Since the 1880's armoured ships, the small power counterpart to the battleships, formed the back-bone of the Swedish Navy. After World War I the Navy wanted to acquire new armoured ships. According to the established doc trine they should be faster than all ships which were stronger in armaments and armour, and, at the same time, strongerthan all faster ships. It was in keeping with this doctrine to propose procurement of ships far bigger than previous ·generations of Swedish armoured ships. But this de mand was not in harmony with what the naval officers considered to be the political realities in Sweden. When one scrutinizes the confidential discussions of Swedish naval of ficers it appears that they combined a professional, military and a political judgement, i. e. two-in this case markedly disharmonious-sets of criteria of rationality. In the inter-war period the Navy adhered to the armoured ship doctrine in principle. -

Några år senare skulle denna ombildas till en av Sveriges första riksomfattande fri- villiga försvarsorganisationer, Sveriges frivilliga motorbåtskår. Uppsatsen syftar till att öka kunskapen om denna relativt okända frivilliga försvarsorganisations tillkomst i en för Sverige ovanligt ”turbulent” politisk period och studera bakomliggande mo- tiv för dess bildande. Analysmetoden kan beskrivas som idé- och mentalitetshistorisk och är till sin karaktär kvalitativ i tolkningen av berörda gruppers intentioner med deras deltagande. Undersökningen redovisas utifrån ett antal kollektiva aktörsper- spektiv. Den empiriska studien, som omfattar perioden åren 1913-1915, klarlägger att den första motorbåtsflottiljen bildades på privat initiativ. Göteborgsflottiljens medlem- mars agerande under framför allt tiden fram till första världskrigets utbrott visar på gruppens syfte och agerande att för eget ändamål positivt påverka relationerna till militärledningen. With the next generation of armored ships- the Sverige class – a substantial increase in firepower and speed was obtained, These ships carried four 28 cm guns and were powered by steam-turbines developing 20 000 hp. Meanwhile the gap between the Äran-class and the Sverige-class was filled by the solitary Oscar II with honor. Keywords: Swedish navy, battleship, coastal defense ship, armament, history. Introduction At the beginning of the 20th century Swedish defense-policy was undergoing radical changes. The parliaments of 1901 and 1902 voted for a transition to a military service system to replace the outdated allotment-system, and the secretary of the Navy F. W. von Otter signed the proposition for the most advanced reformations of the Swedish army and navy ever. These events overshadowed discussions on naval matters, and more en passant, funds for another coastal defense-ship – the Manligheten – were granted. It was however considered important to investigate the future tasks and thus composition of the navy, and a commission was appointed 1901.
