2019 Budget Guide Overview of the Government of the City of Pittsburgh The government of the City of Pittsburgh is composed of both independently elected and appointed officials who work alongside more than three thousand employees in the service of advancing the interests of City residents. The Mayor and City Controller are the only two executives elected through a citywide vote. City Council’s nine representatives, who comprise the City’s legislative branch, are elected
