SUPPLEMENTARY REGULATIONS FOR SUPERCARS

STANDARD REQUIREMENTS

1.1 EVENT TITLE, DATE & VENUE 1.1.1 The Event will be known as the “SUPERCHEAP AUTO ” (hereinafter referred to as “the Event”) which will also comprise Round 3 of the 2020 Dunlop Super2 Series (“the DS2”) incorporating Round 2 of the 2020 V8 Touring Car Super3 Series, and be held at Mount Panorama, Bathurst, NSW on 13th – 18th October 2020.

1.2 ORGANISATION & STATUS 1.2.1 The Event will be held under the International Sporting Code including Appendices of the Federation Internationale de l’Automobile (FIA), the Supercars Operations Manual (“the Rules”), and any applicable National Competition Rules of which are not in conflict with the Rules, the 2020 V8 Touring Car Super3 Series Sporting and Technical Regulations published by Motorsport Australia, the Supplementary Regulations, any Further Supplementary Regulations or instructions and any Bulletins issued. 1.2.2 Event Status: Major National.

ADMINISTRATION

2.1 TEAM COMMUNICATION WITH OFFICIALS 2.1.1 For this Event, Team personnel are not permitted to conduct business outside their garage. For avoidance of doubt, unless specifically given instruction to do so; Team personnel will not be permitted access (including but not limited to) the Supercars Operations Truck, the Stewards Office, the DSA Office, RD Office, Race Control, DOM Office and Event Operations Office. 2.2 ENTRIES 2.2.1 Competitors must have completed the 2020 DS2 Entry Registration Form or the 2020 Super3 Series Entry Registration Form. 2.2.2 DS2 and Super3 Entries for this Event will open on 14th September 2020. 2.2.3 DS2 Competitors must have completed the 2020 DS2 Entry Form to confirm Entry to this Event. 2.2.4 DS2 and Super3 Entries for this Event will close at 1700hrs (AEST) on Wednesday 30th September 2020. 2.2.5 Administration checking will commence at 0900hrs (AEDT) on Wednesday 14th October 2020. 2.2.6 Any Competitor that needs to change or add any details contained in their 2020 Entry Registration Form must do so at the DOM Office prior to the commencement of the Competitors Authorised Representatives and Driver’s Briefing. 2.2.7 No change of Drivers will be accepted after 1715hrs (AEDT) on Thursday 15th October 2020 unless exceptional circumstances, as determined by the Stewards, warrant a change after that time. 2.3 SCHEDULE A3. OPERATIONS

3.1 TRANSPORTER ACCESS TO PADDOCK 3.1.1 The setup of the DS2/ Super3 paddock will be at the direction of the DOM. 3.1.2 Details of Transporter access into the Circuit and unload / load will be as per the instructions issued to Teams and under the direction of the DOM. 3.1.2.1 Attached to these Supplementary Regulations is the transporter park-up time nomination form, all Teams are required to complete by Wednesday 30th September 2020. 3.1.3 Team transporters must not enter the DS2/ Super3 paddock prior to 1000hrs (AEDT) on Tuesday 13th October 2020. 3.1.3.1 Teams will be permitted to unload their transporters from 1000hrs (AEDT) on Tuesday 13th October 2020 or at the direction of the DOM once all transporters are in their park-up position. 3.1.4 Non accredited vehicles are not permitted in the DS2/ Super3 paddock from 1700hrs (AEDT) on Monday 12th October 2020.

