1.1 Introduction

This report reads as the Environmental Impact Assessment Report for the Proposed Mixed Housing and Commercial Development on Lot 39, Mukim Beranang, District of Hulu Langat, Selangor Darul Ehsan and is hereafter referred to as the Project. The total Project area is 1,010.50 acres (408.94 ha) and the proposed Project is to be developed by Setia Ecohill 2 Sdn. Bhd . formerly known as Bukit Indah (Selangor) Sdn. Bhd . The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran (MPKj).

1.1.1 Approval of Penilaian Awal Tapak (PAT)

A Site Suitability Assessment ( Penilaian Awal Tapak ) has been submitted to the Department of Environment (DOE) Selangor on 27 th February 2013. The department has no objection to the proposed development via its letter dated 7th March 2013 [(B)B 91/110/621/077 Jilid 141 (18)] as appended in Appendix 1. However, the condition states that the Project Proponent should submit an EIA, hence the preparation and submission of this report to DOE Selangor.

The initial PAT submission was under Bukit Indah (Selangor) Sdn. Bhd which is currently known as Setia Ecohill 2 Sdn. Bhd.

1.1.2 Project Title

The project title under the Planning Submission is “PERMOHONAN KEBENARAN MERANCANG UNTUK TUJUAN SERAHBALIK DAN BERIMILIK SEMULA TANAH DI BAWAH SEKSYEN 204 B KANUN TANAH NEGARA (KTN) DARIPADA TIADA/ PERTANIAN KEPADA BANGUNAN BAGI CADANGAN PEMBANGUNAN PERUMAHAN BERCAMPUR DAN PERNIAGAAN DI ATAS LOT 39, MUKIM BERANANG, DAERAH HULU LANGAT, SELANGOR DARUL EHSAN UNTUK TETUAN SETIA ECOHILL 2 SDN. 1.1.3 Project Location

The Project Site is located within the District of Hulu Langat, Selangor Darul Ehsan. The geographical location of the proposed Project Site is at a latitude of 2°54’4.71”N to 2°52’50.62”N and a longitude of 101°50’13.79”E to 101°50’33.82”E. The general location of the Project is depicted in Figure 1.1 . The key and location plans for the Proposed Project are shown in Figure 1.2 while the lot demarcation plan is shown in Figure 1.3 .

The proposed Project Site is surrounded by several mixed developments i.e., residential, commercial and industrial. The proposed Project Site is located approximately 43km from City, 8km south from the town, 16km south from Kajang town and approximately 25km north from Seremban.

1.1.4 Accessibility of the Project Site

In terms of accessibility, the proposed development is accessible via internal road within Kampung Sesapan at the east which is connected to a dual-lane carriageway of Jalan Semenyih (i.e., Federal Road 1) at the eastern region of the Project Site which is also the main access into the Project Site. Jalan Semenyih also connects to Kajang – Seremban Highway (LEKAS), which is the main highway that connects the Project Site with Seremban, Kajang and Semenyih. The accessibility to the Project Site is depicted in Figure 1.4

1.1.5 Existing condition of the Project Site

Immediate surrounding of the Project Site On a micro scale, the proposed Project Site is mainly surrounded by secondary vegetation, industrial and residential settlements. The landuse adjacent to the Project Site are as below:

Current Situation of the Project Site At present, the Project Site mainly consists of an oil palm plantation mixed with some rubber. The oil palm trees observed at the Project Site are mainly mature to old planting, which are above 10 years of planting. There are earthen routes within the site which are used to facilitate the present rubber and oil palm cultivation activities. Besides that, there are also remnants of demolished buildings at the eastern part of the site. The current site condition of the Project Site is shown in Figure 1.5.

1.2 Scope of Study

Generally, the scope of study involves the establishment of baseline data via literature reviews and site survey, identification of impacts and proposal of mitigation measures in the preparation of the report. The scope of works complements the guidelines and procedures specified by the Department of Environment (DOE) as deliberated in the Environmental Impact Assessment Guidelines for the Preparation of EIA’s, October 2007.

1.3 Legal Status

The proposed Project is a housing development involving an area of more than 50 ha and a new township development which falls under the ambit of item 7 and 9 (e) under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act 1974. This procedure is mandatory if the new township is meant for a population exceeding 10,000, as the development is expected to ultimately cater to a population of 86,228. In compliance with the above requirements, a Preliminary Environmental Impact Assessment (PEIA) has to be carried out by the Project Proponent prior to development to assess any impact the development would have on the existing Project Site.

1.4 Project Proponent

Pursuant to the brief introduction on the proposed development, the various parties involved from the level of Project conception to design are as given in the following sections. This outline of the various establishments and their address affords a clear picture of their respective roles and accountability with respect to the proposed development.

1.7 Objectives

This EIA is an essential tool in assessing the overall impact of the proposed Project on the environment. The assessment would assist in ensuring the successful integration of the proposed development with the existing environment and consequently resulting in a development, which is environmentally sustainable. Thus, the brief introduction on the proposed Project in this chapter would be expanded upon in the consecutive chapters with the following objectives:

• suitability of site for the proposed Project; • Establish the existing environment which is important as baseline information for monitoring the impacts to the environment; • outline the proposed development i.e., the components of the proposed Project; • Identify the potential impacts (i.e. with reference to the DoE Guidelines) from the proposed developments in terms of individual components or as a whole; • propose mitigation measures for the identified potential impacts to prevent or minimize adverse and irreversible impacts; • outline an environmental management plan to address residual impacts, which may arise from the implementation of the proposed Project.
