The Response of Labor Unions to Economic Crisis Political opportunity theory suggests that social movement organizations will increase political action efforts during times of opportunity, such as economic crises. On the other hand, business cycle theory predicts that economic crisis will be detrimental to unions, reducing membership and subsequently dues and power. This dissertation involves historical case studies of innovative and conservative labor unions, comparing organizational behavior during the Great Depression and the economic crisis of 2008. The dissertation also includes a QCA analysis of ten labor unions’ political, organizing, and bargaining activity during the crisis of 2008. How do labor unions adjust their organizing strategies during an economic crisis? What tactics do unions use to redefine their role in the economy through social policy? What organizational characteristics define unions’ varied responses to the crisis? This research found that characteristics consistent with organizational flexibility were consistent with the ability to identify and respond to the political opportunity present in economic crisis. While some unions decreased bargaining and organizing activity to shift resources towards political activity, this was not always the case. It also contributes a systematic description and analysis of typical labor union political activity. The data suggest that leader-based political action is a primary locus of activity, demanding further iv investigation into the varied campaigns and strategies unions take. Under the skilled and persistent direction of Carrie Chapman Catt, and spurred by the energy of Alice Paul’s National Woman Party, the 19th Amendment won approval on August 26, 1920. In this pamphlet, we find reminders of the struggles and achievements of New York women who spoke, marched, and even fought for the vote and the full panoply of rights.     ABSTRACT ‘We Shall Not Fail Freedom’: Oveta Culp Hobby’s Role in the Formation and Implementation of the Women’s Army Corps During World War II Rebekah S. Sills, M.A. Mentor: Douglas R. Ferdon, Jr., Ph.D. Oveta Culp Hobby remains unknown to the average American, despite the fact that she was the first director of the Women’s Army Corp and was the second woman to hold a presidential cabinet position as the first Secretary of the Health, Education, and Welfare. This paper chronicles Hobby’s public life as well as her role in the formation and implementation of the Women’s Army Corps, an organization of women that helped the U.S. Army with non- combat related jobs. Oveta successfully directed the Women’s Army Corps for the first three years of its existence, including overseeing the transfer to Army status in 1943. Her intelligence, courage, and devotion to her country paved the way for women to integrate into the armed forces and to participate in public life in a larger way than ever before.     OFFICERS OF THE EXECUTIVE BRANCH OF THE GOVERNMENT [ 1 ] EXPLANATORY NOTE A Cabinet officer is not appointed for a fixed term and does not necessarily go out of office with the President who made the appointment. While it is customary to tender one’s resignation at the time a change of administration takes place, officers remain formally at the head of their department until a successor is appointed. Subordinates acting temporarily as heads of departments are not con- sidered Cabinet officers, and in the earlier period of the Nation’s history not all Cabinet officers were heads of executive departments. The names of all those exercising the duties and bearing the respon- sibilities of the executive departments, together with the period of service, are incorporated in the lists that follow. The dates immediately following the names of executive officers are those upon which commis- sions were issued, unless otherwise specifically noted. Where periods of time are indicated by dates as, for instance, March 4, 1793, to March 3, 1797, both such dates are included as portions of the time period. On occasions when there was a vacancy in the Vice Presidency, the President pro tem- pore is listed as the presiding officer of the Senate. The Twentieth Amendment to the Constitution (effective Oct. 15, 1933) changed the terms of the President and Vice President to end at noon on the 20th day of January and the terms of Senators and Representatives to end at noon on the 3d day of January when the terms of their successors shall begin.
