Dear POVA Members and Friends,

The temperatures have begun moderating here in southeast Michigan, and the pleasantries of the past summer are fading memories. Oh well…..such is the life in the more northerly latitudes!

POVA has many pieces in motion, all designed to keep us growing and moving forward. Your Board is working on definition of key strategic initiatives for POVA’s future, looking for ways to grow our membership, establish POVA chapters, begin fund-raising to assist our fellow veterans in need, and expand our relations within the active and Reserve PSYOP Groups and with our friends in the other parts of the Special Operations world. Things change every day.

Big changes coming shortly: our website is being reconstructed and will be bigger and better than ever; we are learning how to work with a broader range of social media, including Facebook, Twitter, and others that can expand our communication. We’ll soon publish our “key” strategic initiatives for the 2016-2018 Biennium in the newsletter.

Non-Profit Incorporation Filed, IRS Section 501c3 Tax Exempt Status Filed

POVA has been able to finally complete the filing requirements for both a non-profit incorporation filing in Michigan, and with that filing, the filing of IRS Form 1023 seeking tax exempt status under section 501c3. This process is a bit convoluted and requires extensive documentation, budget preparation and analysis, etc.. The processes have now all been filed, and we hope to finally have our status approved in the very near future. Life Member Joseph Meissner is our Attorney who has been handling these filings. POVA has previously had tax exempt status, but lost it when the organization did not file tax returns for several years. We won’t let that happen again in the future. As soon as we have a decision from the IRS, we’ll report it all our members and friends in the newsletter.

Changes in POVA Leadership

POVA First Vice President Stu Clark requested to step aside from his duties for POVA this month, due to personal and family issues that require his time and attention. We wish Stu the best, and will always have a role for him in the future.

Taking Stu’s place as First Vice President will be POVA Life Member Larry Dietz. Larry is a retired US Army Colonel, and former Honorary Colonel of the Army’s PSYOP Regiment. Larry has been a long-time friend and supporter of POVA, and having him involved in a key leadership role will be very good for our Association.

Moving Larry to First VP opens his current role as POVA Trustee, and this position has been offered to new Life Member Don Miller, who has accepted the appointment. Don has great passion and energy for both PSYOP and the Army’s veteran community, and will bring great leadership to POVA’s future.

Welcome to the 7th PSYOP Group The 7th PSYOP Group is one of two groups that are part of the US Army Civil Affairs and Psychological Operations Command (USACAPOC). Commanded by COL Randall S. Cartmill, the 7th Group is located at Moffett Field in the San Francisco Bay area.

The Group HQ is located in Mountain View, CA which is just North of San Jose and about an hour south of San Francisco. Its major subordinate battalions are the 10th, 12th, 14th, and 17th battalions. The 7th POG is the largest Major 7th PSYOP Group Unit Crest Support Unit (MSU) within Army Civil Affairs and Psychological Operations Command (Airborne) USACAPOC (A) consisting of over 2,100 Soldiers spread out over 7 states. These states include California, Nevada, Washington, Oregon, Missouri, Texas, and Arkansas. Since 9/11, over 3,000 PSYOP Soldiers have deployed multiple times to Afghanistan, Iraq and Horn of Africa to support the War on Terror. The 7th POG is a regionally aligned command supporting the Geographic Combative Commands (GCC) and Army Combative Commands (ACC) within the Pacific Theater of Operations (PACOM) and well as SOUTHCOM. However, based on contingency operations, the 7th POG also has the able to deploy worldwide in support all Conventional Army Forces as well as Joint Task Forces (JTF) as needed by the national command authority.

COL Randall S. Cartmill, Commanding Officer, 7th PSYOP Group and New POVA Life Member

POVA is pleased and honored to introduce COL Randall S. Cartmill, CO of the 7th PSYOP Group in California. COL Cartmill is one of POVA’s newest Life Members. We are pleased to have him with us.

Colonel Cartmill began his career in the US Army Reserve over 24 years when he was commissioned as an Engineer officer in 1991 from the Reserve Officer Training Corps (ROTC).

