1) Governance

a) These Summer League Playing Conditions are made as Regulations pursuant to Rule 36.1 of the Baseball Victoria Rules (“Rules”).

b) A recommendation for amendment to these Summer League Playing Conditions must be supported in 2020/2021 by the majority of the Victorian Summer Baseball League Pennant Committee, in accordance with Baseball Victoria By-Law 27.

2) Interpretations

a) In these Playing Conditions, unless contrary intention appears:

i) “Association” means Baseball Victoria Incorporated (ABN 78 603 120 057);

ii) “Board” means the Board of Directors of the Association;

iii) “BUAV” means Baseball Umpires Association of Victoria Incorporated (Reg A0026114M).

iv) “Club” means an Incorporated Club responsible for the administration of a baseball Club participating in a League;

v) “Defunct Club” means a Club that has been declared ‘defunct’ by the Association;

vi) “Defunct League” means a League that has been declared ‘defunct’ by the Association because it has not administered a League for ‘three (3) consecutive seasons’;

vii) “League” means a competition comprising Regular Season games and Play-offs between baseball clubs that are members of the Association;

viii) “Recessed Club” means a club that has been declared ‘recessed’ by the Association;

ix) “Recessed League” means a League organised by the Association that has been declared ‘recessed’ by the Association because it has not administered a competition for a period of ‘two (2) consecutive seasons’ after the last competition administered by the Association;

x) “Summer League Committee” means the Competition Administrator appointed by the Association responsible for the development of these Playing Conditions;

xi) “Competition Coordinator” means the person appointed by the Association for the management of the Summer League via the interpretation and implementation of these Playing Conditions;

xii) “Qualifying Rounds” means games played to determine which Division a team will participate in during the Regular Season. For the purpose of Finals qualification, these games will count towards Regular Season games.

xiii) “Regular Season” means games played to determine if a team qualifies for the Play offs

xiv) “Play offs” means games played to determine the winner of the Season

b) In these Playing Conditions a reference to a “Rule of Baseball” shall mean a reference to the “Official Rules of Baseball”.

c) In these Playing Conditions a reference to a “By-Law” shall mean a reference to the By-Laws of the Association.

Part 1 - General Playing Conditions

3) Application of General Playing Conditions

a) The Playing Conditions noted in this Part 1 also apply to all Baseball Victoria Summer League Senior (Part 2), Women’s (Part 3), Masters (Part 4), Junior (Part 5) and Administration (Part 6) competitions without exception or alteration.

4) Competition Scheduling

a) The Competition Coordinator shall determine the fixture for the Regular Season for all Summer League Senior, Women’s, Master’s and Junior competitions.

b) The approved Summer League Fixtures shall be published on the Baseball Victoria Summer League website (www.vicsummerleague.baseball.com.au).

c) The Competition Coordinator may amend the fixture as needed at any time during the Regular Season.

d) If the Competition Coordinator amends the fixture, Baseball Victoria shall publish the amended fixture on the Baseball Victoria Summer League website and notify the Presidents and Secretaries of the affected Clubs as soon as possible. All changes will also be posted to the Baseball Victoria Website as a list of changes and communicated by via the Baseball Victoria Memorandum, provided each Friday (or a day to be determined each week).

5) Season Duration

a) REMOVED FROM COVID SEASON.

6) Christmas/New Year Schedule Blackout

a) The Competition Coordinator shall not fixture Summer League competitions any later in a year than December 23.

b) REMOVED FROM COVID SEASON.

7) Game Start

a) Games shall commence at times stated in the fixture or these Playing Conditions, as relevant, subject to the Umpire being satisfied that the playing field is fit for the playing of the match.

b) To ‘Call’ a game due to the fitness of playing condition, the Umpire must be in attendance at the ground at the scheduled start time.

c) Competition Coordinator may ‘Call’ games prior to the commencement of play due to the fitness of playing conditions or weather.

d) Rule of baseball 4.04 and 4.05 also apply

8) Late Start and Forfeiture

a) Where a team has less than seven players present at the scheduled start time for a game, the commencement of the game shall be deferred for a maximum of ten (10) minutes.

Victorian Summer Baseball League 2020/21 Playing Conditions b) If sufficient players arrive for the team to field seven players within ten minutes from the scheduled start time, play will commence immediately and may continue whenever there are at least seven players. The Umpire shall record the late start and the team that caused the late start on the Match Report Card. The Competition Manager shall impose a “Late Start” fine on the defaulting team, as per Schedule 1. c) If, at ten (10) minutes after the scheduled start time, the defaulting team is unable to field seven (7) players, the opposing team shall be awarded a win for the game by forfeit. The Umpire shall record the win as a forfeit to the opposing team on the Match Report Card awarding a score of 3-0. Competition Coordinator shall impose a “Forfeiture” fine on the defaulting team, as per Schedule 1, and a score of 0-9. d) If neither team is able to field seven players within ten minutes from the scheduled start time, both teams will be awarded a loss and the score of 0-9. The Umpire shall record the losses on the Match Report Card. Competition Coordinator shall impose a “Forfeiture” fine on both teams. The cost of the umpire fees shall be shared between the defaulting teams. e) When a game is forfeited the names of the players in attendance from the defaulting team(s) must be recorded in the Match Report Card. The non-defaulting team must record a minimum of seven players and a maximum of nine, of the players in attendance.

i) Players recorded on the Match Report Card under this Playing Condition may not play in another game in that round, except under the Two Games/One Day Rule as stipulated in these Playing Conditions.

9) Extreme Weather

a) For all games affected by rain, lightning or heat refer to By-Law 24. 10) Rescheduling of Games

a) Regular season games incomplete or not played due to adverse weather, forfeit or other unsuitable playing conditions will not be rescheduled.

b) Playoff games incomplete or not played due to adverse weather may be rescheduled at the discretion of the Competition Coordinator. 11) Melbourne Aces and National Championships

a) From time to time, Baseball Victoria or the Competition Coordinator shall require changes to fixtures to avoid scheduling clashes with the Melbourne Aces or National Championships. Changes shall be advised via the Baseball Victoria Summer League website (www.vicsummerleague.baseball.com.au) as required.

12) Pre-Match Warm-Up

a) Twenty (20) minutes prior to the scheduled start time, the Away team may use the diamond for a maximum of seven (7) minutes.

b) Twelve (12) minutes prior to the scheduled start time, the Home team may use the diamond for a maximum of seven (7) minutes.

c) Five (5) minutes prior to the scheduled start time, the diamond is to be vacated. Coaches from both teams are to meet with the Umpires at home plate to determine ground rules, playing conditions and to exchange team line-ups. 13) Extended line up – up to 12 batters

This Rule does not apply to Division 1 Firsts and Reserves, Division 2 Firsts and Reserves, Division 3 First and Reserves and Women’s Division 1.

a) A team may play with an extended line up to a maximum of 12 players. This number includes the use of a DH as per Playing Conditions, 37 and 55.

b) To invoke Section 13a) all players commencing in the extended line up must be nominated on the line-up card handed to the umpire prior to the commencement of the game.

c) All batters in the extended line up must take their allotted at bat in the batting order as per the line-up card handed to the umpire prior to the commencement of the game.

d) If a player on the extended line up does not take their allotted at bat, he is deemed to have been removed from the game, is removed from the batting line up and can no longer participate in the game. All other subsequent batters will move to the next batting position. No blank will be introduced until the batting order is below 9 batters.

e) If a DH is being used, the Pitcher can bat for himself and take the position in the batting order of a player removed from the game. The former DH can stay in the game and continue to bat in the same position he has occupied in the order. If a team has invoked the extended line up rule, players nominated on the extended line up can change fielding positions at any time during the game. There are no requirements for a player to play in the field at any time during the game.

14) Five Minute Rule

a) If, at the completion of even innings, from the call of “side”, there remains more than five minutes before the scheduled completion time, a further complete innings shall be played.

b) If, at five minutes before the scheduled time of completion, the home team is at bat and is:

i) Ahead - the game ceases immediately.

ii) Tied or behind - the game continues until the winning run is scored or the side is retired. c) If five minutes or less remains at the completion of even innings, the game shall end.

15) Visits to the Pitcher by a Coach or Manager

a) Rule of Baseball 5.10 shall apply to all junior, Senior, Masters and Women’s, regular season and play-off games with the following exception

i) A second trip to the same pitcher in the same inning will cause this pitcher's automatic removal as the pitcher and this player may move to another position on the field

16) Time Wasting

a) Umpires are to take necessary actions to prevent wasting of time and any acts of deliberate time wasting, as defined in Rule of Baseball 7.03. The umpire may choose to “Call” a game in extreme cases and “Forfeit” the offending team. All incidents shall be recorded on the Match Report Card for consideration of action by the Competition Coordinator.

17) Allocation of Play-off Venues

a) The Competition Coordinator shall schedule Play-off games. The scheduling of Play- offs published by the Competition Coordinator is final. b) Higher sections shall be given preference when determining the venue of Play-off games. If a higher section of a club has already been scheduled to play a Play-off game at that club’s venue and a lower section of the same club is scheduled to play a Play-off game on the same day, then: i) If the club has an alternative diamond available that meets the minimum standards set forth in Table 20.1, the Competition Coordinator may schedule the lower section Play-off game on the alternative diamond, otherwise; ii) If the second-ranked team has a diamond available that meets the minimum standards set forth in Table 20.1, the Competition Coordinator may schedule the lower section Play-off game at the second-ranked team’s venue, otherwise; iii) The Play-off game for the lower section shall be scheduled at a neutral venue as determined by the Competition Coordinator.

c) Due to time constraints, only timed Play-off games may be scheduled before a regular season or another Play-off game one after another on the same venue at the discretion of the Competition Coordinator.

18) Dugout Protection

a) All benches/dugouts constructed within a permanent baseball field require protection or screening to protect players from the field of play and weather. Dugout extensions may be used where necessary to provide additional social distancing.

b) Failure to provide dugout protection to this standard may result in forfeiture of any game played at the venue and reported on the match report sheet for referral to the Competition Coordinator.

19) Uniforms

a) Clubs participating in the Summer League may seek written approval from the Competition Coordinator based on a concept design of a uniform prior to manufacture and purchase for all club playing uniforms. Approved uniforms shall be displayed on the Baseball Victoria website www.baseballvictoria.com.au. The items in which a club must seek approval for include:

i) Playing jersey & undershirt/sleeves; and ii) Playing pants, belt and socks; and iii) Playing cap.

b) The Competition Coordinator reserves the right to reject or request changes to colours or design. Clubs must have an alternate uniform jersey to avoid conflict or ‘clash’ with another club’s uniform when playing as the away team. c) Baseball Victoria holds rights over the following areas of team uniforms for the display of competition sponsor logos:

i) The left breast of the team playing jersey (the size of the logo representation will not exceed 60cm sq); and ii) The left sleeve of the team playing jersey (the size of the logo representation will not exceed 120cm sq).

d) Clubs must seek approval of all potential sponsor/s from Baseball Victoria to ensure there are no potential conflicts with competition and/or all of Baseball sponsors. Baseball Victoria will not approve advertising of cigarettes/tobacco, liquor or any company conflicting with any Baseball Victoria sponsor.

e) You may place your approved sponsor logos on the following areas of your team uniform and equipment:

i) The right sleeve of the team playing jersey (the size of the logo representation must not exceed 120cm sq); and ii) An area on the back of the playing jersey, at the top of the Jersey and above the number (the size of the logo representation will not exceed 120cm sq).

f) The following areas of the uniform must be void of all sponsor logos, with exception to the usual manufacturer's marks:

i) The front of the playing jersey (with exception to the Club's name or logo and a number at least half the size as the one on the back); and ii) The playing pants; and iii) The playing cap; and iv) Batting, Catcher's and Coaches' helmets; and v) Catcher's chest plate; and vi) Any other item used during a match.

g) Players and Coaches that participate in games out of uniform will be fined as per Schedule 1.

20) Baseballs

a) For games, Clubs must provide at least four match balls, in good condition, meeting the following requirements: i) meet the specifications defined in Rule of Baseball 3.01, and ii) are white in colour iii) have a premium leather covering iv) Be of the same brand and model

b) Adequate replacement balls must be available to replace lost match balls during a game.

c) The Main Umpire shall adjudge whether the baseballs supplied are of suitable quality and meet the requirements stated in this Playing Condition.

21) Blood Rule / Concussion Policy

a) An Umpire shall immediately direct a player to leave the playing field if the player is bleeding or has blood on any part of the uniform or body. The player’s name and the time that the player is directed to leave the playing field shall be marked in the scorebook.

b) If, ten minutes after the player was directed to leave the field, the player has been unable to stop the bleeding and/or remove or cover the affected uniform area, the

c) Any player with a suspected concussion based on all reasonable concussion tests, based on the Baseball Victoria Concussion Policy. Any player with a suspected concussion can be replaced via the normal substitution manner.

22) Player eligibility – two or more teams from same club in the same Division

a) Clubs are required to nominate a core group of seven (7) players to the Competition Coordinator and nominate which team the core group will play. The core group of seven players and the team in which they play will be classed as “Team A”. The players in the core group will not be allowed to alternate between the teams during the Regular Season and Play-offs (i.e. they can only play for the one team within that grade).

b) For every third and subsequent team a club enters, a further seven (7) core players are required to be submitted to the Competition Coordinator.

c) The remaining players that are not in the core group can alternate between the two teams for the duration of the Regular Season.

d) Play-off eligibility rule for the two teams are as follows:

i) A player may only participate in a playoff game for which team they have played more games for. If there is an equal amount of games played for Team A and Team B, the club may choose the team in which the player participates with for the duration of finals. The player may participate only with the chosen team during the final series and not with any other team in that division.

ii) If both Team A & Team B make the Play-offs, then all players outside the core groups must choose which team they will play in and remain in that team for the remainder of the Play-offs series, as long as they have played enough games to qualify for Play-offs. The core group players may only play for Team A in the Play- offs and must have played enough games to qualify for Play-offs.

iii) If only Team B makes Play-offs, all players can play in Team B, except the players in the Team A core group, and as long as they have played enough games to qualify for Play-offs.

23) Disputes and Protests

a) In the event of any dispute or protest, other than judgement decisions which, in accordance with Rule of Baseball 7.04 cannot be disputed, clubs may appeal to the Competition Coordinator in the following manner;

i) The Manager must lodge a notice of the protest with the Umpire at the time of objection. The Umpire shall be given the opportunity to consider the point of protest raised by the Manager. ii) Should the Manager decide to continue the protest, the Umpire must be advised and the scorers shall endorse both scorebooks with the precise game situation at the time. iii) The Manager of the protesting team shall, at the conclusion of the game, advise the Umpire whether the protest is to be proceeded with and the details of the protest shall be recorded on the Match Report. iv) Details of the protest must be lodged in writing and be in the hands of the Competition Coordinator within forty-eight (48) hours of completion of the game, accompanied by a fifty ($50.00) dollar fee. The protest shall state the reason that the protest is being entered and include, where relevant, reference to the Rules of the Association, Rules of Baseball, By-Laws or Playing Conditions.

b) The Competition Coordinator shall hear the protest as soon as practicable following receipt of a properly made appeal.

c) If the Competition Coordinator considers that the protest is not frivolous, the Competition Coordinator shall return the fifty ($50.00) dollar fee to the protesting club.

d) The Competition Coordinator’s ruling on the protest, including any arrangements for a re-completion of a game, shall be final with no right of appeal so as not to further interrupt the remainder of the competition.

24) Yellow Card Rule

a) This rule may be invoked for offences committed of a minor nature including, but not limited to:

i) Dangerous play; ii) Dissent; iii) Equipment abuse; iv) Minor obscenities; and v) Misconduct.

b) If, in the opinion of the Umpire, an offence has occurred as provided for in this Playing Condition, the Umpire must show a Yellow Card to the offender and both the offender and the team manager must be informed of the nature of the offence. c) A person who receives two Yellow Cards in the same game shall be ejected from the game after the second offence but will not be required to attend a Tribunal hearing. d) At the conclusion of the game, the Umpire is to record the details of the offence that led to the issue of the Yellow Card on the Yellow Card and to be sent in with the Match Card. e) The Competition Coordinator shall maintain a register of Yellow Card offences. This record shall be published on the Baseball Victoria Summer League website www.vicsummerleague.baseaball.com.au.

f) The first and second Yellow Card offences during a competition season shall incur no penalty. g) Any player that incurs a third Yellow Card, and any subsequent Yellow Card, during a season, shall be suspended from participating in the next scheduled game of the competition in which the last Yellow Card was received, as well as all games in other grades and divisions prior to the next scheduled game. h) A person suspended under this Playing Condition will be notified by the Competition Coordinator via their club. i) When a person incurs a Yellow Card suspension in the last game of the Regular Season or a Play-off game, the matter will be referred to the Tribunal. The Tribunal shall determine the timing of the suspension. j) A person may appeal to the Tribunal Chairman against the issue of a Yellow Card. Such appeals are to be lodged in writing, stating the reasons for the appeal and be in the hands of the Competition Coordinator within forty-eight hours of the game in which the Yellow Card was issued and shall be accompanied by a twenty ($20.00) dollar fee. k) If the Tribunal Chairman deems that the appeal is not frivolous, the Tribunal Chairman shall instruct Competition Coordinator to refund the fee. Mere denial of the offence does not constitute grounds for an appeal and will result in the loss of the fee.

l) Upon receiving a properly made appeal, the Tribunal Chairman shall decide if the matter should be referred to the Tribunal for resolution, such decision being final.

m) The Tribunal shall hear an appeal referred under this Playing Condition by convening a hearing with the offender and the Umpire. The Tribunal may determine to:

i) Uphold the appeal, cancel the Yellow Card and advise the Umpire; or ii) Dismiss the appeal and confirm the Yellow Card; or iii) Consider the offence warranted an ejection and impose a penalty; and iv) Decide to retain or return the deposit.

n) Decisions of the Tribunal are final and not subject to further appeal.

25) Ejected Persons a) Any umpire in control of any game played under the auspices of the Summer League and Baseball Victoria is empowered to report any person who, in the umpire’s opinion, engages in conduct detrimental to the best interests of the game of baseball. This includes any practice game to which a BUAV official has been appointed.

b) The ejected persons must leave the playing field immediately and cannot re-enter the playing field while the Umpire is still on the ground. Rule of Baseball 6.04 shall be enforced insofar as they are practicable in the circumstances of that particular game.

c) Ejected persons must not approach the Umpire after being ejected.

d) The reporting umpire and ejected persons shall adhere to the Reported Persons Procedures.

26) Melee Rule

a) Under all circumstances, the Victorian Summer Baseball League (VSBL) will not tolerate the clearing of players and coaches from a bench or position of play to engage in a melee. As such, any player, coach or person that leaves the bench or their designated area to engage in a melee will be penalized an automatic one (1) game suspension for the next sanctioned match for their team. The Tribunal will then meet as per the Reported Person Procedures, to adjudicate on further actions and penalties on individuals who instigate the situation or increase the severity of the situation.

b) b) If a player is granted a one (1) game suspension and believes they are innocent with supporting evidence, may appeal their case on an individual basis to the Tribunal Committee. See Next Page

c) c) If a team participates in more than one (1) melee in the same season, the above penalties will apply for each incident, in addition to losing 0.07% of their win Page | 18

percentage at the conclusion of the season for each additional melee participated in.

