The list of participants who attended the meeting is attached atAnnexure-I. 2) Initiatives of tfie Stete Ms- Anita Karwal, Secretary (SE&L)invited Gujarat to Sive a presentation on school education in the Statc. Dr. Vinod Rao, Secretary [Education), gavc a presentation which included the following major initiativesi a) Gunotsav 2.0 - GSQAC (Guiarat School Quality Accreditation Council): GSQAC's role is to conduct inspections in each of the Government Primary Schools on a bi-annual basis. Thc inspection standards are developed by adopting the best practices ofOffice for Standardization in Education [OFSTED), UK. Every week GSQAC through its 500+ School Inspectors carries out thousands of inspections across the state. The schools are graded in a scientific approach ofgrading bands. The information on the academic standards collected by the School Inspectors is used to inform improvement planning at School and policylevel. b) QR Coded Energized Textbooks: Energized Textbook [ETB) is a feature aimed at providing access to digital content for various topics in physical textbook. State had piloted the idea in 2019'20 with Maths & Science textbook carrying the QR Codes for Grades 6,7and8. From the acad er ic yeat 2O2O-21, all textbook for Grades 3-8, and for Grade 10 - Maths & Science textbooks are to be made available with QR Codes. c) Launch of Command and controt centre (CCC) for Schools: State level Centralized Monitoring Mechanism is introduced for monitorin& trackin& taking feedback and providing support to all the major field level staff/ activities ofthe school education system. lt is an integrated centralized real-time dashboard with Real-time Data Integration of various existing applications for analysis & generation ofactionable information for promoting accountability among all the field levelstaffs / administrators. d) Announcement of Centralised Learning Assessments for all Government & Private Schools: To strengthen the School Education in Gujarat and to give to thc students competitive edge in national levcl exams like JEE, NEET etc and help them be prepared for international assessments like PI 024, the following Pagc I 1 significant changes are being made fiom the academic year 2020-21 All 55'000 Governmen! Crant-in-aid and Self Finance Schools affiliated to Guiarat Secondary & Higher Secondary Education Board (GSHSEB), will be following Centralized Assessment for sessional and Annual Exams and Periodic Exams across all Grades from 3 - 12- For the consistency of content, all schools will be following NCERT Textbook issued through the State Textbook Board. A common system of Timetable and Academic calendar is also being introduced. The data entry ofthese centralized assessments will be used to tmck the academic progress of every child in the State and ensure children achieve Grade-Appropriate Learning Outcomes and Higher Order Thinking Skills. e) Centrdized Summative Exam & Online Data entry of Results for Grades -3 to 8:To assess the achievements of the students of Grade lll-VIII, Weekly Unit Tests for each subiect have been simultaneously planned every saturday. For this Tes! Question Paper is developed by GCERT in view of Centralized Timetable and Learning Outcomes and sent online to all Schools across the State. Centralized Summative Eramination was conducted in November 2019 in all schools in the State. Under which, 100y0 of the answer sheets were checked by the teachers from other schools. Centralized data entry was done for all 43 lakh (4.3 Million) Students for all subiects. Almost 50 crore unique data wele entered, compiled and analysed for each examination. Analysis for every Dishict, Taluka and Cluster is now available for further analysis and planning ofany new interventions. Regular Remedial measures are being planned and implemented based on the results ofthis test. D Smart Classroom Initiative: Gyanku[j - a school digitalization program to enhance classrcom interadivity and teaching-learning process with the help of technolosrtools was planned and the 1st Phase was successfully implemented in 3,173 Classrooms spread across 1609 Schools. To measure the effectiveness of program, Statistical Bureau under directions of General Administration Department (Planning) had evaluated and assessed the program and recommended that the program is effective from studenl teachers and parents' perspective. Considering usefulness and success ofprogram, state has expanded the program to more 12,000 classrooms in Phase IL g) Environment Lab Initiative: In SHALA VANIKARAN CAMPAIGN, at least 20-25 schools per block have been identified, with a total number of 6,000 schools (approx.) across the state for developing Environment Labs. These schools would develop - School Nursery for saplings, Kitchen Garden, Green House, drip irrigation and vermi composting. The cost ofthis initiative would be borne fiom various funds at the district level like District Planning Fund, Backward Talukas Fund, MNREGA, 14th Finance Commission grants, schemes of Agriculture Department Forest Department etc Pace | 2 h) Award for'Talented Teachef and 'Talent€d Student': For the first time the state announced award for Talented Teachers -'Pratibhashali Shikhak' and Academically Talented Students - 'Pratibhashali Vidyarthi' studying in grades 6- 7-8.30,878 students (11,690 Boys and 19,183 Girls], scoring 75% and above in all three subiects - Guiarati, Maths and Science at both semesters end exams were awarded with a certificate and a special badge ofrecognition. One talented teacher was awarded per cluster who contributed significantly in student learning outcomes and walked extra mile for achieving iL Talented Teachers are awarded twice a year. i) Video Conferencing Facility for all Teachers: All 2.5 lakh teachers, CRcs, BRCS, TPEOS, DPEOS and State level officials of Education Department have been provided with Mobile based Video Confercncing facility to directly connect and interact with Hon'ble CM, Hon'ble EM, Secretary and other HoDs time to time. After studying state's Technolos/ Based interventions in Educatio4 the Facebook has extended this facility pro bono to state. This is another Zero Investment initiative benefiting all teachers. Teachers can share their innovation and best practices through this platform. This facility is being used extensively for obiective reviews, seamless communication and follows up. i) Reading Campaign for Oral Reading Fluency: To improve the reading and comprehension levels among students ofgrades 3 to 8, a 100-day long Reading Campaign ('Vanchan Abhiyan') has been initiated. Grade-wise compilation of activities for reading - 'Bhashadeep', has been created and provided to each student Specially designed audio and video literature have also been created and provided to schools. A pre-test is conducted for all the students in gradcs 3 to I to test their current reading ability. A post-test will be conducted to check the effectiveness ofthe campaigD. Research will be co[ducted to benchmark the Oral Reading Fluency (oRF) and Oral Reading Fluency with Comprehension for Guiarati language. k) Student Diary: Student diary with the name'Darpan'was providcd to all the students of Std. 3 to I studying in Oovernment Schools of Cujarat lt includes complete details ofschool's academic &non academic activities as well as child's personal profile.
