Rik Van de Walle October 2019 i English Summary This dissertation examines the motives and central visions of three student demonstrations, each taking place within different historical and political contexts and each organized by a different generation of Kosovo Albanian students. The years 1968, 1981 and 1997 witnessed a proliferation of student mobilizations as collective responses demanding more national rights for Albanians in Kosovo. I argue that the students' main vision in all three movements was the political independence of Kosovo. Given the complexity of the students' goal, my analysis focuses on the influence and reactions of domestic and foreign powers vis-à-vis the University of Prishtina (hereafter UP), the students and their movements. Fueled by their desire for freedom from Serbian hegemony, the students played a central role in "preserving" and passing from one generation to the next the vision of "Republic" status for Kosovo. Kosova Republikë or the Republic of Kosovo (hereafter RK) status was a demand of all three student demonstrations, but the students' impact on state creation has generally been underestimated by politicians and public figures. Thus, the primary purpose of this study is to unearth the various and hitherto unknown or hidden roles of higher education – then the UP – and its students in shaping Kosovo's recent history. -

The most probable coalition for a future government would include DSS, Serbia’s president Boris TadiĀ's Democratic Party (DS) and the liberal G17 party of acting finance minister Mlaʼnan DinkiĀ. Although DS with 65 mandates is the strongest of the three potential partners, Koštunica could claim that his DSS and G17, which were allied in the government since 2004, have together (47+19) one mandate more (66) and therefore should fill the premier’s slot. TadiĀ is not likely to gather enough mandates for an alternative coalition, so that he would have difficulties to cope with such demands. -

Transitions Online by Igor Jovanovic 13 October 2005 BELGRADE, Serbia and Montenegro The European Union has formally opened talks on strengthening ties with Serbia and Montenegro. The way is now clear for Belgrade to move toward completing a Stabilization and Association Agreement (SAA) with the EU. "The agreement will deepen relations and create contractual relations between the EU and Serbia-Montenegro. It is a crucial step forward on Serbia-Montenegro's path to the EU," EU enlargement commissioner Olli Rehn told top officials gathered for the ceremonial opening on 10 October. Technical talks are expected to begin in late October or early November. The visit to Belgrade capped a week of frantic diplomatic activity in the Balkans: on 3 October, EU foreign ministers decided to open full membership talks with Croatia; on 5 October, the parliament of one of Bosnia's two constituent parts, Republika Srpska, caved in to international pressure and passed a controversial police reform package that now makes Bosnia's SAA talks possible; and two days after that, UN special envoy Kai Eide recommended early negotiations to settle the final status of Kosovo, nominally still a province of Serbia. A unique feature of the EU's integration process with Serbia and Montenegro is the constitutional makeup of the uneasy state union of the two republics of Serbia and Montenegro, which gives most authority to the republics. A year ago, EU foreign ministers decided to deal separately with the republics on economic issues while talking with state union leaders on overall political integration. -
Amendments to the Constitution of the Republic of Serbia
AMENDMENTS TO THE CONSTITUTION OF THE REPUBLIC OF SERBIA Amendments I through XXIX to the Constitution of Serbia Amendments I through XXIX are an integral part of the Constitution of the Republic of Serbia, which shall enter into force on the day of promulgation by the National Assembly. A Constitutional Act shall be passed to implement the Amendments I through XXIX of the Constitution. AMENDMENT I Competences The National Assembly shall: 1. adopt and amend the Constitution, 2. decide on changes concerning the borders of the Republic of Serbia, 3. call for the Republic referendum, 4. ratify international contracts when the obligation of their ratification is stipulated by the Law, 5. decide on war and peace and declare state of war and emergency, 6. supervise the work of security services, 7. enact laws and other general acts within the competence of the Republic of Serbia, 8. give previous approval for the Statute of the autonomous province, 9. adopt defense strategy, 10. adopt development plan and spatial plan, 11. adopt the Budget and financial statement of the Republic of Serbia, upon the proposal of the Government, 12. grant amnesty for criminal offenses. Within its election rights, the National Assembly shall: 1. elect the Government, supervise its work and decide on expiry of the term of office of the Government and ministers, 2. appoint and dismiss judges of the Constitutional Court, 3. appoint and dismiss five members of the High Judicial Council, five members of the High Prosecutorial Council, the Supreme Public Prosecutor of Serbia and public prosecutors, 4. appoint and dismiss the Governor of the National Bank of Serbia and supervise his/her work, 5. -

This definition was my primary guide in determining which of the many conflicts in the Balkans during the 20th Century were genocidal. -