27) Zero Tolerance

a) The Summer League and the BUAV will enforce the concept of ‘zero tolerance’ in order to ensure that Coaches and Managers take a proactive role in eliminating Umpire abuse.

b) If, in the Umpire’s opinion, a player: i) Abuses an Umpire; or ii) Displays dissent towards an Umpire; or iii) Argues judgement decisions (e.g. balls and strikes, etc.).

The Umpire may immediately eject the player and the Head Coach/Manager from the game.

c) The ejected player shall adhere to the Reported Persons Procedures. No further penalty shall be imposed on a Head Coach/Manager who is ejected under this rule.

28) Prohibited Substances

a) A person shall be ejected from a game for smoking, consuming an alcoholic beverage or chewing/dipping of tobacco and shall be fined. For the purpose of this Playing Condition, a game is deemed to commence when the umpire enters the playing field in compliance with Rule of Baseball 4.03(e). Any player, coach or umpire who, at or from that time, indulges in any of the activities mentioned in this Playing Condition may be reported for breach of this Playing Condition.

b) An ejected person under this Playing Condition shall comply with the rule of baseball for an ejected person and apart from the mandatory fine and the ejection; no further action will be taken.

c) Costs incurred to clean the mess created by chewing tobacco at Altona will be charged back to clubs.

29) Results - Match Report Card and Phoning of Scores

a) Match Report Cards are the official record for each game played. The card records information including the scores, names of the umpires and players and details of importance.

b) It is the responsibility of the umpire to ensure all details are accurate and complete. Assistance is to be provided by the scorers and the team coaches or managers.

c) The home team must ensure that the match card is received by the Competition Coordinator within 72 hours from the end of the game. The home team will be fined, as per Schedule 1, should the card not be received or be received late.

i) Club Officials must submit the match report with completed MVP votes for all Division 1, Division 2 and Division 3 (first nine), Women’s Division 1 and Division 4 games.

d) The home club must phone the scores from completed games hosted to Competition Coordinator within 1 hour from the end of the game. The home club will be fined, as per Schedule 1, should the scores not be received or are received late. 30) Umpires and Scorers

a) Umpires and Scorers are the appointed officials for the game. It is their responsibility to ensure the game is conducted in a fair manner that complies with all rules and regulations.

b) If no official Umpire is appointed or if the appointed Umpire is late, the HOME team must supply the Plate Umpire and the AWAY team must supply a Base Umpire. The team/s will be fined, as per Schedule 1, should they not provide an umpire.

c) Both teams must supply a scorer, who must be seated together behind the back net. Should a team not provide a scorer or the scorer is late, the offending club will be fined as per Schedule 1.

d) Any breach to this rule must be noted on the Match report sheet prior to being received by the Competition Coordinator.

31) Meetings and Events

a) Baseball Victoria or the Summer League will from time to time require compulsory attendance to meeting and events, including the following but not exclusively:

i) Presidents and Secretaries Meeting(s); ii) Annual Awards Night (once annually when conducted) iii) Annual General Meeting for the Association (once annually electronically) iv) Other meetings as prescribed by the Association.

b) Clubs that do not attend the prescribed meetings and events will be fined as per Schedule 1.

c) For the Annual Awards Night, Baseball Victoria will allocate clubs a number of tickets, as follows, for purchase:

i) Division 1 Clubs (8 tickets); ii) Division 2 Clubs (6 tickets); iii) Division 3 Clubs (4 tickets); iv) Other Clubs (2 tickets).

Part 2 - Senior Playing Conditions

32) Regular Season Competition Structure

a) For Division 1 Firsts and Division 2 Firsts competition, the regular season will consist 16 Games. b) For all other subsequent senior competitions, the regular season will consist of 11 Games. c) Within the guidelines established in 32a and 32b, the number of games fixtured in a given season will be at the discretion of the Pathways and Competition Manager, following a process of consultation involving the Competition Coordinator and the clubs. i) The Competition Coordinator may alter the number of games if required due to extenuating circumstances, but shall be responsible for ensuring the number of games fixtured in the regular season reflects the priorities of consistency from the preceding season and an equal participation experience between Division 1 and Division 2. d) The Division One Firsts regular season fixture shall be based on the participating Clubs being evenly divided into two conferences. The Competition Coordinator shall determine each club’s alignment to a conference by the following method: i) All Clubs located true east of the longitudinal line 145°03'29.9"E, running directly through the Glen Iris Post Office (the geographical population centre of Melbourne), shall be aligned to the East Conference. ii) All Clubs located true west of the longitudinal line 145°03'29.9"E, running directly through the Glen Iris Post Office, shall be aligned to the West Conference. iii) In the event this method does not evenly divide participating Clubs into the two conferences, Clubs located on a longitude closest in proximity to Longitude 145°03'29.9"E shall be realigned until all Clubs are evenly divided between both conferences. e) All other senior competition regular season fixtures shall be based on the participating Clubs being aligned to a single-league competition structure. Note: All geographical locations are sourced from Google maps.

33) Game Start Times

a) Start times for all Regular Season games and Play-offs shall be as published in the fixture. The fixture will be published on the Baseball Victoria Summer League website www.vicsummerleague.baseball.com.au.

34) Game Duration

The duration of Seniors Regular Season games shall be as specified in Table 37 below:

a) A “Legal Game” is when a game: i) Scheduled to be complete after nine (9) innings (with no time limit) completes a minimum of five (5) innings. ii) Scheduled to complete after seven (7) innings (with no time limit) completes a minimum of four (4) innings. iii) Scheduled to complete after nine (9) innings or two (2) hours, whichever comes first, completes a minimum of five (5) innings or sixty-five (65) minutes of play. iv) Scheduled to complete after seven (7) innings or two (2) hours, whichever comes first, completes a minimum of four (4) innings or sixty- five (65) minutes of play. v) Or as set forth in Rule of Baseball 7.01(c). vi) If tied after nine (9) innings, the game may continue only if scheduled time remains.

35) Mercy Rule

a) If a team is leading by ten (10) runs or more after seven (7) completed innings in a game scheduled for nine (9) innings (including games with a time limit), the game shall be ‘Called’.

b) If the home team is or becomes ten (10) or more runs ahead innings in a game scheduled for nine (9) innings (including games with a time limit), the bottom half of the seventh (7th) innings and subsequent innings shall not be played or completed. c) If a team is leading by ten (10) runs or more after five (5) completed innings in a game scheduled for seven (7) innings (including games with a time limit), the game shall be ‘Called.’ d) If the home team is or becomes ten (10) or more runs ahead innings in a game scheduled for seven (7) innings (including games with a time limit), the bottom half of the fifth (5th) innings and subsequent innings shall not be played or completed. e) If a game is ended under this Playing Condition, the game ending provisions of Rules of Baseball 5.08 and 7.01 apply. f) For Division 4 regular season games, the scoring of the seventh run will end the innings: only seven runs may be counted in any innings.

36) Mid-Week Games

a) If tied after nine (9) innings, the game may continue only if scheduled time remains.

b) A Substitute Runner (SR) must be used for the catcher when the catcher reaches base. The SR shall be a bench player and may be a player substituted from the game. The current Designated Hitter (DH) may not be a SR.

c) If the current pitcher bats, a SR must be used for that pitcher upon reaching base.

d) If, after reaching base, the catcher or pitcher is not to continue in that role, the Umpire is to be advised and a SR need not be used.

e) Warm-ups between innings and pitching changes must be prompt and minimal at the Umpire’s direction.

37) Designated Hitters (DH)

a) A designated hitter is available for all Seniors competitions Rule of Baseball 5.11, with the following local amendment:

i) Delete from the third last paragraph the sentence in brackets, “The game

pitcher may only pinch hit for the designated hitter.” and replace with,

“The game pitcher may be substituted to bat or run for any player but the designated hitter rule shall then terminate.”

38) Designated Pitcher Rule (DP)

a) The following Playing Conditions only apply to Seniors Division 1 Reserves, Division 2 Reserves & Division 3 Reserves:

i) A Club must nominate their top two (2) pitchers to the Competition Coordinator. The starting pitchers will be published on the Baseball Victoria Summer League website www.vicsummerleague.baseball.com.au.

ii) Players that Clubs nominate as their DPs must be:

(1) Australian (not a ‘non-national), as per Clause 98);

(2) Under the age of 30 years at 1st January; and

(3) Not considered one of the top two (2) pitchers within the Club.

iii) The DP is required to be the starting pitcher and only pitch in the Reserves game and then must start the Firsts game on the same day in a position other than pitcher. The use of the DP must be declared to the Umpire before the start of the both games.

iv) In the Reserves game, a DH must be used for the DP.

v) If the DP plays in the Reserves game in a position other than as a pitcher, the DP becomes a normal player and may not participate in the Firsts game on the same day except by the provisions of the Two Games/One Day Rule in these Playing Conditions, Clause 42.

vi) Any DP used in the Reserves game shall be marked as “DP” on the Line- up Sheet and the Match Report Card and all pitchers used in the Firsts game shall be marked as “P”. Umpires and Team Managers shall ensure correct recording.

b) Umpires shall administer the DP Playing Conditions in both games on the same day. An Umpire may direct that a DP not to participate in either game if in his or her opinion the player is in contravention of these Playing Conditions, but an Umpire is not expected to exercise authority as to knowledge of the approved pitchers.

c) The penalty for contravention of the DP Playing Conditions is “Forfeiture” of the game in which such contravention took place. The Competition Manager shall impose a “Forfeiture” fine on the offending club, as per Schedule 1. d) Participation in each game shall count as a game played for each section for eligibility for Play-offs.

e) The DP rule is not available for the Play-offs.

f) Clubs must apply in writing to the Competition Coordinator to change their approved pitchers by stating their extenuating circumstances.

39) Two Games/One Day Rule

a) Any player who participates in a Senior Division 1 Reserves, Division 2 Reserves, or Division 3 Reserves game can only participate in the respective division’s Firsts game later that day provided the player does not enter the game prior to the end of the second (2nd) inning, except in the case of the DP, who must start both games. b) Any player who participates in any other grade can participate from any point in a game later that day, including the start, provided the player is participating in a higher grade than the initial grade played in the earlier game. (Example: A Division 1 Fourths player can start in the Division 1 Thirds on the same day, or where all four teams are at the same venue, could start the Division 1 Firsts.) c) A pitcher in the early game cannot then pitch in the late game. d) Participation in each game shall count as a game played for each section for finals eligibility. e) Contravention of this Playing Condition shall result in forfeiture of the second game. The Competition Manager shall impose a “Forfeiture” fine on the offending club as per Schedule 1. f) Participates of one grade cannot participate from any point in a game later that day of the same Division during finals games.

40) Juniors Playing Seniors

a) A junior player is eligible to play seniors once he/she has reached the age of 14 years.

b) A Junior playing in Seniors participates under the rules of that competition except in the following instances:

i) Pitching Rules - The pitching restrictions prescribed in the By-law 18 applies to juniors pitching in all senior competitions.

ii) Pitching and Catching in Same Day – The restrictions prescribed in

By-law 18 applies to juniors who have pitched or caught in a junior game on the same day.

c) Contravention of this Playing Condition shall result in “Forfeiture” of the game. The Competition Coordinator shall impose a “Forfeiture” fine on the offending club as per Schedule 1.

41) Play-offs Eligibility

a) To be eligible to participate in a Play-off series, a player must have competed in ‘a minimum of four (4) senior competition games’ for the club during the Regular Season. All other Divisions must have competed in ‘a minimum of three (3) senior competition games’ for the club during the Regular Season.

b) Games played in Masters, Women’s and Junior competitions are deemed separate competitions for eligibility purposes and are therefore unable to be counted towards finals eligibility in any other competition.

c) The lowest grade that a player can participate in a Play-off series is that grade in which the player has played more than half of their weekend Regular Season games. (i.e. 3 games in the Reserves, 2 in the Thirds and 3 in the Fourths - this player would be eligible for the Thirds - half or more (5 of 8) games have been played in the Thirds or below).

42) Determining Ladder and Play-off Positions

a) All Senior competitions’ ladder and Play-off positions shall be ranked by WIN percentage, as follows:

i) The win percentage of each team is calculated using the equation specified below. Teams are ranked on the ladder in descending order.

Total Wins + Draws ( alf) Win Percentage = Total Games Played ℎ ii) Where two or more teams are equally ranked with the same WIN percentage, the “Head to Head” method will be used to separate them. If this fails to separate the teams, the following method will be used:

iii) Head to Head - Where one team has an advantage in the games won against the others with the same win %, that team will be ranked the highest team.

(1) The fewest runs allowed in the game(s) contested by these teams will gain the highest ranking, and then the remaining

teams will revert to “Head to Head”. If remaining teams are tied then the tiebreaker reverts to the fewest runs allowed in the games contested by those teams method and then back “Head to Head” and so forth.

(2) If teams are still tied, go to the runs allowed by each of the tied teams against the highest ranked team in the competition, then the next highest team and son on. The team with the least runs allowed will be the higher ranking team, and then the remaining teams will revert to “Head to Head”. If remaining teams are still tied, then the tiebreaker reverts to the fewest runs allowed in the games contested by those teams method, then back to “Head to Head” and so forth.

(3) The ranking of the final two teams in the above situation will be determined by the “Head to Head” process.

43) Play-off Series

a) The Play-off series for Seniors Division 1 Firsts will be played over two weeks as follows:

Week 1 Semi Finals: Best of three game series 1st Place Conference 1 vs 2nd Conference 1 1st Place Conference 2 vs the 2nd Place Conference 2 The team which qualifies with the best overall record at the end of the regular season shall be home team for games 1 & 2. The other team which qualifies shall be home team for game 3.

Week 2 Grand Final: Best of three game series the winners of each Semi Final series the team which qualifies with the best overall record at the end of the regular season shall be home team for games 1 & 3. The other team which qualifies shall be home team for game 2.

b) The Play-off series for the Division 2 First will be played over two weeks as follows:

i) Division 1 Firsts and Reserves, Division 2 Firsts and Reserves, Division 3 Firsts and Reserves - Play-off games being 9 innings with no time limit.

ii) All other Divisions Play-off games being 7 innings with no time limit.

44) Grounds and Ground Equipment

a) The host club of all Summer League games is to provide grounds and ground equipment that meets the following minimum requirements:

i) Seniors Division 1, Division 1 Reserves, Division 2 and Division 2 Reserves must meet all requirements stated in the 2017 Rules of Baseball- 1.04, 1.05, 1.06, 1.07, 1.08.

ii) All other Senior Divisions, the following exceptions can be made to 2017 Rules of Baseball – 1.04, 1.05, 1.06, 1.07, 1.08:

(1) The playing area shall be enclosed, if possible. On all grounds that are not enclosed, a net at least 30 feet wide by 9 feet high shall be located directly behind the plate at the distance specified in By-law 12 (Passed Ball Line). Each dugout/bench shall also be fronted by protective netting, covered with a roof where possible and have seating. Lines shall be marked parallel with the respective base lines at the Passed Ball Line distance specified in By-law 12. Other distances must be approved by Baseball Victoria. Conditions to be established by the Managers with the Umpire before the game.

(2) A secured mat covering the front of the pitching mound may be used.

(3) If a home run fence is not provided, home run limits shall be defined by locating witches hats; no discs or metal plates permitted. Home run boundary riders must be supplied. The minimum home run limits are noted within By-law 12. Other distances must be approved by Baseball Victoria. 45) Uniforms

a) Further to the Uniforms Playing Condition 19 in Part 1;

i) All players in Seniors Division 1 Firsts and Division 2 Firsts must wear the registered club uniform in all games. Away teams are to wear alternative ‘clash’ tops should the home team wear the same colour top. ii) In all other senior competitions, at least seven players must wear the registered club uniform and remaining members shall wear attire as near as possible to the registered club uniform.

iii) All deficiencies shall be reported by the Umpires on the Match Report Card.

iv) A pitcher may not bat wearing a jacket but, upon reaching base, may put on their jacket provided it is readily available with the base coach. No other player may wear a jacket whilst playing.

v) At the umpires discretion. Outfielders may wear a jacket while playing during cold weather conditions

b) The Competition Coordinator shall impose a fine or penalty, as per Schedule 1, for a breach of these uniform conditions.

46) Baseball Bats

a) All baseball bats must conform to the Rule of Baseball 3.02. i) For all Senior Mens competitions, wood, wood composite and wood laminate baseball bats shall only be used. Page | 29

47) Number of participants eligible to sit on the bench

a) Rule of Baseball 5.10 applies with the following conditions: i) All teams competing in VSBL competitions shall be restricted to a maximum of 24 participants on the bench during the game (this includes players listed in the starting line-up). (1) Participants include the manager, coaches and players. Excludes bat boy / girl who is 13 years or younger and must wear 2 eared helmet at all times. (2) Executive Officers, Non-Coaching Team Managers, and Trainers may enter the bench area to attend to responsibilities directly related to their role, however must remove themselves from the bench area as soon as their responsibilities are fulfilled. ii) For a participant to be eligible to occupy the bench during a game: (1) The participants name must be included on the official line-up sheet handed to the umpire at the plate meeting prior to the game, and; (2) The participant must be dressed in the uniform of the team he/she is representing, or acceptable attire as outlined in Playing Conditions 45aiii, 63ai, 78ai, & 95ai. b) As Executive Officers, Non-Coaching Team Managers, and Trainers are not permitted to remain permanently on the bench, names of these participants are not required on the official line-up sheet. c) Executive Officers, Non-Coaching Team Managers, and Trainers are not required to wear the team uniform while performing responsibilities on a bench during the game. i) Players not included on the official line-up sheet may be substituted into the game providing: (1) The manager notifies the umpire the substitute is not listed on the line-up sheet. (2) The manager notifies the umpire of a player to be removed from line-up sheet, with that player then required to be removed from the bench area for the remainder of the game, unless subsequently substituted into the game. ii) In the event a participant(s) is found in contravention of this Playing Condition, the umpire shall order the offender(s) from the bench area to the club house. (1) The manager of the offending team shall have the privilege of recalling to the playing field only those players needed for substitution in the game. Page | 30

(2) Non-playing participants removed to the club house may only return to the dugout area to attend to responsibilities directly related to their role during breaks between innings and only after permission is granted by the umpire.

Part 3 - Women’s Playing Conditions

48) Women’s Competition Structure

a) Division 1: A maximum of six (6) teams. i) No team may enter Division 1 without first earning promotion from Division 2, as set forth in Playing Condition 50. b) Division 2: A minimum of five (5) teams. i) Clubs entering a team/teams into the Women’s competition for the first time, or re-entering after a minimum of two (2) years absence from any Summer League competition, may apply to the Competition Coordinator to enter the competition in Division 2. The Competition Coordinator shall have discretion to determine any new team’s ability when considering such and application. c) Division 3: A minimum of four (4) teams.

