Steven L. Antonakes currently serves as both the Acting Deputy Director at the Consumer Financial Protection Bureau (CFPB) as well as the Associate Director for the Division of Supervision, Enforcement, and Fair Lending. As the Acting Deputy Director, Mr. Antonakes provides leadership in various ways across the CFPB. In addition, Mr. Antonakes continues to serve as the Associate Director for Supervision, Enforcement and Fair Lending. In this capacity, he is responsible for the supervision of all banks and non-banks under the CFPB’s jurisdiction and the enforcement of federal consumer protection and fair lending laws.

Mr. Antonakes most recently served as the CFPB’s Assistant Director of Large Bank Supervision and was charged with establishing the consumer protection supervision program for the largest financial institutions in the country which collectively account for over 75 percent of the nation’s banking assets. Mr. Antonakes began his professional career as an entry level bank examiner with the Commonwealth of Massachusetts Division of Banks in 1990. He later served in numerous managerial capacities before being appointed by successive Governors to serve as the Commissioner of Banks from December 2003 until November 2010, becoming only the second career bank examiner to ever serve in that capacity. Mr. Antonakes also previously served as the first state voting member of the Federal Financial Institutions Examination Council (FFIEC), as the Vice Chairman of the Conference of State Bank Supervisors (CSBS), and as a founding member of the governing board of the Nationwide Mortgage Licensing System (NMLS). In March 2007, Mr. Antonakes received NeighborWorks America’s Government Service Award for his work in combatting foreclosures.

Mr. Antonakes received a Bachelor of Arts degree from Penn State University, a Masters of Business Administration from Salem State College, and a Doctorate of Philosophy in Law and Public Policy from Northeastern University.

Until recently, Allyson Baker was an attorney in the Office of Enforcement at the Consumer Financial Protection Bureau, where she served as lead counsel in In the Matter of Discover Bank, 2012-CFPB-0005, which resulted in a $214 million settlement and involved an investigation into the marketing of credit card add-on products. She was among the first attorneys hired by the Bureau and helped stand-up the Office of Enforcement.

Ms. Baker previously worked as a trial attorney at the Department of Justice, Civil Tax Division, where she served as lead trial counsel in a number of matters. Ms. Baker started her career in private practice. She graduated from the New York University School of Law and Columbia University.

Julie Brill Commissioner Federal Trade Commission

Julie Brill was sworn in as a Commissioner of the Federal Trade Commission April 6, 2010, to a term that expires on September 25, 2016.

Prior to becoming a Commissioner, Ms. Brill was the Senior Deputy Attorney General and Chief of Consumer Protection and Antitrust for the North Carolina Department of Justice, a position she held from February 2009 to April 2010. Commissioner Brill has also been a Lecturer-in-Law at Columbia University’s School of Law. Before serving as Chief of Consumer Protection and Antitrust in North Carolina, Commissioner Brill served as an Assistant Attorney General for Consumer Protection and Antitrust for the State of Vermont for over 20 years, from 1988 to 2009. Commissioner Brill was associate at Paul, Weiss, Rifkind, Wharton & Garrison in New York from 1987 to 1988. She clerked for Vermont Federal District Court Judge Franklin S. Billings, Jr. from 1985 to 1986. Commissioner Brill graduated, magna cum laude, from Princeton University, and from New York University School of Law, where she had a Root-Tilden Scholarship for her commitment to public service.

Commissioner Brill is an advocate of protecting consumers’ privacy, especially with new online and mobile technologies, and supports the creation and implementation of mechanisms to give consumers better information and control over the collection and use of their personal online information.

Commissioner Brill focuses on the need to improve consumer protection in the financial services arena. She advocates improving regulations and enforcement involving credit reporting, debt collection and in other financial areas. She is particularly interested in combatting frauds targeting consumers caught up in the economic downturn. She strongly supports increased cooperation among the FTC, the CFPB, and the States as they implement the provisions of the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act.

Commissioner Brill continues to advocate for effective antitrust enforcement, especially in the health care and high- tech sectors. She wrote the Commission’s unanimous decision in ProMedica, dissolving the merger of two hospitals in Toledo, Ohio. She has called for more effective competition enforcement in the health care sector, including in her statements involving the merger of pharmaceutical management companies Express Scripts and Medco, and the Commission’s decision to withdraw its appeal in FTC v. LabCorp. Her decisions in Google, Intel, and the proposed merger of IDT/PLX demonstrate smart and effective competition enforcement in the high tech sector.

