A lot has happened during those two months. We are now in the penitential season which began with Ash Wednesday. As we move through Lent towards Easter there are many opportunities to join us in services; just a reminder - Mothering Sunday at Holy Trinity Newtown, Palm Sunday at St. Peter's with a procession of faith led by our favourite donkey. All of us enjoy this yearly public participation, as we walk slightly uphill from Soberton Village Hall trying to find enough breath to sing "All Glory Laud and Honour" hoping to keep together and in tune. This letter gives me an opportunity to share with you a truly uplifting experience; the event took place in Portsmouth Cathedral last Saturday and was the occasion of the Installation of the new Dean of Portsmouth. I had been invited to robe and join the procession of many dignitaries from the Diocese of Portsmouth and Chichester (the new Dean was previously Chancellor of Chichester Cathedral). The music was sublime, the organist superb, the Cathedral Choirs were augmented by the Choir of Chichester Cathedral. The service itself was based within Choral Evensong. For me this was an opportunity to go back in time and be part of the great choral tradition our Cathedrals are so good at. Many who live in our parishes will have had the opportunity to hear the Portsmouth Cathedral choir during performances at St Peter's.

For the past year I have written about the vacancy in our parishes. As you know, we are to join with Hambledon to make the parish of Soberton, Newtown & Hambledon with one incumbent. I am still unable to provide you with any up to date information other than that interviews have taken place and we await news of the result.

I wrote about the work on the Curl Chapel and the rebuilding of the Organ. By now we had hoped that the work would have at least begun; sadly, no. For a number of reasons work will not start now until the second week of May on The Curl Chapel . On the organ rebuild work is likely to commence during the last week of April.

Many of you will have heard that Jo my wife has been very unwell; I love looking after her. Jo wishes me to say Thank you to every one for their flowers, lovely cards, messages, visits and love. Everyone has been so kind. We both really appreciate everything.

By the time you read this spring will have arrived and our gardens will begin to blossom; perhaps we will enjoy some sunshine for the Easter holidays.

Do enjoy your break whether it be at home or in some other exotic place.

jP MEON VALLEY REWARDING VOLUNTEERING OPPORTUNITIES

Do you have a couple of hours or so to spare from time to time? Would you like to be part of a team that makes a real difference?

Meon Valley Heartstart is a dynamic voluntary group that provides emergency life saving skills training free-of-charge to schools, community groups and members of the public. In 2019 we trained more than 4000 people across southern - all of this training and the management and administration of it is provided by volunteers. We have no paid staff.

Our expansion means that we are looking for more volunteers to help us get this essential skills training to as many people as possible: -

1. People who can assist our qualified trainers while they present the training sessions - no previous experience is necessary: training will be provided and full support given. 2. People to help us with our administration - basic IT skills would be required - and the capacity to work from home.

Plans are well underway for this year's Children's Week, which will run from July 29*'' to August 2"*'. If you're new to the village, Children's Week is an amazing week of activities organised by the churches of Holy Trinity, Newtown and St Peter's, Soberton and run by volunteers. We're based in the Guide Hut, Soberton Heath, but most of the activities take place on the recreation ground - come rain or shinel It's a great tradition that has been going on in our viilages for over 40 years and many of the helpers attended as children themselves. Priority is given to chiidren aged 6-11 who live in the parishes, but we welcome applications from children who attend Brownies/Guides or attend Newtown Soberton Infants School.

Every year we have a mix of games, craft activities, trails and a day trip - ending with a presentation to family and friends on the Friday evening at 7pm (this year's presentation wiil be at St Peters, Soberton). Children are divided into groups of about 8 chiidren - each with at least 2 adult helpers and a teenager. We always make sure that they are with some of their friends. And all of this oniy costs £45 per child.

We also have a group of 12-year old NQTs(Not Quite Teenagers) who spend the week doing a mix of activities and helping set up the traii and games. Plus, we have our wonderful teenagers who are attached to a group and help us to run all our activities - we could always do with more teenagers so if you live in our parishes and would like to heip, please get in touch on [email protected] or attend a pianning meeting if you'd like to find out more details.

We're always looking for volunteers to help us - either helping to run a group or in the kitchen providing much needed support with paint and glue (and refreshments of course!). There are lots of other behind the scenes jobs as well if you'd like to help, but can't be with us on the day. If you're interested, please email [email protected].

We will be holding planning meetings at the Guide Hut at 7.30pm on the following dates:

SOBERTON FILM CLUB

Our next film will be OCEANS 8 on Thursday 6th. June at 7 pm sharp in St. Peter's church room. Cost unchanged at £10 PR to include a meal. Please bring BYO as usual. Everybody is always welcome and please book with me. New members always receive a warm welcome.