He earned a bachelor’s degree in Geography from California State University San Bernardino, a master’s degree in Military History from American Public University, and a master’s degree in Strategic Studies from the Army War College. His military education includes the Engineer Basic and Advance Courses, the Army Command and Staff College, Intermediate Education Level (ILE) course, the Naval Post Graduate School and the Army War College.

Prior to serving as the Commander for 7th Psychological Operations Group, COL Cartmill served as the Executive Officer for the 7th Psychological Operations Group. His experiences include a deployment as an Engineer Platoon Leader in support of Joint Task COL Randall S. Cartmill Commanding Officer Force 6, Tactical PSYOP commands at the Detachment, Company 7th PSYOP Group and Battalion levels.

During these assignments, he deployed in support of Stabilization Force Bosnia as a Brigade PSYOP Support Element (BPSE), and has also deployed twice to Iraq in support of Operation Iraqi Freedom as a Detachment and a Company Commander. His awards and decorations include the Bronze Star medal with oak leaf cluster, the Defense Meritorious Service medal with oak leaf cluster, the Joint Service Commendation medal, the Army Achievement medal with three oak leaf clusters, and the Combat Action Badge.

COL Cartmill offered additional background on his career:

I first started in the USAR PSYOP community back in 1993 as a 1LT. I finished the PSYOP Officer Qualification Course in 1994. I was the only USAR Officer in the course at the time and when I finished I became a functional area - 39B. I am very proud of this fact.

Upon completing the qualification course I return to the 315th PSYOP Company in Upland, CA where I remained until 2004, deploying two times in that period. Once to Bosnia in 1996-97 and once to Iraq 2003-04. Upon returning from Iraq I was promoted to Major and I moved to the 301st PSYOP Company in San Diego, CA for about 1 year before being selected to be the S3 of the 14th PSYOP BN. After 15 months in the S3 / XO position I returned to the 315th

PSYOP Company to be the Company Commander where I stayed in command from 2006 to 2010. "A very long time." One deployment to Iraq.

Upon my return from the Iraq deployment I was promoted to LTC. In 2010 I moved over to Civil Affairs for until 2011 when I was selected for Battalion command of the 14th PSYOP BN in Mountain View, CA. I stay in BN command from 2011 -2014. In 2014, I moved to 7th PSYOP Group to become the Group XO. I stayed as the Group XO until 2015. In May of 2015, I became the 7th PSYOP Group commander being promoted to COL shortly after taking command of the 7th POG.

POVA Life Member Ben Tipton

Ben joined POVA as a Life Member in the summer of 2016, and attended our Biennial Reunion in Fayetteville. Ben is a strong addition to POVA, and will be a great asset to our membership as we continue growing forward. Ben and wife Julie are welcome additions to the POVA family. He retired from the Army in October 2016.

Major Ben Tipton, a native of Ohio, graduated from Longwood College in Farmville, Virginia in 1999 with a Bachelor of Science degree in Business Administration, and earned his commission as a Second Lieutenant of the Air Defense Artillery. Major Tipton's assignments include Platoon Leader of 2ND Platoon, D/5-5 ADA, 2ND ID at Camp Stanley, Republic of Korea; Assistant Operations Officer of 2-44 ADA, 101ST ABN DIV (AASLT) and Executive Officer of D/2-44 ADA at Fort Campbell, Kentucky; Action Officer at USAREUR G3 Central Tasking Branch in Heidelberg, Germany; Chief of Coalition Air Defense Element & Army Airspace Command & Control Element of CJTF-76 in Baghram, Afghanistan; Detachment Commander of Tactical PSYOP Detachment 9D10, 4TH PSYOP GP (A) at Fort Bragg, NC and Iraq in support of 5TH SFG (A); Assistant TH Operations Officer for Current Operations of 4 PSYOP GP (A); Benjamin Tipton, POVA Life Member Small Group Instructor for the PSYOP Qualification Course of C/3/1 SWTG (A); Commander of HHC, USAJFKSWCS; Commander of B/8/4TH MISG (A) and simultaneously served in Qatar as the J3 Director of the Joint Information Support Task Force - Special Operations (JISTF-SO) in support of Special Operations Command Central (SOCCENT); Director of the MISO Effects Group; PSYOP Plans Officer of the 1ST Special Forces Command G39; and finally the Assistant Operations Officer of 1ST Special Forces Command (A). Major Tipton's military education includes the ADA (SHORAD Track) Officer Basic Course, Infantry Captain’s Career Course, Combined Arms & Services Staff School, Basic Airborne School, Air Assault School, Bradley Leader's Course, Joint Air Operations Staff Course, PSYOP Qualification Course, Advanced Regional Analysis Course -Europe, USAJFKSWCS Basic French Course, USAJFKSWCS Small Group Leader Instructor Trainer Course, and a Master's of Science Degree in Defense Analysis from the Naval Postgraduate School with a concentration on irregular and unconventional warfare.