3.1.5 DS2/ Super3 Cars are not permitted to be garaged in the Supercars paddock, unless prior approval has been granted by the DOM. 3.2 ACCREDITATION CARDS (PASSES) & TEAM PARKING 3.2.1 In addition to Supercars Series accreditation, all Team personnel will be required to complete the online safety induction using the VenueSAFE web App as a condition of entry to the venue. Admission to the event will be denied to any person who has not completed the induction. 3.2.1.1 All Team Personnel will receive an SMS message with instructions on how to complete the VenueSAFE Web App and Daily Health Check. Personnel who do not receive the SMS message are to contact [email protected] and confirm the individual's mobile number. NOTE: Unless there is a health alert, you will not receive a daily SMS reminder to complete your daily health check. 3.2.1.2 Team Performance Personnel who do not hold Supercars Series accreditation will be issued a generic Dunlop Super2 2020 Series accreditation pass. These passes will be available for collection from the Accreditation Centre. 3.2.2 Accreditation will be required from Wednesday 14th October 2020. 3.2.3 Each Car entered at this Event will receive two (2) car passes to permit parking in the infield (at the rear of the Support Category paddock). This area will be signposted ‘Teams parking’. 3.2.3.1 All Team car parking is only accessible through the tunnel via Ray Bant Drive. 3.2.3.2 All occupants of the vehicle will be checked for accreditation and have their VenueSAFE verified prior to accessing the tunnel. 3.3 ACCREDITATION CENTRE & OPENING HOURS 3.3.1 The Accreditation centre is located inside The Chase, opposite Rydges Hotel, off Ray Bant Drive 3.3.2 The Accreditation Centre will be open at the following times (AEDT): 3.3.2.1 Monday 12th – Wednesday 14th October 0700 – Midday 3.3.2.2 Thursday 15th October 0630 – 1300 3.3.2.3 Friday 16th October 0700 – 1300 3.3.2.4 Saturday 17th - Sunday 18th October 0700 – 1000 3.3.3 Outside the above hours, all enquiries should be directed to the Supercars Accreditation Manager. 3.3.3.1 Rae Harvey - 0468 341 689 3.3.4 During the Event, all tickets/ passes that require collecting by public/ Team guests must be left at the Ticketek Box Office located at Gate 4. This will be open approx. 30min ahead of gates opening on Thursday – Sunday. NOTE: Accreditation Passes are not to be given to any person in the public zone for access into the support category paddock. Support Category accredited persons will not have access into the public zones. 3.4 RACE TRACK WALK 3.4.1 Teams are permitted to undertake their Race Track walk on Wednesday 14th October 2020 between 1200hrs and 1700hrs (AEDT). 3.4.2 For this Event, update Rule E3.1.3 with the following: E3.1.3 Any Team personnel who are participating in a Race Track walk must be wearing a high visibility vest or high visibility shirt. E3.1.3.1 Unless approved by the RD, no use of motorised vehicle (electric, petrol, diesel) is permitted from 0800hrs, Wednesday 14th October to 1159hrs (AEDT), Sunday 18th October.

3.5 SERVICE VEHICLES 3.5.1 Service Vehicles are not permitted at this Event.

3.6 GOLF BUGGIES 3.6.1 DS2/ Super3 Teams are not permitted to use golf buggies at this Event.

3.7 DEMOBILISATION AFTER THE EVENT 3.7.1 Details of the DS2/ Super3 Paddock demobilisation and transporter departure after the Event will be in accordance with the instructions issued to the Teams by the DOM.

3.8 TRUCK WASHING 3.8.1 Teams are not permitted to wash their transporters at the Circuit.

SPECIFIC CIRCUIT SAFETY REQUIREMENTS

4.1 COVID-19 RESPONSE 4.1.1 All team members and staff will adhere to the COVID-19 guidelines implemented and social distancing requirements for this event. 4.1.2 Under no circumstances should anyone with symptoms consistent with COVID-19 attend their place of work, travel interstate or attend the event. 4.1.3 Under no circumstances should anyone attend an event if they have been: 4.1.3.1 overseas in the previous 14 days, 4.1.3.2 in contact with someone who has been overseas in the previous 14 days, 4.1.3.3 in contact with a known COVID-19 positive case in the previous 14 days. 4.1.3.4 residing in a declared hotspot. (Each State has their own legislation regarding declared hotspots and border restrictions). 4.1.4 In accordance with COVID-19 best practice, the DOM on behalf of the DS2/ Super3 Teams will prepare COVID-19 management procedures and response plan outlining how the category will respond to a Team member developing symptoms of COVID-19 at both their Team workshop and at the Event. Team Managers will be responsible to distribute to all Team Personnel and have each of their personnel sign the declaration that they have read and understood the plan, including their personal obligation to meet the requirements of the plan. 4.1.4.1 The COVID-19 management procedures and response plan including the declaration is attached to these Supplementary Regulations as appendix 2. 4.1.5 In accordance with Supplementary Regulation 5.11 all Teams are required to submit the Notification of Team Personnel Form. listing all Team Personnel including Drivers and Authorised Representative attending the Event. The Notification of Personnel Form is attached to these Supplementary Regulations as appendix 1. 4.1.5.1 Each Team is to appoint a COVID-19 Compliance Officer to manage their Teams compliance with COVID-19 regulations and health requirements. This person should be nominated on the Notification of Personnel Form. 4.1.6 There will be a requirement for any person who resides in certain areas of NSW (and/or visited a location of possible contact) in the lead up to the Event to undertake asymptomatic COVID- 19 testing. Further information will be sent to all Teams under separate cover.

