Many bureaus are not represented in the collection. Formats are mostly oversized record books, scrapbooks, and photographic materials. Publication Rights All requests for permission to publish or quote from manuscripts must be submitted in writing to the City Archivist. Permission for publication is given on behalf of the San Francisco Public Library as the owner of the physical items. Custodial History note The collection was received in several accessions. Fifty-nine volumes came to the San Francisco Public Library in 1972; these included the Kytka scrapbooks, some of the mug books and wanted circulars, most of the Police Commissioners directives, one of the Commissioners journals, a Commissioners letter book, one volume of Chief's directives, "foreign" and Oregon/Washington criminal photographs, and San Quentin mug books and prisoner indexes. There was another accession in 1975 from Richmond Station that included most of the license and permit ledgers. Additionally, in 1975, 250 glass plate negatives were aquired by the library. One mugbook from the 1940s was donated by an individual in 2003. Another individual donated the HUAC scrapbook in 2003. The most recent accession was received in September 2014 from the SFPD Legal Department and consisted of most of the Patrol Bureau records in the collection, including district station logs, records of detail, and a signal box log; the General, Permanent, and Personnel Orders of the Office of the Chief of Police; and the Narcotics Detail case books. Existence and Location of Copies note Selected Board of Police Commissioners minutes in Subseries 1.1 and Theodore Kytka scrapbooks in Subseries 3.3 are digitized; and selected minutes and officers records are also available on microfilm. Finding Aid to the San Francisco SFH 61 2 Police Department Records, 1870-1983SFH 61 The Jesse Brown Cook Scrapbooks Documenting San Francisco History and Law Enforcement are held at the Bancroft Library. Additional SFPD mugbooks and wanted circulars are held at the State Library. Historical Note The history of the SFPD predates by decades the scope of the surviving archive. According to secondary sources, there was a police force--of sorts--as early as 1849, coinciding with the population explosion from the Gold Rush. In 1856, the same year as the Consolidation of the City and County of San Francisco, the office of City Marshall was replaced by that of Police Chief. The 1850s also saw the introduction of military drill formation, uniforms, and the use of photography for criminal identification. By the late 1870s, the period when this collection begins, the police force numbered 400--the "largest single police force in the West"--and in that year, the Chief became an appointed office rather than an elected one. The 1880s and 1890s saw the introduction of the police patrol wagon and signal box system. In 1896, when James Phelan was elected Mayor, a new City Charter was passed, which gave the mayor the power to appoint members of the Police Commission. During the 1906 earthquake and fire, police records were salvaged and kept in Portsmouth Square; this accounts for the surviving pre-1906 Board of Commissioners records, Bureau of Identification mug books, and miscellaneous other records. Strengths of the collection include: Board of Commissioners minutes and correspondence; Bureau of Identification mug books; Bureau of Inspectors wanted circulars and crime clippings scrapbooks; and Photographs Bureau negatives of crime scenes and traffic accidents. Also notable is a partial series of scrapbooks kept by forensics and handwriting expert, Theodore Kytka. There are smaller amounts of correspondence of the Chief of Police, police officer records, and license and permit applications. Significant events and topics include: the 1930s SFPD graft trials; vice; the House Un-American Activities Committee hearings and demonstrations of May 1960; civil rights demonstrations of the 1960s; and the San Francisco State University Strike of 1968-1969. Series 1 Board of Police Commissioners, 1888-[1948?] (bulk 1888-1934) Physical Description: 11.3 linear feet(38 vols., 1 carton, 1 manuscript box, 1 oversize flat file) Biographical/Historical note The Board of Police Commissioners is the governing body of the San Francisco Police Department. Historically, it set systemwide policy and administered personnel, as well as various types licenses and permits, including liquor. The Office of the Chief of Police reports to the Board. Scope and Contents Minutes and correspondence, together with a few volumes and documents concerning police officers and other Police Department employees. Arrangement Organized by type into three subseries: Subseries 1.1: Minutes (Official Journal); Subseries 1.2: Correspondence; and Subseries 1.3: Officer and Employee Records.

