Area Assessment

The area (about 4.7 ha) is near East Rail and is largely separated from existing residential developments by Channel, railway tracks and major roads (Plan A13).

There has been no new development/redevelopment of industrial buildings in the area since the completion of the 2009 Area Assessments, but the previous vacant industrial building at 13-15 Shing Wan Road is found occupied in the latest survey. The total industrial stock retains at 0.13 million m2 GFA. All eight industrial buildings in the area have 8-19 storeys and are in fair condition. Seven buildings are 30 years or more, and the remaining one building is 25 years old. Five buildings are under multiple ownership and the remaining three are under single ownership.

The overall vacancy of the area is only 0.2%, which is much lower than the 2.7% identified in the 2009 Area Assessments. Such vacancy is also significantly lower than the territorial figure of 3.5% for all “I” areas and the average of 2.8% for the seven areas in the Northeast New Territories. About 2.9% of the units were divided into subunits, involving about 3.5% of the GFA. In terms of usage, Warehouse/Storage is still the largest user, occupying about 57.2% of the GFA which is higher than the 46.9% identified in 2009. Office use occupies about 10.9% which is lower than the 13.1% identified in 2009. The GFA for Manufacturing/Workshop has significantly decreased from about 18.8% to about 5.9%, while the GFA for “Other Uses” has largely increased from about 1.0% to about 8.7%. The largest type of uses is shop and services (about 6.1%) which is concentrated in the building at 1-7 Shing Wan Road.

In terms of employment, about 2,111 workers are estimated to be engaged in the occupied non-subdivided units of the industrial buildings in the area, including about 662 workers (31.4%) in the manufacturing business and about 1,449 workers (68.6%) in the non-manufacturing business. The overall figure accounts for about 1.5% of the total of 140,077 persons engaged (other than those in the civil service) in various business/industries in the District identified by C&SD in June 2014.

So far, there has been no planning approval or building plan approval for proposed new development in the area or proposed redevelopment/wholesale conversion of the existing industrial buildings in the area.

In view of the low and decreasing vacancy rate of the industrial buildings in the area and their high usage for Warehouse/Storage, the area could be retained as “I”.

Recommendation

To retain the area as “I”.
