MISSION The Center for Liberal Studies promotes libertarian ideas and the expansion of civil liberties in the Czech Republic. The Center provides a platform for the coordination of liberal groups in the Czech Republic, regardless of political party affiliation. Year Established: 1991 Legal Status: Independent Unit of Charles University MISSION The Charles University Center for Economic Research and Graduate Education (CERGE) seeks to pro- mote the use of Western standards of economic instruction and research activities in Central and Eastern Europe. PRIMARY RESEARCH INTERESTS • Economics of Transition • European Integration • Banking and Finance • Micro- and Macroeconomic Analysis CURRENT ACTIVITIES In order to close the gap between Western and Eastern European economics educational standards, CERGE uses visiting faculty and re-trains local faculty in foreign universities and institutes. The Center's post-graduate program concentrates on the intensive theoretical and technical training of its students, stressing student participation in research activities from the beginning of their studies and offering instruction by first-class foreign lecturers. The Center also contributes to the requalification of local uni- versity faculty, high school teachers, researchers and field economists through extensive outreach cours- es, seminars and workshops. CERGE seeks to provide a new generation of economists with a solid back- ground in economic leadership. FUTURE PLANS In the future, CERGE hopes to continue the process of building one of the top economics education centers in the region. CERGE also intends to continue to produce and to disseminate economic research of the highest quality. One of the highlights of this effort will be a 1999 international conference enti- tled "European Integration: Institutional Change and Economic Reform," to be hosted by CERGE. Finally, CERGE hopes to continue breaking down the artificial barriers between research and education which existed under communism through its ever-deeper cooperation with the Economics Institute of the Academy of Sciences of the Czech Republic. The Institute carries out analytical research projects that serve to define the foreign policy of the Czech Republic. CURRENT ACTIVITIES The Institute takes an active role in working with government officials, elected officials, journalists, mil- itary officers and academic analysts to provide independent assessments of foreign and security policy in the Czech Republic. They organize conferences on topics of current importance and disseminate infor- mation about foreign affairs to the public at large. The Institute's current research focuses on the prospects for enlargement of the European Union to central and eastern Europe, the future expansion of NATO, Czech-German relations, national minorities in the Czech Republic and Central and Eastern Europe, civil-military relations in post-communist societies and Czech security policy.

FUTURE PLANS The Institute's future projects include transmitting policy-relevant knowledge about Czech integration in the European Union and NATO to other countries in central and eastern Europe, analyzing alterna- tive concepts of security and security policy, working with journalists to understand the role of the media in covering defense and security issues, and helping build the policy infrastructure for a development aid program in the Czech Republic. The Institute will also co-sponsor two conferences in Prague that will investigate NATO policy in central and eastern Europe after expansion and the transformation of secu- rity policy in the region.
