    SGOXXX10.1177/2158244015576053SAGE OpenSuleiman and Karim 576053research-article2015 Article SAGE Open January-March 2015: 1 –11 Cycle of Bad Governance and Corruption: © The Author(s) 2015 DOI: 10.1177/2158244015576053 The Rise of Boko Haram in Nigeria sgo.sagepub.com Mohammed Nuruddeen Suleiman1 and Mohammed Aminul Karim1 Abstract This article argues that bad governance and corruption particularly in the Northern part of Nigeria have been responsible for the persistent rise in the activities of Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JASLWJ), Arabic for “people committed to the propagation of the tradition and jihad.” It is also known as “Boko Haram,” commonly translated as “Western education is sin.” Based on qualitative data obtained through interviews with Nigerians, this article explicates how poor governance in the country has created a vicious cycle of corruption, poverty, and unemployment, leading to violence. Although JASLWJ avows a religious purpose in its activities, it takes full advantage of the social and economic deprivation to recruit new members. For any viable short- or long-term solution, this article concludes that the country must go all-out with its anti- corruption crusade. This will enable the revival of other critical sectors such as agriculture and manufacturing, likely ensuring more employment. Should the country fail to stamp out corruption, it will continue to witness an upsurge in the activities of JASLWJ, and perhaps even the emergence of other violent groups. The spillover effects may be felt not only across Nigeria but also within the entire West African region. Operation Rainbow was created by Plateau State Government which includes civilians to address the perceived harassment by the Federal Government Joint Security Task Force in Plateau State to coil the lingering crises that engulfed the State most especially Jos North and Jos South Local Government Areas. The result shows that resource rivalry, power politics are factors that promote conflict in Plateau state as people struggle for power; there is collaboration between the Operation Rainbow and other security agencies to tackle the crises which leads to significant Peace-building. This study concludes that the lack of sincere conflict resolution efforts in Jos resulted in the transformation of a once-localized confrontation between political elites of different ethnic groups into a protracted communal conflict with a strong religious dimension. The study recommended that there is need to address Constitutional Reforms to political structure in the country. 1. Despite being one of the largest producers of oil in the world, in 2018 and 2019, the Brooking Institution and World Poverty Clock respectively ranked Nigeria amongst top three countries with extreme poverty in the World. Muslims from the north and Christians from the south dominate the country; each part has its peculiar problem. There have been series of agitations by the militants from the south to break the country due to unfair treatments by the Nigerian government. They produced multiple violent groups that killed people and destroyed properties and oil facilities. In the North, an insurgent group called Boko Haram emerges in 2009; they advocated for the establishment of an Islamic state that started with warning that, western education is prohibited. Reports say the group caused death of around 100,000 and displaced over 2 million people. As such, Niger Delta Militancy and Boko Haram Insurgency have been major challenges being faced by Nigeria for about a decade. To address such challenges, the Nigerian government introduced separate counterinsurgency interventions called Presidential Amnesty Program (PAP) and Operation Safe Corridor (OSC) in 2009 and 2016 respectively, which are both aimed at curtailing Militancy and Insurgency respectively.
