A Year of Activities 2019-2020 KSHSAA YEARBOOK the official historical publication of the Kansas State High School Activities Association containing results of all KSHSAA sponsored state events held in 2019-2020 601 SW Commerce Place | PO Box 495 | Topeka, KS 66601-0495 Phone: 785-273-5329 | Fax: 785-271-0236 | [email protected] | www.kshsaa.org The KSHSAA Story PURPOSE: To contribute to the education of the high school boys and girls of Kansas by: administering a program of interscholastic activities, festivals, clinics and contests among member schools; elevating the standards of good sportsmanship and encour- aging the growth of good citizenship, not only for high school boys and girls, but also for adults and all others who come into contact with school activities; protecting member schools from exploitation by special interests; encouraging pride in scholastic achievement as a fundamental basis for a well-balanced activity program; serving the best interests of all member schools by influencing the proper type of legislation or any other desirable means. The Kansas State High School Activities Association came into existence in 1937, but prior to that year there were other associa- tions governing various types of interscholastic activities, all of which cooperated in formulating a unification program that re- sulted in the birth of the present Association. In the early 1930s a movement was started to organize an association to embrace all existing associations dealing with interschool events and with authority to supervise and regulate all interscholastic activities. After a number of years of study and planning by committees representing the High School Principals Association and other organizations such as the Debate League, Typists Association and Music Educators Association, the Board of Control and head- quarters staff of the Athletic Association were requested to assist in the formation of a new activities association and take over its administration. In 1937, the Activities Association came into being. Speech and music activities provided new responsibilities, and considerable time and effort were required to organize the schedule for speech clinics, debate tournaments and music festivals. E.A. Thomas was the first executive officer of the Association and served in this capacity until his retirement on January 1, 1957. C.H. Kopelk served as Executive Secretary from January 1, 1957 until his death on October 10, 1962. Brice B. Durbin served as Executive Secretary from October 13, 1962 until his resignation on September 1, 1976. Nelson Hartman served as Executive Director from September 1, 1976 until his retirement October 1, 1993. Kaye B. Pearce was named Executive Director effective October 1, 1993; he retired June 30, 1996. Gary P. Musselman was named Executive Director effective July 1, 1996 and retired on July 1, 2018. Bill Faflick became Executive Director on July 1, 2018. In 1946, upon recommendation of the high school principals of the state, a club program for high school students was estab- lished and given the name The Kansas Association for Youth. This character-building and citizenship training program has re- ceived eight national citations for their involvement in service projects. As each year has passed, additional services have been instituted until at the present time all high school activities involving students from member high schools are carried on under the supervision of the administrative staff of the Association. These include such additional activities as student council conferences and the summer workshop; KAY conferences and leadership camp; cheerleader, drill team and pompon squad conferences; speech and drama championships and festivals; scholars bowl championships; and all types of clinics for students and teachers interested in athletics, speech and music. Many of these activities are partially financed from receipts of the state series of basketball tournaments and football playoffs. In addition to summer leadership and service opportunities, the Association administers championship seasons annually for member schools grouped in respec- tive classifications. These season culminating championships and festivals experienced the first interruption in March of 2020, as the boys and girls basketball championship tournaments were canceled following quarterfinal rounds and the spring season canceled due to the national health crisis of COVID-19. Legislative authority is vested in a Board of Directors composed of approxi- mately 75 members representing senior high leagues, independent schools, middle/junior high school principals or superintendents and allied profes- sional organizations, with a guarantee of gender and minority/ethnic groups. The management of the affairs of the Association is vested in the Executive Board consisting of 9-13 members (a subset of the Board of Directors, repre- sentative of classifications, state and local Boards of Education, and Gover- nor appointees, with membership meeting diversity requirements). The ad- ministrative staff consists of Bill Faflick, Executive Director; Cheryl Gleason, Francine Martin, Mark Lentz, Jeremy Holaday, Craig Manteuffel and Rod Gar- man, Assistant Executive Directors; and Brent Unruh, Office and Operations Manager. On January 1, 1956 the Kansas State High School Activities Association was incorporated under the laws of the state of Kansas. The headquarters are located at 601 SW Commerce Place in Topeka.