His awards and decorations include the Meritorious Service Medal (1 OLC), Joint Service Commendation Medal (1 OLC), Army Commendation Medal (4 OLC), Army Achievement Medal (3 OLC), Joint Meritorious Unit Award, National Defense Service Medal, Afghanistan Campaign Medal, Iraq Campaign Medal, GWOT Expeditionary Medal, GWOT Service Medal, Korea Defense Service Medal, Parachutist Badge, Air Assault Badge, Bronze German Jump Wings, and Royal Dutch Jump Wings.

Ben is married to the former Ms. Julie Peloquin of Rhode Island. They have a daughter, Camille, age 9, and a son, Tanner, age 5. The Tipton’s plan to work and live in the Southern Pines area for the foreseeable future, and invite you to not be a stranger through the coming years.

What Do POVA’s Members Want?

Immediately after our August reunion, POVA’s Board focused its attention on defining the key initiatives it would undertake to continue building a strong future for our Association and its members. One of the initiatives was to poll our members to ask “what do you want POVA to do?” As POVA is growing from its original roots as a reunion association, we are branching out to other activities, which open the door to a broader range of activities in which we can be involved. POVA Life Member and Trustee Matt Robbins is coordinating our “what do our members want?” campaign. Please contact him directly at [email protected] with your thoughts and ideas. POVA Partners with Phoenix Mission to Provide Assistance to Needy Veterans

As part of our resurgence, POVA is committed to reaching out and partnering with other organizations that are providing assistance to veterans in need. POVA does not seek to be “just another” vet group helping vets, but prefers to partner with those organizations that are already doing good things for our fellow warriors. POVA is proud to partner with Phoenix Mission, a North Carolina organization that has worked tirelessly for years to assist America’s veterans. Operated by POVA Associate Member Beverly Lowden, Phoenix Mission is a great partner focused on our fellow veterans’ needs.

POVA VP Rich Hosier recently presented Beverly Lowden of Phoenix Mission a check for $500 as a donation for the Homeless Veterans Standown, sponsored by the Mission. The Standown, an all day event provided homeless veterans with backpacks containing hygiene essentials, boots and Beverly Lowden, POVA Associate shoes, along with medical treatment provided by local health officials. Member, of Phoenix Mission and Veterans were also served breakfast and lunch. Local veteran organizations POVA VP Rich Hosier were present to provide counseling and advice to these veterans relative to services available to them. POVA is proud to be able to assist this worthy cause for veterans in need.

Daughter of Viet-Nam KIA Continues Giving Back

POVA received this letter from Ray and Ann Ambrozak regarding the good works carried on by Ann Turner, daughter of the late CPT Alan Harriman. The letter says it all:

Sometime in late 2001 there was a request on the POVA website from a young woman asking for information about her father who had been killed in . That was Ann Harriman asking about her dad Cpt. Al Harriman. He was a member of a PSYOP team assigned to MACVSOG supporting special forces operations when he died in a plane crash. Ann was contacted and provided with answers to many questions she had for years. She and her mother Judy were invited to the POVA reunion in Baltimore. They did attend the reunion and participated in the rose ceremony which made them feel like a part of the family. It is interesting now to see what one of the daughters of a fallen hero is doing with her life.

