Moment of Silence Mr. Montez called for a moment of silence in memory of Miller School Parent, Mr. Brian Frasier and all other victims of the Las Vegas Tragedy. Members Present Mr. Charoen, Mrs. Gonzalez, Mr. Harris, Mr. Montez, Mr. Traut Members Absent None School Presentation Centralia School Principal Dr. Tia Brown shared some information about Centralia School and introduced PTA Officers Darlene Camacho, Elizabeth Sanchez and Jennifer Camacho, who shared some information about PTA sponsored activities at Centralia School including fundraisers for Science Camp and getting families involved in school. Dr. Brown introduced community partner, Mr. Sean Lawrence from Giving Children Hope who sponsor the “We’ve Got Your Back” program providing our students and families with backpacks of food. Centralia students shared information about being a Centralia Scholar and programs made available to them. Dr. Brown also introduced members of her staff present at the meeting. Public Comment San Marino teacher, Ms. Susan Singleton addressed the Board regarding the strings program and the elective wheel for student enrichment program. Ms. Geetha Rajajopol, community member and volunteer addressed the Board regarding projects and programs funded by Measure N, asked if a budget was in place for the continuation of the music program in the future, and addressed the Board relative to the fund-raising procedures for 6th grade science camp to ensure that all students can attend. Ms. Raquel Murillo from North Orange Community College District, North Orange Continuing Education addressed the Board regarding their programs. Ms. Claudia Pena representing Assemblywoman Sharon Quirk-Silva addressed the Board and provided information on upcoming events. Approval of Agenda Moved by Mr. Traut, seconded by Mr. Harris and carried unanimously that the agenda be approved as submitted. 1 Exhibit B 6-5-2018 Page 3 of 223 Minutes of the Regular Meeting of October 11, 2017 (continued) Approval of Minutes Moved by Mr. Harris, seconded by Mr. Charoen and carried unanimously that the minutes of the Regular Board meeting of September 13, 2017 be approved as submitted. Superintendent’s Report Ms. Martinez made a presentation to the Board sharing good news and happenings in the Centralia School District. Recess/Reconvene Mr. Montez called a recess at 6:12 p.m. in celebration of Trustee Harris’ birthday and reconvened the meeting at 6:30 p.m. Priority Discussion 6.3 Public Hearing – Initial Proposals for Centralia Education Association (CEA) – Mr. Montez opened the public hearing at 6:31 p.m. Members of CEA’s Negotiations Team: Mr. Geof Fairchild, Ms. Lisa Tharp, Ms. Aimee Valle, Ms. Amy Nelson and Ms. Pat Dawson addressed the Board and provided information about their initial proposal. Mr. Montez closed the public hearing at 7:00 p.m. 6.4 Action: Initial Proposals for Centralia Education Association (CEA) Moved by Mr. Traut, seconded by Mrs. Gonzalez and carried unanimously that the Governing Board approve the District’s Initial Proposal to the Centralia Education Association (CEA) and receipt of CEA’s Initial Proposal for the 2017/18 school year. 5.1 Information: Central Kitchen Project Ms. Lynn Pentecost, Schoolhaus Advisors, provided the Board with an update on information about the Centralia Kitchen projects and answered questions posed by Board members. Mr. Montez requested a timeline for the Central Kitchen project. 5.2 Information: Measure N Update Ms. Lynn Pentecost, Schoolhaus Advisors, provided the Board with an update on projects related to Measure N and answered questions posed by Board members. Mr. Traut requested that the Superintendent schedule a meeting with a public relations firm, relative to communication information to the public relative to Measure N projects. He added that he would recommend a company named Presidio for this meeting. Legislative Report There was no legislative report. 1.0 Consent Calendar Action: Moved by Mr. Harris, seconded by Mr. Charoen, and carried unanimously that the Governing Board approve Consent Calendar items to: 2 Exhibit B 6-5-2018 Page 4 of 223 Minutes of the Regular Meeting of October 11, 2017 (continued) 1.1 Gifts to District – accept the following donations: Neighborhood Resource Center for Winter Bazaar/families in need - Used toys, totes and new mugs, gift boxes and makeup supplies from Susan Frias - Clothing and bedding from Jan Jensen - Used books, girls’ toys and clothing from Jessica Hinojosa - Used clothing from Heather McCombs - Used clothing and shoes from Ruth Ann McMillen - Used children’s clothing from Thelma Chirino - $1,500 from Families in Need - Books from Los Coyotes