Subseries 1.1 Minutes, 1895-1934 Physical Description: 6.3 linear feet(24 vols.) Existence and Location of Copies note Board of Police Commissioners minutes for 1895-1904 (Record books 3-8) are also available on microfilm in the San Francisco History Center, which has been digitized at the Internet Archive: v. 3-4 , v. 5-6 , and v. 7-8 Scope and Contents The Official Journal of the Board of Police Commissioners contains minutes of the Commissioners' regular and special meetings. Regular meetings were ususally held weekly. Business before the Commission consists chiefly of permit and license applications, issuances, and revocations for retail liquor dealers, secondhand dealers, peddlers, junk gatherers, drivers, motormen, dance hall proprietors, shooting gallery keepers, and others; police officer personnel issues, including cases against, applications, appointments, discharges, reassignments, and rewards; appointments and resignations of Commissioners; and demands on the treasury. Minutes are handwritten until March 1903, when they switch to typewritten. General indexes in front of each volume note that licenses and permits were indexed in a separate location; these license and permit indexes are not in the collection. Arrangement Volumes retain original numbering, and entries are chronological. Broken run; volumes missing from the subseries are: 1, 2, 21, 22, 28 (189?, 1918-1919, 1931). Subseries 1.2 Correspondence, 1888-1932 Physical Description: 4.0 linear feet(12 vols., 1 carton) Scope and Contents Incoming and outgoing correspondence of the Board of Police Commissioners with the Chief of Police, Police Captains, City officials, city residents, merchants, businessmen, and others. Outgoing correspondence consists of 12 volumes of letter books,containing mostly directives and notifications of decisions made at Board meetings, with some additional memos and orders that relate to or affect policy implementation or individual officers of the San Francisco Police Department. Topics include officer appointments, removals, promotions, and leaves of absence; verdicts reached with respect to charges against officers; and rulings on license and permit applications. Volumes from the 'teens are mostly concerned with issuance or denial of retail liquor licenses. There is a name index in front of each volume. Incoming correspondence includes the same or similar topics regarding officers and patrolmen, Police Department employment, and permits and licenses, but there is a wider variety of topics and correspondents. Topcis of note include: requests for permits to carry concealed weapons; complaints of health and safety nuisances at particular properties; petty crime, graft, and vice; legislation passed by the Board of Supervisors; construction of the New Hall of Justice; and other topics. Scope and Contents Ledgers and papers that document SFPD police officer appointments, promotions, retirements, charges, injuries, conduct, and pay. The payroll records include Board of Commissioners and SFPD employees who are not officers or patrolmen, such as stenographers and cooks. In the Chronological Record of Appointments, each of the two volumes is divided into two sections, one for appointments and one for charges against police officers. Depending on the completeness of information entered, the record of appointments can include: officer name, nativity, previous occupation, marital status, date and age appointed, date and cause of removal, rank when removed, and length of service. The record of charges can include: officer name, company, offence charged with, name of complaintant, date of trial, judgment of the Board. The Appointments section includes a name index. In the Police Officers Record: Trials, Retirements, Resignations, Dismissals, Deaths for 1878-1947, the entries for the Record of Police Officers on Trial include: officer name, Company, charge, complaintant name, trial date, and judgment of the Board. Entries for the Record of Retirements, Resignations, Dismissals and Deaths include: officer name, remarks, and length of service. The Record of Injured Officers appears to have been compiled or transcribed later than the dates of entry, by the Industrial Accident Commission. Entries record date of injury, name of officer, company, and dates of first and second reports. Arrangement Because some volumes appear to have been compiled after the time to which they refer, files in this subseries are arranged by entry dates rather than creation dates.

Scope and Contents Directives and orders impart information and instructions to commanding officers, to be disseminated among the ranks. General orders inform company commanders of policies and procedures for special events, such as parades, visiting dignitaries, protests, and other activities. Volumes through 1959 each include an index. Permanent orders concern subjects such as station openings and closures, uniforms, towing of vehicles, equipment, and other topics. Personnel orders are related to policies and procedures concerning police officers and police department staff. Arrangement Arranged by type, then chronologically.

