A key factor for the Frayser Gateway develop- ment was when it received a 15-year community PILOT (payment-in-lieu-of-taxes) incentive from the Economic Development Growth Engine of Memphis and Shelby County in 2017. As part of the project, the new retail stores will create approximately 136 full-time equivalent jobs with an average base salary of $23,294. During the community PILOT, EDGE estimates there will be $7,745,475 in local tax revenues collected in those 15 years, with a $4,472,025 in tax benefit to the developer. “Without a community PILOT, we wouldn’t have anything to sell to a grocer,” Massey said.
