experience "The Greatest Snow on Earth. " The tourism office budgeted $2,664,317 in regional and national marketing for the 2015-16 ski season, the most ever, Jay Kinghorn of the tourism office said. Hantavirus is contracted by breathing contaminated dust after cleaning or disrupting rodent droppings or nests, where infected urine and saliva may reside, and chances of getting it increase when living in rodent-infested environments. In a court filing Thursday, defense lawyer Scott Williams called the document "exceedingly self-serving and counterintuitive," noting it relies on affidavits from prosecutors and investigators. "It is also extremely incomplete, and lacks foundation and other evidence that the defense believes is readily available, and which may impeach the claims made in the affidavits," he wrote. Williams' motion seeks status conference for a 3rd District judge to consider holding an evidentiary hearing. "The state’s position relies on the testimony of witnesses the credibility and reliability of whom the defense has significant basis to call into question," Williams wrote. In addition, he said the judge might have to consider whether the prosecutors should be disqualified because they have presented affidavits as witnesses, and may be subject to being called to testify and cross- examined by the defense. Swallow also has hired a special investigator to review the state's assertions and the circumstances of its investigation, according to the court filing. In May, Swallow asked the judge to throw out the charges against him, claiming investigators wrongfully seized protected emails between him and his former attorney. Prosecutors contend that neither they nor investigators know the contents of the communications, and none of that information would be used against Swallow. Swallow faces 11 felonies and two misdemeanors, including racketeering, bribery, evidence tampering, misuse of public money and falsifying government records. He pleaded not guilty. 71 Nellie the barred owl finds new love As the seasons change, new life is taking flight in Myers Park. You may remember nervous Nellie and lazy Ned , two barred owls that lived together for years in Edgehill Park. Last summer, Ned was injured and hospitalized at the Carolina Raptor Center. Nellie remained at home, high up in the willow oaks, a single mom to three little owlets. Below, the residents of Myers Park anxiously waited for the happy couple to be reunited. Owls mate for life. But weeks passed, and Ned never returned. He can’t fly well enough to be in the wild. So Nellie moved on. Marsha Gaspari, a naturalist who blogs about the owls , said Nellie probably had a hard time at first finding a new mate. “Not many would help a widow with three babies to feed.” But after months of Nellie being on her own, a new “stud” swooped in. He began courting her in January when the owl’s mating season begins. Laura Gaines, who lives near the park, noticed the new owl and tried to talk to Nellie’s suitor – but he flew away. “He is really cute and Nellie just couldn’t resist,” Gaines said. Nellie is now happily in a new relationship with two baby owls. While the family generally keeps to Edgehill Park, sometimes the four owls venture to nearby Squirrel Park where residents of Myers Park occasionally spot them. The baby owls are still in their awkward, fluffy and cute stage. They still can’t fly far. But if you look up in the trees around dusk, you may see them jumping around on branches and learning from their parents. Nellie’s kids, like all ambitious siblings, have a competitive spirit and often try to outdo each other. “One tries to do something and then the other will try to do it,” Gaspari said. Despite their friendly rivalry, the two are inseparable. Nellie and her new mate are teaching their young owls how to pounce on prey, how to fly and how to do other owl duties. It is a learning process, and sometimes the branches of the old trees in Myers Park on which they practice can break. It could be very dangerous if one fell. But, if one of the babies is injured, it’s possible Ned would take care of the owlet. After his accident, Ned discovered a new calling – helping other owls in need. He now acts as a surrogate father at the Carolina Raptor Center, nurturing and raising baby owls that are injured or separated from their parents. “We knew Ned had a history of being a good parent,” said David Scott, the veterinarian at the Raptor Center. “He is really good at it.” While Ned is now a working man, Gaspari wonders if the real reason Ned isn’t flying is because he is too lazy to leave the free food at the center. It is only a suspicion, but Ned always was a lazy owl. And at the Raptor Center, he even gets a five month off-season where he can relax. It fits him perfectly. “Hopefully Ned will be here for a long time,” Scott said. While Ned and Nellie are now separate, their story of love and loss remains. Both are happily moving on and assuming new lives apart.

