In post-1932 Siam, kingly bodies no longer wielded the semantic and social potency necessary to inhabit the whole of a nation. Siam required a corporeal reassignment to signify a new era. This study examines previously neglected propaganda materials the Phibunsongkhram regime produced in 1941 to recruit women for nation building, specifically, the texts supplementing Cultural Mandate 10 addressed to the “Thai Sisters.” I argue that with the Thai Sisters texts, the regime relocated modernization and nation building from male royal bodies onto the bodies of women. Moreover, these texts specified gendered roles in nation building and inserted nationalism into the private lives of women by framing nation- building tasks as analogous to self-improvement and the biological and emotional experiences of a mother. Vestimentary nation building prescribed by Mandate 10 turned popular magazines into patriotic battlegrounds where all Thai Sisters were gatekeepers and enforcement came in the form of photo spreads, advertisements, and beauty pageants. By weaving nation building into fashion and the private lives of women, the Phibunsongkhram regime made the (self-)policing of women’s bodies— formerly restricted to elite women—not only essential but also fashionable and patriotic for all Thai Sisters. -

They are the first real mass movement that Thailand has ever produced due to their approach of directly involving the grassroots population while campaigning for a larger political space for the underclass at a national level, thus being projected as a potential danger to the old power structure. The prolonged protests of the red shirt movement has exceeded all expectations and defied all the expressions of contempt against them by the Thai urban elite. This paper argues that the modern Thai political system is best viewed as a place dominated by the elite who were never radically threatened ‘from below’ and that the red shirt movement has been a challenge from bottom-up. Following this argument, it seeks to codify the transforming dynamism of a complicated set of political processes and actors in Thailand, while investigating the rise of the red shirt movement as a catalyst in such transformation. ABOUT ME I’m a freelance journalist based in Asia and writing mainly about Asian politics, human rights, political risk and media ethics. For 17 years I worked for Reuters, including long spells as correspondent in Jakarta in 1998-2000, deputy bureau chief in Bangkok in 2000-2002, Baghdad bureau chief in 2003-2005, and managing editor for the Middle East in 2006-2008. In 2008 I moved to Singapore as chief correspondent for political risk, and in late 2010 I became deputy editor for emerging and frontier Asia. I resigned in June 2011, over this story. A Short Account of the Rise and Fall of the Thai Technocracy Pasuk Phongpaichit* and Chris Baker** Thailand’s sustained growth from the 1960s to 1990s was often attributed to a strong technocracy relatively free of political influence. Members of the first cadre of technocrats, which emerged in the 1950s, were mostly educated in Europe. In the “American” era, more were educated in the United States and believed the role of government was to provide a safe and liberal environment for capital, mostly through a fixed exchange rate and balanced budget. After 1975 the technocrats had to manage a more complex environment because of internal political conflicts and external shocks. They became more powerful because their skills were in demand and because they had strong backing from international institutions. During the boom that began in the mid 1980s, their grip on policy diminished. After the finan- cial crisis of 1997, the technocrats were blamed for not adjusting to changes in the domestic and international economy. Keywords: Thailand, technocrat, development policy, financial crisis In the 1990s, it became conventional to attribute the extraordinary success of the Thai economy to careful and conservative management by technocrats. After World War II, Thailand had been one of the most backward economies in Asia, lacking even basic insti- tutions implanted elsewhere by colonial governments. For the next half century, the economy grew at a cumulative average rate of over 7% a year, without once coming even close to a year of the negative growth experienced by most other Southeast Asian coun- tries during the oil shocks. -

November 5, 2020 Thai Enquirer Summary Political News As the world holds its breath to see who will make it to becoming the next president of the United States, the results that are flowing in are making it look a little clearer. As of 09:00 Thai time Joe Biden was leading in every count that is being declared o 264:214 Domestically embattled Prime Minister Gen Prayut Chan-o-cha’s fate will be decided by the Constitutional Court early next month over his alleged unlawful occupation of an army residence amid constant calls from pro-democracy protesters that carried out months-long rallies. The Constitutional Court set December 2 to rule on a case against Gen Prayut for his prolonged stay in the army-owned residence. The court’s ruling is a result of the opposition’s petition filed by Pheu Thai Party and opposition leader Sompong Amornwiwat who asked the court to consider if Gen Prayut should be disqualified as prime minister and defence minister for remaining in a military house beyond retirement, breaking army regulations and Section 170(4), and Section 184 (3) of the constitution. Pro-democracy activists came out to reject a parliament-initiated plans to form a reconciliation committee, calling it a “political ploy to buy time,” and reiterated the demand for the immediate resignation of embattled Prime Minister Gen Prayuth Chan-o- cha. The protesters have spurned Gen Prayut’s request to join the so-called reconciliation committee appointed through the parliamentary process to resolve ongoing political problems. The proposed committee is poised to discuss the demands of the protesters in a bid to ease political tensions and restart the stalled process for charter amendment later this month. -

The Search for Order: Constitutions and Human Rights in Thai Political History Thanet Aphornsuvan, Ph.D Faculty of Liberal Arts, Thammasat University, Bangkok Thailand. In 1997 Parliament passed the new Constitution of the Kingdom of Thailand B.E. 2540(AD.1997). The new Constitution reflected the crystallization of 67 years of Thai democracy. In this sense, the promulgation of the latest constitution was not simply another amendment to the previous constitutions, but it was a political reform that involved the majority of the people from the very beginning of its drafting. The whole process of constitution writing was also unprecedented in the history of modern Thai politics. Unlike most of the previous constitutions that came into being because those in power needed legitimacy, the Constitution of 1997 was initiated and called for by the citizens who wanted a true and democratic regime transplanted on to Thai soil. This popular demand, fueled by the latest uprising in May 1992 against the military- controlled government, led to the election of the Constitution Drafting Assembly to rewrite the new constitution according to the wishes of the people. To make this Constitution closer to the wishes and aspirations of the people, the Constitution Drafting Assembly organized public hearings to enable concerned citizens and groups to air their opinions on a variety of topics and subjects crucial to the working and efficiency of the Constitution. Finally the new and first popular Constitution was submitted to Parliament with strong support from people of all walks. Its submission was followed by long debates and objections from certain leading members of the House who feared it was overly liberal in its strong support of human rights and liberties of the people.