4.1.7 Teams are not required to wear face masks however this is subject to change to align with State and/or Territory Government recommendations. 4.1.8 Teams must remain within the confines of their Team garage and Team transporter. COVID-19 Workplace restrictions apply (1 person per 4sqm). At no point are Team members permitted to enter other Team garages. 4.1.8.1 No group gatherings will be permitted anywhere within the circuit precinct with exception to Supplementary Regulation 5.5, where social /physical distancing protocols must be observed. 4.1.9 Race Fuel will be delivered directly to the Teams’ garages. 4.1.10 It is highly recommended that all personnel download the Australian Government COVIDSafe app.

4.2 MEDICAL SERVICES 4.2.1 The Medical Centre is located at Pit Entry and will be operational during the following times: (AEDT): 4.2.1.1 Wednesday 14th October 0800 – 1800 4.2.1.2 Thursday 15th October 0730 – 1830 4.2.1.3 Friday 16th October 0730 – 1800 4.2.1.4 Saturday 17th October 0800 – 1900 4.2.1.5 Sunday 18th October 0730 – 1900 4.2.2 Any medical assistance that is required outside of the operating hours outlined in 4.2.1, please contact 000. 4.6 VENUE SECURITY 4.6.1 The 24-hour security phone number is 0498 252 121 4.7 RADIO AERIALS / ANTENNAE 4.7.1 Team antennas must only be fixed to the Pit Building using existing brackets fitted to the outside of the Pit Building above each VCS Pit Garage. No antennas can be fixed to the aluminium balustrading or any other part of the Pit Building.

4.8 DELIVERIES AND ACCESS BY NON-ENDORSED EVENT SUPPLIERS 4.8.1 It is the Team’s responsibility to ensure any service providers/contractors they engage who are not an endorsed supplier, have the correct accreditation to access the venue and any applicable site safety induction is completed. 4.9 WASTE PRODUCTS 4.9.1 All personnel must be made aware of the fact the NO waste of any nature may be tipped into the storm water drains located with the support compound. 4.9.2 All storm water drains lead directly to the Macquarie River and the Environmental Protection Agency (EPA) will be monitoring the situation in the lead up and throughout the Event. 4.9.3 This ban includes the washing of any wheel rims within the vicinity of storm water drains. 4.9.4 Competitors are advised that the EPA is taking an extremely proactive approach to this matter and Teams are put on notice that any infringement of this directive will result in action being taken by either the Promoter or the EPA or both. The EPA has the ability to prosecute offenders with heavy penalties. 4.9.5 The Promoter has provided an area for disposal of waste oil and/or fluid products that are located near the Circuit fuel bund. This is not for the disposal of used Car parts (i.e. oil filters etc.). 4.10 HEALTH AND SAFETY 4.10.1 In accordance with the New South Wales Health and Safety Act, the DS2/ Super3 Paddock will be a smoke-free zone for the duration of the Event.

SPORTING

5.1 ACCESS TO THE VCS PADDOCK 5.1.1 For this Event, access to the VCS Paddock is strictly restricted only to VCS Team Personnel as nominated on the VCS Notification of Endurance Performance Personnel Form (F.13) and whom have a bespoke sticker, which will be required to be attached to the individual’s lanyard at chest height. 5.1.1.1 DS2 Team Personnel who are aligned to a VCS Team can apply via the DOM to be issued the sticker as detailed in Supplementary Regulation 5.1.1. 5.2 EVENT OPERATING HOURS 5.2.1 The Event operating hours (AEDT), for the purpose of Supercars Operations Manual Rule E2 are as follows: 5.2.1.1 Thursday 15th October 0830 – 1545 5.2.1.2 Friday 16th October 0730 – end of DS2/ Super3 race 1 5.2.1.3 Saturday 17th October 0800 – end of DS2/ Super3 race 2 5.2.2 All Team personnel must access the Event precinct via the tunnel off Ray Bant Drive. 5.3 TYRE FITTING, ALLOCATION AND USAGE 5.3.1 DS2/ Super3 Control tyre fitting will commence from 0900hrs (AEDT) on Wednesday 14th October 2020 in the Dunlop facility located in the Supercars Paddock. 5.3.2 The DS2 Dunlop tyre fitting hours (AEDT) of operation are as follows: 5.3.2.1 Wednesday 14th October 0900 – 1700 5.3.2.2 Thursday 15th October 0700 – 1830 5.3.2.3 Friday 16th October 0700 – end of DS2/ Super3 race 1 5.3.2.4 Saturday 17th October 0700 – end of DS2/ Super3 race 2

5.3.3 In accordance with the requirements of Supercars Operations Manual Rule D17.8.3, marking of pre-marked tyres will take place at 1500hrs (AEDT) on Wednesday 14th October outside each Teams Paddock garage.

