REQUEST FOR EXPRESSION OF INTEREST (REI)

1. The Department of Public Works and Highways Cebu 3rd District Engineering Office, through the CY 2020 Preliminary and Detailed Engineering Funds intends to apply the sum of One Million Three Hundred Seventy Seven Thousand Four Hundred Eighty Six Pesos Only (P1,377,486.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Consultancy Services for the Conduct of Geotechnical and Geological Survey/Investigation for the Construction of School Buildings and Multi-Purpose Buildings within Cebu 3rd District Engineering Office, Toledo City, Cebu with Contract ID No. 20CSHF0001. Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposals.

2. The Department of Public Works and Highways Cebu 3rd District Engineering Office now calls for the submission of eligibility documents for:

Assess and describe the subsoil conditions and identify the extent, density and types of soil across the proposed project site; 2. Provide recommendations on the geotechnical parameters required for the engineering design and construction of the proposed building construction projects; 3. Provide recommendations on suitable footing system based on the geological ground condition considering potential impact on natural hazards during and after construction;

Provide recommendations on allowable soil bearing pressures and estimated settlements of the footings; 5. Assess the groundwater level; 6. Identify unfavorable foundation conditions and potential impact of geologic and natural hazards to the proposed project site, and; 7. Provide recommendations on site work and excavation work for the proposed development.

Interested consultants must submit their Eligibility Document on or before 10:00 a.m. on May 26, 2020 at Procurement Unit Office, DPWH Cebu 3rd District Engineering Office, Poblacion, Toledo City, Cebu. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3. The BAC shall draw up the short list of consultant from those who have submitted Expression of Interest and Eligibility Documents and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act,” and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

4. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

5. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Technical and Financial Proposals shall have weights of 65% and 35%, respectively. The criteria and rating system for the evaluation of bids are provided in the Instructions to Bidders.

6. The contract shall be completed within 90 calendar days.

7. 8. The Department of Public Works and Highways Cebu 3rd District Engineering Office reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidders or bidders.