The film relates how a group of ladies decided to rob an upper class Jeweller. There are a lot of tension and twists in the plot and you need to suspend critical appraisal a little. 1 1 enjoyed it (twice already)

Sunday 9*" 10.30 Open Gardens St Clair's Meadow Sub-committee Report Volunteer wardens have reported frequent sightings |||H of birds on the reserve recently, including heron, egrets and kingfishers which is very good news.

Sadly, a number of ash trees are affected by the ash dieback fungus. Reserves Officer Chris Lycett said his team will be monitoring affected trees during the summer with a view to carrying out some tree works in the autumn. This will involve reducing the trees nSITipShire m sympathetically to retain habitat and reduce any risk |$|e of Wight to the public. WlldlifeTryst A brief spell of warm weather in February brought an upsurge in visitors to the meadow and also reports that some groups are lighting fires and leaving large amounts of litter, which is both unsightly and dangerous to wildlife.

Further discussion will be held with the Trust to try and find ways of reinforcing the meadow's status as a nature reserve and to discourage destructive behaviour by visitors.

We hope to arrange an Open Day in the early summer where people can come and hear from the St Clair's Meadow team about the important conservation work going on there.

If possible we would like to combine this with a guided tour of Soberton Down, where the local environmental group. SoberNewts, has been restoring a 10 acre area of chalk grassland which is habitat for a variety of interesting insect species.

Details will be published in the next issue of the parish magazine, via the Soberton Echo Facebook page and posters on village noticeboards.

Soberton Players is hoping to push the boundaries yet again this autumn with a production of the modern musical "Made in Dagenham." Based on the striking women workers at the Ford Plant whose victory paved the way for the Equal Pay Act of 1970, the musical was co-written by Richard Bean (the brains behind One Man, Two Guvnors which we performed in 2016) and features his trademark punchy style. It was also made into a film in 2010. The musical has strong character roles for both men and women across the age range with some powerful solo parts as well as rousing ensemble numbers. There is a big cast and it will certainly stretch us as a group, so we are holding a workshop to gauge the level of interest before we take the final decision. The workshop will be on Saturday, 6*'' April 10am to 12.30pm in the Guide Hut on the Recreation Ground, Heath Road. It will be an opportunity to find out more about the show, meet our new Musical Director, Kate Jones (aka the new Soberton Church organist) and sing some of the songs in the show. Do come along if you think you might like to give "Made in Dagenham" a try - and mention it to friends and neighbours who might be tempted to join us. We promise a warm welcome to newcomers and Soberton Players veterans alike. This Sherlockian themed drama is a new stage play written by local musician / playwright Mike Grogan and it will 'premiere' in Soberton before setting off on a 21 date tour of theatres in the south. Mike, you will remember, wrote 'Private Henry Tandey VC which played to a sell-out audience at Soberton Village Hall and toured the south in 2017.

It is a tale of blackmail, murder, suicide, deceit and treasure, all in two acts! It stars villagers Chris Mortimer as the super sleuth, Katie Flannagan as the long suffering Mrs. Hudson, Roger Minors as Inspector Lestrade and Faith Mortimer and Karen Grogan as, well that would be telling - you must come and see!

There are in all 11 characters played by 7 actors, all unified by the beautiful violin music I Georg I Based upon characters I created by Sir Arthur Conan Doyle, the story goes Sherlock Holmes has retired to a life of beekeeping. But back in Baker Street his good friend Dr. Watson discovers that the reason for his late wife's death may not have been as it seemed at the time. Old acquaintances Mrs. Hudson and Inspector Lestrade help Watson; however Holmes is never far away!

MEON VALLEY CARERS GROUP NEWS Registered Charity No. 1107865 Promoting a positive way of living with dementia

It is true that, as we get older, we do slow a little and our memories are no longer quite as sharp, but it's a fallacy that forgetfulness and confusion is inevitable and it could be a sign of an underlying problem. There are medical conditions other than dementia which can cause confusion and memory loss; and these can often be successfully treated. While it's true that there is currently no cure for dementia and little in the way of effective treatments, there are many ways in which the lives of sufferers can be improved and that of their Carers with increased understanding of the condition

Are you or someone you know caring for loved one from memory difficulties? If so and you live in the Meon Valley area, then why not come along to one of our Group Meetings, or Pub Lunches and socialise with other people who are going through the same day to day problems that you are experiencing. Our Group is run purely by volunteers who would be only too happy to sit with you and listen to your concerns. For those unable to transport themselves, the Meon Valley Lions Club generously provide their mini bus to collect members and their cared for, to go to the meetings and return them safely to their homes afterwards.