School parents - Box of tiles from Miguel Salinas for craft class Centralia School District Schools - Box of paper from La Palma Kiwanis Club for classroom use - $20,000 from Centralia Education Foundation for instruments for District’s Strings Program Danbrook School – Mrs. Malchak’s Classroom - $300 from Jeff Mahkorn to purchase equipment to enhance student learning experiences (voice amplifier, Blue Tooth speaker, physical education equipment, math manipulatives) Miller School - $12.07 from Red Robin Donations – The Kula Foundation for instructional supplies Raymond Temple School - Potting soil, watering cans and plants from Home Depot Westminster for gardening project - 20 new and used binders from Carol McKenna for classroom use - School supplies from Natalie Wolfs for classroom use 1.2 Financial Reports – approve the following financial reports for August: • General Fund report • Cafeteria Fund report • Child Development Fund report 1.3 Purchase Orders and Checks – ratify purchase orders and checks issued in accordance with the District’s Purchasing Policy and that purchase orders be approved and payment authorized upon delivery and acceptance of items ordered. August 12056652 – 12056817 1.4 Annual Disclosure of District Investment Policy – accept the District investment policy. 3 Exhibit B 6-5-2018 Page 5 of 223 Minutes of the Regular Meeting of October 11, 2017 (continued) 1.5 Purchase of Dairy Products – authorize the purchase of dairy products for daily delivery from Clearbrook Farms utilizing Anaheim Union High School District’s Bid #2015-26 for Mile and Dairy Products. 1.6 Inside the Outdoors – Orange County Department of Education - authorize 2017/18 agreement #10073 for participation in the Inside the Outdoors Field Program with the Orange County Department of Education (OCDE) with costs funded through sponsor programs with no matching funds required. 1.7 Legal Services – Harbottle Law Group – authorize a 2017 agreement with Harbottle Law Group for legal services at a rate of $95 - $195 per hour for an amount not to exceed $35,000 funded by the Student Services Legal Assistance budget 01.524.50.60.5814. 1.8 Internship Program – Alliant International University – authorize a Memorandum of Understanding with the Alliant International University effective August 1, 2017 through July 31, 2022 at no cost to the District. 2.0 Stakeholder Engagement 2.1 Report: Parent Organizations - Parent/Teacher Association (PTA) and Parent/Teacher/Student Organization (PTSO), English Learner Advisory Committee (ELAC) – No report was given 2.2 Report: Centralia Education Association (CEA) CEA President, Ms. Lisa Tharp, addressed the Board on behalf of CEA and shared information about the following: • CEA sends prayers and condolences to all who were affected by the Las Vegas tragedy • Wished administrators a happy week of the school administrator and said they appreciate what they do • Teachers are ready to do benchmark testing • Strings program is smoothing out • Teacher conferences have been completed • Reaching the end of the first trimester 2.3 Report: California School Employees Association, Chapter #136 (CSEA) CSEA Secretary, Ms. Leticia Gutierrez, addressed the Board on behalf of CSEA and shared information about the following: 4 Exhibit B 6-5-2018 Page 6 of 223 Minutes of the Regular Meeting of October 11, 2017 (continued) • Support for teachers with combination classes by extending hours or providing additional classified staff • Safety issues at Danbrook School 2.4 Report: Centralia Management Association (CMA) CMA President, Dr. Stacy Chang, addressed the Board on behalf of CMA and shared information about the following: • Centralia School District staff came together to provide support and assistance to students and staff affected by the Las Vegas tragedy and local fires • Enrichment electives – running smoother and appreciate funding for these programs from both the District and the Education Foundation • Schools have a lot of activities coming up this month with celebrations and harvest festivals • Week of the School Administrator – recognized administrators and recognized the support staff of the administrators

This report provides a financial summary of economic activities that affected the SEF during SFY 2019/20 and recommendations to ensure the adequacy of funds. The SEF is a reimbursable financing method available to public school employers to pay their Unemployment Insurance (UI) costs. The SEF is a joint, pooled-risk fund administered by the EDD. Money deposited in the SEF reimburses the UI Fund for the cost of UI benefits paid to former or furloughed employees of SEF participants.
