The overall message: the Queen Anne’s County Commissioners have not been doing their part to support our Housing Authority residents. That is a false statement. Your Commissioners are energetically trying to make things better by questioning the rent policies, occupation rates and maintenance practices of the Housing Authority. Months ago we were disturbed by a sudden and large rent increase. We wanted to know the justification. \Vhile looking into this, we discovered what might be inconsistencies with vacant apartments, maintenance of the facilities and other shortcomings. These might arise from management operations that were not what Queen Anne’s citizens should expect. We have repeatedly requested financial records and other information fi-om the Housing Authority. We also have attempted to appoint Housing Authority Board Members who will represent your interests energetically. This effort to improve the practices and policies of the Housing Authority has apparently upset the management. Rest assured that such threats and assertions as you are “at risk to become homeless’ are absolutely not true. Other claims are false and misleading. We are not going to give them any reality by listing them. You can depend that we stand behind the residents. ‘We want to see the residences are well maintained, and that the rents remain affordable and transparent. We hope you were not alarmed by the “newsletter” which was a good example of fake news. The Queen Anne’s County Commissioners will continue to do our best to provide safe, affordable, and well maintained residences. We do not have control over the day-to-day operations of the Housing Authority, but we will not stop attempting to see that you get the management and services which you and our County deserve. Shane Moore, PE Subject: Cross County Connector Trail Bid Award The Roads Division is excited to report that we have received a recommendation, from the Chief Engineer for Operations, State Highway Administration, to award the Cross Connector County Trail (CCCT), to the Corman Kokosing Company with a low bid $3,535,000.00. See Attached Memo. The formal State Highway Administration Transportation Alternative Program (SHA TAP) approval letter will follow. The Roads Division held the CCCT bid opening on August 8, 2018 and in accordance with Federal Highway and SHA TAP guidelines a concurrence package was prepared and submitted for their review and approval. See attached August 8th bid results sheet. The low bid is well within the engineer’s estimate of $4,660,642.98. As the CCCT is a Federal Aid project on an 80/20 proportion cost sharing basis the construction costs breakdown as follows; $2,828,000 (Federal) and $707,000 (County). Currently the County has $1,329,155 in remaining funds for construction and inspection. We recommend awarding the CCCT bid to Corman Kokosing Company, Baltimore MD, in the amount of $3,535,000 dependent on receiving the official SHA TAP approval letter. The Project consists of extending the existing Cross Island Trail approximately 1.2 miles easterly to Long Point Park with a ten-foot wide trail consisting of 4,323 linear feet of elevated boardwalk and 1,978 feet of at grade pavement. All proposed work will be completed within the existing right-of-way. This bid meets the established criteria of responsibility under our Governing Specifications. Bids were opened on August 8,2018 and prices were quoted by four (4) contractors.