As we are a support group for the Carers, we are unable to take full responsibility for those coping with dementia, unless they are accompanied by their Carer. We, as volunteers, are quite happy to entertain the cared for, whilst their Carers are having a well earned rest and many friendships are formed over a cup of tea.

If you would like any further information, please give us a call, where the office is manned on Monday mornings. If you leave a message on the answer phone we will always return your call and we always look forward to welcoming new faces to the Meon Valley Carers Group.

Meon Valley Garden Club

Spring has definitely sprung in my garden, this was heiped by the very warm weather we had earlier this year, i have managed to split and pot up some piants for the Plant sale in May (see poster). Hope you will be able to do the same, please contact myself or Phil if you have any plants you can spare (details below). It is great that we can offer plants at such good prices and the profit helps us to put on other events. Piants we have left over go to other fundraising causes.

'Bugs' was the title of our first talk of the year by Chris Bird of Sparsholt college. He showed lots of pictures of insects in their various stages and points were awarded for identifying them correctly! The damage they can do was shown and how this can affect the plants. He gave ideas of how and when to deal with the pesky things. Scale insects, winter moth and even the slug was mentioned!! Our next event is a Coffee morning for members but you can always come as a guest or you could join for £3.00 a year.

.... on Thursday 5 April 2007, Private Eleanor DIugosz of the Royal Army Medical Corps(RAMO) was one of four British soldiers killed together with a civilian interpreter in the early hours of the morning. A roadside bomb exploded beneath the Warrior armoured vehicle in which they were travelling west of Basra City in Iraq during the aftermath of the 2"^ Gulf War. The other soldiers killed were Second Lieutenant Joanna Yorke Dyer, Corporal Kris O'Neill, and Kingsman Adam Smith. Eleanor DIugosz, aged 19, was providing medical support to a Warrior patrol from the 2nd Battalion Duke of Lancaster's Battle Group. Based in Catterick, North Yorkshire, Private DIugosz,'Ella' to some and 'DZ' to everyone else, deployed to Iraq in November 2006 and initially provided primary healthcare at Shaibah Logistic Base. After returning to the UK in January 2007 to complete her Class 1 Medics Course, she returned to Iraq in March 2007. Eleanor is the daughter of Mrs Sally Veck who now lives in Soberton.

The nation is currently in the throes of commemorating the enormous sacrifices made by British and Commonwealth armed Servicemen and women in the 2 great wars of the 20'^ Century. Not to be forgotten, however, are more than 7,000 killed in action in some 30 conflicts since 1945, including 626 deaths plus over 13,000 casualties in Iraq and Afghanistan. The RBL honours those kiiied on active service whilst supporting those who served, and their dependents.

The Droxford & District Branch has a selection of interesting speakers and events and further details of these are in the RBL pages of the Soberton & Newtown website. Non-members are always welcome to attend the talks and, of course, a Pub-style Quiz on Friday 26'^ April. The next Branch meeting will be at 1900 on Monday 13**' May 2019 at Droxford Village Hall when Giles Milton, internatio historian and best-selling author of Nathaniel's Nutmeg and Churchill's Ministry of Ungentlemanly Warfare will be speaking to us.

At the time of her death, Eleanor's home was with her mother in Swanmore near to her grandparents. Eleanor was born in Winchester in 1987. She attended primary school in Swanmore before moving with her famiiy to Somerset at the age of 9. There she became involved in the Young Farmers, music, public speaking and indulged her passion for riding, hunting and the Pony Club. She applied to join the Royal Army Medical Corps at the age of 17. Her mother recalls Eleanor's military training at Winchester: "She was the best rifle shot, taking the trophy and beating all the boys. She was my star all the time, she loved her job and she was my action girl. Nothing could have stopped her from serving her country." After her untimeiy death, Sally says: "I don't cry every day. At the beginning, I was crying all the time. You are just so low, exhausted; how are you going to cope for the next half-an-hour? And then suddenly time passes by and you think,'how have I survived that?' When that happened, someone said to me,'You're very lucky to have had her for 19 years of your life.' When I couid get that into my head and understand it, it helped a lot". Eleanor is buried in a military war grave at St Peter's Church, Bishop's Waltham. Her name is commemorated on Swanmore's war memorial and has also been added to Soberton and Newtown's Roll of Honour.