ATTACKS ON JUSTICE – SERBIA AND MONTENEGRO Highlights Serbia and Montenegro (the Federal Republic of Yugoslavia until February 2003) entered the process of democratic transition, the creation of a system based on the rule of law, much later than other former socialist countries. On 4 February 2003 the new state union of Serbia and Montenegro was proclaimed. Under the Constitutional Charter of the State Union of Serbia and Montenegro, there is only one instance of Serbia and Montenegro having a common judiciary – the Court of Serbia and Montenegro. Otherwise, each state – the Republic of Serbia and the Republic of Montenegro – has its own internal courts system. A set of important judicial reforms came into force on 1 March 2002 in the Republic of Serbia and in July 2002 amendments to these laws were made that violate the principle of separation of powers and the independence and impartiality of the judiciary. In Montenegro, several laws relating to the judiciary were passed or amended during 2003. On 19 March 2003, the National Assembly of the Republic of Serbia dismissed 35 judges from office, including seven Supreme Court judges, amid accusations that the judiciary had failed to take tougher measures in dealing with remnants of the former regime as well as in prosecuting organized crime. The legal system in Serbia and Montenegro is still characterized by a number of contradictory and inconsistent regulations, resulting in legal insecurity. The Status of Albanian in Relation to the Other Balkan Languages
DOI: 10.11649/sm.2015.012 Slavia Meridionalis 15, 2015 Instytut Slawistyki PAN Bardh Rugova University of Prishtina The Status of Albanian in Relation to the Other Balkan Languages From 1972, i.e. when the standardisation of the Albanian language took place, the Albanian language went through three different sociopolitical stages that had an impact on its development. The first stage was the one that began in 1972 and lasted until the beginning of the nineties when the transition from totalitarianism to democracy took place in Albania and former Yugoslavia, two countries with the largest number of Albanian speakers. During this first stage, the Albanian language was a secondorder language in Kosovo, whereas the official language, i.e. the language of prestige and the language used in government cusiness was SerboCroatian, even though a lot of attention was given to the Albanian language especially in Kosovo. The second stage covers the period from the 90’s until the war in Kosovo – the dissolution of the former Yugoslavia and pluralism in Albania. USAID Economic Growth Project
USAID Economic Growth Project BACKGROUND The USAID Economic Growth Project is a 33-month initiative designed to increase economic opportunity in northern Montenegro. Through activities in 13 northern municipalities, the Economic Growth Project is promoting private-sector development to strengthen the competitiveness of the tourism sector, increase the competitiveness of agriculture and agribusiness, and improve the business-enabling environment at the municipal level. ACTIVITIES The project provides assistance to micro, small and medium-sized enterprises, local tourist organizations, and business support service providers, as well as municipal governments to stimulate private sector growth. The project is: Strengthening the competitiveness of the tourism sector It is promoting the north as a tourist destination by supporting innovative service providers, building the region’s capacity to support tourism, assisting coordination with coastal tourism businesses, and expanding access to tourist information. Improving the viability of agriculture and agribusiness It is restoring agriculture as a viable economic activity by supporting agricultural producers and processors from the north to capitalize on market trends and generate more income. Bettering the business-enabling environment It is identifying barriers to doing business and assisting municipalities to execute plans to lower these obstacles by providing services and targeted investment. RESULTS 248 businesses have received assistance from Economic Growth Project (EGP)-supported activities. Sales of items produced by EGP-supported small businesses have increased by 15.8 percent since the project began. Linkages have been established between 111 Northern firms, as well as between Northern firms and Central and Southern firms. 26 EGP-assisted companies invested in improved technologies, 29 improved management practices, and 31 farmers, processors, and other firms adopted new technologies or management practices. -

This watershed event symbolizes not only the end of a decade of authoritarian rule but also the beginning of a double transition: from authoritarian rule to democracy, on the one hand, and from a series of armed conflicts to peace, on the other. This transition has thoroughly transformed Serbian politics in general and Serbia’s security sector in particular. This October, Serbia’s democracy celebrated its tenth anniversary. The jubilee is an appropriate opportunity to reflect on the past decade. With this aim in mind, the report will seek to analyse the impact of democratization on security sector governance in Serbia over the period 2000-2010. In order to do so, in the first part of the report we have developed an analytical framework for studying democratic security sector governance, which is defined as the transparent organization and management of the security sector based on the accountability of decision-makers, respect for the rule of law and human rights, checks and balances, equal representation, active civic participation, public agreement and democratic oversight.