49) Regular Season Games

a) For Division 1, the regular season will consist of a minimum of 20 games. b) For Division 2, the regular season will consist of a minimum of 18 games and a maximum of 20 games. c) For Division 3, the regular season will consist of a minimum of 16. d) Within the guidelines established in 49a, 49b, and 49c the number of games fixtured in a given season will be at the discretion of the Pathways and Competition Manager, following a process of consultation involving the Competition Coordinator and the clubs. i) The Competition Coordinator may alter the number of games if required due to extenuating circumstances, but shall be responsible for ensuring the number of games fixtured in the regular season reflects the priorities of consistency from the preceding season and a progressive participation experience between Division 1, Division 2 and Division 3.

50) Women’s Promotion and Relegation

a) The following team shall be promoted from Division 2 to Division 1 for the following season:

i) The team that is the winner of the Division 2 Grand Final, or Champion Team. ii) This team will be promoted in place of the team that finished last in Division 1 at the end of the Regular Season, with the last placed team in Division 1 then relegated to Division 2. b) The following team shall be promoted from Division 3 to Division 2 for the following season: i) The team that is the winner of the Division 3 Grand Final, or Champion Team. ii) This team will be promoted in place of the team that finished last in Division 2 at the end of the Regular Season, with the last placed team in Division 2 then relegated to Division 3.

51) Game Start Times

a) Start times for Regular Season games and Play-offs shall be as published in the fixture. The fixture shall be published on the Baseball Victoria Summer League website www.vicsummerleague.baseball.com.au

52) Game Duration

a) The duration of Women’s Regular Season games shall be as specified in the Table below.

b) If the home team is or becomes ten (10) or more runs ahead, the bottom half of the fifth (5th) innings or subsequent innings shall not be played or completed.

54) Seven Run Rule

a) For Women’s Midweek, Division 2 and Division 3 Regular Season games the scoring of the seventh run will end the innings: only seven runs may be counted in any innings.

55) Designated Hitters (DH)

a) A designated hitter is available for Women’s competitions Rule of Baseball 5.11, with the following local amendment:

i) Delete from the third last paragraph the sentence in brackets, “The

game pitcher may only pinch hit for the designated hitter.” And

replace with,

“The game pitcher may be substituted to bat or run for any player but the designated hitter rule shall then terminate.”

56) Women’s Two Games/One Day

a) Any player, who participates in a Women’s Division 2 or Division 3 game may participate from any point in a game later that day, including the start, provided the player is participating in a higher grade than the initial grade player in the earlier game. b) Notwithstanding other restrictions for playing in two games in one day, any player that no longer qualifies for a junior grade below Under 18 that pitches less than 40 pitches (classed as a ‘minor’ assignment) in an early game shall be permitted to also pitch less than 40 pitches in a later game that day. c) A pitcher reaching the maximum limit of a second minor assignment on the same day must be removed from the game once she has completed the batter. However, if the pitcher retires the batter as the third out, the pitcher may take her place as a batter in the next half inning and remain in the game as a defensive player. d) Any player that qualifies for a junior grade below Under 18 that pitches in an early game cannot then pitch in a late game. e) Participation in each game shall count as a game played for each section for finals eligibility. f) Participates of one grade cannot participate from any point in a game later that day of the same Division during finals games. g) Contravention of this Playing Condition shall result in forfeiture of the second game. The Competition Coordinator shall impose a “Forfeiture” fine on the

offending club as per Schedule 1.

57) Interchange Rule Division 1

a) Any players who are replaced at the end of the third innings may return to the game at the end of the fifth innings. The timing of the interchange of a player may not be varied.

b) Division 2 and 3 Competition Procedure “Playing Conditions 16”

c) Contravention of this Playing Condition shall result in forfeiture of the game. Competition Coordinator shall impose a “Forfeiture” fine on the offending club as per Schedule 1.

58) Juniors Playing Seniors

a) A junior female player is eligible to play in the Women’s competition once she has reached the age of 14 years of age to participate in the Division 1 or Division 2 Competition or 13 years of age for Division 3.

b) A Junior playing in the Women’s competition participates under the rules of that competition except in the following instances:

i) Pitching Rules – The pitching restrictions prescribed in By-law 18 applies to juniors pitching in Women’s competition.

ii) Pitching and Catching in Same Day – The restrictions prescribed in By-law 18 applies to juniors who have pitched or caught in a junior game on the same day.

c) Contravention of this Playing Condition shall result in forfeiture of the game. Competition Coordinator shall impose a “Forfeiture” fine on the offending club as per Schedule 1.

59) Play-offs Eligibility

a) To be eligible to participate in a Play-off series, a player must have competed in a minimum of Four (4) Women’s competition games for the club during the Regular season’.

b) Games played in seniors; Masters and Junior competitions are deemed separate competitions for criteria purposes and are therefore unable to be counted towards finals eligibility in any other competition.

c) The lowest grade that a player can participate in a Play-off series is that grade in

which the player has played more than half of their weekend Regular Season games. (i.e. 3 games in the Women’s Division 1, 2 in Division 2 and 3 in the Division 3 - this player would be eligible for the Women’s Division 2 team - half or more (5 of 8) games have been played in Division 2 or below).

60) Determining Ladder and Play-Off Positions

a) All Women’s competitions’ ladder and Play-off positions shall be determined by WIN percentage, as follows:

i) The win percentage of each team is calculated using the equation specified below. Teams are ranked on the ladder in descending order.

ii) Where two or more teams score the same WIN percentage, the “Head to Head” method will be used to separate them. If this fails to separate the teams, the following method will be used:

iii) Head to Head is where one team has an advantage in games won against the teams that they contested during the regular season with the same WIN percentage.

(1) Head to Head - Where one team has an advantage in the games won against the others with the same win %, that team will be ranked the highest team.

(2) The fewest runs allowed in the game(s) contested by these teams will gain the highest ranking, then the remaining teams will revert to “Head to Head”. If remaining teams are tied then the tiebreaker reverts to the fewest runs allowed in the games contested by those teams method and the back “Head to Head” and so forth.

(3) If teams are still tied, go to the runs allowed by each of the tied teams against the highest ranked team in the competition, then the next highest team and son on. The team with the least runs allowed will be the higher ranking team, and then the remaining teams will revert to “Head to Head”. If remaining teams are still tied, then the tiebreaker reverts to the fewest runs allowed in the games contested by those teams method, then back to “Head to Head” Page | 35

and so forth. (4) The ranking of the final two teams in the above situation will be determined by the “Head to Head” process.

61) Play-off Series

The Play-offs for Women’s competitions will be played under the “Page System” over three weeks as follows; Week 1 st nd rd th Semi Finals: 1 vs 2 and 3 vs 4

a) The game duration for Women’s Play-off games shall be as follows:

i) Women Division 1 Play-off games being 7 innings with no time limit.

ii) All other Women’s Divisions Play-off games being 7 innings or 2 hour time limit with 5 minute rule.

62) Grounds and Ground Equipment

a) The host club of all Women’s competition games is to provide grounds and ground equipment that meets the following minimum requirements:

i) All requirements stated in Rules of Baseball 2.01, 2.02, 2.03, and 2.04, with the following exceptions allowed to Rule of Baseball 2.01:

(1) The playing area shall be enclosed, if possible. On all grounds that are not enclosed, a net at least 30 feet wide by 9 feet high shall be located directly behind the plate at the distance specified in By-law 12 (Passed Ball Line). Each dugout/bench shall also be fronted by protective netting, covered with a roof and have seating. Lines shall be marked parallel with the respective base lines at the Passed Ball Line distance specified in By-law 12. Other distances must be approved by Baseball Victoria. Conditions to be established by the Managers with the Umpire before the game.

(2) A secured mat covering the front of the pitching mound may be used.

(3) If a home run fence is not provided, home run limits shall be defined by locating witches hats; no discs or metal plates permitted. The minimum home run limits are noted within the By-laws. Other distances must be approved by Baseball Victoria. 63) Uniforms

a) Further to the Uniforms Playing Condition 19 in Part 1;

i) In Women’s competitions, at least seven players must wear the registered club uniform and remaining members shall wear attire as near as possible to the registered club uniform. ii) All deficiencies shall be reported by the Umpires on the Match Report Card.

iii) A pitcher may bat wearing a jacket and once reaching base may remove or put on their jacket provided it is readily available with the base coach. No other player may wear a jacket whilst playing.

b) The Competition Coordinator shall impose a fine or penalty for a breach of these uniform conditions as per Schedule 1.

64) Baseball Bats

a) All baseball bats must confirm with the Rule of Baseball 3.02.

i) Wood, wood composite, wood laminate and aluminium baseball bats may be used.

Part 4 - Masters Playing Conditions

65) Game Start Times

a) Start times for Masters Regular Season games shall be as specified in the fixture. The fixture shall be published on the Victorian Summer Baseball League website www.vicsummerleague.baseball.com.au.

66) Game Duration

a) The duration of Masters Regular Season games shall be 9 innings or 1¾ hours (i.e. 105 minutes) with 5 minute rule.

b) If tied after nine innings, the game may continue only if scheduled time remains.

c) A “Legal Game” is when a game has been played for a minimum of five (4) innings or sixty-five (65) minutes of play or a regulation game per Rule 7.01.

67) Mercy Rule

a) If a team is leading by ten (10) runs or more after seven (7) completed innings, the game shall be ‘Called’.

b) If the home team is or becomes ten (10) or more runs ahead, the bottom half of the seven (7th) innings or subsequent innings shall not be played or completed.

c) If a game is ended under this Playing Condition, the game ending provisions of Rules of Baseball 5.08 and 7.01 apply.

68) Seven Run Rule

a) For Masters Regular Season games the scoring of the seventh run will end the innings. Only seven runs may be counted in any innings.

69) Interchange Rule

a) Players may be substituted and re-enter provided that the replacement player completed one innings in the field, and one turn at bat if the team is not batting all available players, before being substituted.

70) Unable to field a starting nine

a) Should a team start the game with less than nine (9) players, and have no less than seven (7) players, the team: i) Shall be required to allocate a blank (or blanks) in the line-up where a player is unable to take his place in the line-up, with each blank constituting an out each time a player is unable to take that place in the line-up. ii) May use courtesy fielders to cover a defensive position. Replacement fielders shall not be listed on the line-up sheet and shall not be permitted to take the place of a blank in the line-up.

71) Age Rules

a) To participate in Masters 38 Division 1 and Masters 38 Division 2, a player must be a minimum age of 38 years. b) To participate in Masters 45, a player must be a minimum age of 45 years. i) A maximum of two (2) players per team of a minimum age of 43 shall be permitted to participate in Masters 45. No written permission is needed for these players to participate.

72) Pitching Rules

a) To pitch in Masters 38 Division 1 and Masters 38 Division 2, a player must be Page | 38

a minimum age of 40 years b) There is no minimum age requirement to pitch in Masters 45 c) No player may pitch for more than a total of four (4) innings in any game. One pitch in any innings will constitute an innings pitched.

73) Batting and Base Running Rules

a) Playing Condition 13, the Extended Line-up, applies.

b) A Designated Hitter (DH) is available for Masters competitions Rule of Baseball 5.11, with the following local amendment: “The game pitcher may only pinch hit for the designated hitter.” And replace with , “The game pitcher may be substituted to bat or run for any player but the Designated hitter rule shall then terminate.”

c) The DH will not be eligible for Most Valuable Player votes.

d) A runner who replaces a player who is injured or unable to run will not be permitted to steal bases.

e) A Substitute runner may be used in any game provided the opposing team manager and Umpire are advised before the game.

f) Any substitute runner replacing the Pitcher or Catcher may only steal on the last out.

g) The substitute runner must be the following;

i) The first Substitute runner must be the batter, (or substitute batter), immediately preceding the batter who leads off the inning. ii) The second substitute runner must be the batter, (or substitute batter) preceding the first substitute runner used. iii) The third and subsequent runner must be the batter, (or substitute batter) preceding the second and subsequent runner used.

74) Play-offs Eligibility

a) To be eligible to participate in a Play-off series, a player must have competed in a minimum of four (4) Masters Competition games for the club during the Regular Season.

b) Games played in seniors and Women’s competitions are deemed separate competitions for eligibility purposes and are therefore unable to be counted Page | 39

towards finals eligibility in any other competition.

Part 5 – Junior Playing Conditions

80) Little League Competitions

a) The VSBL acknowledges Baseball Victoria’s position as the peak body in Victoria responsible for appointing a Little League Administrator for the purpose of establishing and administrating Little League competitions compliant with ’s National Development and Retention Pathway.

b) The VSBL endorses all official Little League competitions and recognizes any junior team entered by a VSBL Club competing in a Little League competition as it would any junior team competing directly in a VSBL junior competition.

c) The VSBL notes the official rules set forth by Little League International are the rules under which competitions administrated by Baseball Victoria’s Little League Administrator shall operate.

81) Game Start Times

a) Start times for all Regular Season and Play-off games shall be as published in the fixture. The fixture will be published on the Baseball Victoria Summer League website www.vicsummerleague.baseball.com.au. Table 81 specifies the usual game times.

b) This rule does not apply in Play-off games.

85) Age Qualifications

b) A player is eligible to take part in their respective age grouping provided he/she

c) A maximum of two players per team will be allowed to play in a higher age group than allowed under this Playing Condition. No written permission is needed for these players, however these players are required to meet the minimum age requirement as set out in Table 87.

d) A Club may apply to the Competition Coordinator to play more than two players in a higher age group than allowed under this Playing Condition, such approval shall be granted at the Competition Coordinator discretion.

e) On application from a Club, the Competition Coordinator may permit a player to participate in an age group lower than they would otherwise be eligible to participate in. Such application must include specific reasons for the application.

f) All players playing outside their age group must be identified and have their age stated on the Match Report Card.

g) Failure of a club to comply with this Playing Condition will result in forfeiture of game and imposition of an “Illegal Player” fine by the Competition Coordinator, as per Schedule 1. h) A designated hitter is not available for junior competitions.

86) Junior Pitching and Catching Restrictions

a) The Junior Pitching and Catching Restrictions specified in By-Law 18, as well as those listed below, apply to all Junior Summer League competitions.

b) After a pitching change a maximum of eight warm up pitches or ninety seconds will be allowed.

c) Under no circumstances will any player be allowed to pitch and catch in the same game.

d) Teams found to be breaching this Playing Condition will be deemed to have played an “Illegal Player” and therefore the penalty is loss of the game. The loss will be recorded as a 9-0 loss. The non-offending team shall receive either a 3-0 win or the score of the game at the time of the infringement, whichever score is better.

87) Rule Applicable to Area Centres and Club Leagues

a) In circumstances where a team is unable to field seven (7) players, players may play in another team within that Centre/League. The Competition Administrator of the Centre/League shall determine appropriate arrangements. Games played on assignment shall be counted towards finals eligibility with the player’s usual team. b) Players may be substituted and re-enter provided that the replacement player completed one innings in the field and had one chance to bat (i.e. a plate appearance) before being substituted.

c) Special Playing Conditions may be determined by a Centre/League, for example, use a different type of baseball and coach pitch after a pitcher issues a walk. All such changes must be approved by Baseball Victoria before being used within Centre/League competitions.

c) Should scores be tied at the scheduled finish time in Play-off games only; i) For VSBL State Leagues and VSBL Metro Leagues, play will continue until a result is achieved, or until 12:00pm, or until another time which is determined by the Competition Coordinator.

ii) For Area Centres and Club Leagues, play will continue until a result is achieved, or while light permits, or until another time which is determined by the Competition Coordinator.

90) Play-off Eligibility

a) For a player to be eligible to participate in Play-offs matches, he/she must have played at least three (3) games in that competition.

b) Games played in Seniors and Women’s competitions, and games played in different Junior competitions (e.g. games played in an Area Centre) do not count towards qualification for VSBL State Leagues or VSBL Metro Leagues. These are deemed to be separate competitions for criteria purposes and are therefore unable to be counted towards finals eligibility in any other competition.

c) Players who play in a Club who have more than one team in the same age group or section are only eligible for the team which they have played most games.

d) If a player has played an equal amount of games with more than one team during the Regular Season, the Club must apply in writing to the Competition Manager for permission to play the player in a particular team. Once approved by the Competition Coordinator, the player is eligible to play only in the team indicated in the application.

e) Players who have played in a higher age group will only be eligible for the lower age group Play-off if he/she has played less games in the higher age group than the lower.

91) Umpires

a) During the Regular Season, when Umpires are not appointed by BUAV, the HOME team is to supply a Plate Umpire and the Away team is to supply a Base Umpire.

b) During the Play-offs, where possible, Umpires will be appointed to officiate. Competing Clubs will be advised of Umpire Appointments.

i) If an Umpire is unable to be appointed, then the HOME team is to supply a Plate Umpire and the Away team is to supply a Base Umpire.

ii) If only one Umpire is appointed the HOME team is to supply a Base Umpire.

c) The Centre Manager of an Area Centre or Club League may also appoint Umpires to those competitions.

92) Match Report Cards

a) Match Report Cards are to be completed by the Scorers, then checked and signed to acknowledge accuracy by signing where indicated on the card by the Team Managers and Umpires.

b) Match Report Cards are to be forwarded by the HOME team.

93) Play-off Playing Preparation

a) Clubs hosting any final are to have the field properly marked and defined, benches provided for both teams with front screen protection, scoring table and chairs for both scorers behind the back net, whitened bases and home plate, boundary markets and foul flags/poles.

b) Should this not occur, a report may be made on the Match Report Card and the Competition Coordinator may take action.

94) Grounds, Ground Equipment and Dimensions

a) The host club of all Junior games is to provide grounds and ground equipment that meets the following minimum requirements:

(3) If a home run fence is not provided, home run limits shall be defined by locating witches hats; no discs or metal plates permitted. The minimum home run limits are noted within By- law 12. Home run boundary riders must be supplied. Other distances must be approved by Baseball Victoria.

b) Playing field dimensions specified in Rule of Baseball 2.01 shall be replaced by the distances specified in By-law 12, with the following exception:

i) Area Centres and Club Leagues only shall use the shorter pitching distance specified in each age group.

ii) Other distances must be approved by Baseball Victoria.

95) Uniforms

a) Further to the Uniforms Playing Condition 22 in Part 1;

i) In Junior competitions, at least seven players must wear the registered club uniform and remaining members shall wear attire as near as possible to the registered club uniform.

ii) All deficiencies shall be reported by the Umpires on the Match Report Card.

b) The Competition Coordinator shall impose a fine or penalty for a breach of these uniform conditions as per Schedule 1.