5.4 DRIVER CONDITIONS POLICY 5.4.1 In accordance with Supercars Operations Manual Rule D3.4.4, the nearest Town or City to the Circuit, as listed by the Bureau of Meteorology is Bathurst: http://www.bom.gov.au./places/nsw/bathurst/ 5.5 BRIEFINGS 5.5.1 A briefing for all Competitors Authorised Representatives will be held at 1630hrs (AEDT) on Wednesday 14th October. in the large Grey Shed, immediately to the rear of Gate 2. 5.5.1.1 Social /physical distancing protocols must be observed. 5.5.2 A briefing for all Competitor’s Authorised Representatives & Driver’s will be held at 1715hrs (AEDT) on Thursday 15th October in the large Grey Shed, immediately to the rear of Gate 2. 5.5.2.1 Social /physical distancing protocols must be observed. 5.6 USE OF THE CIRCUIT 5.6.1 Delete Rule D3.1.2 and replace with the following: D3.1.2 At the end of each Session, other than race 2, each Driver is permitted to cross the Control Line twice so that each Car can complete a cool down lap prior to returning to the DS2/ Super3 Paddock. D3.1.3 At the end of race 2, no Driver may cross the Control Line more than once. 5.6.2 Additional information will be provided in the End of Race procedure. 5.7 PADDOCK MOVEMENTS 5.7.1 For this Event, delete Rule D11.5.9.3 and D11.5.9.4 and replace with the following: D11.5.9.3 Cars must form up in the marshalling area in Pit Lane order. Once directed to leave, they must do so in Pit Lane paddock garage order, with DS2 Cars leaving first followed by S3 Cars. The first Car that leaves the marshalling area must be the one that is at Pit Exit end of Pit Lane and so on. D11.5.9.4 All vehicles and trollies moving through the paddock, outside of full category movement, must be accompanied by a minimum of two (2) Team personnel, who will act as spotters. 5.8 START PROCEDURE 5.8.1 For this Event, during the Start Procedure, each Team will be permitted a maximum two (2) Team personnel for each Car.

5.9 PARC FERMÉ 5.9.1 For each Session at this Event, Parc Fermé will be located outside each Team’s DS2/ Super3 Paddock Garage, on a 45-degree angle, nose in, and under the direction of Officials. 5.9.2 For this Event, update Supercars Operations Manual Rule D13.7.1 with the following: D13.7.1 Unless otherwise authorised by the CTM, Teams are only permitted to undertake the following while any Car is in Parc Fermé: D13.7.1.1 Check Control Tyre pressures;

D13.7.1.2 Place Cars on single high stands; D13.7.1.3 Rotate the wheels; D13.7.1.4 Loosen the wheels; D13.7.1.5 Install cool suit loop lines and remove dry ice; D13.7.1.6 Position cooling fans in the radiator and/or brake duct intakes in the front bumper bar; D13.7.1.7 Connect auxiliary power pack D13.7.1.8 One crew member is permitted to download the Data Logger; D13.7.1.9 Within 20 minutes of the Session being complete, data for the outing with the fastest lap from that Session must be supplied to the CTM on the provided USB storage device. a) For any DS2/ Super3 race, all data from the Session must be supplied.

5.10 SPECIFIC PRESCRIPTIONS – DS2 TYRE ALLOCATION, USAGE, ORDER AND PAYMENT 5.10.1 At this Event, update Round 3 in D17.8 of the Supercars Operations Manual, (delete Circuit: Reid Park Street Circuit) and replace with the following:

5.11 TEAM PERSONNEL LIMIT 5.11.1 For this Event, Teams must abide by the following personnel limit: 5.11.1.1 Single Car Team – maximum five (5) personnel including Authorised Representative plus one (1) Driver. 5.11.1.2 Two- Car Teams – maximum eight (8) personnel including Authorised Representative plus two (2) Drivers. 5.11.2 For this Event, Teams will be required to complete the Notification of Team Personnel Form, attached to these Supplementary Regulations as appendix 1. 5.12 DS2 POINT SCORE SYSTEM 5.12.1 For this Event, update Round: Reid Park Street Circuit Race No. 1 and 2 in Schedule D2. DS2 Point Score System of the Supercars Operations Manual and replace with Round: Mount Panorama Circuit Race No. 1 and 2.
