TERMS OF REFFERENCE

FOR CONDUCTION OF RAPID ASSESSMENT OF MICRO HYDRO PROJECTS IN EARTHQUAKE AFFECTED AREAS OF DIFFERENT DISTRICTS IN FIVE CLUSTERS

1. Introduction Alternative Energy Promotion Center (AEPC) is implementing Renewable Energy for Rural Livelihood (RERL) with support from UNDP-GEF. The new phase of RERL started in July 2014 and major emphasis is to provide support implementation and technical support to AEPC implemented National Rural and Renewable Energy Project (NRREP) for implementation of mini-hydro, mini-grid and large scale solar systems to meet its national target for enhancing energy access. The project aims to support micro/ mini hydro projects through technical assistance for survey and design, different technical backstopping activities and financial closure by mobilizing resources from different stakeholders. 2. Background Natural disasters like earth quake landslide and flood affects micro hydro projects. The 2015 Nepal earthquake killed more than 8,000 people and injured more than twice as many. Hundreds of thousands of people were made homeless with entire villages flattened across many districts of the country. Infrastructures like road, school building and hydro projects has been badly damaged. AEPC/CESC/RERL has received a list of micro hydro projects which are badly affected by earth quake and are out of operation. It is urgent that as a medium term and long term relief measure the extent of damaged projects is assessed. This assessment will provide a data that could be used for defining and finding out assistance measures that could be provided to these earthquake affected micro hydro plants. Therefore, this ToR has been prepared for availing services of consultant firms for rapid assessment of earthquake hit micro hydro projects.

1 SCOPE OF WORKS 1.1 Purpose, Scope of Consulting Services The prime task of the Consultant is to  To survey and evaluate current status and quality of various component of the damaged projects through Rapid Assessment Form( Annex)  To prepare cost estimate according to given format (Annex) Work items  Study and review of Detailed Feasibility Report / Site verification report/ Power output testing and commissioning report of micro hydro projects.  Field survey for obtaining information on various components of Micro hydro Projects.  Interaction with community people through formal and informal meetings.  Data compilation and analysis  Preparation of final report with estimation of damage part of micro hydro project.

1.2 Reports and Deliverables  A final filled Assessment format of each project.  A final cost estimate of each project 1.3 Completion Period The assignment should be completed within 6 weeks of signing of contract.

1.4 Qualification of Consultant  The consulting firms should have previous experience of performing micro /mini hydro survey for at least 3 years.  The organization must be registered in VAT and should submit tax clearance certificate up to FY 2070/71. 1.5 Human Resources Requirement The assignment will be carried out by a consulting firm having experience in such jobs and in depth knowledge of mini/micro hydro sector in the country. The following human resource capacity is expected to carry out this assignment.  Micro Hydro expert (One): Bachelor degree in civil or electrical or mechanical engineering with at least 3 years’ experience in hydro power development, planning, implementation with knowledge and expertise in conducting case studies.  Assistant (One ): Intermediate in any discipline, preferably a local person who can assist the expert to guide to the sites.

1.6 Provision for submission of proposals There are five clusters all together. Please submit proposal separately for each cluster and one firm/bidder will be awarded maximum two clusters. 1.7 Terms of Payment i) 50% On contract signing ii) 50% After finalization of report

1.8 Other Taxes and Duties The consultant shall be subjected to pay all taxes and duties as per prevailing rules and regulations of GoN.

1.9 Eligibility Criteria (Required Documents):  A copy of company/firm registration certificate with updated renewal  A copy of VAT registration certificate  A copy of tax clearance certificate FY 2070/2071  Sealed Technical Proposal  Separate Sealed Financial proposal including VAT)  CV and Copy of citizenship certificate of proposed dedicated personnel  Any other relevant documents

1.10 Acceptance of Proposal All rights are reserved with AEPC/RERL to approve or disapprove any proposal without giving any reasons whatsoever. If needed, the consultant will be asked for modifications and presentations of the proposal before approval. 1.11 Selection Process The technical proposal will include all the technical parameters related to the study, information acquisition, framework used, reporting, etc. The approach and methodology, CVs of study team, experts, mobilization schedule, working schedule and profile of the firm will also be included in the technical part. The entire work shall be completed by the consultant will be indicated in the summary sheet. The Financial proposal will include the cost as mentioned in the financial proposal. The detailed technical and financial evaluation criteria are attached in Annex. 3. Force Majeure Without prejudice to their rights the government and the service provider shall not be held responsible nor suffer any financial loss should the performance of the contract be delayed or prevented by an event of Force Majeure, which shall include, but not limited to strikes, riots, civil commotion, fire accident or any other incident beyond the control of either party hereto which neither party was aware of or could have foreseen at the time of the signing of this contract. The following will be the marking of the technical and financial proposals. A. Technical Proposal 80% B. Financial Proposal 20%

A Technical Proposal A score of 80 marks is considered as total mark for the Technical Proposal. The basis for the evaluation of the technical proposals will be as mentioned below. The pass mark is 60 %.

B. Financial Proposal Only that firms whose marks of the technical proposal are above 60% would be considered for evaluation and out of them top five technical proposals will be selected to open their financial proposal. C. Selection The successful company in technical evaluation having lowest financial proposal (cost) will be selected for proposed task. One firm will be awarded maximum tow clusters.