96) Baseball Bats

a) All baseball bats must conform with Rule of Baseball 3.02.

i) For all Under 18 VSBL State League competitions - wood, wood composite and wood laminate baseball bats may only be used.

ii) For all other VSBL State League and VSBL Metro League competitions, Page | 48

Part 6 – Administrative Rules

97) Registration of Players

a) Refer to By Law 25

98) Non-National Players

a) A player will be deemed ‘non-national’ if they are not an Australian Citizen or Permanent Resident or have not continuously resided in Australia for the six months immediately prior to the commencement of the season in which a Club wishes to register them as a player.

b) Baseball Victoria accepts no responsibility for fulfilling any obligations or requirements for the entry of a non-national player into Australia, or any obligations or requirements noted within any contractual agreements between a Club and a non-national player.

c) A Club may only register and play one (1) non-national player in their first nine seniors and one (1) non-national player in their Division 1 first nine Women’s for any season.

d) There is no restriction on the number of non-national players a Club may register and play in any other team for the season of registration. No new Non- National player registrations will be accepted after the 1st of December of each year.

e) A Club wishing to register non-national players for a season must identify the non-national players at the time of registration and nominate the non- national players that is to play in the first nine Seniors and the Division 1 first nine Women’s, as relevant, for the season of registration at the time of registration.

f) The non-national nomination must be received and approved by the Competition Coordinator prior to the player being able to participate in the Summer League competition.

g) A Club may request approval from the Competition Coordinator to change the non-national player nominated to play in the first nine for the season of registration due to injury or other extenuating circumstances.

h) The Competition Coordinator or the office of the Summer League may seek evidence on any player it deems to possibly be a non-national that has not been declared by their Club. The Competition Coordinator or the Summer League may determine the form of this evidence at the time of the request.

i) Junior players who are non-nationals and are eligible to play in the first nine of a Club will not count towards the non-national player limit specified in Page | 49

this Playing Condition if selected by the Club to play in the first nine.

j) Failure of a club to comply with this Playing Condition will result in forfeiture of all games and imposition of an “Illegal Player” fine by Baseball Victoria as per Schedule 1.

k) At the end of a season a Club that has registered non-national players is to submit a statement to the Competition Coordinator advising whether the non- national players fulfilled their contractual obligations to the Club and, where the Club alleges that a player did not fulfil their contractual obligations, provide details of the alleged breaches of their obligations. Such statements will only be used by the Competition Coordinator in considering granting approval for future registration or clearance of that player.

l) All non-national players shall be subject to the clearance provisions set out in these Playing Conditions.

m) A non-national player who has not participated in the Summer League competition for one (1) season, despite being registered by a Club, shall be deemed a free agent if the Club with which that player was registered nominates and registers a different non-national player as the first nine player in any succeeding season. A clearance from the original Club shall not be required for the player who becomes a free agent under this playing condition, should a different Club desire to register the player provided that the Competition Coordinator is satisfied that there was no breach of the player’s contract with the original Club. n) Pitching Restrictions for Women non-national- players must pitch in a maximum of:

i) 12 games during the Regular Season; and ii) 15 innings during the Play-offs.

o) Pitching Restrictions for Division 3 Senior Non-Nationals may only pitch in every second game scheduled during the Regular Season and Play-offs.

99) Clearance Procedures

a) The player wishing to apply for a clearance is responsible for the completion of the Summer League Clearance Form, as published on the Summer League website, and submits it to the Competition Coordinator and the player’s current club.

b) The “Transfer of Players and Coaches” By-law 8 applies.

c) Clubs are not permitted to approach Players regarding a clearance between 1st December and the completion of the Play-offs.

d) The Summer League will not accept clearance forms between 1st December and the end of the Play-offs, unless the form has commenced its process prior to 1st December.

Victorian Summer Baseball League 2019/20 Playing Conditions e) Prior to any clearance application, a Club intending to interview a player about a clearance from the Club where they currently play, or that has been approached by a player from another Club who states intention to be cleared, must send a Letter of Intent to the player’s Club, with a copy being sent to the Competition Coordinator. Such letters must be provided prior to 1st December. f) Once the Letter of Intent has been provided to the player’s Club, the Club may proceed to interview the player. g) Clearances may be granted immediately if the player’s Club has no objection. h) Within 14 days after the Clearance Form has been received by the Competition Manager, the player’s current club must accept or refuse the players clearance request. i) Should the player’s current club refuse the clearance, the current club must

i) invite the player to the next properly constituted committee meeting if the date of refusal on the Summer League Clearance Form is prior to 1st August, or

ii) A properly constituted committee meeting within fourteen days of the date of refusal on the Summer League Clearance Form if the date is after 1st August. j) A clearance may be refused without the player being invited to a meeting if:

i) The player is un-financial. Details of a player's un-financial status shall be furnished with the refused Clearance Form and shall be made available to Competition Coordinator or Summer League on request.

ii) A Letter of Intent in accordance with these Playing Conditions has not been received by the player’s current Club and the Competition Coordinator.

iii) The player is a senior player and is seeking to depart a Division 2 or 3 Club for a Club in a higher Division after the Club had just been relegated in the immediate past season. k) Once the clearance is granted and processed, the Competition Coordinator on receiving the approved Summer League Clearance Form shall register the player on the IMG database and the Approved Clearance List displayed on the Summer League Website. At this time only is the player permitted to participate in the Summer League with the destination club. l) A player whose clearance application has been refused may appeal to the Summer League Committee against refusal. The appeal must be made on the Appeal Page | 51

Application Form as published on the Baseball Victoria website from time to time, and must be accompanied by the refused Clearance Form and be submitted to the Competition Coordinator, for consideration by the Summer League Committee. Reasons for making the appeal must be shown on the Appeal Application Form and must be relevant to matter discussed at the meeting with the player. The Summer League Committee shall hear any such appeals, as per Appendix H.

m) A player shall be allowed two (2) appeals against the refusal of a clearance in any one (1) season providing that, in the judgment of the Chairman of the Summer League Committee, the reasons for requesting the second appeal are significantly different from the reasons on which the first appeal was based.

n) Any player who is not under suspension or disqualified by The Summer League who has not participated in a Baseball Victoria Summer League competition or been a registered member of a club for four (4) years, shall be deemed to be a free agent and may register with any club.

100) Permit Procedures

a) The “Transfer of Players and Coaches” By-law 8 applies.

b) The “Clearance Procedures” Playing Condition 101 applies.

c) A player or coach wishing to apply for a Permit is to complete the Summer League Permit Form, as published on the Summer League website from time to time and submit the form to Competition Coordinator.

d) Women’s and Masters players can play for separate clubs in the Seniors, and Masters competitions without the need of Permits or Clearances, however the player must be registered at each club, as per Playing Condition 99. (For example, a player plays in a senior’s competition with Club A, and is registered to also play Masters for Club B).

e) Any Senior player shall have the ability to apply to play a maximum of five (5) games in any one season with another Club other than the Club with which the player is registered, provided that; i) The Permit form is completed in the prescribed manner;

ii) The games shall be played only in the Seniors First nine;

iii) A Club may only be able to host a maximum of two (2) players under permit in its first nine;

iv) The permit does not extend beyond 1st December;

v) There shall be no right to appeal a refused permit application.

f) Any Junior player, or person wishing to coach, must apply for a permit to play/coach for a maximum of one (1) season with another Club other than the Club with which the player is registered, provided that;

i) The Club the player is registered with does not have a team in the competition (not division or grade) in which the player is seeking a permit to play (e.g. a U14 player is registered at a club that does not enter a team into an U14 competition can apply for a permit to play for a club that does enter an U14 team); ii) The player shall only play in the competition in which the permit stipulates (e.g. a junior player can only play in the Junior competition for the club which they have the endorsed permit); and iii) The Permit form must be completed in the prescribed manner.

g) Interstate Permits for players or coaches do not apply in Victoria and will not be approved by the Competition Coordinator.

h) A player participating in contravention to this Playing Condition shall be deemed an “Illegal Player” and penalised by the Competition Coordinator by a fine and loss of the games which the player participated when breaking this condition.

101) Coaching Permits

a) From time to time, a person registered with a club may desire to coach a team at another club. In these cases, the person shall comply with the Permits Procedures Playing Condition 100.

102) Senior and Junior Team Requirements

a) The Summer League competition shall where possible consist of at least the following:

i) Division 1: 12 Clubs ii) Division 2: up to 14 Clubs iii) Subsequent Divisions are drawn as required.

b) The eligibility criteria for a Club to play in a Division of the Summer League competition are specified in Table 102. (Review process in place.)

c) For criteria purposes, a team will only be considered valid once it has participated in, or was available to participate in, 75 per cent of its scheduled regular season games.

d) For criteria purposes, teams participating in Little League Minor, Major, and Junior competitions will be counted first and Little League Divisional, VSBL State League teams, and VSBL Metro League teams only counted if the Club does not have a Little League Charter team in an age group. This will eliminate players being counted twice.

e) In all Divisions, 10 tee-ballers and every subsequent additional 10 tee- ballers, who are registered and insured with a Club and are playing in an Aussie T-Ball program, or other sanctioned structured program approved by the Competition Manager prior to commencing, can be counted as one junior criteria team.

f) To be eligible for promotion, a club must have satisfied both of the relevant senior and junior criteria for at least one year prior to promotion.

g) Notwithstanding any other promotion and relegations rules, any club not fulfilling its senior or junior team requirements at the date of assessment will be

afforded a probationary period of 12 months to rectify the non- compliance.

i) Should the club show no positive growth in its participation numbers (defined specifically as an increase of one or more registered teams) during this probationary period, the club shall be relegated at season’s end to the highest division in which it qualifies, based on junior and senior team numbers.

ii) Should a club in this initial probationary period show positive growth in its participation numbers (defined specifically as an increase of one or more registered teams), the club will be afforded a second probationary period of 12 months. Should a club not reach the junior or senior team requirements after this second probationary period, the club shall be relegated at season’s end to the highest division in which it qualifies, based on junior and senior team numbers.

iii) Any probationary period ends when the Club is assessed as meeting the required criteria for its current division.

103) Seniors Promotion & Relegation

SECTION 103 for the COVID 2020/2021 Season will be frozen. Promotion and Relegation will be reconsidered at the end of the season, in accordance with these Guidelines.

a) Provided a Club satisfies the requirements specified in this Playing Condition, the following Seniors teams will be promoted from Division 2 into Division 1 and from Division 3 into Division 2:

i) The Firsts are the Minor Premier at the end of the Regular Season, or

ii) The Firsts are winner of the Grand Final or Champion Team.

(1) In the case that Minor Premier and the Champion Team is the same team, then provided the Club satisfies the requirements specified in the ‘Senior and Junior Team Requirement’ as set out in Playing Condition 102, the other team in the Grand Final will be promoted.

(2) If a team due to be promoted does not comply with the requirements specified in the ‘Senior and Junior Team Requirements Playing Conditions 102, no other team shall take its place.

b) Where two teams are eligible to be promoted from Division 2 into Division 1, and Division 3 into Division 2, then the bottom two teams of the overall standings (regardless of conference) will be relegated from Division 1 into Division 2 and from Division 2 into Division 3.

c) Where only one team is eligible to be promoted from Division 2 into Division 1 and from Division 3 into Division 2, then the bottom team will be relegated from Division 1 into Division 2 and Division 2 into Division 3.

104) Statistical Information

a) Official Club Scorers must photocopy and complete player/pitcher statistics for Division 1 and Division 2 (first nine only) and Division 1 Women’s and forward these to the Competition Coordinator.

b) The Victorian Summer Baseball League Statistics Form is available on the League website www.vicsummerleague.baseball.com.au and must be signed by both scorers prior to submission.

105) Baseball Victoria and ABF Sanctioning

a) Where required by the Baseball Australia Sanctioning Policy, as published on the Baseball Australia website www.baseball.com.au from time to time, Clubs must seek sanction from Baseball Victoria or the Baseball Australia, as appropriate, prior to conducting an activity, event or tour, or engaging a non-national Player.

106) Green Shirt Program

a) The aim of the green shirt program is to make all beginner/inexperienced officials easily recognizable to all players and spectators with the objective being that people will identify that these officials are ‘learners’.

b) The program has been successfully implemented in other sports and states. The program found that the abuse received by inexperienced officials was reduced and contributed to a greater retention of ‘inexperienced’ officials, officiating at grass roots level of sport.

c) Newly trained officials in baseball will be provided a fluorescent green official’s shirt. Baseball Umpires Association Victoria will provide mentoring and support to the new officials and promote awareness of the program and its aims to members. Schedule 1 - Fines

1) Introduction a) Charter Baseball is a program of service to the children of today. It is geared to provide an outlet of healthy activity and training under good leadership in an atmosphere of community participation. It is designed to inspire them with goals and enrich their lives towards the day when they take their place in the world. It will establish the values of teamwork, sportsmanship and fair play. Those entrusted with the administration and delivery of Charter Baseball need to instill these ethics, along with encouraging a love for the sport and a drive to increase the participation. These are the primary goals we all need to achieve.

Baseball Victoria acknowledges this is a different season due to the ongoing ramifications of the COVID-19 global pandemic. Additional update to Playing Conditions and Rule may be required. Additional polices are in place to deal with COVID-19 specific scenarios.

2) Governance

a) Pursuant to the By-Laws, the LLDA may make supplementary conditions for the conduct of the competition (Playing Conditions).

b) These playing conditions shall apply to all regular season (including finals) of the following Charter competitions:

* the VSBL U16 & U18 competitions are governed by the VSBL playing conditions and rules

c) Unless otherwise stated in these playing conditions, the Little League Official Regulations, Playing Rules and Operating Policies (2020 Edition) will prevail.

d) By-laws may be amended from time to time by the Board of Directors of Baseball Victoria pursuant to the constitution of the Association (Rules).

e) The Little League District Administrator (LLDA), through the Competition Manager, shall be charged with enforcing these Playing Conditions.

3) Interpretation

a) In these Playing Conditions a reference to a “Rule of Baseball” shall mean a reference to the Little League Rulebook (2020 Edition) (also referred to as the Green Book) www.littleleague.org/rules

b) In these playing conditions a reference to a “By-Law” shall mean a reference to the By-Laws of Baseball Victoria

c) In these Playing Conditions, unless contrary intention appears:

i) “Association” means Baseball Victoria Incorporated (ABN 78 603 120 057);

ii) “Board” means the Board of Directors of the Association;

iii) “BUAV” means Baseball Umpires Association of Victoria Incorporated.

iv) “By-Laws” means the by-laws made by the Board and Association.

v) “Charter” means a grouping of clubs in close proximity to one another as determined by the Association.

vi) “Club” means an Incorporated Club responsible for the administration of a Baseball Club participating in a league.

vii) “Competition Manager” means the person appointed by the Association for the management of the Little League via the interpretation and implementation of these Playing Conditions;

viii) “Defunct Club” means a Club that has been declared ‘defunct’ by the Association;

ix) “Defunct League” means a League that has been declared ‘defunct’ by the Association because it has not administered a League for ‘three (3) consecutive seasons’;

x) “Division” means the age group within the league as defined by the league age of participants

xi) “League” means a competition comprising Regular Season games and Play- offs between baseball clubs that are members of the Association;

xii) “Little League District Administrator” “LLDA” means the Competition Administrator appointed by the Association responsible for the

development of these Playing Conditions;

xiii) “Little League Umpire Representative” means the BUAV Accredited Umpire appointed by the BUAV to assist the Association in the operation of the Charter Season;

xiv) “LLI” means Little League International;

xii) “Official Rules of Baseball” means the Little League Baseball 2019 Official Regulations, Playing Rules and Operating Policies.

xiii) “Recessed Club” means a club that has been declared ‘recessed’ by the Association;

xiv) “Recessed League” means a League organised by the Association that has been declared ‘recessed’ by the Association because it has not administered a competition for a period of ‘two (2) consecutive seasons’ after the last competition administered by the Association;

xvi) “Regular Season” means games played to determine if a team qualifies for the Play offs.

xvii) “Play offs” means games played to determine the winner of the Season.

xviii) “Season” means the Regular Season and the Play offs.

Part 1 - Administration

4) Charter Regulations

a) Each club shall be allocated to a Charter annually by the LLDA. Allocation will be based on team nominations entered by clubs. Consideration will be given to LLI Charter formation rules, location and size of clubs and the ramification on surrounding Charters.

b) Subject to paragraph (c), Charters for Intermediate, Junior & Senior League shall be identical in alignment to Little League Charters.

c) Should a club with Intermediate, Junior and/or Senior League teams not have Little League teams then such club will be allocated to a Charter by the LLDA.

d) Each Club will be required to nominate one representative person to be the key contact with the Association and clubs regarding all Charter matters.

e) Each Charter will be limited to a maximum of 30 teams in each division.

i) When a League within a charter achieves more than ten (10) teams, that Charter is required to enter two (2) Charter Representative Teams to be eligible for International Tournament play

ii) When a League within a charter achieves more than twenty (20) teams, that Charter is required to enter three (3) Charter Representative Teams to be eligible for International Tournament play

f) Each Charter League must play a minimum of twelve (12) games per team per Regular Season (exclusive of Play Offs) to be eligible to participate in the State Championships. NOTE this is being considered for COVID Season as part of dispensation from the Little League International.

g) For a player to be eligible to participate in a Charter Representative team at the State Championship, a player is required to participate in at least 60% of Charter Competition games for the league division,

5) Team Nomination and Competition Scheduling

a) As per 4.a) each club via the charter committee must nominate teams annually by notification to the LLDA.

b) Baseball Victoria shall determine the schedule for the Regular Season for all Little League Major, Intermediate League and Junior League Competitions.

c) Little League Minor schedule will be completed by the charter committee and submitted to the Association for approval and publishing.

d) The approved schedule shall be published on the Baseball Victoria website; www.baseballvictoria.com.au

e) Baseball Victoria may amend the fixture as needed at any time during the Regular Season.

f) If the Competition Manager amends the fixture, Baseball Victoria shall publish the amended schedule on the Baseball Victoria website; www.baseballvictoria.com.au and notify the Presidents and Secretaries of the charter and of the clubs affected as soon as possible.

6) Registration of Players

a) Players not registered in accordance with these Playing Conditions are deemed not to be registered or insured and cannot take part in any Little League Divisions.

b) Clubs that play an unregistered player in a Little League sanctioned competition risk loss of competition points and a fine in accordance with Schedule 1 of these Playing Conditions. c) Players must register as follows: i) Clubs will advise players of the link to register, once registrations open for the season ii) Players are to complete their registration using the Baseball Victoria online registration system, currently SportsTG iii) Players will be registered by League age and will be eligible to play in the respective division as per table 2.b) d) Clubs are to regularly review their active player list to ensure that it is accurate. e) All Baseball Victoria registered players remain bound by the rules of Baseball Victoria, including these playing conditions, Baseball Victoria By-laws, policies and procedures and Codes of Conduct. f) To be eligible to participate in State Championships, all players must be playing in the division they are eligible and wish to participate in (i.e. a player wishing to participate in the Junior League State Championships must be playing and meet the eligibility requirements for Junior League State). g) Players playing in the Little League Minor competition are not eligible for All Star Selection.

7) Clearance Procedures

a) Any player wishing to apply for a clearance is responsible for the completion of the Baseball Victoria Clearance Form, as published on the Baseball Victoria website, and submitting it to the Baseball Victoria and the player’s current club.

b) By-Law 8 “Transfer of Players and Coaches” applies to these Playing Conditions.

