Minutes of the Longtown Group Parish Council Meeting held at the Longtown Village Hall, Longtown HR2 0LD on Wednesday 18th September 2019 commencing at 8:00pm.

MEMBERS PRESENT: Councillors Cecil (Chair), Hope, Powell, G Watkins and L Watkins.

ALSO PRESENT: Paul Russell, Clerk to the Council, Rochelle Russell, Deputy Clerk and Ward Cllr Jinman.

63/19 APOLOGIES FOR ABSENCE Apologies were received and accepted from Cllrs Hardy, Palmer, Probert and Tribe.

64/19 DECLARATIONS OF INTEREST AND APPLICATIONS FOR DISPENSATION The following Declaration of Interest was made:  Cllr G Watkins: Planning application P192408

65/19 ADOPT MINUTES OF PREVIOUS MEETING Council RESOLVED that the minutes of the Longtown Group Parish Council meeting held on 17th July 2019 be agreed and signed as a correct record.

66/19 OPEN FORUM – There was no one in attendance. No matters were raised.

67/19 POLICE – Apologies had been received from the Police.

68/19 WARD COUNCILLOR – The following Ward Councillor report was received:  There would be a Parish Summit on Friday 20th September 2019;  HC was aiming to produce a regular monthly update;  The proposal to develop a university in City was currently being updated so that the aims and objectives were more defined;  Improvements to the highways network especially around the City were on hold whilst evidence was being assessed and reviewed. Among issues identified was the lack of evidence regarding climate change implications and actual Government funding guaranteed;  Revised Septic Tank legislation was coming into force in September 2019;  The issues regarding access to refuse tips in Monmouthshire had not yet been resolved;  Cllr Jinman agreed to take up the matter outlines in Minute 48/19.

(b) Llanveynoe Defibrillator – Noted that there was no update available regarding the progress of installing this defibrillator. It was agreed to include an item on the next agenda to confirm the rota that had been drawn up to check each defibrillator in the Group Parish.

(c) Website – Noted that a revised website hosted by Hugo Fox had now been published and could be accessed at www.longtown-gpc.org.uk

72/19 VERGES – The following update was noted:  No further update had been received from Balfour Beatty;  The Parish Council would not consider any proposals unless it was properly consulted;  Cllr Jinman was requested to find out why the minutes previously promised had not been sent to the Parish Council.

73/19 LENGTHSMAN WORKS – Noted that a new Lengthsman had been identified and would be contacted to arrange works in Llanveynoe and Craswall.

74/19 NEIGHBOURHOOD PLAN UPDATE – Following discussion, Council RESOLVED to appoint Deborah McCann Decision to carry out the Longtown Group NDP examination and to submit the proposed responses suggested by Data Orchard on Monday 23rd September 2019 to enable Councillors more time to review and amend as required.

75/19 FOOTPATH DIVERSION – Noted that Herefordshire Council was putting forward a proposal to divert Restricted Byway ME38 in the Parish of Michaelchurch Escley and part of Restricted Byway CZ46 in the parish of Craswall. It was agreed to defer a decision until further consultation had been undertaken by Councillors with the residents that might be affected by the diversion.

76/19 PARKING AT LONGTOWN SCHOOL – Noted that the posters had been collected on the last day of the summer term and the Chair had given out the prizes. The Chair would be meeting the new Head teacher in the near future to discuss various matters and raise the concerns previously expressed regarding parking.

77/19 LONGTOWN VILLAGE HALL – Noted that no further update was available.

78/19 SIGNAGE – Noted that concern regarding the inappropriate use of the highway by HGVs on Hill Road, Craswall, had been reported to the Locality Steward. Following discussion, it was agreed that Cllr Powell carry out a site visit of the exact location and confirm whether it was near the picnic area. It was agreed to defer consideration of this matter until the next meeting when an update would be provided by Cllr Powell.

80/19 DATE OF NEXT MEETING – Noted that the next meeting would be held on Wednesday 16th October 2019 at Longtown Village Hall commencing at 8pm.
