LIFE EXPECTANCY AT BIRTH

Male life expectancy in the Barwon South-Western Region (75.14 years) is statistically significantly lower than the Victorian average (75.59 years). The region is ranked 5th out of the 9 regions on life expectancy.

Life expectancy for females in the region (81.17) is just below the state average (81.34) This is 6 years greater than males.

Males in the LGAs of Corangamite/Moyne (74.08) and Glenelg/Southern Grampians (74.01) have the low life expectancy below the Victorian average.

DISABILITY ADUJSTED LIFE YEARS (DALY’S)

The size of the burden of disease for the LGAs of Victoria has been measured in years of healthy life lost due to early death and years lived with disease or injury.

Cardiovascular disease, cancer and mental disorders are the leading causes of burden in the region. Cancer burden is primarily years of life lost through premature death, while mental disorders rarely cause mortality but are a major cause of ill health.

DALY rates per 1000 of population allow comparison of overall health status between LGAs. A high DALY rate indicates poor health status of the population; a low DALY rate reflects better health status. For males, Corangamite/Moyne is ranked in the ten lowest health status areas in Victoria

Cancer The Region as a whole has above average rates for cancer for both males and females. Colac- Otway has better than average rates for males being ranked 10th best in the state and Warrnambool has better than average rates for females, also ranked 10th best in the state. All other LGAs in the Region have worse than average DALY rates for cancer.

Cardiovascular Disease The Barwon South-Western Region has higher than average DALY rates for cardiovascular disease. The highest rates are found in Corangamite/Moyne (Ranked 73 out of 78) and Southern Grampians/Glenelg (Ranked 71) for males and Warrnambool is ranked the worst in the state for females.

Mental Disorders Males in the Barwon South Western Region have lower than Victorian average DALY rates for mental disorders while females have marginally higher rates. Of all the LGAs in the Region, Warrnambool has the highest rates for both males (Ranked 62) and females (Ranked 74). Corangamite and Moyne (Ranked 15) have the lowest rates for males Colac-Otway and Surf Coast (Ranked 17) have the lowest female rates.

Injuries The Barwon South-Western Region has above average injury DALY rates for both males and females, but only marginally so for females. Corangamite and Moyne have the highest injury DALY rates for both males and females within the Region with females ranking 77 out of 78. Greater Geelong and Queenscliff have the lowest for both sexes with Geelong ranking 9 for females. In general rural LGAs suffer a much greater burden due to injuries. Road traffic accidents and suicide are the main types of injuries causing the high burden in rural Victoria. To a lesser extent, drowning and other traffic accidents contribute to the injury burden.

RISK FACTORS LEADING TO DISEASE BURDEN IN THE REGION

A different way of looking at the distribution of the burden of disease is to examine the risk factors which lead to disease. A number of risk factors were examined to estimate their contribution to the burden of disease in Victoria. These included tobacco, alcohol use, physical inactivity, low fruit and vegetable intake, obesity, illicit drugs, occupation, unsafe sex, high blood cholesterol and high blood pressure. The comparisons are only available at the level of Regions but not at LGA level due to lack of information on the prevalence of risk factors. The upcoming Victorian population health surveys will fill in the information gaps on the prevalence of risk factors across Victoria.

For Barwon South-Western Region compared with Victoria the largest risk factor for males is tobacco use, followed by physical inactivity, high blood pressure and alcohol harm. For women physical inactivity, high blood pressure and then tobacco, are the most important risk factors causing the disease burden in the region. In Barwon South-Western region, each of the major risk factors contributes more to the burden of disease than in Victoria as a whole. Illicit drugs and unsafe sex are a smaller cause of burden of disease than in Victoria. This information suggests there is considerable opportunity to reduce the burden of disease in the region by taking action to reduce the number of people engaging in risk-taking behaviour or exposed to the risk factors. The existence of some benefit in cardiovascular disease, due to moderate alcohol intake is largely confined to people in the older age groups. Alcohol harm on the other hand occurs at all ages.

IDENTIFICATION OF VULNERABLE COMMUNITIES PROJECT

Jesuit Social Services

The social indicators identified in the Jesuit Social Services “Unequal in Life” study were: · unemployment · psychiatric hospital admissions · low income · court convictions · low birth weight · child injuries · child abuse ( ie substantiations) · mortality · leaving school < 15 years of age · long-term unemployed · emergency assistance · unskilled workers

Using Victoria’s 622 postcode areas and a variety of social indicators, the study analysed the distribution of social disadvantage in Victoria (and New South Wales) and recorded the frequency with which the same postal area appeared within the top thirty for each indicator. A cumulative disadvantage score was calculated and each postal area was ranked accordingly from 1 to 622, the highest ranking being the most disadvantaged community in the State.

Identification of Vulnerable Communities within Barwon-South Western Region

The identification of the top 10 communities at risk as defined by postal area for the Barwon South Western Region was determined by using the indexes and indicators listed below: 1. Jesuit Social Services study 2. Social Economic Indexes for Areas - Index of Relative Socio-Economic Disadvantage; based on data from the 1996 ABS Census. The Index of Relative Socio-Economic Disadvantage is derived from attributes such as low income, low educational attainment, high unemployment and jobs in relatively unskilled occupations 3. It should be noted that people can receive the benefits of a Health Care Card, and other Pensions and Benefits concurrently. (ie. Can be counted more than once) Which Communities are at risk in Barwon South-Western Region?

To obtain the top ten ranked postal areas in the Barwon South-Western Region each postal area was ranked against the 10 sets of indicators as listed in section 3. The individual rankings were then added to reveal how many times the postal area was positioned in the top ten.

The top 10 areas within the Region are highlighted in the following table indicating relatively high levels of disadvantage, concentrated in the Greater Geelong area, Colac and District and Cavendish, an isolated postal area in the Southern Grampians Shire.

Additional Informative Data Provided for Barwon-South Western Region

Law Enforcement Agency Program Additional data provided for each postcode was obtained from the Law Enforcement Agency Program (LEAP). LEAP provides data on the total crime, crimes against persons and drug related offences for July 1999 for each postcode. The number of hotels, licensed clubs and retail outlets for each postcode was also included. The LEAP data and licensed premises have not been ranked.

Public Housing The regional Housing Office provided data illustrating the number of 1,2 3 and 4 bedroom Rental General stock, Moveable Unit properties and Aboriginal Housing stock by each regional postcode. The location and quantities of the stock can be found in appendix 1.