8) Transfer of Players and Coaches

a) Any player and any coach registered with the Association shall have the right to transfer from one Club to another within Victoria or an Interstate Club.

b) The Competition Administrator shall establish transfer policies and procedures in the Playing Conditions which will be binding on all players and coaches who participate as players or coaches in the relevant League.

c) The transfer policies and procedures shall provide that:

i) The Club whom the players or coach is a member of, and from whom the player or coach wishes to transfer, may refuse the transfer at its direction;

ii) Transfer may be automatically refused if the correct transfer process, as determined by the Competition Administrator, has not been followed, or the player or coach owes a financial

debt to the Club;

iii) Interstate player and coach transfers must be endorsed by the Chief Executive Officer of the Association, or nominee;

iv) If a player or coach whose transfer application has been refused is aggrieved by the decision of the Club, they shall in the first instance appeal the decision to the Competition Administrator;

v) Should the player or coach be unsatisfied with the process used by the Competition Administrator, or have new information, the player or coach can then apply to the Association to hear a second appeal. Such appeals will be dealt with in accordance with the Grievance Procedure set out at Clause 46 of the Rules as if the parties to the grievance were Members of the Association;

vi) The transfer of a player or coach who is a member of a Club that is declared as a Recessed Club may only be refused by the Club if the player or coach owes a financial debt to the Club;

vii) The transfer of a player or coach who is a member of a Club that is associated with a Competition that is declared a Recessed League may only be refused if the player or coach owes a financial debt to the Competition Administrator; and

viii) Any player who is a member of a Club that is declared a Defunct Club or is associated with a Competition that is declared a Defunct League shall be immediately eligible to register with another Club as a new player.

c) Clubs are not permitted to approach Players regarding a clearance between 20 January 2021 and the completion of the Play-offs.

d) Baseball Victoria will not accept clearance forms between 20 January 2021 and the end of the Play-offs, unless the form has commenced its process prior to 20 January 2021.

e) Prior to any clearance application, a club intending to interview a player about a clearance from the club where they currently play, or that has been approached by a player from another club who states their intention to be cleared, must send a Letter of Intent to the player’s club and provide a copy to the Competition Manager. Such letters must be provided prior to 20 January 2021.

f) Once the Letter of Intent has been provided to the player’s club, the club may proceed to interview the player.

g) Clearances may be granted immediately if the player’s club has no objection.

h) Within 14 days of the receipt of the Clearance Form by Baseball Victoria, the player’s current club must accept or refuse the players clearance request.

i) Should the player’s current club refuse the clearance, the current club must invite the player to:

i) the next properly constituted committee meeting if the date of refusal on

the Baseball Victoria Clearance Form is prior to 1 November 2020, or

ii) a properly constituted committee meeting within fourteen days of the date of refusal on the Baseball Victoria Clearance Form if the date is after 1 November 2020.

j) A clearance may be refused without the player being invited to a meeting if:

i) The player is un-financial. Details of a player's un-financial status shall be furnished with the refused Clearance Form and shall be made available to Competition Manager or Baseball Victoria on request.

ii) A Letter of Intent in accordance with these Playing Conditions has not been received by the player’s current club and the Competition Manager.

k) Once the clearance is granted and processed, the Competition Manager on receiving the approved Baseball Victoria Clearance Form shall register the player on the destination club’s SportsTG database and the Approved Clearance List displayed on the VSBL Website. Only after this has been completed is the player permitted to participate with the destination club.

l) A player whose clearance application has been refused may appeal to the LLDA against the decision to refuse. The appeal must be made on the Appeal Application Form as published on the Baseball Victoria website from time to time and must be accompanied by the refused Clearance Form and be submitted to the Competition Manager, for consideration by the LLDA. Reasons for making the appeal must be shown on the Appeal Application Form and must be relevant to the matters discussed at the meeting with the player. The LLDA shall hear any such appeals in accordance with Appendix H.

m) A player shall be allowed two (2) appeals against the refusal of a clearance in any Season provided that, in the judgment of the LLDA, the reasons for requesting the second appeal are significantly different from the reasons on which the first appeal was based.

n) Any player who is not under suspension or disqualified by Baseball Victoria who has not participated in a Baseball Victoria Charter competition or been a registered member of a club for four (4) years, shall be deemed to be a free agent and may register with any club.

8) Permit Procedures

a) By-Law 8 “Transfer of Players and Coaches” applies to these Playing Conditions. (referred in 7.b)

b) A player will only be permitted to a club within the charter to which their

registered club is aligned.

c) A player or coach wishing to apply for a Permit is to complete the Baseball Victoria Permit Form, as published on the VSBL website from time to time and submit the form to Competition Manager.

d) Any Junior player, or person wishing to coach, must apply for a permit to play/coach for a maximum of one (1) season with another Club other than the Club with which the player is registered, provided that:

i) the club the player is registered with does not have a team in the competition (in the relevant division or grade) in which the player is seeking a permit to play (e.g. Junior League player is registered at a club that does not enter a team into an Junior League competition can apply for a permit to play for a club that does enter an Junior League team); ii) the player shall only play in the competition in which the permit stipulates (e.g. a junior player can only play in the Junior competition for the club which they have the endorsed permit); and iii) the Permit Form must be completed in the prescribed manner.

e) Interstate permits for players or coaches do not apply in Victoria and will not be approved by the Competition Manager.

f) A player participating in contravention of this Playing Condition shall be deemed an “Illegal Player” and penalized by the Competition Manager by a fine in accordance with Schedule 1 of these Playing Conditions and loss of the games in which the player participated in contravention of this condition.

9) Coaching Permits

a) From time to time, a person registered with a club may desire to coach a team at another club. In these cases, the person shall comply with Playing Condition 8.

10) Uniforms

a) Clubs participating in the Little League Competitions must seek written approval from Baseball Victoria based on a concept design of a uniform prior to manufacture and purchase for all club playing uniforms. Approved uniforms shall be displayed on the VSBL website www.vicsummerleague.baseball.com.au

The items in which a club must seek approval include:

i) Playing jersey & undershirt/sleeves; and

ii) Playing pants, belt and socks; and

iii) Playing cap.

b) Baseball Victoria reserves the right to reject or request changes to colours or design. Clubs must have an alternate uniform jersey to avoid conflict or 'clash' with another club's uniform when playing as the away team.

c) Baseball Victoria holds rights over the following areas of team uniforms for the display of competition sponsor logos:

i) The left breast of the team playing jersey (the size of the logo representation will not exceed 60cm sq); and

ii) The left sleeve of the team playing jersey (the size of the logo representation will not exceed 120cm sq).

iii) Clubs must seek approval of all potential sponsor/s from Baseball Victoria to ensure there are no potential conflicts with competition and/or Baseball sponsors. Baseball Victoria will not approve advertising of cigarettes/tobacco, liquor or any company conflicting with any Baseball Victoria sponsor.

d) You may place your approved sponsor logos on the following areas of your team uniform and equipment:

i) The right sleeve of the team playing jersey (the size of the logo representation must not exceed 120cm sq); and

ii) An area on the top of the playing jersey, at the top of the jersey and above the number (the size of the logo representation will not exceed 120cm sq).

e) The following areas of the uniform must be void of all sponsor logos, with exception to the usual manufacturer's marks:

i) The front of the playing jersey (with exception to the Club's name or logo and a number at least half the size as the one on the back); and ii) The playing pants; and iii) The playing cap; and iv) Batting, Catcher's and Coaches' helmets; and v) Catcher's chest plate; and vi) Any other item used during a match.

f) Players and Coaches that participate in games out of uniform will be fined in accordance with Schedule 1.

Part 2 – General Playing Conditions

11) Season Duration

a) The Little League Regular Season fixture will commence no earlier than the first weekend of October.

b) The Little League Playoffs will conclude no later than the last weekend of March.

12) Christmas/New Year Schedule Blackout

a) Baseball Victoria shall not fixture Little League competitions any later in a calendar year than December 23.

b) Baseball Victoria shall not fixture Little League competitions any earlier in a calendar year than January 10.

13) Game Start

a) Games shall commence at times stated in the fixture or these Playing Conditions, as relevant, subject to the Umpire being satisfied that the playing field is fit for the playing of the match.

b) To ‘Call’ a game due to the fitness of playing condition, the Umpire must be in attendance at the ground at the scheduled start time.

c) The Charter Committee or the LLDA may ‘Call’ games prior to the commencement of play due to the fitness of playing conditions or weather.

14) Late Start and Forfeiture

a) Where a team has less than seven players present at the scheduled start time for a game, the commencement of the game shall be deferred for a maximum of ten (10) minutes.

b) If enough players arrive for the team to field seven players within ten minutes from the scheduled start time, play will commence immediately and may continue whilst there are at least seven players. The Umpire shall record the late start and the team that caused the late start on the Match Report Sheet. The Competition Manager shall impose a “Late Start” fine on the defaulting team in accordance with Schedule 1.

c) If, at ten (10) minutes after the scheduled start time, the defaulting team is unable to field seven (7) players, the opposing team shall be awarded a win for the game by forfeit. The umpire shall record the win as a forfeit to the opposing team on the Match Report sheet awarding a score of 3-0. Baseball Victoria shall impose a “Forfeiture” fine on the defaulting team in accordance with Schedule

1, and a score of 0-9.

d) If neither team can field seven players within ten minutes from the scheduled start time, both teams will be awarded a loss and the score of 0-9. The umpire shall record the losses on the Match Report Sheet. The Competition Manager shall impose a “Forfeiture” fine on both teams in accordance with Schedule 1. The cost of the umpire fees shall be shared between the defaulting teams. i) When a game is forfeited, the names of the players in attendance from the defaulting team(s) must be recorded in the Match Report Sheet. The non- defaulting team must record a minimum of seven players and a maximum of nine, of the players in attendance.

ii) Players recorded on the Match Report Sheet under this Playing Condition may not play in another game in that round, except under the Two Games/One Day Rule as stipulated in these Playing Conditions.

15) Extreme Weather

a) For all games affected by rain, lighting or heat refer to By-Law 24.

24) Extreme Weather

If there is an adverse weather forecast (lightning, wet weather or extreme heat) for the scheduled playing day:

i) In advance, Competition Manager may consider a full or partial cancellation (i.e. Competition Manager may choose to cancel some or all divisions) in advance and where applicable will seek necessary guidance from the Victorian Director or Umpiring, Bureau of Meteorology and/or selected medical and legal practitioners. Should this occur, all clubs will be notified via email or text message to Club Secretaries and the competition website.

ii) On Game Day, if Competition manager has not made a decision in advance or advised for players to attend for play, decisions regarding play shall be in the hands of the home Club secretary (or his/her nominee – as per Rule of Baseball 3.10 (a)).

iii) During a Game, once the game has commenced, decisions will then be made by the umpires.

Heat Affected Games

a) It shall be the responsibility of the home Club Secretary (or his/her nominee) to monitor on a half-hourly basis, current temperatures via the Bureau of Meteorology website weather information line. Should the current temperature reach 38° Celsius for seniors, Women and Masters competitions (34° Celsius for junior competitions), play shall be suspended immediately. The temperature shall be monitored during this time every 15 minutes. Play shall not resume until the temperature falls below 38° Celsius (or 34° Celsius for junior competitions).

i) Junior players participating in any senior competition shall be subject to the conditions of that competition.

b) By viewing the Bureau of Meteorology website (http://www.bom.gov.au/vic/forecasts/melbourne.shtml), the following areas are stated.

Games played at the home of a listed club are to adhere to temperature the nominated area:

i) Melbourne (Fitzroy, Malvern, Melbourne, Ormond/Glenhuntly, Port Melbourne, St Kilda) ii) (Geelong) iii) Yarra Glen (Croydon) iv) Frankston (Carrum Downs, Bonbeach, Chelsea) v) Essendon Airport (Essendon, NW Titans, North Coburg Rebels) vi) Moorabbin Airport (Cheltenham, Moorabbin, Sandringham, Springvale, Monash University) vii) Ferny Creek (Upwey FTG) viii) Cranbourne (Berwick, Pakenham) ix) Laverton (Sunshine, Newport, Footscray, Williamstown &Werribee) x) Scoresby (Blackburn, Heathmont, Mulgrave & Waverley) xi) Viewbank (Doncaster, Research Lower Plenty & Preston)

c) For Regional areas, a check of weather conditions should be conducted via the Bureau of Meteorology website through the “Latest Weather Observations for Victoria” page (http://www.bom.gov.au/vic/observations/vicall.shtml).

d) Notwithstanding the above, the umpire/s shall have the powers to abandon or suspend play at any time at their discretion.

e) No person is forced by Baseball Victoria to participate in any match and Clubs shall place no pressure on any participant if he/she considers withdrawing from any part of a match for health reasons.

Rain Affected Games

a) If the Umpire considers that play is unsafe due to rain, the Umpire shall stop play immediately.

b) Should the Umpire consider that there is a reasonable expectation that the rain will ease to the point that play is safe within sufficient time to achieve a Legal Game, the Umpire is to suspend play and periodically assess the conditions. If the Umpire determines it is safe to do so, play will resume.

c) Should the Umpire consider that there is not a reasonable expectation that the rain will ease within sufficient time to achieve a Legal Game, the Umpire is to ‘Call’ the game.

d) If a game is called under this Playing Condition, the game shall be deemed to be a no game.

Lightning

a) Those associated with Baseball Victoria and its activities should note that the risk of injury from lightning is real, especially for people playing outdoor sports such as baseball.

b) On game day, the Umpires have the responsibility to decide when it is safe to play baseball, giving consideration to the risk of injury from lightning.

c) During practice, the Club Coach is responsible for deciding when it is safe to be practicing. In the absence of the Club Coach, the highest ranking present member of the Club Committee is responsible.

d) Players, officials and guests must take shelter in the club rooms or their cars while play is suspended. The dugouts do not provide appropriate protection.

e) Play must not be resumed until it is safe to do in the opinion of the Umpires (on game day) or

the Club Coach (during practice).

f) Delays to play caused by lightning risk will be considered to be a weather delay in deciding the outcome of a game.

Rescheduling of Games

a) Games incomplete or not played due to adverse weather, forfeit or other unsuitable playing conditions shall not be rescheduled.

16) Rescheduling of Games

a) Games that are not played or forfeit due to adverse weather or other unsuitable playing conditions shall not be rescheduled

b) Games that are called before becoming a regulation game shall be considered completed as per the score at the point of even innings. Rules 4.10(d), 4.11(e) and 4.12 are not applicable for regular season competition. There will be no suspended games.

4.10(d): If a game is called before it has become a regulation game, it shall be resumed exactly where it left off.

4.11(e): A regulation game that is tied after four [Intermediate (50-70) Division/Junior/ Senior League: five] or more completed innings and halted by the umpire, shall be resumed from the exact point that play was halted. The game shall continue in accordance with Rule 4.10(a) and 4.10(b).

NOTE: When a TIE game is halted, the pitcher of record may continue pitching in the same game on any subsequent date provided said pitcher has observed the required days of rest for his/her particular age group. For scorekeeping purposes, it shall be considered the same game, and all batting, fielding, and pitching records will count.

4.12: TIE games halted due to weather, curfew, or light failure shall be resumed from the exact point at which they were halted in the original game. It can be completed preceding the next scheduled game between the same teams. A player may not pitch in more than one game in a day. (EXCEPTION: Junior and Senior League: If a pitcher reaches 30 pitches while facing a batter in the first game, the pitcher may continue to pitch, and maintain their eligibility to pitch in the second game on that day, until any one of the following conditions occurs: (1) that batter reaches base; (2) that batter is retired; or (3) the third out is made to complete the half-inning or the game. The pitcher would be allowed to pitch in a second game provided that pitcher is moved, removed, or the game is completed before delivering a pitch to another batter. If a player delivers 31 or more pitches in the first game, and is not covered under the threshold exception, the player may not pitch in the second game that day).

17) Melbourne Aces and National Championships

a) From time to time, Baseball Victoria or the Competition Manager shall require changes to fixtures to avoid scheduling clashes with the Melbourne Aces or National Championships. Changes shall be advised via the Baseball Victoria

website (www.baseballvictoria.com.au) as required.

18) Pre-Match Warm-Up

a) Twenty (20) minutes prior to the scheduled start time, the Away team may use the diamond for a maximum of seven (7) minutes.

b) Twelve (12) minutes prior to the scheduled start time, the Home team may use the diamond for a maximum of seven (7) minutes.

c) Five (5) minutes prior to the scheduled start time, the diamond is to be vacated. Coaches from both teams are to meet with the Umpires at home plate to determine ground rules, playing conditions and to exchange team line-ups.

19) Batting Order

a) Little League Rule 4.04 covers batting lineups

4.04: The batting order shall be followed throughout the game unless a player is substituted for another. Substitutes must take the place of the replaced player’s position in the batting order except as covered by Rule 3.03.

3.03: A player in the starting line-up who has been removed for a substitute may reenter the game, in the SAME position in the batting order, provided: (a) his or her substitute has completed one time at bat and; (b) has played defensively for a minimum of six (6) consecutive outs; (c) pitchers once removed from the mound may not return as pitchers; Intermediate (50-70) Division/Junior/Senior: A pitcher remaining in the game, but moving to a different position, can return as a pitcher any time in the remainder of the game, but only once per game.

NOTE: A player who has met the mandatory play requirements, and is a pitcher at the time he/she is removed, may be removed for a substitute batter and re-enter the game as pitcher once, provided the pitcher was not physically replaced on the mound.

EXAMPLE: Player A is a starter and not a pitcher. Player B substitutes into the game for Player A. Both players have met mandatory play by completing one (1) at-bat and six (6) defensive outs and both occupy the same spot in the batting order. In the fifth inning, Player A becomes a pitcher and is scheduled to bat in the sixth inning, but Player B bats for Player A. Both players have met mandatory 81 RULE 3.00 — GAME PRELIMINARIES play requirements and Player A was not physically replaced on the mound as a pitcher, therefore, Player A can return to pitch in the sixth.

(d) a starter and his/her substitute must not be in the line-up at the same time, except as provided in 3.03 NOTE 3. Once mandatory play is met, a starter and substitute(s) can enter/re-enter for each other as desired, but must re-enter in the SAME position in the batting order.

(e) Defensive substitutions must be made while the team is on defense. Offensive substitutions must be made at the time the offensive player has her/his turn at bat or is on base.

NOTE 1: A substitute may not be removed from the game prior to completion of his/ her mandatory play requirements.

NOTE 2: When two or more substitute players of the defensive team enter the game at the same time, the manager shall, immediately before they take their positions as fielders, designate to the Umpire-in-Chief such players’ positions in the team’s batting order and the Umpire-in-Chief shall notify the official scorer. The Umpire-in-Chief shall have authority to designate the substitutes’ places in the batting order, if this information is not immediately provided.

NOTE 3: If during a game either team is unable to place nine (9) players on the field due to illness, injury, ejection, or inability to make a legal substitution, the opposing manager shall select a player previously used in the line-up to re-enter the game, but only if use of all eligible players has exhausted the roster. A player ejected from the game is not eligible for re-entry.)

A league may adopt a policy of a continuous batting order that will include all players on the team roster present for the game batting in order. If this option is adopted, each player would be required to bat in his/her respective spot in the batting order. However, a player may be entered and/or re-entered defensively in the game anytime provided he/she meets the requirements of mandatory play.

