Humanitarian Situation Analysis

According to SDMA and focal persons of NHN AJK, in AJK death ratio has reached 63 while the number of injured person is 105 as of 06 September, 2014. Till now the data collected shows that 1662 houses were completely damaged, 11698 were partially damaged, and 107 shops were completely destroyed, 54 partially damaged and 784 cattle died as per data compiled so far. Hundreds of families in Neelum Valley and Hattian Bala and Poonch Districts, are waiting for food and shelter.

NHN AJK had several meetings among SDMA, according to SDMA in Neelum and crops and fruit trees planted on miles of land have been destroyed as well. The most affected districts were Neelum Valley and Hattian Bala in AJK. The most affected subdivision of AJK was Sharda. Population along the bank of Shonthar Nala, population located along Tehjian Nala bank (damaged villages, Tehjian, Domail, Laribal) and the population were located at the bank of Dudhnial Nala have been severely affected. The flood also swept the whole market in Tehjian village. The roads have been destroyed in land sliding.

The Neelum Valley road heading from towards Neelum is blocked at 18 places. Director General (DG) SDMA confirmed the damaged figures and death ratio. He said that the disaster had bitterly affected the area in AJK. Highlighting the efforts of the government, he said that on Friday a meeting was held under the chairmanship of Prime Minister AJK. The Prime Minster revised the compensation packages for all the categories affected in the disaster as follows: For death Rs150, 000 will be given instead of PKR 50,000, compensation package for damaged house has been increased to Rs 100000, and for partially damaged shops compensation has increased from Rs15, 000 to Rs50000.

Moreover 2,000 packets are ready for distribution but could not be delivered due to road blockade and bad weather conditions. Compensation to the affectees would be distributed through the District Coordination Officers (DCOs). As soon as road is cleared, the SDMA has planned a fleet of 50 jeeps of relief goods for Neelum Valley, he added. It would be relevant to mention here that the people of Neelum Valley haven’t any communication facility even in 21st Century are totally disconnected with their relatives living in Muzaffarabad, Rawalpindi and Islamabad. Due to flash flooding in Kashmir region, a 17year old student drowned in River Poonch at Tatta. A ninth grade student and a 10 year old child were swept away in seasonal nullahs in district Bagh area. Their bodies could not be retrieved as yet. Another person died and three others were injured when a Jeep fell into a seasonal nullah in District Palandari.Many persons in district , Poonch were killed due to roof collapse. Road link of District Haveli has been suspended due to heavy rains and land sliding.

District Hattian bala, Distrcict Neelum road is cleared by National High way Authority and all concerned departments are working in favor of affected people/community on emergency basis

Prime Minister visited district Rawlakot and directed DDMAs for distribution of cheques to the most affected persons on early bases

A meeting is going to be held on 09 September among DDMAs,SDMA,Civil Defense, Rescue 1122,DRU and NHN AJK for the current status and recovery mechanism of flood affecters ,said meeting will chaired by Additional Chief Secretary AJK

Humanitarian Response

 DDMA Hattian Bala and Muzaffarabad issued a notification titling cancellation of the holidays (06-07 September 2014) to assist effectees. On 1st September,2014 DDMA Hattian bala and Muzaffarabad announced through loud speakers for shifting of the population who were living near riverside. Through volunteer groups DDMA has been facilitated  Rescue 1122 Muzaffarabad energetically working in affected areas of Muzaffarabad by assisting in shifting the population to safe places  Civil defense department also in action to assist the effected society by distributing different affected areas  NGOs like Global Prosperity Network, AJKRSP, Acted, and Islamic Relief actively and efficiently participating to reduce the risks through awareness  PRCS District Branch Bagh has distributed Emergency Shelters and Non Food Items to 30 Flood Afftected Sanitary Workers Families in District Bagh  NFIs and Food items provided mostly by PRCS in affected areas  Civil defense department is working through NHN’s volunteers from side to side emergency cell formed by the DG civil defense

NHN-AJK Initiatives and Recommendations

NHN AJK is in coordination with all the district coordinators/focal person of AJK for updated information, till today mentioned above detail is provided by SDMA and district coordinators of NHN AJK, moreover NHN AJK’s volunteer groups are actively participating for humanitarian assistance in crises through the coordination of SDMA as they have not enough human resource to eradicate the risks.

Recommendations

 Shelters and other non food items(NFIs)has to be provided on emergency basis  Community who has been shifted to safe places should also be provided the first aid treatment  NHN has to coordinate to INGOs/donors organizations for rehabilitation and reconstruction to console the most affected society