The first 3Ps Afternoon Musical Soiree on Saturday 9th March showcased just some of the extraordinary musical talent that we are lucky to have in our parish, anchored by the multi-talented John Haskins at his keyboard, who first suggested the idea for the show. The two-hour concert plus an interval for tea and cakes was organised by Vicki Weston and compered by Jonty Sherwill, standing in for Jules Holland - or so he said! With an audience of around forty, mostly village residents, many arrived with a cake for sharing during the interval. Starting at around 3pm after cups of tea had been served, the afternoon began with a medley of solo piano pieces played from John Haskins on his very authentic sounding Roland keyboard. It included three well known pieces by Ludovico Einaudi and then the famous Cavatina (theme from the Deer Hunter film by Stanley Myers), each piece beautifully played. The next spot was by Chris Mortimer, best known for his assured portrayals with the Soberton Players including as Henry Higgins in My Fair Lady, but this time singing to backing tracks adeptly managed from his stand mounted iPad. He started with 'Camelof from the 1960 musical by Alan Jay Lerner and Frederick Loewe from The Once and Future King', the novel by T. H. White. 'Bring Him Home'from the musical 'Les Miserables' was next and much appreciated by the audience. Next 'on-stage' it was 16-year-old Amber Hennessy stepping forward to give an assured performance of'Ave Maria', showing great confidence at the piano keyboard. With her parents and friends in the audience the fruit of many hours of practice and rehearsal was clear for all to see. No musical production in Newtown would be complete without the mellifluous tones of Jonathan Abbott, who introduced his first piece,'The Music of the Night'from Phantom of the Opera, as a song that he had performed as a young boy and won a singing competition. His talent has not diminished and the audience was spellbound, some in tears, as he delivered a note perfect performance of this most romantic song. At this point Matthew Hennessy, 14, Amber's younger brother and himself a seasoned performer in local productions, took his seat at his drum kit to accompany John Haskins for some lively Rock-n-Roll, before Amber returned to the keyboard and delivered a note perfect solo rendition of Yiruma's 'River Flows in You' that had everyone enthralled and amazed at her skill and composure. The halftime break for tea allowed some Jamming by John and Matthew while the cakes were being served, before Jonathan Abbott was welcomed back for his second number,'A Nightingale sang in Berkeley Square', another delight for all to enjoy. At this point the 'Mortimers' were introduced, Chris and Faith, to perform as a duet, firstly 'Summer Wine' composed by Lee Hazlewood and made famous by his 1960's duet with Nancy Sinatra (it's on YouTube) but now made to look rather tame by our Soberton twosome! Now nice!y warmed up what followed next was pure showmanship with 'Willcommen' & 'Cabaret'from the famous musical, as Chris and Faith delivered convincing portrayals of Joel Grey as the M.C. and Lisa Minnelli as Sally Bowles from the fabulous film version. That duo was followed by another, as sister and brother team Amber and Matthew on piano and guitar gave a rousing performance of Leonard Cohen's 'Hallelujah' with Matthew on vocals delivering an impressive finale to the piece with some staccato percussion on his guitar. At this point Amber handed the keyboard back to John and with Chris on bass guitar and Matthew on drums they produced a thumping version of Booker T's 'Green Onions' with Matthew let off the leash for a flamboyant crescendo! Performing well known 'standards' leaves no hiding place for a performer as almost everyone will be comparing what they are hearing with the CD they have at home, but it soon became clear that John Haskins had kept the best of his wide repertoire till last as he dropped the tempo and delivered some carefully selected piano pieces, amply demonstrating his extraordinary skill. Having first given us an almost perfect Moonlight Sonata by Beethoven and then Eric Satie's Gymnopedie No.1 John then tackled arguably the most lyrical and demanding slow movement in the entire piano repertoire, that from Shostakovich's Second Piano Concerto. If that perfect rendition wasn't enough John added three contrasting pieces to this set, a piano version of Pachelbel's Canon played especially for his wife Nahoko, Largo in G by Handel, plus one of his very own flowing compositions. At this point John Haskins reached for his accordion as song sheets were handed round and an old favourite,'The Wild Rover', was chosen for a spot of group participation with everyone in the hall joining in for an exuberant verse after his melodious introduction. With calls of'more!' John returned to his keyboard to play his own personal favourite, the delightful Raindrop Prelude by Frederic Chopin, a perfect close to a wonderful afternoon of home grown entertainment. 2018/19 Annual Report - presented at the Annual General Meeting 19*^ March 2019

Introduction

The Parish Council is non-partisan, the lowest tier of local government, meeting monthly at either Rookesbury Hall, Newtown, or Soberton Village Hall. These meetings are open to the public and we have a standing agenda item to hear members of the public.