Ann had been the proprietor of a bakery in Virginia for several years and traveled CPT Alan Harriman with her husband Rich whose work took them overseas. Now, look what KIA 15 Aug 1964 happened ...... In her own words:

“After traveling with my husband (Richard Turner) to Botswana for his work, and loving it, we decided it was time we did something. So, we found Stepping Stones International in the village of Mochudi. It is there that we truly fell in love with this Country.

In Botswana, 64% of youth ages 10-18 have been left orphaned and vulnerable by the HIV/AIDS epidemic. Stepping Stones International (SSI) has established an innovative after-school program to serve this vulnerable group with outreach to the families and the community. Stepping Stones has created a fostering environment that teaches the life skills needed to get them on the right path towards a hopeful future. You can learn more about SSI at www.steppingstonesintl.org.

In addition to providing needed supplies to the children (school supplies, clothing, shoes, and hygiene products), we were able to get our church involved and have sent four mission teams over to work with SSI. We have renovated homes for two of the children that attend SSI (these children were considered needy by the Government of Botswana) and, our biggest project that we are still working on, is the construction of a building that now will be used as a bakery. We literally built this building by hand - digging the foundation, mixing and pouring the concrete and building up the walls with bricks that were made on site. This building has become "Twsharagano Sweet" Bakery (which means "coming together" in Setswana) - where ladies are given an opportunity to work and make an income. The ladies are special to us because they are the caregivers of the children at SSI. If these ladies are able to make an income then the children will be taken care of. Our task now is to get the bakery open for business. We have raised the needed funds to purchase some equipment and will be heading over to help get everything set up.

Many POVA members and friends attended our August Reunion in Fayetteville wearing POVA’s gorgeous embroidered shirts and ball caps. There are actually a few different styles, and we have several still available for sale. These include cotton and “silky” poly golf shirts, long sleeve t-shirts, button-down oxfords shirts, and will soon have windbreakers and wind-shirts for our members. All are embroidered with our official POVA logo, and the word “POVA” on either the right breast or on the sleeve.

Military Records/DD-214…..Available Online

It's official; DD-214s are NOW Online. Please pass on to other vets. The National Personnel Records Center (NPRC) has provided the following website for veterans to gain access to their DD-214s online: http://vetrecs.archives.gov/ or try http://www.archives.gov/ veterans/military-service- records. This may be particularly helpful when a veteran needs a copy of his DD-214 for employment purposes. NPRC is working to make it easier for veterans with computers and Internet access to obtain copies of documents from their military files.

Military veterans and the next of kin of deceased former military members may now use a new online military personnel records system to request documents. Other individuals with a need for documents must still complete the Standard Form 180, which can be downloaded from the online web site. Because the requester will be asked to supply all information essential for NPRC to process the request, delays that normally occur when NPRC has to ask veterans for additional information will be minimized. The new web-based application was designed to provide better service on these requests by eliminating the records centers mailroom and processing time.

POVA Member offers FREE Download of his EXCELLENT book to help raise funds for fellow Veterans

In our November “The Leaflet Drop,” POVA presented an excellent book written by new POVA member Howard Patrick. It details his Viet-Nam combat experience with the 1st Cavalry Division, and then takes the reader “down the rabbit hole” which he experienced with Post Traumatic Stress Disorder (PTSD). It is an honest, often painful, but well written story of the difficult Howard travelled to take his life back from this miserable and debilitating condition.

In an effort to assist POVA in its new fund-raising efforts to allow us to help other groups working with disadvantaged veterans, Howard has offered a FREE download of his book during the period 7-11 November 2016, the period immediately preceding and including Veterans Day. POVA Attends Special Operations Association Reunion in Las Vegas

POVA Life Member Ray Ambrozak attended the Special Operations Association Reunion in Las Vegas in October. Here is Ray’s report; there appears to be several areas of potential mutual interest between SOA and POVA. The Board will be discussing this in the coming months.

