The full outputs from this study, involving an enumeration program with skipper interviews, biological sampling and direct observations are to be published as final report and subsequent papers. Presented here are preliminary results from research at two locations in West Sumatera, Muara Padang and Bungus Fishing Port, and Pelabuhanratu Fishing Port in West Java. Tuna FADs in western Indonesian waters are anchored and are of 2 main float types: steel pontoon (ponton), and polystyrene block (gabus). Subsurface attractors are biodegradable materials and most commonly palm branches (nypa and coconut), and do not include netting materials. Tuna fisheries based in Padang region include the fishing gears hand line / troll-line (HL/TL) and purse seine (PS), and fishing areas include the Indian Ocean waters of Indonesian Fishing Management Area (FMA) 572. Tuna fisheries based in Pelabuhanratu include the gear hand-line/troll-line (HL/TL), and fishing areas in the Indian Ocean waters of FMA 573.

Fisher or fisherman Someone who captures fish and/or other aquatic biota from a body of water, or gathers shellfish as a livelihood. Fisheries Business License (SIUP) A license authorizing a company (as the bearer) to conduct fisheries business using production facilities specified in the license. Fisheries Management Area (FMA) A defined area that is harmonized with administrative boundaries and designated for the management of select fisheries activities. Fishing base A base point (usually a fishing port or fish landing base) for fishing vessels to dock and land their catches. Fishing fleet An aggregate of commercial fishing vessels. The term may be used for all vessels operating out of a particular port, all vessels engaged in a particular type of fishing (e.g., tuna fishing fleet), all vessels engaged in a particular type of gear (e.g., sardine purse seine fleet), or all fishing vessels of a country or region (modified from Wikipedia).

INTRODUCTION California is unusually fortunate because among her varied natural resources she has a large marine fish population in the waters along her thousand-mile coast line. Her ocean fisheries rank near the top in the natural wealth of the state. The value derived from the possession of an extensive fish population of varied species can not be expressed wholly by a monetary standard. Besides supplying food, the fisheries of California have afforded recreation to the people of the state and nation, for every year thousands enjoy the privilege of catching marine fish at the surf or out on the ocean in boats. The people of California should know the magnitude of their fisheries and to what extent they are being utilized. If a species is being depleted it should be given protection by efficient legislation. It is equally important to know which of the fisheries has no need of protection, so that legislation will not be passed which would hinder the effi- cient use of that fishery.