Subseries 2.4 Miscellaneous ephemera, reports, and documents, undated and 1927-[1960s] Physical Description: 3.0 linear feet(2 manuscript boxes, 3 oversize flat files) Scope and Contents This subseries includes a compilation of documents that covers the demonstrations and arrests at City Hall during the House Un-American Activities Committee (HUAC) hearings in May 1960. This file includes an events summary, arrest records with mug shots, correspondence, clippings, reports, forms, and court decisions. The Consolidated Weekly Reports for Fiscal Year 1940-1941 contain summary data compiled by the Statistics Division of the Bureau of Criminal Information and received by the Office of the Chief of Police. They include data on personnel; traffic citations; vice (including prostitution, "sex degeneracy," narcotics, and gambling); number of arrests classified by type and broken down by company, detail, and bureau; number of known major offenses by district; and juveniles assisted by the Big Brother Bureau. Subseries 3.1 Wanted circulars, 1905-1957 Physical Description: 3.8 linear feet(3 vols., 7 boxes) Scope and Contents Fifteen volumes of wanted circulars containing a combination of posters, bulletins, mug shots, letters and telegrams; one volume from 1920 includes some items of evidence. Information can include: name of suspect or criminal, photo, physical description, charges, issuing jurisdiction, and fingerprint classification, booking, and/or case number. Geographical coverage varies from volume to volume: some are national in scope, some are statewide, and at least one includes circulars from Canada and Australia. Three are circulars issued by the SFPD Bureau of Inspectors; and one is circulars issued from . One volume is all missing persons. Some volumes include a name index. Subseries 3.3 Theodore Kytka scrapbooks, 1889-1917 Physical Description: 4.6 linear feet(8 vols., 1 flat box) Access Original Kytka scrapbooks are currently restricted while undergoing preservation and digitization. Please access digitized versions as they become available on the Internet Archive. Biographical/Historical note Thedore Kytka was a handwriting expert, photographer, and criminal investigator who became famous for his work on high-profile court cases involving forgery and organized crime. He was appointed a special police officer in the Detective Department of the San Francisco Police Department in 1909. Born in 1864 in Vienna, Austria, Kytka immigrated to the United States in 1887 and began his career as an artist. He migrated from the Midwest to San Francisco in the early 1890s, where he continued his career working for the San Francisco Chronicle, The Wasp, and The City Argus. By 1897, Kytka's career detoured, and he became a noted expert of micro-photography and chirography. Kytka developed giant new cameras to photograph and magnify documents and fingerprints in order to crack criminal cases. Attorneys, private investigators, and the San Francisco Police Department hired Kytka for his handwriting expertise, dealing mostly with forgery cases. Kytka died in 1919. Scope and Contents The Kytka scrapbooks contain clippings of cases that Kytka investigated and/or in which he served as an expert witness (and possibly cases in which he was simply interested), along with smaller amounts of personal papers and ephemera such as business cards, documents, and target practice sheets; and photographs of himself, family members, and persons and autographs involved in the cases he investigated. One volume is mostly letters to Kytka. Based on the spine numbering, the set originally consisted of at least fourteen volumes, of which eight plus a partial volume of a ninth volume are in the collection. Kytka's shift towards criminal investigation began sometime in the late 1890s, close to when the surviving scrapbooks begin. They span almost his entire career as an investigator and handwriting expert, including the years he spent with the SFPD. Famous cases represented in this subseries include: the Fair, Botkin, and Dutard trials; and the Black Hand extortion rackets. Arrangement Arranged by original volume number.

Subseries 4.1 Mug Books, 1870-1949 and undated Physical Description: 8.0 linear feet(29 vols. and 1 flat file) Scope and Contents This subseries consists of 21 mug books and eight volumes of photographic keys, along with one flat file containing a few additional mugshots. Most of the mug books include both front and profile identification photographs of criminal suspects, although a few volumes ("Amateur fighters," "Pickpockets," and Calif. 1904-1905) consist entirely of front view photos. Accompanying information varies according to date, jurisdiction, or type of suspect; some mug books include merely a booking number, name and alias; others might additionally include: place where booked, booking date, charge, sentence, nativity, age, occupation, physical description or measurements, arresting officer, and fingerprint ID numbers. Entries in the San Quentin and Vancouver mug books sometimes include the case number and/or "O.P." number. One volume of Chinese suspects consists of a combination of mug shots and personal or family photographs, compiled by Inspector Leo R. Callagy of the SFPD and appears to track persons involved with the Tong Wars. The "Prostitution" mug book consists mostly of women. Sometimes booking numbers are cross-referenced from jurisdiction to jurisdiction. Keys were originally meant to correspond with mug books, although in these surviving books, all but one key is missing its corresponding mug book. Keys contain handwritten descriptions of criminal suspects, which can include: name, booking number, age, birthplace, physical description (including marks and scars), occupation, charges, sentence, and occasionally case number and arresting officer. In addition to mug shot photographs, keys sometimes include "see" references to letters and wanted circulars. Previous and subsequent arrests are often included. Keys include a name index in front of each volume. Arrangement Mug books are arranged according to geographical scope (San Francisco, California, or U.S. and International), then by booking number. Some mug books for San Francisco suspects are further segregated by ethnicity or by crime: Chinese suspects are recorded in separate books, and there are also books for "Amateur Fighters," "Muzzlers," (sex crimes) and prostitution. Some volumes were originally labeled "Foreign" to designate persons outside of San Francisco or California. Numbering in the container list is for shelving purposes only and does not reflect original SFPD numbering, which is included in the titles of each book.