In all, about 30 firefighters and medical personnel were called out to help transport the men, who were on the sixth floor of the parking garage, away from the construction site. Workplace safety investigators and Salt Lake police were also called in to examine the scene, Bednarik said. 74 Fidelity's John Sweeney Talks Rebalancing Your Portfolio Like many things in life, investing is all about balance. As the market moves and other forces take shape, different investments will grow at different rates. Over time, this may leave investors with a higher percentage of money in one type of investment than originally intended, such as more stocks than bonds. Rebalancing, as it is known, is the act of reviewing and shifting investments to make sure they continue to reflect your goals. That could mean restoring them back to your original asset allocation or updating them to reflect your changing needs. It's an important and often overlooked part of investing that we discussed with John Sweeney, executive vice president of retirement and investing strategies at Fidelity. Answers have been edited for length and clarity. Q: There are different theories on rebalancing. What are your thoughts on how to approach it? A: Our philosophy on asset allocation is important to understand first, and that will feed into why rebalancing is important. We try to work with our investors to make sure their asset allocation lines up with their goals, which include time horizon and their risk tolerance. A 25-year-old is not going to retire for 40 years, so their risk tolerance should be fairly aggressive and therefore heavily oriented toward equities. Because they have time to withstand volatility, we suggest 90 percent (stocks). A 65 year-old, by contrast, should have more like 55 percent in stocks. What ends up happening when you have a period like we have over the past 10 years, even with the market downturn, the stock market is up about 170 percent from its lows. So you are likely to end up with a portfolio that is significantly more heavily allocated to stocks than to bonds. Unless you've been rebalancing or are in some portfolio or service where that happens automatically, then you are probably more heavily weighted to stocks than you would like to be. Q: This is obviously important as you near retirement, but seems to be an issue at any age. Who should consider rebalancing? A: Target date funds are becoming a much more significant part of people's retirement accounts. And that is a really good thing because the asset allocation question is taken out of the hands of the individual saver and put in the hands of the portfolio manager. So you are seeing a lot more people in the appropriate allocation for their age and risk tolerance. That's good news. People who are managing their portfolios on their own should be aware of (rebalancing) regardless of age. You should also pay attention to the money you have outside of your retirement plan, such as a brokerage account that is for some other goal. Q: How often should people be rebalancing? A: One way to do it is time-based. We would suggest at least once a year. Certainly we have some customers that do it once a quarter. You could do it every month if you want. The way our portfolio managers would do it in a managed account or a mutual fund is on a risk-adjusted basis. What I mean by that is you let the portfolio drift within a band. (Once you hit a certain threshold,) you are going to take some of that equity risk off the table so the portfolio doesn't get whipsawed too drastically should stocks fall. Q: What is the most common mistake you see? A: People don't do it. We ask people when they come in: "Okay, when was the last time you rebalanced your portfolio? " and they give you a blank stare. Sometimes the structure of the fund will do it for you. But sometimes people just don't do it. You end up with people who have an allocation that is the same as when they started working, which may have been 40 or 20 some years ago. That is a risky scenario. The other scenario is a young person who doesn't make any election at all and they are 100 percent in cash. And that money isn't really earning anything for them because it's just sitting there. Q: Where is the line between responsibly rebalancing and tinkering with things too much? A: We have what I like to characterize as three different ways of driving: you can have an automatic transmission. I liken that to a target date fund. You can have a manual transmission, where you can have the portfolio construction tool and rebalance it on your own. And you have a car service: a managed account where you don't have to worry about the rebalancing or the fund selecting. We'll worry about the taxes for you, too. People may migrate among those over time as their skills and lifestyle change. Q: When people are making adjustments, how much should they be looking at long-term market performance versus recent market activity? A: We often meet people who say, "Oh my goodness, there is an election coming up, what do I do? Should I pull out of the market until the election is over? What about growth slowing in China? What about natural disasters happening around the world? " These global events and elections and changes in leaderships in countries have happened for hundreds of years. Try to keep your focus on the time horizon in which you need the money, instead of short term movements in the chart. The best example we can provide for folks is to show a chart of '08 and '09. While we were living through that, it was incredibly painful. And you know it was very hard for us to every day tell investors to stay the course, but when you look in the rearview mirror, that very significant drop, which it absolutely was, looks like a small pothole in an otherwise upward trajectory. It was a painful staying the course but it was the right thing to do.

Campbell's decision comes after she heard from five children and teenagers who said they were pulled out of classes to work long hours while they were growing up in the church. They said they worked when they were as young as 6 and were exposed to cold rain, barred from resting in nearby vans and given little food some days. In the decision handed down Wednesday, Campbell cited testimony that some of the youngest children wet their pants because there weren't enough portable toilets for all the workers. Batteries tend to contain an electrolyte, a liquid that transfers an electrical current through the device. That liquid tends to be corrosive and sometimes flammable. Kathy came up with a way to replace it with a putty-like paste that is so viscous the batteries won’t leak. The paste eliminates the need for thick battery walls to resist breakage. That, in turn, means her devices can be much lighter in weight. Another benefit: Gram for gram, the new material holds more energy than regular electrolytes. In Kathy’s research, she made small coin-sized batteries like those found in watches and calculators. She estimates the new pasty electrolyte in each of them costs only about 10 cents to make. And unlike many batteries, hers could hold a full charge even after recharging them more than 1,000 times. The fair, a program of Society for Science & the Public, is the world's largest international pre-college science competition. The project is expected to begin in September. • Access to I-215 westbound at Highland Drive will be improved by extending the dual approach to the bridge structure. The project will give drives access to westbound I-215 on the north side of the freeway. In addition, some improvements will be made to southbound Highland Drive in the same area. The project is expected to begin before the end of 2016. • Dual left turn lanes in all four directions will be added to the intersection at Fort Union Boulevard and Highland Drive. The project, which will begin in November, will require the relocation of several steel power poles. Work to widen the road will begin in the spring. • A park and ride lot will be built along Wasatch Boulevard north of Bengal Boulevard. The plan calls for more than 130 parking stalls. The project will begin sometime in 2017.

