Participants: SCI, UNHCR, ACTIONAID, FAO, IMC, IRA, UNICEF, CARE, ACBAR, DACAAR, IOM, UNAMA, ACTED and OCHA.

Agenda: Welcome and introductions, Review of previous HRT action points, IDP Update, Natural hazard induced disaster updates, Clusters (Protection, ESN, FSAC, Nutrition and Health) and OCTs Updates, Civil – Military Coordination Updates, 3W and AOB (Humanitarian Stories for the monthly humanitarian bulletin

# Agenda Item Issues Action Points 1 Welcome and Mr Gift Chatora the new OCHA Mazar-e-Sharif Head of Sub Office for NR and NER welcomed introductions participants and introduced himself. He said that he had been to Mazar-e-Sharif for a surge support during Kunduz crisis in 2015 and had the pleasure of working with NR NER HRT. Also he conveyed Eveline’s (the former Head of OCHA Mazar Sub Office) greetings to the HRT members as well as thanked ACBAR for conducting the consultative session on World Humanitarian summit in Mazar-e- Sharif. 2 Review of  OCHA, WFP and UNHCR discussed about Kunduz local Government willingness on IDP Camp 1) OCHA to complete previous action establishment at the regional level. Also OCHA and other humanitarian partners in Kunduz met uploading contact details for points and followed up on this issue with Kunduz PG. Hence the idea of establishment of IDP camp was humanitarian actors – by 25 discouraged. This action point was fully addressed. May 2016.  Providing drinkable water to IDPs in Dashte Abdan and Pul-e-Khumri following the completion of DACAAR ERM project as a gap area had been referred to WASH Cluster. However the IDPs left 2) OCHA will follow up on the IDP camp in Kunduz and Pul-e-Khumri and moved to relatives’, friends’ and rental houses in warehousing capacity for the city during April 2016, Hence, the issue on providing drinkable water was resolved.  All humanitarian partners in NR and NER were requested to create Humanitarian ID to their relevant staff members in the humanitarian website of afg.humanitarianresponse.info in the last NR NER HRT. However OCHA agreed to upload contact details of the humanitarian actors by 25 May. 5 IDP updates  OCHA provided below accumulated figures on conflict IDPs: 1) HRT agreed that the o North: 8,763 families were assessed, while 5,297 families identified as genuine IDP current IDP coordination families mechanisms should stay as o Northeast: 15,210 families were assessed, while 8,119 families were identified as they are. Samangan Province:  277 families affected 2) OCHA will be following up  IOM provided 277 family module, 277 blanket module and 89 family tent. with ANDMA Balkh to send  ARCS provided Jerry can, plastic sheet and water pot to all affected families assessment team to Kaldar  WFP provided food assistance and Shortepa districts of : to verify the  60 families affected riverbank erosion and  SCI, UNICEF and ANDMA provided the NFI and Food to this caseload affected families. :  241 families affected  IOM provided 241 family module, 241 blanket module and 62 Emergency Shelter module.  WFP provided food assistance to 241 families  Also the Governmental Assessment team identified a total of 25 families in Khenjan district and 69 families in Nahrin district of Baghlan province. No response provided to the last caseload. IOM will be following up with WFP on verification of this caseload. :  317 families affected  IOM provided blanket module, family module and emergency shelter module to all affected families.  WFP provided food assistance. Recent flooding in Baghlan province:  As per initial report only 7 families have been affected in ,  While mostly the agricultural land has been destroyed in Khost wa Fering. Recent flooding in Samangan:  Aybak: 151 families have been identified (78 in Category A and 73 in Category B), assessment is ongoing.  Ruy-e-Duab: 45 families have been identified, assessment is ongoing.  OCHA also reported that on 03 May 2016 another wave of flooding hit Karte Mujahed and Mirkulal areas in Aybak center of Samangan province. As such number of affected people will most likely increase.

 OCHA requested ACTED to coordinate with IOM and OCHA before deciding on distribution of NFI to any group of affected people to avoid any overlap.  ACTIONAID raised concern of a group of people in of Balkh province who claim to be affected by riverbank erosion. The Balkh PDMC in March had decided to send a joint team (ANDMA and OHW) to verify people who have been affected by riverbank erosion recently. However ANDMA did not conduct this assessment.  According to ACTIONAID some 250 families claimed to be affected by riverbank erosion in Shortepa.  OCHA will be following up with ANDMA Balkh on deploying assessment teams in Kaldar and Shortepa districts of Balkh Province. Clusters / OCTs Protection cluster: 1) OCHA to follow-up with Updates  The cluster meeting was postponed for upcoming week. Health cluster lead (WHO) on  Initial draft of NR & NER protection cluster service directory is available for review of cluster HRT participation and regular members. WASH:  Preposition of Water purification tablets, Hygine Dignity Kits and Latrine slabs.  UNICEF support as a last resort in case of need.  ACTED requested for inclusion of their name in the list of invitees for provincial WASH group meetings and Quarterly WASH cluster meeting. ACTED also requested for Chlorine to make drinking water safe in Keshendeh and Khulm districts. DACAAR:  DACAAR signed new agreement with ECHO for one year starting from 01 May 2016 and DACAAR will be responsible for emergency WASH response only for 30 days not more than that. This agreement is covering 19 and 4500 families. Balkh is included in this project.  A motorize pipe scheme project will be constructed for 480 families (IDPs & vulnerable host communities) of Rubat village, Chemtal district of Balkh province.  Safe drinking water will be provided to 2,320 families through construction of tube wells, pipe scheme and BSF (Bio Sand Filter) projects in Dehdadi, Keshendeh, Charbulak, Balkh and Sholgara districts of Balkh province, main beneficiary of this projects will be most vulnerable host communities, IDPs and returnees. Since it is a WASH project so the Hygiene Education messages for behavior changes will also be delivered to 2,800 families, and the HE kits will be also distributed on 2800 targeted families.  Also 360 hygienic latrines will be also constructed in the targeted areas during the project implementation. The practical works of the project started on April 1st 2016. Health:  BPHS is primary responsible for health response but in case of extensive outbreak UNICEF is ready to support in addition to vaccine and cold chain support.  UNICEF provided 35,000 bed nets to provincial Health Departments so to be distributed for pregnant mothers who visit health facilities.  Prepositioned the clean delivery kit and emergency new born kits.

 Polio constraint in two districts of Chardara and Dasht Archi where children are missed out but negotiation is ongoing with local community. HRT recommended to discuss it through OCT meeting and MSF that is working in Chardara.  OCHA thanked the SCI for continuation of health services in Kunduz during conflict.  On a monthly basis OCHA on behalf of the humanitarian community compiles a monthly humanitarian bulletin.  The following thematic areas can be considered: IDP response, floods, emergency health care support or earthquake response  Action photos are welcome to be part of the story and kindly indicate in the caption who to credit.  Attached please find the March 2016 Monthly Humanitarian Bulletin that can help as a guide in the developing stories.  Appreciate to have your inputs for Humanitarian bulletin of May 2016 anytime during May 2016 until 03 Jun 2016. Your timely input will allow time to review and send the final human interest stories to Kabul by the 4th of upcoming month. This is an opportunity to profile the work you are doing in reaching out to the most vulnerable.

5) 3W: OCHA will be triangulating the 3W with clusters before sharing it with Kabul for compilation. This will help in preparing an agreed 3W from the region.
