Minister of Health 70 Colombine Driveway Tunney's Pasture Postal Location: 0906C Ottawa, Ontario K1A 0K9 Subject: COVID-19 and request to pause federal PMPRB regulations Dear Minister Hajdu, We are writing to urgently request, in light of the COVID-19 pandemic health crisis, that you and your Cabinet colleagues pause implementation of changes to the price control regulations of the Patented Medicines Prices Review Board (PMPRB) set to come into force on July 1, 2020. We are signing this letter on behalf of national patient organizations, including health charities and not-for-profits, which are part of Alliance des patients pour la santé, Best Medicines Coalition, Canadian Organization for Rare Disorders, Health Charities Coalition of Canada, and Regroupement québécois des maladies orphelines/Quebec Coalition of Orphan Diseases. Together, we represent millions of Canadian patients with all types of illness, conditions and unmet therapeutic needs. We fully recognize the significant challenges in addressing and mitigating the impact of the COVID-19 crisis to save lives, including communicating national efforts, and we commend you on your role in this vital work. We greatly appreciated the work to ensure the flow of live-saving medicines given the partial closure of the USA-Canada border. We fully support Prime Minister Justin Trudeau’s statement today that it is time for all hands on deck. This effort must involve national leaders along with all stakeholders, including patient organizations that are a vital link and support to patients and indeed all Canadians. The COVID-19 crisis requires full, sustained and undivided attention. Therefore, together we fully support and jointly urge you to put implementation of the PMPRB regulations on hold in the spirit of reprioritizing/postponement of other national and provincial initiatives including, for example, Ontario healthcare restructuring plans. We believe this is necessary to allow for a singular focus on COVID-19 countermeasures and to continue further review and consultations on the PMPRB implementation. For our part, we need to focus on helping our patient members through the COVID-19 crisis. We respect your commitment, expressed at the House of Commons Health Committee on March 11, to listen to patient input on the PMPRB changes, especially considering the PMPRB’s own listening session to be held March 18 was cancelled due to COVID-19. We wish to to prepare additional input as suggested by the PMPRB in its announcement of the cancellation of the session, but of course we need time to prepare this which is extremely challenging currently. …/2 . -2- Given these extenuating circumstances, we ask that that you and Cabinet pause the changes and provide public notification to this effect in order to ensure there is time to appropriately consult all stakeholders, including patient representatives, and for government to complete a comprehensive review. The Network provides a unified voice on the issue of violence against women and brings forward the issues and concerns of the shelter sector. As a sector, we are encouraged by your government’s recent announcement to commit 89.9 million dollars over the next two years for shelter construction and renovation. We do, however have several questions and concerns and do feel that it was a lost opportunity that our Network was not consulted following this announcement. We are well positioned to provide advice and expertise in terms of how to ensure that these funds maximize their potential outcomes. This being said, it is not too late and we hope we will have the opportunity to engage in meaningful dialogue in the very near future. As a Network working at the pan Canadian level we appreciate the challenges and the rewards of collaboration. The Budget indicates that the funds will be provided under the Affordable Housing Initiative (AHI) and that provinces and territories will not be required to cost-match these investments. The following questions are, however, not addressed: . How will the funds be rolled out - though a federal mechanism or via the provinces and territories? . How will allocations be made, what is the funding formula to be used? . Will the funds cover infrastructure costs associated to Second Stage Shelters and Shelter outreach programs? In figures provided by your Department, we noticed that under the IAH initiative, Federal contributions to create or renovate shelter beds in Nunavut between 2011-12 and 2014-15 totaled a mere $40,000.