Soberton Parish stretches from the southern end of Church Road, Newtown,to Brockbridge, the northern part of Station Road, Soberton. Its western boundary is the River Meon, and to the east the Parish includes Hoe Gate and Wallops Wood. The Parish has two main centres, Soberton and Newtown, and includes a series of smaller settlements, those being Soberton Heath, Hoe Gate, Kingsmead and Brockbridge. Over 60% of the northern and western part of the Parish is within the South Downs National Park and the south western corner includes a part of the Forest of Bere. Soberton Parish is rural, made up from linear development (i.e. development that follows the roads and lanes set in countryside).

This report seeks to outline the work and activities of Soberton Parish Council during this past year and look forward to the forthcoming twelve months.

1. Open Spaces : The Recreation Ground and Children's Play Area (Heath Road), the Bank (High Street) and the Chalk Pit (Chalk Hill, Soberton).

These are maintained via a grounds maintenance contract that is reviewed regularly. Andy Andrews keeps a close eye on the Children's Play Area and considers maintenance, repairs and replacement of equipment on a regular basis. This is an ongoing commitment and the Parish Council budgets for this work annually. Barry Henderson is responsible for managing the contractors who maintain the Recreation Ground and clean the Pavilion. Unfortunately in this past month the football pitch has become unplayable due to badgers digging in the grass. We are currently seeking solutions to deal with this matter. We are looking at a new project following the removal of the skateboard ramp. The ramp has served us well for 15 years. It is now both outdated and very rusty. We are currently seeking grants to create a 'multi use games area' that will create a hard surfaced area for games such as netball, basketball, tennis and 5 a side soccer similar to that at the Meon Hall.

2. War Memorials: the Cross in the High Street, Soberton, and the Lychgate at Holy Trinity Church, Newtown.

These are maintained from our budgets. The Lychgate is subject to a grant application for its reconstruction.

3. Roads, Footpaths and Transport

David Salmon (Roads), Tony Collins (Footpaths) and Bob Stranks (Transport) are the points of contact, they will raise any matters of concern with the appropriate responsible authority ie HCC,WCC,HIWWT etc. As an example of this work David Salmon, Rachel Hicks and Tony Collins recently met with Newtown School and HCC to assist in possible ways of increasing the safety of Church Road at the beginning and end of the school day.

4. Planning

The Parish Council is a statutory consultee in the planning process and is consulted by the Planning Authority on all planning applications. As previously noted, part of the Parish is within the South Downs National Park (SDNP). Applications made for sites within the SDNP are determined by the South Downs National Park Authority. Applications made in the remainder of the Parish are determined by Winchester City Council (WCC). WCC administer all the applications and the planning enforcement team. There are a number of live planning enforcement actions ongoing at the moment.

Village Design Statement(VDS) 2019 is a review and update of the earlier 2010 version of the VDS. Vicki Weston has issued the final draft which will be uploaded to the website by the end of March. The proposal is to seek approval from WCC/SDNPA during this summer as a Planning Guidance document for the Parish of Soberton.

5. Flood Action Group

The Parish Council set up a flood action group last year. Its prime role is to identify areas of the parish that flood (where flooding may cause damage to property). Bob Stranks and Rachel Hicks will, where possible, bring pressure on landowners, the highway authority and others to maintain ditches and drains. Blocked culverts and ditches can directly affect a number of people and we need to come together to allow water to flow downhill. A number of authorities have various powers to take direct action but we are seeking to encourage landowners where difficulties are reported to deal with their culverts, ditches and drains.

6. St. Glair's Meadow

Jane Masterman is the Parish Council's link and coordinates with the Hampshire and Isle of Wight Wildlife Trust, and reports to our Parish Council Meetings.

7. Finance

The 2017/18 Parish Precept was £31,523. This has not increased for 5 years and this year we have increased the precept by 3.5% to £32,627. This represents £4.37 per month for a band 'D' property.

Summary of what monies are spent on:

Winchester City Council Freezes Council Tax There will be more money in the pockets of residents as Winchester City Council's sound financial management pays off. Households across the district will be better off this coming year after Winchester City Council said no to raising its council tax. The good news has been made possible because of the good financial management by the Council who have looked after the pennies so residents can look after their pounds. The city council recently received praise by external auditors for its financial health.

