The Gaves Valleys are undoubtedly the jewel of the Pyrenees since they are home to both some of the most prestigious sites such as Gavarnie, Lourdes, Cauterets and the Pic du Midi de Bigorre, but also some more intimate places where a rich, preserved nature is proposed to all who visit.     DOSSIER D’INFORMATION sur l’instabilité des terrains du secteur de la Galène et les risques d’éboulements liés à l’ancien site minier de Penarroya SMDRA – Mairie de Soulom Juillet 2010 PREAMBULE Suite aux actions menées dans le cadre de l’Action test Toxiques Gave de Pau (2005-2008), une réunion informelle s’est tenue en avril 2010 en mairie de Soulom à l’initiative du SMDRA afin de faire le point sur la situation des anciennes mines de Penarroya. Pour rappel, la procédure administrative de fermeture de ce site est engagée depuis 2001 avec le dépôt du dossier de déclaration d’arrêt définitif des travaux par la société Métaleurop auprès de la Police des Mines (ex-DRIRE, aujourd’hui DREAL). Lors de cette réunion, Monsieur le Maire de Soulom a exprimé sa volonté de constituer un dossier d’information sur le risque minier concernant sa commune (secteur de la Galène) afin de le joindre au Plan de Prévention des Risques Naturels, dont la phase d’enquête publique doit être lancée courant de l’été 2010. Le SMDRA a donc proposé de travailler en partenariat avec la mairie de Soulom afin d’élaborer une compilation des différents documents produits mettant en avant la question de l’instabilité des terrains (risques d’éboulements) sur le secteur de la Galène en lien avec le passé minier de ce site. 2 SOMMAIRE 1. Les « Rendez-vous en famille » sont nés pour permettre aux habitants du territoire Plaines et Vallées de Bigorre d’avoir accès à une saison culturelle de proximité tout au long de l’année, et non uniquement en période estivale. Une belle manière de prouver qu’une offre culturelle de qualité trouve toute sa place en milieu rural ! L’objectif de ce projet est de permettre aux enfants dès le plus jeune âge et leur famille de se positionner en tant que spectateurs et d’aller à la rencontre des lieux culturels présents sur le territoire. Le contenu de cette programmation pluridisciplinaire décentralisée sur le territoire, de proximité, a été pensé afin de favoriser la découverte et de permettre aux familles de partager de beaux moments en- semble. Suite au succès des deux premières éditions, nous avons souhaité renouveler ce projet, en vous proposant de nouveaux rendez-vous colorés qui plairont aux petits comme aux grands : musique, théâtre, cirque, danse, marionnettes… Cette troisième saison se place sous le signe de la découverte. Le site de Soulom créé en 1911 produisait de l'ammoniac, de l'acide nitrique et du nitrate de chaux et a cessé son activité entre 1988 et 1990. En 1928, le site de Pierrefitte-Nestalas a démarré la fabrication de phosphore et d'acide phosphorique, puis en 1958, la fabrication de l'hypophosphite de sodium. De 1959 à 1969, le site a aussi produit du phosphate de chrome. Après 1991 et sa reprise par CECA , l'activité de production sur le site de Pierrefitte-Nestalas se limitait à l'hypophosphite de sodium. Le site industriel se situe à proximité du Gave de Pau sur un terrain de 6 ha loué à NORSK-HYDRO AZOTE, les bâtiments et les installations du site appartenant à CECA. Cet établissement a été repris par ARKEMA FRANCE (arrêté du 06/07/17). Description qualitative Les activités exercées par CECA et celles des ateliers antérieurs à son implantation étant susceptibles d'avoir été à l'origine de pollutions éventuelles des sols et des eaux souterraines, un arrêté préfectoral du 04/06/98, a prescrit à l'exploitant la réalisation d'un diagnostic initial et d'une évaluation simplifiée des risques.