Prior to joining the Commission, Ms. Brill received several national awards for her work protecting consumers, including the National Association of Attorneys General Marvin Award for her “outstanding leadership, expertise, and achievement in advancing the goals of the association,” Privacy International’s Brandeis Award for her work on state and federal privacy issues, and the National Association of Attorneys General’s Privacy Award. Commissioner Brill also served as a Vice-Chair of the Consumer Protection Committee of the Antitrust Section of the American Bar Association and Chair of the National Association of Attorneys General Privacy Working Group. J. Reilly Dolan is Acting Deputy Director for the Federal Trade Commission's Bureau of Consumer Protection. He leads the Consumer Lending and Corporate Regulatory Division of the Wells Fargo Law Department, which provides (a) comprehensive legal support to Wells Fargo’s consumer lending businesses, including Wells Fargo’s mortgage banking (WFHM), auto lending, student lending, home equity lending, wealth lending, and other consumer lending businesses and (b) legal advice about banking laws and regulations applicable to Wells Fargo & Company and its subsidiaries. Erin O’Hara O’Connor is a leading scholar in the field of conflict of laws. Her most recent work includes three books and a series of significant articles on choice of law, as well as articles that examine the influence of law on apology in dispute resolution and that address the influence of law on interpersonal trust in relationships. Professor O'Connor taught at George Mason University School of Law from 1995 to 2001, when she joined Vanderbilt’s law faculty. In fall 2005, she was a visiting professor at Northwestern Law School. Prior to joining the George Mason faculty, Professor O'Connor clerked for Chief Judge Dolores K. Ben Olson is the Deputy Assistant Director for the Office of Regulations at the Consumer Financial Protection Bureau (CFPB), where he leads and supervises rulemakings implementing the amendments to various federal consumer financial protection statutes in the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act). In particular, Ben led the CFPB’s development of proposed rules and forms integrating mortgage disclosure requirements in the Truth in Lending Act (TILA) and the Real Estate Settlement Procedures Act (RESPA).

Before joining the CFPB in June 2011, Ben served as Counsel in the Regulations Branch in the Board of Governors of the Federal Reserve System’s Division of Consumer and Community Affairs. There, he played a leading role in the Board’s development of new rules regulating the credit card industry, including the rules implementing the Credit Card Accountability Responsibility and Disclosure Act of 2009. In his first 8 years in office, the number of meth labs in Utah was reduced by 98% and he has talked to thousands of students and parents about the dangers of drugs and led the effort to obtain millions of dollars in funding for education and rehabilitation. His Internet Crimes Against Children Task Force has received national recognition and since Shurtleff has been in office, over 500 internet predators and child pornographers have been arrested and convicted (with a 99% conviction rate.) The number of sex offenders in Utah prisons has increased by more than 50%. Shurtleff set up Utah's AMBER Alert, which became a model for the nation and has received national awards, and he led the development of the first statewide Child Abduction Response Team. He developed the first statewide identity theft database, the Identity Theft Reporting and Information System or IRIS. The website is a one stop resource for victims to file online complaints with law enforcement, clear their credit and learn how to better protect their identities. His office is now working hard to expand IRIS nationwide.

Attorney General Shurtleff was born and raised in Utah, graduating from Brighton High School, and the College of Law. He is the author of Am I Not a Man? The Dred Scott Story, a historical novel about the man behind the landmark legal case. He served in the U.S. Navy Judge Advocate General (JAG) Corps as an Officer and Attorney, prosecuting hundreds of cases from 1985 to 1990. Shurtleff was a private practice trial lawyer in California from 1990 to 1993. He returned to Utah to serve as an Assistant Attorney General from 1993 to 1997. During that time, Shurtleff was appointed Section Chief for Civil Rights & Corrections and served as the lead attorney for public safety. From 1997 to 1998, he was a Deputy County Attorney for Salt Lake County. He also served as a Small Claims Judge Pro Tem in the Third District Court and a law enforcement and corrections instructor.

Attorney General Shurtleff is a Past Chairman of the Conference of Western Attorneys General (CWAG), and has served several times on the Executive Committee for the National Association of Attorneys General (NAAG). He is currently the Honorary Chair of the Utah Mentor Network and has personally mentored two elementary school students. Professor Todd J. Zywicki is a George Mason University Foundation Professor of Law at George Mason University School of Law and senior scholar of the Mercatus Center at George Mason University. Professor Zywicki is the author of more than seventy articles in leading law reviews and peer-reviewed economics journals. He is one of the Top 50 Most Downloaded Law Authors at the Social Science Research Network, both all time and during the past 12 months. He served as the editor of the Supreme Court Economic Review from 2001 to 2002. He has testified several times before Congress on issues of consumer bankruptcy law and consumer credit and is a frequent commentator on legal issues in the print and broadcast media, including The Wall Street Journal, The New York Times, The Washington Post, The Washington Times, Forbes, Nightline, National Review, NBC Nightly News, The Newshour with Jim Lehrer, Fox and Friends, Fox Business, CNN, CNBC, Bloomberg News, BBC, ABC Radio, The Diane Rehm Show, Lou Dobbs Radio Show, Neil Caputo Show, and The Laura Ingraham Show.