Winchester City Council goes from strength to strength. Councils up and down the country are facing increasing pressure on services with reducing central government funding, so in the last couple of years Winchester City Council(WCC) has introduced a new way of budgeting called Outcome Based Budgeting. In 2018/19 we have made savings of £1.1m and the projected savings for 2019/20 are a further £0.96m.

In addition to replacing the flooring and ceiling, the installation of energy efficient lighting is estimated to provide up to £8,000 per annum in savings. Examples of Investment • Sports and Leisure Centre - £38 million project to build a new leisure centre, improving the health and happiness of our residents. We have also pledged to provide further sports hall facilities in the southern parishes. I have been speaking with Swanmore Community College so that they have been able to flag the need required in our area. • The demolition and provision of a car park at Coventry House (Vaultex)following its acquisition. There is an existing budget to provide a surface car park in the programme; however, in line with the emerging Movement Strategy, the potential for a multi-storey facility will be included in a feasibility study. Further details on this project will be reported later in 2019. • Central Winchester regeneration - Friarsgate Surgery, High Street property - The purchase of the Friarsgate Surgery with the plan to rent out but this helps secure the Central Winchester Regeneration projected, along with the Bus Station and this now in the ownership of WCC. The Council continues with its corporate priority to regenerate the city centre to create a new heart and additional life and vitality in the area, support business and the city centre economy, and make it a more attractive place for residents and visitors alike. • Station Approach - support business demand for Grade A office space and for job opportunities in the district. Investment in public realm and master planning with respect to the Station Approach area at Carfax and Cattlemarket subject to economic viability, business case and full review of delivery options. • Bishop's Waitham units develop new industrial space of our market town economy. The former Depot at Bishops Waitham is suitable for redevelopment. Interest has been expressed by a number of local businesses in the possibility of leasing new business accommodation. Initial feasibility studies have been completed and a planning application has been submitted for the demolition of the existing buildings and the construction of three new terraced industrial units, including hard and soft landscaping • Tourist information Centre - enhanced facility to showcase the city and district, worth a visit • City Office reception - better access, automation and service - a much more welcoming and user friendly environment. • Parking enhancement - purchasing the Vaultex site, Coventry House Barfield Close will enable the Council to expand the Park & Ride parking scheme in the City to support our aim to improve the quality of the District's environment by reducing congestion and improving air quality. New Car parks or improvements. The provision of a new Coach Park at St Catherine's Park and Ride to replace the existing facility at Worthy Lane and improvements to Chesil car park. Alresford, with the provision of a new car park at The Dean in Alresford. • Coitbury House - refurbishment of currently unused building in central Winchester to provide much-needed office accommodation, provide a source of income to the Council, and revitalise the area. Architects have recently been appointed and works are expected to begin in 2019 subject to full business case approval. • New Surgery - provision of a repiacement surgery in the city centre to replace the existing St Clements's Surgery. • King George V play area and skate park - a budget has been allocated to replace the King George V Pavilion providing facilities for football, cricket and the boxing club. The project is at the feasibility stage and the potential for external funding sources such as grants is being explored. • There is an existing budget to undertake capital refurbishment works to Abbey House; however, consideration is being given to more significant works to the property including its potential for alternative uses. Further detail and a business case will be reported when appropriate. • Glass recycling bins - the Council will purchase new recycling bins for the kerbside glass collection recently announced. Waste collection contract extension for an autumn 2019 roll out. • Movement Strategy - explore the options available, and financing of these, to support the emerging Movement Strategy for Winchester City. • The Strategic Asset Purchase Scheme(SAPS) identify assets for the Council to acquire which will help meet its strategic objectives and also generate ongoing revenue streams. It is important to note that WCC is oniy investing in the district and only if there is a strategic gain as well as good financial sense, providing a financial return to support the Council services. Following a number of successful acquisitions in 2018/19, an additional budget of £15m has been allocated to 2019/20 in order to continue the acquisition of property to support the Council's ambitions, and in line with the principles of the 'double win' that have been established to date. This brings the total allocated since the introduction of the scheme to £45m.

Housing

• The establishment of a Housing Company to support the delivery of sub-market rented housing. The Partnered Home Purchase(PHP) scheme allows the Council to invest its capital resources into shared ownership properties providing revenue via rental income on the share the Council owns and the potential to generate increased capital receipts in the future. It works by providing an ongoing revenue stream to the council through rental payments from residents who are moving onto the property ladder through the council investing in an open market shared ownership property. • The delivery of one thousand new Council homes,600 by 2020 and the rest over 10 years these include the delivery of 77 properties at the Valley, Stanmore, the recent Chesil Lodge extra care units and many more smaller developments. The council also ranks one of the most active for rural affordable homes being delivered. • Winchester City Council's ambitious house building plans have been given the seal of approval after it was announced it had passed the Government's house building targets with flying coiours. The Govemment's Housing Delivery Test compares how many homes are being built against how many are required in the district. The city council scored 121 per cent, meaning it is exceeding the Government's requirement for housing provision in the last three years. Councils which do not meet the 95 per cent delivery target are required to set out action plans on how they will address this failing.

