Event Name: Valley Marathon

Event Date: Saturday June 1st 2019

 Briefing: 0500 hours  Event briefing will be held in the Provo City Council Chambers located at 351 West Center  Bring your Event Directive to refer to during the briefing.

General Information:  The Event will consist of a full marathon, half marathon, 10K & Kids 1K that will all finish at Center Street and University Avenue.  EMS support will be available along the route.  A medical tent will be set up in the finish area: Marleen Oaks 801-310-9922 (RN) and Jeremiah West 409-497-4522 (Doctor)  BRT Contact during this event will be Rodrigo 720-587-9800  The northbound, #1 (inside) lane on University Avenue, will remain open to northbound vehicular traffic.  The race participants will travel southbound in the #2 (outside) northbound lane on University Avenue.  Southbound traffic on University Avenue will not be affected by the race, except when attempting to turn eastbound across the race route.

Communications: Primary Communications: OPS4 - Event traffic will be conducted on Ops 4 (Zone 3 Channel 4).  Traffic Control Officers will check on post via Dispatch, announcing call number and location.

Secondary Communications: OPS5 – In the event of a Critical incident, units assigned to work that detail will be assigned to communicate on OPS 5 (Zone 3 Channel 5) by Incident Command, should the need arise.

Emergency Communications: Event 11 - In the event of a large scale incident requiring a statewide response, Event 11 (Zone 4/Channel 11) will be utilized.

Barricades:  Wasatch Barricades will be responsible for all barricades this year  Tracy at Interstate Barricades is the contact person 801-940-1476  All officers who have barricades assigned to their location are to place the barricades on one corner of their intersection at the conclusion of the event. Officer Dress Standard and Equipment:  Officers are expected to be in full uniform, with all appropriate equipment, for their assignments. Every officer should have a whistle and an OSHA approved high visibility traffic vest. Those personnel who do not wear uniforms will dress “business casual” and will also wear OSHA approved high visibility traffic vest.  Be cognizant of inclement weather and plan accordingly. *Saturday has a 30% chance of rain and highs in the 70’s*  Plan in advance, to make sure you have the proper equipment to control your intersection.

Incident Command: Incident Command will monitor the progression of the event and advise when the event is complete and clear. Officers may check off from assignments as directed by Incident Command.

TRAFFIC CONTROL OFFICERS Assignments:  To ensure a safe event, Officers will be posted at the following locations to monitor traffic and the safety of the runners while on the course.  The race participants have the right of way at each intersection.  Officers will monitor the progression of the races and will stop traffic to allow runners to pass through their locations. When allowable Traffic Control Officers, will allow cross traffic, when safe to do so.  Traffic Control Officers will be expected to be highly visible and outside their vehicles during the duration of this event.

Pedestrian and Crowd Management

The Bike Officers located at the finish line will be responsible for moving through the crowd from 200 North to 300 South and 100 West to 100 East. They will respond to unattended packages and other emergencies that occur within this area.

Bike Officers should be vigilant in looking for any suspicious behavior, individuals, or unattended packages. If a suspicious and/or unattended package is found, see EOD Procedures.

UTAH COUNTY HEALTH AND SAFETY BUILDING If the need should arise to contact security personnel at this facility, the on-call Deputy can be contacted at 801-404-1939.

EOD The Explosive Ordinance Disposal Team will be located at the finish line. This team will also do sweeps along the race route including the starting line, prior to the race.

Unattended Packages and Suspicious Vehicles

If an officer locates an unattended package along the route, the officer is to isolate the item, contact the IAT Team and secure the area including any possible witnesses or owners of the property.

Upon arrival, the IAT Team will observe and assess the item. If the IAT team member cannot establish an owner of the unattended package, they will call the EOD team who will first respond with a K9 and if needed an ex-ray. If EOD deems the package suspicious, the route will either be shut down or rerouted at the discretion of Operations.

Event Area / Ingress and Egress – In the event of a Major Incident within the Finish Line Event Area (Between 200 North and 300 South on University Avenue). Officers assigned to the intersections at 200 North and 300 South will be responsible for Ingress and Egress of all Medical First Responders.

 The preservation of Life is the number one priority

All other vehicles will be kept out of the Event Area to allow for immediate Ingress of Emergency Medical Personnel and the immediate Egress of Emergency Medical Personnel evacuating any injured individuals from this area.

 The entrances from 200 North and 300 South are to be kept clear at all times to insure that this Medical Aid is accomplished as quickly as possible.  No other Emergency vehicle will be allowed to park in or around to this area to delay Medical Aid.  Dispatch will continuously remind police officers via radio transmission to be mindful of where to park their vehicles when responding to the scene to ensure that University Avenue is clear and open to Medical personnel. 11 | P a g e

Event Area / Crime Scene– In the event of a Major Incident within the Finish Line Event Area (Between 200 North and 300 South on University Avenue). Officer assigned to this area will respond first and foremost to Life Saving Operations if necessary, as soon as practical Officers will begin securing the area as a possible crime scene.

 An initial 2 Block crime scene will be cordoned off around the Event Area. o 100 West from 200 North to 200 South o 200 East from 200 North to 300 South  EOD will be staged in the south end of the Event Area to handle searches for secondary devices.  Responding Officers will be directed to: o Establish perimeter locations. o Assist with inner perimeter security. o Threat assessment.

Management of Remaining Runners on the Course / Safe Zone Areas Locations

If an incident should occur and Incident Command deems the race needs to be cancelled for public safety, runners will then be directed by Traffic Control Officers to the following safe areas. Those providing rides for the runners will be provided with the following locations, for pick-up.

Safe Area A - Located at the Wynnsong Theaters at 4800 North 100 W Area A will incorporate the area between and 4800 North University Avenue.

Safe Area B - Located at or the LDS Church at 3700 N 380 West. Area B will incorporate the area between 4800 North and 3700 North University Avenue.

Safe Area C - Located at the Riverside Golf Course parking lot, 2660 North University Avenue. Area C will incorporate the area between 3700 North and 2660 North University Avenue

Safe Area D - Located at the Football Field at 1230 North 200 West. Area D will incorporate the area between 2660 North and 1230 North University Avenue.

Safe Area E – Located at the Provo Rec Center at 500 North 250 West. Area E will incorporate the area between 1230 North and 500 North University Avenue.

Safe Area F – Located at the Covey Center at 100 South and 450 West. Area F will incorporate the area between 500 North to 300 South University Avenue.

Finish Line Evacuation Locations

If an incident occurs at the finish line and citizens need to be evacuated from that area:

Evacuation West - Citizens living on the west side of University Avenue within a three block area will be directed to Franklin Elementary located at 300 South 600 West.

Evacuation East - Citizens living on the east side of University Avenue within a three block area will be directed to Provo Peaks Elementary located at 600 East Center Street.

Post Event Activities: After the trail car/bicycle has passed your assigned intersection, allow the runners to clear from position, two city blocks, you can then move any traffic control devices put in place for the race, to the side of the roadway.

Units may clear posts and check off duty with Incident Command.

Payroll Procedure: Officers will be responsible to turn in your OT slips, in a timely manner, to your payroll specialist. Please indicate “Special Coverage – Utah Valley Marathon” on your overtime slips.

 Outside agencies, please have your agency send an invoice to Provo Police Department, ATTN Shilo Harris, indicating Utah Valley Marathon.

Responsibility: Please remain flexible to last minute assignment adjustments. If for some reason an Officer cannot fulfill their assignment (family emergency, illness, etc.) the Officer will have the responsibility to find a replacement to complete this detail and notify the Special Events Coordinator Shilo Harris 801-885-3733 ASAP.