    September 10th, 2018 The Honourable Jean-Yves Duclos Minister of Families, Children & Social Development House of Commons Ottawa, ON K1A 0A6 Dear Minister Duclos: On September 4th, the Mayors of Hamilton, Brantford, Kawartha Lakes, and Thunder Bay wrote a joint letter to you, asking the Federal Government to assume oversight of the Ontario Basic Income Pilot project. The Hamilton Chamber of Commerce and Thunder Bay Chamber of Commerce strongly encourage the Federal Government to consider this request. The economy has and will continue to drastically change in the years ahead. With developing technologies and increased automation, government policy needs to adapt in order to respond to potential disruptions in the labour market. If the Ontario Basic Income Pilot project had reached its planned conclusion, it would have provided lawmakers the data they need to evaluate the merit of this approach to managing market disruption. The basic income project was intended to help guide evidence-based policy-making. That is why we, in conjunction with the Ontario Chamber of Commerce, were supportive of the pilot and interested in its outcome. Federal oversight of the pilot would revive the critical information generated over the full course of the experiment. In particular, we are keen to understand if basic income payments: ● Influence recipients’ socio-economic outcomes, their participation in the labour market, and/or their uptake of education/training opportunities; ● Alter participants’ use of existing social and/or income redistribution programs; ● Lead to an increase in entrepreneurial activity. As of March 2019, those participating in Ontario Basic Income Pilot project will receive their last payment from the Provincial Government.

Minister of Public Safety [email protected] Dear Prime Minister Trudeau and Ministers Mendicino, Hajdu, and Blair, I’m writing to express Mennonite Central Committee Canada’s concern about the continued lack of travel possibilities for refugees to resettle to Canada. Currently, only those refugees with a permanent residence visa issued before pandemic travel restrictions were introduced in March 2020 are being admitted. There are more than 25 million refugees globally. Resettlement has been a small but important tool to provide a durable solution for some of these refugees and we encourage Canada to continue to play a leadership role in resettlement. As the first organization to sign a Sponsorship Agreement in March 1979, MCC is proud to be a part of that work. Since 1979 we have helped resettle more than 12,500 refugees in many communities across Canada. Last March, when arrivals of refugees were cut to almost none, it was devastating for the many sponsors we work with. In 2020, MCC welcomed 118 refugees through Privately Sponsored Refugee (PSR) and Blended Visa Office Referred (BVOR) programs. That is only 20% of the number we resettled the previous year. We encourage the Canadian government to resume issuing visas for refugees approved for resettlement in Canada.

Along with our colleagues in family medicine, geriatrics, nursing, and countless other health professionals, we celebrated when Health Canada announced safe and effective vaccines were approved for use in Canada. But the rollout of the largest vaccination campaign in history has started off far too slow. Indigenous communities where COVID-19 infection can have disproportionate impact need vaccines now. Our frontline healthcare workers, who have been risking their lives to care for Canadians since the start of this pandemic, and Canada’s most vulnerable, especially our elders and those living in long-term care homes, cannot afford to continue waiting. There is another group of Canadians whose lives depend on widespread vaccine coverage—children and youth. Since the start of the pandemic, children and youth have been disproportionately affected by the public health measures designed to keep Canadians safe from COVID-19. We are especially concerned about the effects these restrictions have had on their mental health. It may be years before we fully understand the extent and magnitude of these effects, but here is what we know right now: Paediatricians, child and adolescent psychiatrists, and other health professionals are seeing more youth with mental health problems, including anxiety, depression, eating disorders, and problematic substance use.

We work to improve the lives of LGBTQI2S persons and to enhance the global response to LGBTQI2S issues by informing public policy, inspiring cultural change, and promoting human rights and inclusion through research, education, and community engagement. On December 09, 2019, you stated that: “…Canadians are rightfully proud of their public health care system. It is something that we all know is the first point of pride for Canadians, whether they travel abroad or people visit Canada.”1 We trust that you are mindful of the fact that the public health care system has also been, and continues to be, a source of discrimination and inequality for sexual and gender minorities in Canada. We are encouraged by this Government’s commitment to work with the LGBTQI2S community. As I am sure you are aware, in November 2017, the Prime Minister formally apologized for nearly four decades of “systemic oppression, criminalization, and violence”2 against the LGBTQI2S community in Canada. During this apology, we were relieved to hear that the Prime Minister understands that “there is still much work to do”3 to eradicate LGBTQI2S discrimination in Canada.