In the Pipeline

• Community Infrastructure Levy (OIL)- community projects. A £1 m allocation was approved in September 2018 allowing community groups to apply for a share of between £10,000 and £200,000 for their essential infrastructure projects. • Goods Shed, Bar End- options are being explored to provide small business units. • River Park Leisure Centre area - exploring alternative uses for the land where the existing leisure centre is located once the new Winchester Sports and Leisure Park is open. • District-wide Sports haii capacity — gave approvai to a £50,000 revenue budget to consider the feasibility of building a separate sports hall elsewhere in the district. A feasibility study has been commissioned and is underway: a report is expected in Spring 2019. • Solar Farm — opportunities to invest in a solar farm either independently or in partnership are being expiored. The potentiai benefits include supplying the Council with its own energy, suppiying energy to Council owned assets including housing tenants, providing tenants with the option of a cheaper and greener energy suppiy • Bridge at City Mill - the existing bridge over the Itchen at this location is narrow and the addition of a footbridge for pedestrians is being carefully considered. A budget of £250,000 per annum over the next 3 years has been ailocated to energy management projects. Expenditure will be subject to a business case as individual projects are identified. As well as reducing the Council's carbon emissions it is anticipated that projects will provide additional income and/or savings to the Council.

It would seem that one of the constant things in life is change and soon there will be i a change in Leadership at Hampshire County Council. Councillor Roy Perry, Leader f ' ' of the County Council has announced his intention to stand down at the Council's k ; AGM to be held on Friday IT" May 2019. It is 50 years since Cllr Perry first stood for BL"*., election in 1969. He has since t>een Leader of Test Valley Borough Council, Member ■■ ' '* ,! of the European Parliament 1994 - 2004, County Councillor since 2005, and from " - ' 2013 as Leader of Hampshire County Council. After May 2019 Cllr Perry will continue as a backbench councillor representing the Romsey Rural Division for the rest of the term until May 2021 and then retire.

Secondary School Choices. Over 98 per cent of parents in Hampshire have been offered a place for their child, at one of their preferred choices for a secondary school, by Hampshire County Council. Of those who applied by the deadline for a Year 7 place for September 2019, more than 92 per cent have been offered a place at their first choice school. The County Council received 14,351 on-time applications this year - an increase of 370 applications compared with the number received for places in September 2018. Pupils who did not secure a place at one of their chosen schools have been allocated a place at a school near to where they live, with available spaces. Parents have the right to appeal in these situations and their child's name will be added to the waiting list for their preferred schools. Places do become available if parents change their minds or families move home. The admissions team is now busy processing primary school applications with offers due to go out to parents on 16'^ April 2019.

Blue Badge Misuse A crack down of Blue Badge misuse on the streets of Winchester has resulted in the retention of 10 badges by Hampshire County Council's Blue Badge enforcement team. Blue Badge fraud and misuse is not a victimless crime - the actions of unentitled drivers who break the law and risk a criminal record put disabled residents at a real disadvantage - taking away spaces from those who genuinely rely on the Blue Badge scheme to provide essential support and improve their quality of life. Hampshire County Council, as the Blue Badge issuing authority, is responsible for Blue Badge enforcement in Hampshire. Together with the district and unitary councils who are responsible for their local parking enforcement, the local authorities work together to identify potential or proven misuse and respond to allegations of misuse. Where cases require further investigation, Hampshire County Council works with Portsmouth City Council to carry out investigations on the County Council's behalf. These investigations can lead to prosecution should they be serious enough to make such action necessary.

