Melbourne's Wildscapes: a Critical Ethnography Melbourne’s Wildscapes: A Critical Ethnography Susan Bird BA (Hons), LLB (Hons) College of Law and Justice, Victoria University Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy January, 2014 ii Abstract This thesis develops a new theoretical understanding of Melbourne’s urban wildscapes through a discussion of a variety of playful practices that take place within them. The urban wildscape is an interdisciplinary concept that refers to marginal or neglected areas within augmented city spaces. I expand on the concept of the wildscape by linking it to the work of Henri Lefebvre and human geographers, arguing that the urban wildscape is not only visual, but can be experienced and produced by a city’s inhabitants. The thesis is interdisciplinary, drawing on cultural studies, law, urban planning and architectural theories. It examines the legislation, case law, and design principles that attempt to control behaviour within the city. The study finds evidence of internal regulation structures that are inherent within the practitioners’ use (and creation) of these wildscapes, and puts forward a case for a loosening of official regulation of such activities based on their contribution to an inclusive, vibrant, postmodern city. The thesis also makes a contribution to knowledge in interdisciplinary methodology. The analysis is achieved through critical ethnography. This involves self- reflexivity, critique and transformative redefinition, which is challenging when using data drawn in part from informant interviews. The critique allows a questioning of law’s certainties. Legal responses are often contradictory and ambiguous as administrators grapple to preserve Melbourne’s image as a creative arts hub and a safe city. Major conclusions reached are that urban wildscapes are not lawless zones, but spaces where complex systems of unofficial rules and regulations exist. These are spaces rich with possibilities.     Transnational consumption and circulations Degrowth: the history of an idea Timothée DUVERGER ABSTRACT Degrowth is a concept-platform with multiple meanings, and is shaped by five sources of thought: ecological, bioeconomical, anthropological, democratic, and spiritual. The word appeared in the 1970s, and imposed itself beginning in 2002 owing to the convergence between the criticism of development and the anti-advertising movement, initially in France but later across the European continent, beginning with Latin regions. In radicalizing ecological criticism, it connected and gave increased focus to numerous emerging alternatives in the margins of civil society. The symbol of degrowth, reused notably by the Parti pour la décroissance (PPLD). Degrowth is a social and intellectual movement born of the convergence between the criticism of development in southern countries, and critiques of consumer society in northern ones. Considering that economic growth is neither possible nor desirable, it denounces the concept of sustainable development, deemed to be an oxymoron. It is a concept-platform with multiple meanings, shaped by five sources of thought: 1- The ecological source, which affirms the primacy of nature; 2- The bioeconomical source, which accepts the limits of economic growth; 3- The anthropological source, which calls into question the uniformization of the world; 4- The democratic source, which re-legitimizes public debate; 5-And the spiritual source, which responds to the crisis of meaning in modern societies. The word degrowth was formulated for the first time in 1972 during a debate organized by the Nouvel Observateur, in which André Gorz (1923-2007) examined the relation between growth and capitalism: “Is global balance, which is conditional upon non-growth—or even degrowth—of material production, compatible with the survival of the (capitalist) system?” His reflections fell within the context of the debate on “zero-growthism,” which followed publication of the Club of Rome report calling for “zero growth,” in an effort to limit pressure on resources.

Anti- haul vloggers have much in common with other ethical or anti-consumer lifestyle experts (Meissner, 2019) and the growing ranks of online ‘environmental influencers’ (Heathman, 2019). These influencers play an important intermediary function, where complex ethical questions are broken down into manageable and rewarding tasks, projects or challenges (Haider, 2016: p.484; Joosse and Brydges, 2018: p.697).

    Occupy Melbourne General Assembly Photo Nick Carson CASE STUDY: OCCUPY MELBOURNE – A MISSED OPPOrtunitY In September 2011 the Occupy movement, inspired in part from the Spanish Indignados movement, and kicked off by Occupy Wall Street, exploded worldwide, with uprisings in 951 cities in 82 countries. In Australia, the most high profile Occupy presence was in Melbourne. “Occupy Melbourne became the largest occupation in Australia, and indeed, the southern hemisphere. Like most truly novel historical events, the Occupy movement caught most people off guard.” James Muldoon, Occupy Reflects Whilst the range of political views and experiences across the world were as diverse as the participants, a simmering sense of injustice, and the feeling that something was ‘not quite right’ on a range of fronts – across economic, social justice and environmental concerns; seemed to drive the involvement of some of the Melbourne participants. Other occupations in the United States established by people with a clearer initial focus on economic justice – neatly summarised by the ‘We are the 99%’ slogan – which contrasted the experience of the majority of Americans with the wealthiest 1% who exploit them for economic gain. Some of the encampments elsewhere seemed to be initiated by people with more experience and clearer anti-authoritarian/ anarchist organising principles, however, there was a much more varied and diverse group that made up Occupy Melbourne. “Occupy was my first real taste of activism, I don’t know why, I’ve always been an activist at heart, outraged by the injustice of the status quo...I guess I just have not been terribly active.” Kate Phillips, Occupy Reflects A general sense of inequity, and disaffection with government were broad underlying themes that motivated Occupy Melbourne supporters.