As an associate member of the Special Operations Association, I was able to attend the SOAR XL in Las Vegas held 17-20 October at the Orleans Casino. Prior to attending, coordination with the SOAR committee was made to arrange for a POVA exhibit in the hospitality room. The exhibit consisted of several small chart boards (suitcase size) depicting PSYOP campaigns, Vietnam experiences and Operation White Star support (Laos 1961). Additionally there was also a video interview on White Star. The SOAR staff could not have been more accommodating. When I arrived the exhibit tables were in place along with a flat screen TV and DVD player. They also had the casino I.T. respond to assist with the video player which proved helpful.

The exhibit produced a steady stream of people who were very engaged with the subject of PSYOP. Many had experiences to share about leaflet drops and loudspeaker teams that had supported their operations. Unknown; Clyde Sincere, SOAR President Emeritus; Ray Ambrozak, POVA

It didn't take long to realize that this would work best as a two man operation due to the many questions most attendees had. No one I talked with knew about POVA. Every visitor left the exhibit with at least one of the new POVA trifold pamphlets. This is one small step to ameliorate this problem that needs to be repeated at every opportunity we have.

There were a number of meetings and symposiums covering subjects such as POW/MIA, Save the Montagnards, SPADS/Coveys. Someone was always encouraging me to attend and since this was POVA'S first contact with SOAR, I went along to get a long and in truth they were interesting but left me anxious about time away from the exhibit.

The SOA membership meeting was an eye opener into the many activities in which they are involved and the finances they have to devote to their projects. Apart from member donations, they have corporate donors, raffles and auctions. Raffles and auctions can bring in $30K or more in a short period of time. Two rifles which were donated, were raffled off for several thousand dollars each. The funds are used to support veteran charitable organizations and provide scholarships ($1,000 per semester) .

The membership is still Vietnam oriented and this is a concern as it is in POVA. They are making more of an outreach to the IRAQ/Afghan veterans to bring in a younger generation which will insure the continued life of the association.

There were two people on separate projects that were in the beginning stages of putting together documentaries. They both were interested in including PSYOP as a part of the story they were going to tell. The granddaughter of one of the SOAR's founding fathers was one of the parties. The other was an organization called Video Vets. They have POVA information for future contact. More to follow......

Viet Nam PSYOP Vets will Remember this Lady

Her name was Trinh Thi Ngo. We called her Hannah. She called herself Thu Houng, "the fragrance of autumn". (Note: The alias -- Thu Huong -- or Autumn Fragrance, was easier for her non-Vietnamese listeners to pronounce. Her job was to chill and frighten, not to charm and seduce. Her voice was as smooth as silk, her English impeccable, and as 's premier propagandist, "Hanoi Hannah" tried to convince American G.I.'s that the war was immoral, that they should lay down their arms and go home.

Trinh Thi Ngo Hanoi Hannah died on 2 October 2016 in Saigon, at the age of 87. A Hanoi Hannah fuller account of her life can be found at www.psywarrior.com/hannah.html

Editor’s Note: I remember a very buggy evening near Katum just off the Cambodian border in early 1969, sitting next to a mortar pit, listening with the other 1st Cav guys to Hanoi Hannah on the radio. There must have been a “repeater” station just across the border in Cambodia, because her voice was as clear as if she was right next store. Maybe she was. Her music was great, but she didn’t say anything I found interesting or tempting. Seems PSYOP messaging isn’t effective if you don’t know your enemy. Duh!

Memorial Service for German Soldiers Buried at Ft. Bragg

POVA has received notice from LTC Frank Hoelzner, German Special Operations Forces Liaison Officer to the US Army Special Operations Command, of a special memorial service. Here is the note from LTC Hoelzner.

I don't want to miss informing you in advance about our upcoming German Memorial event on the 30st of November. We remember eight fallen German soldiers who are buried on the cemetery at Ft Bragg.