NOTE 1: The continuous batting order is mandatory for all Tee Ball and Minor League Divisions.

NOTE 2: For the Tee Ball and Minor League Divisions (and when the continuous batting order is adopted for other divisions), when a player is injured, becomes ill, or must leave the game site after the start of the game, the team will skip over him/her when his/her time at bat comes up without penalty. If the injured, ill, or absent player returns he/she is merely inserted into their original spot in the batting order and the game continues. Also, if a player arrives late to a game site, if the manager chooses to enter him/her in the lineup (see Rule 4.01 NOTE 2), he/she would be added to the end of the current lineup.

4.01 NOTE 2: Rostered players who arrive at the game site after a game begins may be inserted in the lineup, if the manager so chooses. This applies even when a suspended game is resumed at a later date.

A.R. - For the purpose of continuous batting order, all players listed in the batting order shall be considered starters.

b) The Charter Committee can determine if all Majors / Intermediate / Junior League games will utilize a continuous batting order or not.

c) If not determined by the Charter Committee, Team managers can decide and advise the umpire prior to the start of the game. Once chosen, this decision is applicable for the game and cannot be changed.

d) If one team is unable to field 9 players for any reason (illness / injury / etc.), no automatic out (Blank) will be enforced. Teams will bat through their lineup. Opposition teams are encouraged to provide a substitute fielder(s) in these occasions.

20) Five Minute Rule

a) If, at the completion of even innings, from the call of “side”, there remains more than five minutes before the scheduled completion time, a further complete innings shall be played.

b) If, at five minutes before the scheduled time of completion, the home team is at

bat and is:

i) Ahead - the game ceases immediately.

ii) Tied or behind - the game continues until the winning run is scored or the side is retired.

c) If five minutes or less remains at the completion of even innings, the game shall end.

d) If the home team is unable to tie/win due to a maximum number of runs per innings rule – the game ceases immediately.

e) No game can continue more than 20 minutes past the scheduled completion time. If at 20 minutes past the scheduled completion time the innings is not complete, the game will end, and scores will revert back to the last completed full innings. If the Home team has been able to tie the game at this point, the tie result will stand.

21) Visits to the Pitcher by a Coach or Manager

a) Little League Baseball Rule 8.06 covers Pitching Visits

8.06 - This rule, which applies to each pitcher who enters a game, governs the visits of the manager or coach to the pitcher at the mound. If there is an adverse weather forecast (lightning, wet weather or extreme heat) for the scheduled playing day:

a) A manager or coach may come out once (Minor Division: twice) in one inning to visit with the pitcher, but the second time (Minor Division: third time) out, the player must be removed as a pitcher. Example: If a manager visits Pitcher A once in the first inning, then makes a pitching change in the same inning, Pitcher B would be allowed one visit in that inning before being removed on the second visit.

b) A manager or coach may come out twice (Minor Division: three times) in one game to visit with the pitcher, but the third time (Minor Division: fourth time) out, the player must be removed as a pitcher. Example: If a manager visits Pitcher A twice in the first three innings, then makes a pitching change in the fourth inning, Pitcher B would be allowed two visits in that game before being removed on the third visit, subject to the limits in (a) above.

NOTE: A pitcher moving to a different position and returning as the pitcher of record shall retain the number of visits from their previous appearance as pitcher. To calculate the number of visits for a pitcher, all visits, regardless of the pitcher being removed and returned to the pitcher’s position, shall be applied.

c) A manager or coach may confer with any other player(s), including the catcher, during the visit with the pitcher. A manager or coach who is granted a time out to talk to any defensive player will be charged with a visit to the pitcher.

A.R. 1 - When a manager requests timeout to make a pitching change, it shall not be considered a visit to the pitcher provided the manager makes the pitching substitution prior to speaking to any defensive player. position and returns as a pitcher later in the same game.

A.R. 2 - A conference with the pitcher or any other fielder to evaluate the player’s condition after an injury shall not be considered a visit for the purposes of this rule. The manager or coach should advise the umpire of such a conference, and the umpire should monitor the conference.

b) For Majors and above Competitions, the 2nd visit to the same pitcher in an innings, the player must be removed as a pitcher (the player may move to another position on the field)

c) For Majors and above Competitions, the 3rd visit to the same pitcher during the game, the player must be removed as a pitcher (the player may move to another position on the field)

d) For Minors Competitions, the 4th visit to the same pitcher, the player must be removed as a pitcher (the player may move to another position on the field

22) Time Wasting

a) Umpires are to take necessary actions to prevent wasting of time and any acts of deliberate time wasting. The umpire may choose to “Call” a game in extreme cases of time wasting and “Forfeit” the offending team. Clubs must record all such incidents on the Match Report Card for consideration by the Competition Manager.

23) Allocation of Play-off Venues

a) The Competitions Coordinator shall decide how to schedule Play-off games. b) The default scheduling of these games will be the higher sections shall be given preference when determining the venue of Play-off games. If a higher section of a club has already been scheduled to play a Play-off game at that club’s venue and a lower section of the same club is scheduled to play a Play-off game on the same day, then:

i) If the club has an alternative diamond available that meets the minimum standards set forth in Table 1, the Competition Manager may schedule the lower section Play-off game on the alternative diamond, otherwise; ii) If the second-ranked team has a diamond available that meets the minimum standards set forth in Table 1, the Competition Manager may schedule the lower section Play-off game at the second-ranked team’s venue, otherwise; iii) The Play-off game for the lower section shall be scheduled at a neutral

venue as determined by the Competition Manager.

c) Due to time constraints, only timed Play-off games may be scheduled before a regular season or another Play-off game one after another on the same venue at the discretion of the Competition Manager.

24) Dugout Protection

a) All benches/dugouts constructed within a permanent or temporary baseball field require protection or screening to protect players from the field of play and weather.

b) Failure to provide dugout protection to this standard may result in forfeiture of any game played at the venue and will be reported on the match report sheet for referral to the Competition Manager.

25) Blood Rule

a) An Umpire shall immediately direct a player to leave the playing field if the player is bleeding or has blood on any part of the uniform or body. The player’s name and the time that the player is directed to leave the playing field shall be marked in the scorebook.

b) If, ten minutes after the player was directed to leave the field, the player has been unable to stop the bleeding and/or remove or cover the affected uniform area, the player must be replaced in the normal substitution manner.

26) Disputes and Protests

a) Little League Rule 4.19 covers Protests

4.19 - PROTESTING A GAME

a) Protest shall be considered only when based on the violation or interpretation of a playing rule, use of an ineligible pitcher or the use of an ineligible player. No protest shall be considered on a decision involving an umpire’s judgment. Equipment which does not meet specifications must be removed from the game. Exception: Illegal bat [see Rule 6.06(d)].

b) The managers of contesting teams only shall have the right to protest a game (or in their absence, coaches). However, the manager or acting manager may not leave the dugout until receiving permission from an umpire.

c) Protests shall be made as follows:

(1) The protesting manager shall immediately, and before any succeeding play begins, notify the umpire that the game is being played under protest.

(2) Following such notice, the umpire shall consult with the other umpire(s). If the umpire is convinced that the decision is in conflict with the rules, the umpire shall reverse that decision. If, however, after consultation, the umpire is convinced that the decision is not in conflict with the rules, said umpire shall announce that the game is being played under protest. Failure of the umpire to make such announcement shall not affect the validity of the protest.

d) Protest made due to the use of an ineligible pitcher or an ineligible player may be considered only if made to the umpire before the umpire(s) leave the field at the end of the game. Whenever it is found that an ineligible pitcher or ineligible player is being used, said pitcher shall be removed from the mound, or said player shall be removed from the game, and the game shall be continued under protest or not as the protesting manager decides.

e) Any protest for any reason whatsoever must be submitted by the manager first to the umpire on the field of play and then in writing to the local league president within 24 hours. The Umpire-in-Chief shall also submit a report immediately.

f) (A committee composed of the president, player agent, league’s Umpire-in-Chief, and one or more other officers or directors who are not managers or umpires shall hear and resolve any such protest as above, including playing rules. If the protest is allowed, resume the game from the exact point when the infraction occurred.

NOTE 1: This rule does not pertain to charges of infractions of regulations such as field decorum or actions of the league personnel or spectators which must be considered and resolved by the Board of Directors.

NOTE 2: All Little League officials are urged to take precautions to prevent protests. When a protest situation is imminent, the potential offenders should be notified immediately. Example: Should a manager, official scorer, league official, or umpire discover that a pitcher is ineligible at the beginning of the game, or will become ineligible during the game or at the start of the next inning of play, the fact should be brought to the attention of the manager of the team involved. Such action should not be delayed until the infraction has occurred. However, failure of personnel to notify the manager of the infraction does not affect the validity of the protest.

A.R. - A substitute pitcher who is ineligible DOES NOT have to pitch to a batter. It is not a violation until the ineligible pitcher has delivered a “Pitch” as defined in Rule 2.00.

g) Minor League: A local league may adopt a rule that protests must be resolved before the

next pitch or play.

h) There are no protests in Tee Ball

b) Rule 4.19(e) is amended as follows “Any protest for any reason whatsoever must be submitted by the manager first to the umpire on the field of play and then in writing to the relevant charter committee within 48 hours of the completion of the game. The umpire shall also submit a report to the relevant charter committee within 48 hours of the completion of the game.

c) The Charter Committee shall hear the protest as soon as practical after the receipt of the properly written appeal.

d) Committee members from the clubs involved in a protested game cannot sit on the appeal hearing

e) The Charter Committee may request the Little League Umpire Representative or the LLDA to attend and provide guidance as required

f) The Charter Committee’s ruling on the protest, including any arrangements for a re-completion of a game, shall be final with no right of appeal so as not to further interrupt the remainder of the competition.

g) The Charter Committee may refer protests to the LLDA for their consideration.

27) Yellow Card Rule

a) This rule may be invoked for offences committed of a minor nature including, but not limited to:

i) Dangerous play;

ii) Dissent;

iii) Equipment abuse;

iv) Minor obscenities; and

v) Misconduct.

b) If, in the opinion of the Umpire, an offence has occurred as provided for in this condition, the Umpire must show a Yellow Card to the offender and both the

offender and the team manager must be informed of the nature of the offence.

c) A person who receives two Yellow Cards in the same game shall be ejected from the game after the second offence but will not be required to attend a Tribunal hearing.

d) At the end of the game, the Umpire is to record the details of the offence that led to the issue of the Yellow Card on the Yellow Card and to be sent in with

e) The first and second Yellow Card offences during a competition season shall incur no penalty.

f) Any player that incurs a third Yellow Card, and any subsequent Yellow Card, during a season, shall be suspended from participating in the next scheduled game of the competition in which the last Yellow Card was received, as well as all games in other grades and divisions prior to the next scheduled game.

g) A person suspended under this Playing Condition will be notified by the Competition Manager via their club.

h) When a person incurs a Yellow Card suspension in the last game of the Regular Season or a Play-off game, the matter will be referred to the Tribunal. The Tribunal shall determine the timing of the suspension.

i) A person may appeal to the Tribunal Chairman against the issue of a Yellow Card. Such appeals are to be lodged in writing, stating the reasons for the appeal and be in the hands of the Competition Manager within forty-eight hours of the game in which the Yellow Card was issued and shall be accompanied by a twenty ($20.00) dollar fee.

ii) If the Tribunal Chairman deems that the appeal is not frivolous, the Tribunal Chairman shall instruct Competition Manager to refund the fee. Mere denial of the offence does not constitute grounds for an appeal and will result in the loss of the fee.

iii) Upon receiving a properly made appeal, the Tribunal Chairman shall decide if the matter should be referred to the Tribunal for resolution, such decision being final.

iv) The Tribunal shall hear an appeal referred under this Playing Condition by convening a hearing with the offender and the Umpire. The Tribunal may determine to:

v) Uphold the appeal, cancel the Yellow Card and advise the Umpire; or

vi) Dismiss the appeal and confirm the Yellow Card; or

vii) Consider the offence warranted an ejection and impose a penalty; and

viii) Decide to retain or return the deposit.

i) Decisions of the Tribunal are final and not subject to further appeal.

28) Ejected Persons

a) Any person in control of any game played under the auspices of Baseball Victoria is designated as an Umpire and is empowered to report any person who, in the Umpire’s opinion, engages in conduct detrimental to the best interests of the game of baseball.

b) An ejected person must leave the field immediately and take no further part in that game. They may not sit in the stands and may not be recalled.

c) An ejected person must not approach the Umpire after being ejected

d) The reporting Umpire and ejected persons shall adhere to the Reported Persons & Tribunal Procedures

e) Little League Baseball rule 4.07 covers Ejected Persons

4.07 - When a manager, coach, or player is ejected from a game, they shall leave the field immediately and take no further part in that game. They may not sit in the stands and may not be recalled. A manager or coach ejected from a game must not be present at the game site for the remainder of that game. Any manager, coach, or player ejected from a game is suspended for his or her team’s next physically played game and may not be in attendance at the game site. This includes pregame and postgame activities.

29) Zero Tolerance

a) Baseball Victoria will enforce the concept of ‘zero tolerance’ in order to ensure that Coaches and Managers take a proactive role in eliminating Umpire abuse.

b) If, in the Umpire’s opinion, a team member:

i) Abuses an Umpire

ii) Displays dissent towards an Umpire; or

iii) Argues judgement decisions (e.g. balls and strikes, etc.).

The Umpire must immediately eject the player and the Head Coach/Manager from the game.

30) Prohibited Substances

a) A Regulation XIV(e) is applicable

Regulation XIV (e) The possession and/or use of firearms, tobacco products, cigarettes (including e-cigarettes and vapors), controlled substances, and alcoholic beverages in any form is prohibited on the playing field, benches, or dugouts. Alcohol is prohibited at the game site.

31) Results - Match Report Card and Phoning of Scores

a) Match Report Sheets are the official record for each game played. The sheet records information including the scores, names of the Players, Managers and Umpires and any details of importance.

b) Match Report Sheets are to be completed by the Scorers, then checked and signed to acknowledge accuracy by signing where indicated on the card by the Team Managers and Umpires.

c) Names of Players / Managers / Umpires (including Club / Volunteer Umpires) must be completed, and legible on the Match Report Sheet

d) Match Report Cards are to be forwarded by the Home team.

e) The Home team must ensure the card is received by Baseball Victoria within the timeframes designated by the Baseball Victoria Score and Match Card Procedure. The Home team will be fined as per Schedule 1 if the card is not received or is not received within the required timeframe.

f) The Home club must phone, or upload the scores to the SportsTG portal, from completed games hosted to the Baseball Victoria within 4 hours of the end of the game.

i) The home club will be fined as per Schedules 1 if the scores are not received or are not received within the required timeframe. ii) The match sheet must be emailed to [email protected] no later than midday the following day.

32) Umpires and Scorers

a) During the Regular Season the Home team is to supply a Plate Umpire and the Away team is to supply a Base Umpire.

b) During the Play-offs, where possible, Umpires may be appointed to officiate. Competing Clubs will be advised of Umpire Appointments by the Little League Umpire Representative.

i) If an Umpire is unable to be appointed, then the Home team is to supply a Plate Umpire and the Away team is to supply a Base Umpire.

ii) If only one Umpire is appointed the Home team is to supply a Base Umpire.

c) Both teams must supply a scorer, whom must be seated together behind the back net. Should a team not provide a scorer, or the scorer is late, the offending club will be fined in accordance with Schedule 1.

d) Any breach to this rule must be noted on the Match report sheet prior to being received by the Competition Manager.

Part 3 – Little League Playing Conditions

33) Game Start Times

a) Start times for all Regular Season and Play-off games shall be as published in the fixture. The fixture will be published on the Baseball Victoria website www.baseballvictoria.com.au Table specifies the usual game times.

34) Game Duration

a) The duration of all Regular Season and Play-off games shall be as specified in Table 3.

b) For Intermediate & Junior League competitions, a “Legal Game” is when a game has been played for a minimum of five (5) innings or sixty-five (65)

minutes of play or a regulation game per Rule of Baseball 4.10(c).

For Little League Major Competitions, a “Legal Game” is when a game has been played for a minimum of four (4) innings or sixty-five (65) minutes of play or a regulation game per Rule of Baseball 4.10(c).

For Little League Minor Competitions, a “Legal Game” is when a game has been played for a minimum of four (4) innings or forty-five (45) minutes of play or a regulation game per Rule of Baseball 4.10(c).

Rule of Baseball 4.10 (c) If a game is called, it is a regulation game: (1) If four innings [Intermediate (50-70) Division/Junior/Senior League: five innings] have been completed; (2) If the home team has scored more runs in three and one-half innings [Intermediate (50-70) Division/Junior/Senior League: four and one-half innings] than the visiting team has scored in four completed half-innings; (3) if the home team scores one or more runs in its half of the fourth inning [Intermediate (50-70) Division/Junior/Senior League: fifth inning] to tie the score.

c) LL Major, IL & JL Mid-week games may be scheduled as 90-minute games, as agreed by the Charter and the Competitions Coordinator

d) Double Header games may be scheduled as 90-minute games, in line with Regulation VII(d) and as agreed by the Charter and the Competitions Coordinator

35) 10/15 Run Rule

a) For Majors if after three (3) innings, (two and one-half innings if the home team is ahead), one team has a lead of fifteen (15) runs or more, the manager of the team with the least runs shall concede the victory to the opponent. If after four (4) innings, (three and one-half innings if the home team is ahead), one team has a lead of ten (10) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.

b) If after Four (4) innings, (three and one-half innings if the home team is ahead), one team has a lead of fifteen (15) runs or more, the manager of the team with the least runs shall concede the victory to the opponent. If after five (5) innings, (four and one-half innings if the home team is ahead), one team has a lead of ten (10) runs or more, the manager of the team with the least runs shall concede the victory to the opponent.

c) If the visiting team has a lead of fifteen (15) or ten (10) runs or more

respectively, the home team must bat in its half of the inning.

36) Five Run Rule

a) For all Minor, LL, IL & JL games the scoring of the fifth (5th) run will end the innings, only five runs may be counted in any innings.

b) This rule applies in Play-off games

37) Designated Hitters (DH)

a) Under no circumstances will any player be allowed to act as a Designated Hitter.

38) Mandatory Play

a) Little League Regulation IV(i) Covers Mandatory Play

b) Every rostered player present at the start of a game will participate in each game for a minimum of six (6) defensive outs and bat at least one (1) time.

c) If a half-inning ends because of the imposition of the Five Run Rule in Playing Condition 36, and a player on the defense has played for the entire half- inning, that player will be considered to have participated for three consecutive outs for the purposes of this rule. However, if the player has not played on defense for the entire inning, that player will be credited only as having played for the number of outs that occurred while the player was used defensively.

