This strategic plan is the first that involves all SOEs operating under the Ministry of Information, Communication, Transport and Tourism Development (MICTTD). The key areas addressed and content in this includes the following: • Transportation, ports and regulatory requirements • Information and Communication Technologies and its regulatory requirements • Tourism development • Government printer • Postal services • Customer services • Registry and accounting systems The plan was designed in alignment with Te Motinnano (Government Manifesto) and the KV20 and is a guiding framework with an inclusive approach that focuses on the commercial, technical, administrative and operational issues, extending it as far as possible to look into other factors that have impact on the efficiency of the service. Of critical importance, this time are: • Expansion and improvement of sea and air ports • Improving sea and air transportation infrastructures and regulatory requirements • Improving sustainable tourism developments • Developing efficient postal and printer services • Establishment of autonomous Authorities so they focus specifically on their functions and objectives to implement MICTTD’s strategies more efficiently. Commitment from all staff of the Ministry and SOEs participating in the implementation of the plan is fundamental. We invite our development partners to work with us in good partnership to achieve our mission for better service delivery, so our vision for our country and the people in the years ahead will be realized. The SOE’s business plans were also not included in the Ministry’s Strategic Plan 2016-2019 but remain vital for the Ministry’s strategic operations to achieve the desired goals set by Government. This new edition of the MSP has new content and has incorporated those missing links from the Ministry’s SOEs towards the overarching plan, as well it aims to promote the use of support services that the Ministry is endowed with, provided its diverse nature.     Pacific Studies Series About Oceanic Voyages: Aviation in the Pacific International aviation services are crucial to trade, growth, and development in the Pacific region. Improved access provided by international aviation from every other region in the world to an increasing number of islands is opening new opportunities. Tourism contributes substantially to income and employment in many Pacific countries, usually in areas outside of the main urban centers, and enables air freight services for valuable but perishable commodities that would otherwise not be marketable. Although some features of the Pacific region make provision of international aviation services a challenge, there have also been some notable successes that offer key lessons for future development. Case studies of national aviation sector experience show the value of operating on commercial principles, attracting international and OCEANIC V private-sector capital investment, assigning risk where it can best be managed, and liberalizing market access. Integration of the regional market for transport services, combined with harmonized but less restrictive regulations, would facilitate a greater range of services at more competitive prices. Pacific island country governments have the ability to create effective operating environments. When they do so, experience O shows that operators will respond with efficient service provision.     Apart from the support grant that the Government gives to the outer island councils, Island Council projects are also funded by the government and donors most notably the Taiwan embassy in South Tarawa who gives out AU$10 million every year to fund these island council priority projects from all over Kiribati. Biodiversity Conservation is always considered along with sustainable use. It has been confirmed that the present state of biodiversity in the Republic of Kiribati is being degraded socially, economically, politically and even judicially. As a nation with very limited resources we just cannot afford to sit back and let this serious degradation continues. If the biodiversity is not conserved or used on a sustainable basis, and if traditional sustainable management practices, and the knowledge and relevant language are not maintained or strengthened then future development would not be able to sustain the people in the long term. The main key in the whole process is the resource owners and users at the community level who hold the long- lasting key to biodiversity conservation. The development of Kiribati National Biodiversity Strategy and Action Plan (K-NBSAP) has been highly consultative. The process of collecting data and information has been guided by the Steering Committee, a multi-disciplinary committee that comprises of representatives from different stakeholders. The diverse representation of the Steering Committee and the collaborative incentive of the grassroots people reflected a shift towards a multi-sectoral collaboration and the need to establish stronger social and institutional infrastructure to make local community co-management actually work in practice.

But despite this recognition, some scientists argue that the political emphasis of LMPAs is undermining the ecological value of these sites and leading to poor social justice outcomes. In attendance to these discourses, this research explores the decision-making processes of LMPAs through a case study analysis of the Phoenix Islands Protected Area (PIPA). In the summer of 2016 I conducted participant observation, document analysis and interviewed 48 actors about PIPA’s governance structure and its outcomes. Through this process, key themes regarding sovereignty, use of science in decision-making, the role of non-state actors, and communication of benefits emerged. Findings indicate that although PIPA is a remote, uninhabited area, even in remote spaces it is important to consider social benefits. As such, this case signals LMPAs are not the low-hanging fruit of conservation.     Pacific Studies Series Studies Pacific Pacific Studies Series Kiribati Social and Economic Report 2008 After two impressively peaceful decades, there are signs of a dangerous degree of complacency in Kiribati’s view of its domestic and external affairs. Forms of cultural and political resistance to change have thus been encouraged, and these are handicapping the nation’s response to development risks. Eight leading sources of development risk confronting Kiribati are identified, and these require understanding and appropriate responses in the form of well-formulated national development strategies. Based on a thorough assessment of risks, priorities, and options by sector in the main report, 16 policy actions are recommended as keys to the full range of responses that need to be formulated to cope with development risk.