Subseries 4.2 Other Criminal Records Physical Description: 1.7 linear feet(6 vols., 3 folders) Scope and Contents Besides mug books, the Bureau of Identification records include eight ledgers of other sorts of criminal records, including: a general index of "California reports" containing names, aliases, and jurisdictions (1901-1902); a ledger of City Prison arrests made in the months immediately following the 1906 earthquake and fire; an index to a register of warrants (1929-1935); a ledger of clippings that list trial statuses (1926-1939); two undated index ledgers for prisoners at San Quentin; and two ledgers for prisoners discharged from San Quentin and Folsom State Prisons (1881-1916). The City Prison Arrests ledger lists name, age, nativity, occupation, race, charge, by whom arrested, street, time, witness, bail or bond, property, dept number, decree, and decree date. Some date stamps from the Treasurer's Office are dated 1908. Entries in the Index to Register of Warrants list names, dates, and a four- or five-digit case or warrant number, crime or charge, and note on filing status with the District Attorney. The Trial Status Listings ledger contains daily newsclippings with police department number, case number, name of suspect, charge, plea, and trial status or verdict. What appears to be the booking number, or sometimes a "P"-number number or the notation "Print," is inked in beside some listings. The Record of Prisoners Discharged from San Quentin and Folsom State Prisons lists prisoners discharged monthly; entries include: commitment number, prisoner's name, length of term, crime, and date of discharge, with remarks or type of discharge. The volume for June 1900 - June 1916 also includes a column labeled "our photo," which is sometimes filled in with a number that may refer to a mug shot. Beginning Oct. 1907, the format changes, with sheets pasted in. These entries specify "date received" and a discharge number; and, instead of a column for remarks, the new format lists prisoners categorically by type of discharge, i.e. paroled, executed, died, out as witness, etc. Each month also includes summary "recapitulation" statistics, including number of prisoners on hand. The May 1881 - May 1900 volume includes a list of prisoners who died at San Quentin, July 5, 1861 - Dec. 21, 1879. Entries in the Index to Records of Prisoners at San Quentin list name, county, charge, and page number. Sometimes O.P. number is written in red ink and sometimes also/or "2T, 3T, 4T, 5T". Sometimes "female" or race is stamped or written in. Vol. 10 has a separate section listing Chinese prisoners, although some entries in main section are also stamped "Chinese." Arrangement Files are arranged by type, then chronologically. Entries in the Record of Prisoners Discharged from San Quentin and Folsom State Prisons are by month, with separate, interfiled pages for each prison.

Series 6 Patrol Bureau / District Stations, 1890-1983 (bulk 1954-1983) Physical Description: 12.0 linear feet(41 vols.) Scope and Contents The bulk of this series consists of station logs and records of detail from the mid-1950s through the early 1980s. Also included are a handful of signal box logs from Bayview, Potrero, and Southern stations; a volume of subpoenas from Bayview Station; a volume of Captain's orders from Mission Station; and some early registers of warrants for arrest from Central Station. Records of detail list officers on duty and identify their details or beats, as well as their roles or capacities (e.g. platoon leader, wagon duty, radio operator, etc.). Officer location is sometimes specified, as when, for example, an officer is assigned to the Civic Center. Station logs contain similar information about officers on shift but also include information concerning calls received, officer responding, and action taken. Entries in the registers of warrants of arrest include: date, time, defendant, complainant, crime, amount of bail, date warrant was served or returned but not served, officer, remarks, and court number.
