For Aotearoa New Zealand, the impending threat of SLR and the long-term challenges it will bring will significantly impact the entire country. Adaptation provides a method to cope with the challenges of SLR for communities and local authorities. However, adaptation has been difficult due to a number of reasons, including: ambiguity of what constitutes “successful adaptation” and effective community engagement within adaptation, varying degrees of understanding of the effects of SLR, and varying capacities of communities and local government authorities to deal with the effects of SLR. This study aims to explore how local authorities and small coastal communities can successfully adapt to accelerating SLR. Qualitative research methods are used to explore the case studies of two small coastal communities in Dunedin, Otago (Aramoana, and Long Beach). Methods employed include extensive literature and policy review, as well as interviews with community members, relevant agencies and local authority staff. The findings are threefold: firstly, it is found that stakeholders have mixed views on the current adaptive responses. There is a common perception that national level responses are weak, and the the blurred roles and responsibilities for Regional Council and Territorial Council are a significant barrier to effective adaptation. Community informants called for adaptive responses to focus on providing greater support to facilitate their mobilisation and specific needs. Secondly, there are barriers to effective engagement with legislated forms of public consultation. These being, lack of resourcing, the nature of the climate change issues, participant burn-out and a lack of two-way conversations. The findings suggest the role of community engagement in adaptation planning must expand to become a tool for: Providing information about climate change impacts and responses; allowing a communication channel for community members to share their knowledge and experiences with each other and council; Achieving shared community aspirations. iii Thirdly, responses in Aramoana and Long Beach should focus on strengthening community characteristics that facilitate resilience building and enhance adaptive capacity overall. The community characteristics highlighted were social capital, self-organisation, flexibility, and local knowledge. Strengthening these characteristics will enhance their ability to not only respond to SLR, but also embrace these changes and to use them to create future opportunities for the communities (Heidkamp & Morrissey, 2018; Nelson, Adger, & Brown, 2007). Overall, to address the lack of enthusiasm towards current adaptive actions, difficulties experienced with formalised engagement processes, and to facilitate positive resilience building characteristics, the findings suggest implementing a community-based adaptation approach that focusses on both adaptation and development, while benefiting from existing local resources. iv Acknowledgments The completion of this thesis would not have been possible without the endless support of my MPlan classmates, friends, and family. Port Chalmers has a new restaurant situated in the former Savings Bank/ Rowan Bishop Catering building on George Street, next door to the Port Chalmers Police Station. The owners, Mercel and Alquen Duran opened Futomaki, a Filipino-Japanese restaurant, on the 1st of March 2019. They started in South Dunedin a couple of years back, but they had originally been eyeing the Port Chalmers location. Now that it has finally become a reality, they gave up the store in South Dunedin to put all of their focus into their new location. Back in 2012, the couple was looking for something new, and started to look at Port Chalmers. The following year they discovered that the building that now houses the res- taurant was vacant. By that time, they were already seriously considering the idea of starting their restaurant business there. After successfully locating the owner and coming to an agreement, they began developing the plans for the restaurant, working with the council on the improvement of the interior of the building - all while operating their store in South Dunedin. Mercel tells The Rothesay News that being able to finally realize their dream was scary at first. However, all of the worries were quickly dispelled by the immense support of the community. She says that the response has been nothing but amazing, with ex- cellent reviews and feedback from people and through social media. While the menu is already extensive as it is, they plan to add more to it like sushi, coffee, and more beverage options, so there will be more to choose from and more reasons for everyone to come back.

ISBN 978-0-478-37648-7 Published October 2012 Prepared by Jens Rekker, Resource Science Unit Sea Level Effects Modelling for South Dunedin Aquifer i Overview Background South Dunedin urban area, which is mainly residential, is generally low lying reclaimed land, having once been coastal dunes and marshes. The underlying area has a groundwater system (or coastal aquifer) with a water table very close to the surface. The water table is closely tied to the surrounding sea level at both the ocean and harbour margins. The Otago Regional Council has been monitoring groundwater levels at three bores since 2009; results from which indicate that water table height is under the direct influence of climate and mean sea level, plus the drainage provided by the area’s storm and wastewater drains. The low lying land and already high water table makes the area vulnerable to any future rises in sea level. If the water table did rise any further it would create further pressure on the current drainage system and also increase the chances of surface ponding. Groundwater modeling was used in this investigation to assess the effects of a range of different sea level rise scenarios.

    3D Gravitational Inversion Modelling of the South Dunedin Sub Basin, Otago, New Zealand Timothy John Lutter A thesis submitted for the degree of Masters in Geophysics at the University of Otago Dunedin New Zealand January 2018 Abstract 3D gravitational modelling of an infilled coastal sedimentary basin is rare, with almost all 3D gravity publications being based on mineral deposits related to hard rock mineral density features. The sediment-bedrock boundary under the South Dunedin tombolo, New Zealand provides a target to test the application of 3D inversion modelling on a small basin system. The infilled South Dunedin basin has never been fully characterised and is the perfect target for 3D inversion modelling due to a high contrast in density disparity between Holocene sedimentary materials and bedrock. Surveying was conducted using the University of Otago’s Worden gravimeter. Data were collected over 20 days covering about 6.4 km2 with the collection of 320 survey points. This survey was the first gravitational field work aimed at collecting data for 3D inversions by anyone from the Otago University’s Geophysical Team. The inversion software GRAV3D developed by the University of British Columbia-Geophysical Inversion Facility (UBC-GIF) was used for the 3D modelling. 2D modelling confirmed the bedrock sedimentary features seen in the 3D models. With the 3D model producing an insight into the bedrock interface that highlighted the potential of these features include paleo-valley and a potential offset of geological units usually seen as a result of faulting. The model shows that the paleo-channel bedrock interface was preferentially eroding down, rather than meandering across and paleo-surface.