39) Pitching and Catching Restrictions

a) Little League Regulation VI covers Pitching

b) Little League Minors. No player is permitted to pitch and catch in the same game

c) No player is permitted to pitch in 3 consecutive scheduled games

d) All catchers must wear a mask, “dangling” type throat protector, and catcher’s helmet during infield/outfield practice, pitcher warm-up, and games. Skull caps are not permitted.

e) Little League competitions: Pitchers may only throw fast balls or straight change ups. Knuckle balls, split fingers, folk balls, curve balls and sliders and any other variations are not permitted. If any other pitch is thrown, the umpire will call “Illegal Pitch”. If the ball is not batted, then the pitch shall be called a “Ball”.

f) Intermediate & Junior League competitions: Pitchers may only throw fast balls, straight change ups and Curve Balls. Knuckle balls, split fingers, folk balls and sliders and any other variations are not permitted. If any other pitch is thrown, the umpire will call “Illegal Pitch”. If the ball is not batted, then the pitch shall be called a “Ball”.

g) Teams found to be breaching this Playing Condition will be deemed to have played an “Illegal Player” and the penalty applied will be the loss of the game. The loss will be recorded as a 9-0 loss. The non-offending team shall receive either a 3-0 win or the score of the game at the time of the infringement, whichever score is better.

Regulation VI - Pitchers a) Any player on a regular season team may pitch. Exception: Any player who has played the position of catcher in four (4) or more innings in a game is not eligible to pitch on that calendar day.

A player who played the position of catcher for three (3) innings or less, moves to the pitcher position, and delivers 21 pitches or more (15- and 16-year-olds: 31 pitches or more) in the same day, may not return to the catcher position on that calendar day.

EXCEPTION: If the pitcher reaches the 20-pitch limit (15- and 16-year-olds: 30-pitch limit) while facing a batter, the pitcher may continue to pitch, and maintain their eligibility to return to the catcher position, until any one of the following conditions occur: (1) that batter reaches base; (2) that batter is retired; or (3) the third out is made to complete the half-inning or the game.

A.R. - The catcher receiving one pitch to a batter in the fourth inning constitutes having caught four (4) innings. Warm-up pitches do not count, only when the ball is live will the pitches count toward innings caught.

b) A pitcher once removed from the mound cannot return as a pitcher. Intermediate (50-70) Division, Junior League, and Senior League only: A pitcher remaining on defense in the game, but moving to a different position, can return as a pitcher anytime in the remainder of the game, but only once per game.

c) The manager must remove the pitcher when said pitcher reaches the limit for his/her age group as noted below, but the pitcher may remain in the game at another position: League Age 13-16 95 pitches per day 11-12 85 pitches per day 9-10 75 pitches per day 7-8 50 pitches per day

EXCEPTION: If a pitcher reaches the limit imposed in Regulation VI(c) for his/her league age while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. That batter reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning or the game.

EXCEPTION: If a pitcher reaches the limit imposed in Regulation VI(c) for his/her league age while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: 1. That batter reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning or the game.

NOTE: If a pitcher reaches 40 pitches while facing a batter, the pitcher may continue to pitch, and maintain their eligibility to play the position of catcher for the remainder of

that day, until any one of the following conditions occurs: 1) that batter reaches base;

(2) that batter is retired; or (3) the third out is made to complete the half-inning or the

game. The pitcher would be allowed to play the catcher position provided that pitcher is moved, removed, or the game is completed before delivering a pitch to another batter. If a player delivers 41 or more pitches, and is not covered under the threshold exception, the player may not play the position of catcher for the remainder of that day.

(d) Pitchers league age 14 and under must adhere to the following rest requirements: • If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must be observed. • If a player pitches 51-65 pitches in a day, three (3) calendar days of rest must be observed. • If a player pitches 36-50 pitches in a day, two (2) calendar days of rest must be observed.

• If a player pitches 21-35 pitches in a day, one (1) calendar day of rest must be observed. • If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required.

NOTE: Under no circumstance shall a player pitch in three (3) consecutive days.

EXCEPTION: If a pitcher reaches a day(s) of rest threshold while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: (1) that batter reaches base; (2) that batter is retired; or (3) the third out is made to complete the half-inning or the game. The pitcher will only be required to observe the calendar day(s) of rest for the threshold he/she reached during that at-bat, provided that pitcher is removed or the game is completed before delivering a pitch to another batter.

Pitchers league age 15-16 must adhere to the following rest requirements: • If a player pitches 76 or more pitches in a day, four (4) calendar days of rest must be observed. • If a player pitches 61-75 pitches in a day, three (3) calendar days of rest must be observed. • If a player pitches 46-60 pitches in a day, two (2) calendar days of rest must be observed. • If a player pitches 31-45 pitches in a day, one (1) calendar day of rest must be observed. • If a player pitches 1-30 pitches in a day, no (0) calendar day of rest is required.

NOTE: Under no circumstance shall a player pitch in three (3) consecutive days. EXCEPTION: If a pitcher reaches a day(s) of rest threshold while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: (1) that batter reaches base; (2) that batter is retired; or (3) the third out is made to complete the half-inning or the game. The pitcher will only be required to observe the calendar day(s) of rest for the threshold he/she reached during that at-bat, provided that pitcher is removed or the game is completed before delivering a pitch to another batter.

(e) Each league must designate the scorekeeper or another game official as the official pitch count recorder. (f) The pitch count recorder must provide the current pitch count for any pitcher when requested by either manager or any umpire. However, the manager is responsible for knowing when his/her pitcher must be removed. (g) The official pitch count recorder should inform the Umpire-in-Chief when a pitcher has delivered his/her maximum limit of pitches for the game, as noted in Regulation VI(c). The Umpire-in-Chief will inform the pitcher’s manager that the pitcher must be removed in accordance with Regulation VI(c). However, the failure by the pitch count recorder to notify the Umpire-in-Chief, and/or the failure of the Umpire-in-Chief to notify the manager, does not relieve the manager of his/her responsibility to remove a pitcher when that pitcher is no longer eligible.

(h) Violation of any section of this regulation can result in protest of the game in which it occurs. Protest shall be made in accordance with Playing Rule 4.19. (i) A player who has attained the league age of twelve (12) is not eligible to pitch in the Minor League. (See Regulation V – Selection of Players) (j) Pitching in more than one game in a day: (k) Minor League, Little League (Majors), and Intermediate (50-70) Division — A player may not pitch in more than one game in a day; Junior League and Senior League — A player may be used as a pitcher in up to two games in a day. NOTE: If a pitcher reaches 30 pitches while facing a batter in the first game, the pitcher may continue to pitch, and maintain their eligibility to pitch in the second game on that day, until any one of the following conditions occurs: (1) that batter

reaches base; (2) that batter is retired; or (3) the third out is made to complete the half-

inning or the game. The pitcher would be allowed to pitch in a second game provided that pitcher is moved, removed, or the game is completed before delivering a pitch to another batter. If a player delivers 31 or more pitches in the first game, and is not covered under the threshold exception, the player may not pitch in the second game that day);

A.R. - If a Junior or Senior League pitcher pitches in more than one game in a day, and has not pitched 31 or more pitches in the first game except as noted under the threshold, the total number of pitches that pitcher may pitch in both games combined is the daily maximum of 95.

39) Designated Base Runner

a. A coach may use a designated runner to replace any base runner who is injured.

b. A designated runner may replace the game pitcher or catcher but only when there are 2 outs.

c. Any substitute runner should be a bench player, or last out. It must not be a player who can potentially be required to bat while on base as a substitute runner

40) Sliding/Collision Rule

a. For all Little League, Intermediate League and Junior League games, where there is a play, or possibility of a play, at home plate, the runner must slide. For failing to slide, the runner will be out.

b. A runner attempting to break up a double play at 2nd or 3rd base must slide directly into the base and not beyond the base. It is an illegal slide if; the runner slides away from the base line in the direction of the fielder; the runner uses a rolling or cross body block, or if the runner uses a pop-up slide into the fielder.

c. When sliding the runner’s lead leg must be below the knee of the infielder and should first contact the base at its nearest side

d. Contact is allowed if the runner; makes a legal slide directly to the base or is on the ground at the time of contact and the fielder moves directly down the line between the two bases to attempt a play. Interference shall NOT be called

41) Base Running Rules Applicable to Little League Majors and Minors Only.

a. For all Little League Major and Minor games, there will be no leads. Base runners shall not leave their bases until the ball has been delivered and reached the batter. Rule 7.13 is applicable

b. A runner is out when the runner does not slide or attempt to get around a fielder who has the ball and is waiting to make the tag

c. No headfirst slides are allowed. Regardless of whether the runner is advancing or returning to a base

d. Once the third strike has been indicated by the Umpire, the batter is automatically out, regardless of whether the catcher catches the pitch or not. Base runners may advance at their own risk while the ball is in play.

7.13 - Little League (Major) and Minor League: When a pitcher is in contact with the pitcher’s plate and in possession of the ball and the catcher is in the catcher’s box ready to receive

delivery of the ball, base runners shall not leave their bases until the ball has been delivered

and has reached the batter. NOTE: Tee Ball: Base runners must stay in contact with the base until the ball is hit. When players have advanced as far as possible without being put out or having been retired, the umpire shall call “time” and place the ball on the tee.

The violation by one base runner shall affect all other base runners – (a) when a base runner leaves the base before the pitched ball has reached the batter and the batter does not hit the ball, the runner is permitted to continue. If a play is made on the runner and the runner is out, the out stands. If said runner reaches safely the base to which the runner is advancing, that runner must be returned to the base occupied before the pitch was made, and no out results;

(b) when a base runner leaves the base before the pitched ball has reached the batter and the batter hits the ball, the base runner or runners are permitted to continue. If a play is made and the runner or runners are put out, the out or outs will stand.

If not put out, the runner or runners must return to the original base or bases or to the unoccupied base nearest the one that was left; In no event shall the batter advance beyond first base on a single or error, second base on a double or third base on a triple. The Umpire-in-Chief shall determine the base value of the hit ball.

(c) when any base runner leaves the base before the pitched ball has reached the batter and the batter bunts, hits a ball within the infield or advances on an uncaught third strike, no run shall be allowed to score. If three runners were on the bases and the batter reaches first base safely, each runner shall advance to the base beyond the one they occupied at the start of the play except the runner who occupied third base, that runner shall be removed from the base without a run being scored.

42) Determining Ladder and Play-off Positions

a. All competitions’ ladder and Play-off positions shall be determined by WIN percentage, as follows:

i. The win percentage of each team is calculated using the equation specified at Equation 3 Win Percentage below. Teams are ranked on the ladder in descending order.

ii. Where two or more teams score the same WIN percentage, the “Head to Head” method will be used to separate them. If this fails to separate the teams, the following method will be used:

iii. Head to Head - Where one team has an advantage in the games won against the others with the same win %, that team will be ranked the highest team.

1. The fewest runs allowed in the game(s) contested by these teams will gain the highest ranking then the remaining teams will revert to “Head to Head”. If remaining teams are tied, then the tiebreaker reverts to the fewest runs allowed in the games contested by those team’s method and the back “Head to Head” and so forth.

2. If teams are still tied, go to the runs allowed by each of the tied teams against the highest ranked team in the competition, then the next highest team and son on. The team with the least runs allowed will be the higher-ranking team then the remaining teams will revert to “Head to Head”. If remaining teams are still tied, then the tiebreaker reverts to the fewest runs allowed in the games contested by those team’s method and then back to “Head to Head” and so forth.

3. The ranking of the final two teams in the above situation will be determined by the “Head to Head” process.

43) Play-off Series

a. The Play-off series for Charter Competitions will compete in the Single Elimination System Finals. The Single Elimination System Finals shall be played over two weeks as follows:

Week 2 st th nd rd Grand Final: Winner 1 vs 4 plays Winner 2 vs 3

b. The game start and duration of all Play-off games shall be the same as the Regular Season.

c. Should scores be tied at the scheduled finish time in Play-off games only;

i. Play will continue until a result is achieved, or until 12:00pm, or until another time which is determined by the Charter Committee in consultation with Baseball Victoria.

44) Play-off Eligibility

a. For a player to be eligible to participate in Play-offs matches, he/she must have played at least three (3) games in that competition.

b. Games played in Seniors and Women’s competitions, and games played in a different Junior competition (e.g. games played in an Area Centre do not count towards qualification for Minor/Major Leagues), are deemed separate competitions for criteria purposes and are therefore unable to be counted towards finals eligibility in any other competition.

c. Players who play in a Club who have more than one team in the same age group or section are only eligible for the team which they have played most games.

d. If a player has played an equal amount of games with more than one team during the Regular Season, the Club must apply in writing to the Charter Committee for permission to play the player in a particular team. Once

approved by the Charter Committee, the player is eligible to play only in the team indicated in the application.

e. Players who have played in a higher age group will only be eligible for the lower age group Play-off if he/she has played less games in the higher age group than the lower.

45) Play-off Playing Preparation

a. Clubs hosting any final are to have the field properly marked and defined, benches provided for both teams with front screen protection, scoring table and chairs for both scorers behind the back net, whitened bases and home plate, boundary markets and foul flags/poles.

b. Should this not occur, a report may be made on the Match Report Card

46) Grounds, Ground Equipment and Dimensions

a. The host club of all Charter games is to provide grounds and ground equipment that meets the following minimum requirements:

i. All requirements stated in Rules 1.04, 1.05, 1.06, 1.07 and 1.08 with the following exceptions allowed to Rule of Baseball 1.04:

1. The playing area shall be enclosed, if possible. On all grounds that are not enclosed, a net at least 30 feet wide by 9 feet high shall be located directly behind the plate at the distance specified in By-law 12 (Passed Ball Line). Each dugout/bench shall also be fronted by protective netting, covered with a roof and have seating. Lines shall be marked parallel with the respective base lines at the Passed Ball Line distance specified in By-law 12. Other distances must be approved by Baseball Victoria. Conditions to be established by the Managers with the Umpire before the game.

2. A secured mat covering the front of the pitching mound may be used.

3. If a home run fence is not provided, home run limits shall be defined by locating witches’ hats; no discs or metal plates permitted. The minimum home run limits are noted within By-law 12. Home run boundary riders must be supplied. Other distances must be approved by Baseball Victoria.

47) Baseballs

a. Little League Baseball Rule 1.09 covers Baseballs

1.09 - The ball used must meet Little League specifications and standards. It shall weigh not less than five (5) nor more than five and one-fourth (5¼) ounces, and measure not less than nine (9) nor more than nine and one-fourth (9¼) inches in circumference.

b. The Home team will supply two new match balls for games in each competition during regular season games.

c. Adequate replacement balls must be available to replace lost match balls during a game.

d. When grounds are damp, Weatherproof balls are permitted for use.

e. For Little League Minor Competitions, a Reduce Injury Ball maybe used.

f. The Umpire shall adjudge whether the baseballs supplied are of suitable quality and meet the requirements stated in this Playing Condition

1) Governance

a) These By-laws are made as Regulations pursuant to Rule 34.1 of the Association Rules (“Rules”).

2) Purpose

a) These By-Laws establish minimum requirements for the operation of baseball Leagues within Victoria and provide mechanisms for players to move within and between Leagues within Victoria and away from Victoria, subject to reasonable conditions and fair process.

3) Interpretations

a) In these By-laws, unless contrary intention appears:

i) “Association” means Baseball Victoria Incorporated (ABN 78 603 120 057),

ii) “Competition Administrator” means the Incorporated Association responsible for the administration of a baseball competition in Victoria

iii) “Defunct Club” means a Club that has been declared ‘defunct’ by a Competition Administrator.

iv) “Defunct League” means a League that has been declared ‘defunct’ by the Association because it has not administered a League for three consecutive seasons.

v) “League” means a competition comprising regular season games and play- offs between baseball clubs that are members of a Competition Administrator.

vi) “Recessed Club” means a club that has been declared ‘recessed’ by a Competition Administrator.

vii) “Recessed League” means a League organised by a Competition Administrator that has been declared ‘recessed’ by the Association because it has not administered a competition for a period of two (2) consecutive seasons after the last competition administered by that Competition Administrator.

4) Official Rules of Baseball

a) All baseball games played under a League in Victoria are to be conducted pursuant to the latest edition of the Official Australian Rules of Baseball, subject to Special Applications of the Rules of Baseball which have been determined by the Association or a Competition Administrator.

b) In these By-laws a reference to a “Rule of Baseball” shall mean a reference to the most recent edition of the “Official Australian Rules of Baseball”.

5) Rules for Conduct of Competitions

a) Competition Administrators shall make rules for the conduct of their respective competitions. These rules shall be known as “Playing Conditions” and shall be published, in conjunction with the By-laws, in such form deemed appropriate by the Competition Administrator.

b) Playing Conditions shall include, but not be limited to:

i) Starting Times and Duration of Play ii) Ground and Game Equipment iii) Uniforms iv) Appointment and Roles for Scorers and Umpires v) Match Report Cards and public display of Results vi) Tribunal vii) Special Application of Official Rules of Baseball. c) A Competition Administrator must submit their Playing Conditions to the Association for review to ensure conformance with these By-Laws and Policies, prior to the Playing Conditions being approved. The Association will have 28 days to review the Playing Conditions and notify the Competition Administrator of amendments necessary to conform to these By-Laws. If the Association has not advised of any amendment within 28 days of submission of the Playing Conditions, the Competition Administrator may approve the Playing Conditions.

d) The Association may notify a Competition Administrator of amendments necessary to conform to these By-Laws and Policies at any time. A Competition Administrator must make such amendments and publish the amended Playing Conditions within 28 days of notification of the necessary amendment by the Association. Competition Administrators shall bear the cost of any such amendments.

e) Disputes by Clubs associated with a League regarding whether the Playing Conditions published by a Competition Administrator conform to these By-Laws and Policies are to be dealt with by the Competition Administrator pursuant to the Competition Administrators grievance or appeals processes. Where the parties cannot resolve such grievances, either party to the dispute may refer the matter to the Association.

f) Following an appeal heard by the Association, the Association will offer no further opportunity to appeal within its auspices.

6) Schedule of Fees and Fines

a) The Association shall determine all Fees and Fines associated with the operation of the Association.

b) The Association shall publish these Fees and Fines on the Association website and notify the nominated representative of each Member of the Association of these Fees at any time that the Association determines a change to the Fees or Fines.

7) Registration of Players, Coaches, Umpires, Scorers and Volunteers

a) Competition Administrators must require Clubs to register every player, coach, official umpire, official scorer and official volunteer (e.g. club office bearers) with the Association, no later than 72 hours after the person first participates in a baseball game in the League that they administer.

b) The Association is to notify clubs of the registration process no later than 28 days prior to the commencement of a League, and of any changes to the registration process no less than 28 days prior to the change to the process becoming effective.

c) The Association must receive all registrations and clearances from all Competition Administrators and keep an up to date register of all players, coaches, official

d) Any Competition Administrator that knowingly furnishes incorrect or misleading information or particulars to the Association, or does not comply with the registration requirements shall be liable to penalty as the Association shall determine.