It is a criminal offence:

• For a person to use a badge that does not belong to them • To alter a badge • To create a copy of a badge • To use an expired badge • To commit any form of fraud relating to the use of a Blue Badge or acquiring a Blue Badge. People who misuse Blue Badges to access disabled parking areas can face fines of up to £5,000 and a criminal record. In the last three years the enforcement partnership has retained over 1,300 badges for misuse across the county. Two women die every day from cervical cancer in England. Women can protect themselves against the risk of developing cervical cancer by attending their screening when invited. It is estimated that cervical cancer screening saves about 5,000 lives each year and yet one in four women in the UK are not attending their test. Women between the ages of 25 and 64 are invited to attend cervical screening at their GP surgery. The screening is not a test for cancer but can help identify potentially harmful cells. For more information, visit www.nhs.uk/cervicalscreenina River Hamble Country Park A new visitor centre, improved play equipment and better paths and trail signage are set to transform River Hamble Country Park in Botley. The £800,000 investment will provide; • A visitor centre that includes toilets, catering, some under cover seating and a hire space that can be used by the community for learning based activities and school visits • Improved play equipment, following feedback from visitors who wanted to see more opportunities for adventure and natural play • Improvements to paths to make them more accessible and usable in all weathers, to help make River Hamble a destination in all seasons. • New signage to give visitors the confidence to explore The work is forecast to increase visitor numbers by 10 per cent. It builds on work already underway at the park to improve the entrance and introduce ANPR (Automatic Number Plate Recognition) so visitors can pay for parking more easily. The transformation of River Hamble Country Park is the final project in a three year programme of transformation, which has brought significant investment to all five of Hampshire County Council's biggest country parks. Lepe and Royal Victoria Country Park completed their new facilities in 2018. Staunton and Queen Elizabeth Country Parks are set to complete their transformations this year, and the work at River Hamble Country Park is expected to begin in September 2019.

The Meon Valley Lions Club is the local club of Lions International, the largest worldwide service club with over 46,000 clubs and 1.7 million members. Like all the other Lions clubs across the world, the Meon Valley Club is dedicated to providing help to those in need in our local communities. Our area covers from in the north to Knowie in the south, from Botley and in the east to Denmead in the west. We help people in many different ways, which we fund through hosting various fundraising events throughout the year, raising between £15,000 and £20,000 annually. Every single penny of the money we collect from donations or profit from fund raising events is used to help others. More specifically NONE of the money is used for salaries or administration.

Lions' Swanmore Fete 2019 This year, Lions' Swanmore Fete is on Saturday July IS*''- book the date in your diary now! We're changing the format a bit this year and are introducing a few new attractions, while making sure to keep all your regular favourites. For the first time, we are going to host a dog show during the course of the afternoon which will be sponsored by one of our previous stallholders, Oscar Pet Foods. We're not going to recreate Crufts, but hope to have a bit of fun and a chance for local dog-owners to show off their pet's best attributes. There will be numerous prizes up for grabs for the best pooches in various classes and we will shortly have a registration facility on our website, for interested owners.

Also making a first-time appearance will be The Funky Playbus for all the kids to jump around in, plus all the usual music, rides, stalls, bar, food court, and classic cars and motorbikes. Kristian Bediiako will be back again with the popular Djembe drum workshop and we'll be featuring a performance from all the participants to showcase their skills in the arena. During the next few weeks, more details will be published on our Fete website page plus there will a Facebook event page to keep you updated on developments.

The Lions' Swanmore fete takes a lot of time and effort to plan and we need dozens of people to help us make the event work on the day. Nelson's Blood

Local musician Mike Grogan has teamed with top folk instaimentalist Phil Beer of Show of Hands to produce a music video celebrating the life and death of our great British hero, Admiral Lord Nelson. Why Nelson's Blood? After the great Admiral's death at Trafalgar, HMS Victory returned to England with his body, for a state funeral in January 1806. To prevent his body from decaying during the voyage he was placed inside a cask, which was then filled with spirits. According to legend, some of this spirit was subsequently tapped and drunk by the sailors, gaining the name of 'Nelson's Blood. Mike wrote and recorded the song 'Nelson's Blood' several years ago and wanted to produce a video to capture the atmosphere of the words and events. There was of course only one place the video could possibly be filmed aboard HMS Victory. However, to achieve this aim, and to film on this national treasure, there was a great deal of understandable bureaucracy to overcome. After a protracted period of 'too difficult', along steps Anthony McEwen to save the day! Anthony very kindly facilitated the introductions and sold the value of the project to the trustees; the result is the video, which has now been released on youtube and is detailed below;

Above - The stables at Grenville Hall. Date unknown but early/mid 20thC. Srenvllle Hall was developed by William Henry Poulett, the 6^^ Earl Poulett. After leaving the Army in 1857, he lived here and devoted his time to horses and the Hall became a training establishment for his racing stud. After 1871 he bought 6 acres of land close by at Wallops Wood and built a racecourse. Annual Hambledon Hunt Races were held here which were very popular and attracted big crowds. Below - Map showing Srenville Racecourse at Bushey Down. Apparently, it is still possible to see where the stand once stood on the North side.