The river is so overcapacity that it is spilling into typically untouched areas, according to the Fort Bend County Office of Emergency Management. It will remain in major flood stage through the weekend. More than 1,400 homes have been affected by the flooded Brazos River. The Fort Bend County Sheriff's Office is urging residents not to return to their homes. Four hundred and fifty-four rescues have taken place in the area so far. Six people died from floods along the Brazos River after four days of heavy rain over the weekend, The Associated Press reported. Parts of Southeastern Texas got a small break from the rain after almost 20 inches of rain fell over the Memorial Day weekend. Overnight, up to eight inches of rain fell in parts of northern Texas northwest of Dallas, producing flash floods. Most of the state of Texas and Oklahoma, and parts of Louisiana, are currently under Flash Flood Watches and Warnings, affecting 25 million people. 91 Police Search Lyft Records After Atlanta Driver Gunned Down Detectives are searching for clues in the ride-booking records of a slain Lyft driver who was married to a state prosecutor, Atlanta police said. Shahriar Zolfaghari, 34, was shot in the upper torso and found dead inside his car at a stoplight in northeast Atlanta around 1 a.m. Wednesday, police said. He was married to Camila Wright, a Georgia assistant attorney general who focuses on human trafficking cases. Investigators are trying to determine whether he'd picked up a passenger just before the killing, and whether he had any other rides scheduled in the area, Atlanta police Maj. Adam Lee III said at a news conference. A witness approached the car when it didn't move ahead on a green light at the intersection, police said. That person then noticed blood in the vehicle, and police were called around 1 a.m. Wednesday. "It's a mystery as to why someone would harm him," Lee said, adding that there was no indication that robbery led to the death. The driver still had his ID and credit cards with him, and his car was not stolen. Police subpoenaed records from Lyft, which the company promptly turned over, Lee said. Investigators were searching those records for customer names and other details that might lead to a killer. Based on the location of two shell casings found at the scene, investigators believe the shooter "may have been inside the car with him at some point," Lee said. "Our heartfelt sympathies are with the family and loved ones of Shahriar Zolfaghari," Lyft spokeswoman Alexandra LaManna said in a statement to The Associated Press on Thursday. "Lyft has been working closely with law enforcement and will continue to assist their investigation," she said. Though there are no obvious signs pointing to robbery, that could still have been the motive, Lee said. "Robbery may have been an initial motive and the person panicked, ran away before he could try to get his money," he said. In October 2014, Georgia Attorney General Sam Olens appointed Wright to prosecute human trafficking cases across the state, he said in a news release when he hired her. 93 New Video Shows Person of Interest in Slaying of Houston Boy The Houston Police Department released new surveillance video today showing a person of interest sought in connection with the brutal slaying of Josue Flores, an 11-year-old boy from the city. Flores, a student at Marshall Middle School, was stabbed to death on May 17 around 4:45 p.m. while walking home from school, according to police. Witnesses said they "heard loud screaming" and saw the sixth-grader struggling with someone who eventually ran off, police added. Authorities are now asking for the public's help to identify the person of interest seen walking in the newly released surveillance video, they announced at a news conference today. Police said they had no positive connections between the person of interest and Flores' homicide, but they pointed out that the description of Flores' alleged killer was similar to the person seen in the newly released surveillance footage. Rewards totaling up to $45,000 are available for anyone who can provide information leading to an arrest and charging of a suspect, according to police. Then yesterday, Kristol revealed on Bloomberg Politics’ “With All Due Respect“ that he hoped the white knight candidate who could provide voters with an alternative to Donald Trump and Hillary Clinton would be David French. French is a staff writer for the National Review who holds conservative views and has never held or ran for political office. But there’s more to know about David French, the man whose name has been floated for a independent candidacy: French’s hometown is Lexington, Kentucky. He now lives and works in Columbia, Tennessee, with his wife, Nancy, and their three children -- Camille, Austin and their adopted daughter Naomi. Nancy was the ghostwriter for the memoir of Republican vice presidential candidate Sarah Palin ’s daughter, Bristol. According to Politico, Mrs. French moved from Tennessee to Alaska to live with the Palins for a month. In the Frenches' book that they co-authored, “Home and Away: A Story of Family in a Time of War,” Nancy shared that they met in Nashville and married within months of meeting each other.