8) Transfer of Players and Coaches

a) Any player and any coach registered with the Association shall have the right to transfer from one Club to another within Victoria or to an Interstate Club.

b) The Competition Administrator shall establish transfer policies and procedures in the Playing Conditions which will be binding on all players and coaches who participate as players or coaches in the relevant League.

c) The transfer policies and procedures shall provide that:

i) the Club whom the player or coach is a member of, and from whom the player or coach wishes to transfer, may refuse the transfer at its discretion;

ii) transfer may be automatically refused if the correct transfer process, as determined by the Competition Administrator, has not been followed, or the player or coach owes a financial debt to the Club;

iii) interstate player and coach transfers must be endorsed by the Chief Executive Officer of the Association, or nominee;

iv) if a player or coach whose transfer application has been refused is aggrieved by the decision of the Club, they shall in the first instance appeal the decision to the Competition Administrator;

v) should the player or coach be unsatisfied with the process used by the Competition Administrator, or have new information, the player or coach can then apply to the Association to hear a second appeal. Such appeals will be dealt with in accordance with the Grievance Procedure set out at Clause 46 of the Rules as if the parties to the grievance were Members of the Association;

vi) the transfer of a player or coach who is a member of a Club that is declared as a Recessed Club may only be refused by the Club if the player or coach owes a financial debt to the Club;

vii) the transfer of a player or coach who is a member of a Club that is associated with a Competition that is declared a Recessed League may only be refused if the player or coach owes a financial debt to the Competition Administrator; and

viii) Any player who is a member of a Club that is declared a Defunct Club, or is associated with a Competition that is declared a Defunct League shall be immediately eligible to register with another Club as a new player.

d) Dual Registrations

i) Any player wishing to participate in games in more than one winter Association or winter League in Victoria will be required to be completed in full the Dual Registration Form (the form is available from the Baseball Victoria website). Prior to participating in any competition that involves Dual Registration, fully completed copies of this form must be submitted to the Baseball Victoria Office and the two Associations/Leagues.

ii) The player’s club in the original Association or League is to register and pay the player’s individual ‘Registration and Insurance’ fee to Baseball Victoria. The club in the secondary Association or League is to register the players as ‘paid at another club’.

iii) Players must play at least six (6) games in the original Association or League during the home and away season. Failure to do so will result in all games played under Dual Registration to be declared as having been played as an ineligible player. There is no restriction for games to be played in the second Association/League.

iv) Dual Registrations are available for Junior Players.

v) This By-law is not available when one of the Associations or Leagues is outside Victoria, is the Baseball Victoria Summer League, or, not affiliated with Baseball Victoria.

vi) The penalty for infringement (rule: playing an ineligible player) shall be default of the game/s that the player has played under Dual Registration, and the player may be disqualified from competing further in the competition, and such fine or other penalty as may be imposed by Baseball Victoria.

vii) Disputes shall be ruled upon solely by the Chief Executive Officer of Baseball Victoria, or his appointed nominee.

9) Transfer of Clubs and Leagues

a) Any Club or League registered with the Association shall have the right to transfer from one to another within Victoria or Interstate. b) The transfer policies and procedures shall provide that:

i) The Club or League that wishes to transfer shall firstly apply, in writing stating its reasons, to the Association.

(1) The Association shall on forward a Club’s request to transfer to the Competition Administrator from which the Club is currently registered, and then Competition Administrator to which the Club is seeking to transfer to.

(2) The Association shall on forward a League’s request to transfer to the Competition Administrator to which the League is seeking to transfer to.

ii) The Competition Administrator from which the Club is currently registered, or the case of a League seeking transfer, the Association, may refuse the transfer at its discretion.

(1) Transfer may be automatically refused if the correct transfer process, as determined by the Association, has not been followed, or a financial debt is owed to the Competition Administrator or the Association.

iii) If a Club or League whose transfer application has been refused is aggrieved by the decision of the Competition Administrator or the Association, they shall in the first instance appeal the decision to the Board of the Association. There are no further opportunities to appeal following the decision presented by the Board of the Association.

iv) The transfer of a Club or League who is a member of a League that is declared as a Recessed League may only be refused by the Competition Administrator or the Association if the Club or League owes a financial debt to the Competition Administrator or the Association.

v) Any Club or League who is a member of a League that is declared a Defunct League, or is associated with a Competition that is declared a Defunct League shall be immediately eligible to register with another Club or League.

10) Umpire Accreditation

a) The Association shall determine the umpiring standards for baseball games in the Leagues that Competition Administrators manage. These standards shall be promulgated in the Competition Playing Conditions.

b) Where an umpiring qualification is required, the Association and the Competition Administrator shall reference a qualification from the current ABF umpire accreditation program.

Page | 7 Adopted September 2011 Amended May 2020 Baseball Victoria By-Laws c) The Association shall maintain a register of ABF accredited umpires, and shall liaise with the ABF to promote and facilitate training courses to provide a sufficient pool of qualified umpires to officiate at baseball games across Victoria.

11) Scorer Accreditation

a) The Association shall determine the scoring standards for baseball games in the Leagues that Competition Administrators manage. These standards shall be promulgated in the Competition Playing Conditions.

b) Where a scoring qualification is required, the Association and the Competition Administrator shall reference a qualification from the current Association scoring accreditation program.

c) The Association shall maintain a register of accredited scorers, and shall liaise with the Competition Administrators to promote and facilitate training courses to provide a sufficient pool of qualified scorers to officiate at baseball games across Victoria.

12) Facility and Equipment Standards

a) The recommended Baseball playing field dimensions are as specified in Table 1 below. Field dimensions may only vary from these recommendations with the approval of the Association.

b) Competition Administrators shall establish minimum standards for equipment and facilities and baseball fields, however the following minimum requirements for baseball field equipment apply to all games:

i) The host club of games is to provide grounds and ground equipment that meets the following minimum requirements:

(1) The requirements stated in the Rules of Baseball - 1.04, 1.05, 1.06 and 1.07 and 1.08, unless stipulated exceptions are made by the Competition Administrator. NB. 1.04 (a) & (b) relate to Professional League standards for playing fields.

c) The minimum standard for field lighting for the conduct of all games under the auspicious of the Association must not be less than 500 LUX (infield) and 300 LUX (outfield) when measured horizontally in accordance with the appropriate Australian Standard. Approval of field lighting from the Association is required prior to playing any games at night on lit venues.

i) Higher levels of competition (e.g. National Leagues or Championships) may require higher LUX levels. Venue managers should consider these requirements before installing lights for the possible chance to host these games.

13) Baseballs

a) Only baseballs that conform with Rules of Baseball 1.09 may be used, except where approved by the Association for special events.

14) Baseball Bats

a) The Association shall establish rules stipulating the types of bats that are allowed.

b) Where a League requires wood bats and wood composite bats to be used these must conform to the standard bat specifications as set out in Rules of Baseball 1.10. Page | 9 Adopted September 2011 Amended May 2020 Baseball Victoria By-Laws

15) Footwear

a) Metal cleats are not permitted to be worn in games for age groups U17 and below.

16) Protective Helmets

a) All batters, base runners and bat boys are required to wear two eared protective helmets, as set out in Rule of Baseball 1.16 (except (c )).

b) All base coaches are required to wear protective helmets as follow:

i) Base coaches who are under 18 years of age must wear two eared helmets. ii) Base coaches who are 18 years of age and over may wear skull cap style helmets.

17) Facemasks

a) All catchers must wear a mask and a catcher’s helmet during infield/outfield practice, pitcher warm-up and games (this includes helmets with built in facemask).

b) All junior catchers are required to wear a throat guard/protector on their masks

c) Any player or coach warming up a pitcher must wear a face mask and a helmet no matter whether in the bull pen or on the playing field.

18) Junior Pitching and Catching Restrictions

a) A junior pitcher’s game contribution will be classified as specified in the Table below.

b) The following minimum restrictions apply to all junior games played in Victoria under the auspices of the Association:

i) A pitcher reaching the maximum number of pitches for a major assignment is to be removed as a pitcher once he has completed the batter.

ii) A pitcher reaching a second max minor assignment on the same day, is to be removed from the game once he has completed the batter or has been moved to Designated Hitter. However, if the pitcher retires the batter as the third out, the pitcher may take his place as a batter in the next half inning.

iii) Any player pitching a major assignment must complete 72 hours rest before commencing any further pitching or catching assignment.

iv) Any player pitching a substantial assignment must complete 48 hours rest before commencing any further pitching or catching assignment. v) No games rest is required after a minor assignment is completed. However, where a pitcher completes two minor assignments on the same day, or on consecutive days, then:

(1) 48 hours rest is required from pitching or catching if the total number of pitches thrown in those two assignments equals or exceeds the relevant age group amount specified in Table 2 below; or

(2) 24 hours rest is required if the total number of pitches in those two assignments is less than the relevant age group amount specified in the Table below.

c) The rest period referred to in clauses (c), (d) and (e) above commences at 11:59pm on the day that the pitching assignment was completed.

d) If any pitcher delivers one pitch in an inning, he shall be charged for one assignment.

e) A Balk Pitch delivered to the plate, whether it be hit safe or not shall be considered to be valid for the purpose of recording the number of pitches.

f) A “no pitch”, e.g. batter steps out of the batter’s box and the pitcher delivers the pitch, shall not be included in the pitch count.

g) Each game in which a player pitches is considered one assignment.

h) A player once removed as a pitcher may not pitch again in the same game.

i) Pitchers in competitions of Under 14 age group and below may only throw fast balls or straight change ups. Knuckle balls, split fingers, fork balls and curve balls are not permitted.

i) If any pitch other than a fast ball or straight change up is thrown, the plate umpire will call “Illegal Pitch”. The illegal pitch call may also be made by a field umpire. If the ball is not batted then the pitch shall be called a “Ball”. If the pitch is hit by a batter, then normal rules of Baseball will apply. Where the ball is batted and an out is made, or the batter strikes out, then the batter runner is not out and the illegal pitch rule and penalty will apply.

ii) The pitched ball will count towards the pitcher’s pitch count.

j) A player cannot change from pitching to catching at any time on the same day.

i) A player cannot change from catching to pitching on the same day without a break for the rest of the game and for the first two innings of the next game.

k) The Association and Competition Administrators may impose further restrictions on pitching in games played in leagues and tournaments as considered appropriate from time to time. The permission of the Association is required for changes or conflicts to these By-laws.

19) Conduct of Players, Coaches, Club Officials and Spectators

a) Competition Administrators must establish and publish Codes of Conduct for players, coaches, club officials, parents and spectators that address the following points:

i) Good relationships should be fostered between clubs and their teams before, during and aftergames.

ii) The authority and decisions of umpires must be respected. Abusive and intimidating language or tactics will not be tolerated and should not be directed to any person.

iii) The coach of each team must insist that their players behave in a sportsmanlike manner at all times while at the field. Any person acting in an un-sportsmanlike manner and/or using offensive and abusive language may be reported for their actions.

iv) Coaches and players are required to draw attention to their own members and spectators to behave in a suitable manner. They should show support towards their team and not berate or belittle the opposition.

v) No person in their capacity as an member of a club or, in the course of carrying out their duties or functions as or incidental to being an member of a club (being a person entitled to enter the arena during the course of or prior to or during any break in play in any game) shall act towards or speak to any other person in a manner, or engage in any other conduct which threatens, disparages, vilifies or insults another person (“the person vilified) on the basis of that person’s race, religion, colour, descent or national or ethnic origin. b) Players, coaches, club officials, umpires and scorers are required to comply with the Policies of the Association as published on the Association website (www.baseballvictoria.com.au) from time to time. 20) Representative Games

a) All players chosen in teams representing the Association shall be deemed to be available for the representative team unless written evidence to the contrary is submitted and found to be acceptable to the Association.

b) Any selected player who is unavailable for reasons not acceptable to the Association shall not be permitted to participate in any other baseball games that may be played concurrently with that of a representative team. Should there be no concurrently played game, the Association may suspend the player from a number of games which would have been played by the representative team.

c) No League, Club, Player, Coach, Umpire or Scorer shall take part in any competition or practice games during the duration of any Australian Championships or other nominated representative games or events under the auspices of the Association unless directed or allowed by the Association.

21) Permission to Play in Games outside the Association’s Control

a) No League or Club affiliated with the Association, nor any team or player, shall arrange or take part in any game with any team within the State of Victoria or outside the State of Victoria without first obtaining the consent of the Association.

b) Where any game is proposed or intended to be played outside the State of Victoria consent shall not be granted by the Association unless the controlling body of Baseball in the State in which the game is intended to be played has given its sanction to same. The permission of the Australian Baseball Federation is required for games intended to be played interstate or internationally.

22) Suspension and Penalty

a) The Association may endorse any suspension, penalty or disqualification imposed by any controlling body of Baseball, either in or outside Victoria, provided that notification of such suspension, penalty or disqualification is received in writing. b) The Association may fine, suspend or otherwise deal with a player, coach, umpire, scorer, member of a Club, a Club or League for any act or misdemeanor not provided for in these By-laws or the Rules.

c) Any person suspended or disqualified by the Association may appeal pursuant to Clause 46 of the Rules.

23) Appeals

a) A person or Club wishing to appeal a decision made by a Tribunal, a Competition Administrator or a refused clearance or transfer, shall do so only through the policies established from time to time by the Association. These policies will be published on the Association website or available from the Association directly.

b) A Club may appeal other matters relevant to these By-Laws to the Association provided that the Club has first taken their grievance to the Competition Administrator in accordance with the grievance procedures established by the Competition Administrator.

c) Such appeals will be dealt with in accordance with the Grievance Procedure set out at Clause 46 of the Rules as if the parties to the grievance were Members of the Association.

d) Following an appeal heard by the Association, the Association will offer no further opportunities to appeal within its auspices.

24) Extreme Weather

If there is an adverse weather forecast (lightning, wet weather or extreme heat) for the scheduled playing day:

i) In advance, Competition Manager may consider a full or partial cancellation (i.e. Competition Manager may choose to cancel some or all divisions) in advance and where applicable will seek necessary guidance from the Victorian Director of Umpiring, Bureau of Meteorology and/or selected medical and legal practitioners. Should this occur, all clubs will be notified via email or text message to Club Secretaries and the competition website.

ii) On Game Day, if Competition Manager has not made a decision in advance or advised for players to attend for play, decisions regarding play shall

be in the hands of the home Club Secretary (or his/her nominee - as per Rule of Baseball 3.10 (a)).

iii) During a Game, once the game has commenced, decisions will then be made by the umpires.

Heat Affected Games

a) It shall be the responsibility of the home Club Secretary (or his/her nominee) to monitor on a half-hourly basis, current temperatures via the Bureau of Meteorology website weather information line. Should the current temperature reach 38° Celsius for seniors, Women and Masters competitions (34° Celsius for junior competitions), play shall be suspended immediately. The temperature shall be monitored during this time every 15 minutes. Play shall not resume until the temperature falls below 38° Celsius (or 34° Celsius for junior competitions).

i) Junior players participating in any senior competition shall be subject to the conditions of that competition. b) By viewing the Bureau of Meteorology website (http://www.bom.gov.au/vic/forecasts/melbourne.shtml) the following areas are stated. Games played at the home of a listed club are to adhere to temperature the nominated area: i)M elbourne (Fitzroy, Malvern, Melbourne, Ormond/Glenhuntly, Port Melbourne, St Kilda) ii) Geelong (Geelong) iii) Yarra Glen (Croydon) iv) Frankston (Carrum Downs, Bonbeach, Chelsea) v) Essendon Airport (Essendon, NW Titans, North Coburg Rebels) vi) Moorabbin Airport (Cheltenham, Moorabbin, Sandringham, Springvale, Monash University) vii) Ferny Creek (Upwey FTG) viii) Cranbourne (Berwick, Pakenham) ix) Laverton (Sunshine, Newport, Footscray, Williamstown & Werribee) x) Scoresby (Blackburn, Heathmont, Mulgrave & Waverley) xi) Viewbank (Doncaster, Research Lower Plenty & Preston)

c) For Regional areas, a check of weather conditions should be conducted via the Bureau of Meteorology website through the “Latest Weather Observations for Victoria” page (http://www.bom.gov.au/vic/observations/vicall.shtml)

d) Notwithstanding the above, the umpire/s shall have the powers to abandon or suspend play at any time at their discretion.

e) No person is forced by Baseball Victoria to participate in any match and Clubs shall place no pressure on any participant if he/she considers withdrawing from any part of a match for health reasons.

Rain Affected Games

a) If the Umpire considers that play is unsafe due to rain, the Umpire shall stop play immediately.

b) Should the Umpire consider that there is a reasonable expectation that the rain will ease to the point that play is safe within sufficient time to achieve a Legal Game, the Umpire is to suspend play and periodically assess the conditions. If the Umpire determines it is safe to do so, play will resume.

c) Should the Umpire consider that there is not a reasonable expectation that the rain will ease within sufficient time to achieve a Legal Game, the Umpire is to ‘Call’ the game.

d) If a game is called under this Playing Condition, the game shall be deemed to be a no game.

Lightning

a) Those associated with Baseball Victoria and its activities should note that the risk of injury from lightning is real, especially for people playing outdoor sports such as baseball.

b) On game day, the Umpires have the responsibility to decide when it is safe to play baseball, giving consideration to the risk of injury from lightning.

c) During practice, the Club Coach is responsible for deciding when it is safe to be practicing. In the absence of the Club Coach, the highest ranking present member of the Club Committee is responsible.

d) Players, officials and guests must take shelter in the club rooms or their cars while play is suspended. The dugouts do not provide appropriate protection.

e) Play must not be resumed until it is safe to do in the opinion of the Umpires (on game day) or the Club Coach (during practice).

f) Delays to play caused by lightning risk will be considered to be a weather delay in deciding the outcome of a game.

Rescheduling of Games

a) Games incomplete or not played due to adverse weather, forfeit or other unsuitable playing conditions shall not be rescheduled.

25) Registration Fees 26) Players must be registered and financial prior to playing their first game for that season.

27) Players who fill in on a game day will not be expected to pay a fee until they play a second game with that Club or another club in that same Association, in that season.

28) Players participating in representative teams must be registered and financial on the Baseball Victoria Online Registration system. This can be via a club registration, or an individual event registration. Note: This would apply to Seniors Carnivals as well.

29) All players to be registered in the correct manner on the IMG system e.g. registered with player registration paid online by credit card or other approved payment method.

30) Penalty for playing an unregistered and non-financial player in any fixtured game will be loss of points for that game, and any other game that the player subsequently participates in, plus a $50 fine for each player this applies to.

31) For the first game of any new season, where a player is found to be unregistered and non-financial, clubs will be given 48 hours from midnight of the day of the game to register and have that player or players made financial.

26) Juniors Playing Seniors The minimum age for a player to play Senior Men’s baseball is 14 years of age.

27) COVID-19 a) Federal and state governments have implemented a series of restrictions as part of the COVID-19 global pandemic.

b) Baseball Victoria including its members, clubs and associations are required to follow these restrictions as they apply to baseball.

c) Baseball Victoria may impose additional restrictions as a part of a Return to Activity or Return to Play.

d) All restrictions and any alternations to restrictions will be communicated via the Baseball Victoria website.

e) Breaches of these restrictions by any member, club or association will be dealt with by Baseball Victoria under the Baseball Victoria Member Protection Policy and Baseball Victoria Codes of Conduct and may result in disciplinary action including suspension of membership, disaffiliation or monetary fines.
