Queen Anne’s County, MD Cross County Connector Trail - Grasonville SHA No. QA1495125 FAP No. TAP-3(542)E Sealed bids for the Cross County Connector Trail - Grasonville, Queen Anne’s County, Maryland will be received from qualified bidders by the Commissioners of Queen Anne’s County. The Commissioners of Queen Anne’s County will exercise a multi-step bidding process. Bidders responding to this Invitation for Bids are to provide two sealed and labeled envelopes “Qualifications” and “Price Bids Proposal” at the same time to the Department of Public Works of Queen Anne’s County, 312 Safety Drive, Centreville, Maryland 21617, until 2:00 pm Verizon Time 410-844-1212, on July 24, 2018 . Bids will be received until the time of close of bids. Failure to submit all items with the bid shall deem the bid non-responsive. a. The envelope labeled "Qualifications" must include all items of the Supplemental Submittal Requirements Section 00200 in the Project Booklet for the Cross County Connector Trail – Grasonville and shall meet all of the requirements specified in the Instruction to Bidders . b. The envelope labeled "Price Bid Proposal" must include all items related to price and requirements in the Project Booklet for the Cross County Connector Trail – Grasonville, and shall meet all of the requirements specified in the Instruction to Bidders . Each bidder's sealed envelope labeled "Qualifications" will be reviewed first, ten (10) days prior to the bid opening date for qualified bidders. All bidders that do not meet the minimum qualifications will be notified within seven (7) days of the bid opening date and their price bid proposal returned unopened. Bidders who meet the minimum qualifications will have their "Price Bid Proposal" opened publicly and read aloud in the Department of Public Works Conference Room at 2:00 pm Verizon Time 410-844-1212, on August 7, 2018. It is anticipated that the contract will be awarded by mid-September 2018. Contract will be awarded to the qualified responsive and responsible bidder with the lowest priced proposal. PROJECT DESCRIPTION This project is funded with Federal funds and Queen Anne’s County funds and all applicable Federal, State and County regulations apply. This project is located adjacent to Route 50, starting near the intersection of Piney Narrows Road and Maryland Route 18 and ends at Long Point Park in Grasonville, Maryland. The work consists of constructing a 10 foot wide trail approximately 1.2 miles, extending from the existing Cross Island Trail to Long Point Park with a ten-foot wide trail consisting of 4,439 linear feet of elevated boardwalk and 1,711 feet of at grade pavement, guardrail, associated street signage, site drainage, and utility relocation. The work is fully described and detailed in the contract documents. Refer to the contract documents for a complete description of the work. PRE-BID MEETING: Attendance is not mandatory, but bidders are encouraged to attend the Pre-Bid Meeting, on July 10, 2018 @ 9:00 AM . The Pre-Bid Meeting will be held at the Department of Public Works Conference Room, 312 Safety Drive, Centreville, Maryland 21617. Immediately following the Pre-Bid Meeting, Bidders are encouraged to meet with the County on-site. Paper copies of the Bidding Documents for this project will be available for a non-refundable fee of $50.00 plus the costs of shipping, from the office of the Queen Anne’s County Roads Division, 312 Safety Drive, Centreville, Maryland 21617, phone (410) 758-0920, facsimile (410) 758-6606, e-mail [email protected]. Contract Documents will be available in electronic format on the County's website, http://qac.org/Bids.aspx. This procurement is also advertised on emarylandmarketplace.com. The Owner reserves the right to waive any informalities and to reject any or all bids. No bidder may withdraw the bid within ninety (90) days after actual date of the opening price bid proposal. Bids to remain open for ninety (90) days duration after (price) bid opening. Only after SHA approval/concurrence of the lowest qualified responsible responsive Bidder and if the contract is to be awarded, the County will give the lowest qualified responsible responsive Bidder a Notice of Award within the time specified for Bids to remain irrevocable.
